Module I

The DILG: Leading for Development

Introduction

This module highlights the discussion on the Department of the Interior and Local
Government (DILG) Sector Outcome Framework and the Programs and Projects under
each of the outcome framework and its contribution to AmBisyon Natin 2040 and
Medium Term Philippine Development Plan 2017-2022.

Ambisyon Natin 2040 represents the collective long-term vision and aspirations
of the Filipino people for themselves and for the country in the next 25 years. It
describes the kind of life that people want to live, and how the country will be by 2040.
As such, it is an anchor for development planning across at least four administrations.

Ambisyon Natin 2040 is a picture of the future, a set of life goals and goals for
the country. It is different from a plan, which defines the strategies to achieve the goals.
It is like a destination that answers the question “Where do we want to be?”. A plan
describes the way to get to the destination; AmBisyon Natin 2040 is the vision that
guides the future and is the anchor of the country’s plans. (Ambisyon Natin 2040: A

The Philippine Development Plan (PDP) 2017-2022 is the first medium-term plan
anchored on the AmBisyon Natin 2040, consistent with Executive Order No. 5, series of
2016. The priorities are guided by the Duterte Administration's 0 to 10-point
Socioeconomic Agenda, the regional consultations conducted by the various planning
committees and the social development summits that culminated in the 20@22 Agenda:
Malasakit at Pagbabago. (PDP 2017-2022, p. 4)

The goal of the PDP 2017-2022 is to enable Filipinos to attain a “matatag,


maginhawa at panatag na buhay.” It acknowledges the accomplishments of the
previous administrations, adopts the good practices and carefully considers the lessons
gleaned from these experiences. (PDP 2017-2022, p. 4)

The sectoral outcome of the DILG is sustainable development-oriented local


government - this is a recognition and fulfillment of the LGUs’ role and contribution to
achieving the societal outcome. It is characterized by self-reliance on the part of LGUs
and where law and order and public safety prevail so that developmental efforts will go
on unhampered, complementing efforts by the national government and other sectors of

society to realize the articulated societal outcome. Self-reliance here means (1) LGUs
are able to grow/flourish on their own with limited – if not, zero-dependence on national
government support; and (2) widening their locally-generated resources to fund and
implement key development programs and projects for their communities and in
meeting the needs of their constituents. Law and order and public safety refer to a
condition where their constituents feel secure and safe from threats to their security, life
and limb, enabling them to go on with their lives and endeavors freely and securely.

It can be gleaned from the framework that the DILG has four (4) sub-sector
outcomes, one (1) organizational outcome, and one (1) internal governance outcome.
All these outcomes aim to enable the Local Government Units (LGU) to become
sustainable development-oriented and capable to address the needs of their
constituents.

Learning Objectives

At the end of this module, you should be able to:

1. Discuss and relate the DILG LG Sector Outcome Framework to the national
development agenda;

2. Identify and discuss the DILG PPAs per Program Outcome;
3. Appreciate the implementation of DILG PPAs for local development;
4. Communicate the results of DILG PPAs;
5. Discuss good practices in building partnerships for good local governance; and
6. Describe the DILG core values and the roles of LGOO as catalyst for
development.

To achieve the learning objectives enumerated above, this module is divided into
three (3) distinct yet related chapters:

Chapter 1. Understanding the DILG Sector Outcome Framework and its


Relationship with the National Development Agenda

Chapter 2. Promoting Collaborative Governance

Chapter 3. The Local Government Operations Officer (LGOO) as a Catalyst


for Development

All these chapters are carefully chosen to help you develop the necessary
competencies required for you to win at work and cope with the challenges you face as
a Local Government Operations Officer. It is our hope that you would be able to take
home all the lessons, etch them in your heart, ingrain it in your mind, and continue to
make tangible impacts on your place of assignment and the larger community.

CHAPTER 1
Understanding the DILG Sector Outcome Framework and its Relationship with the
National Development Agenda

In this chapter, you should be able to understand, familiarize and relate how the
DILG Programs, Projects, and Activities (PPAs) contribute to the achievement of the
national development goals. This chapter will help you understand the DILG sub-sector
outcomes, organizational outcome, and the internal governance outcome.

A. National Development Agenda, DILG Sector Outcome Framework and


Programs, Projects, and Activities (PPAs)

The national development agenda is a roadmap of the Philippine


Government which is articulated in the Medium Term Philippine Development Plan
(MTPDP) 2017-2022. In a longer term, the aspirations for a more sustainable
development efforts are expressed in the AmBisyon Natin 2040.

Part of our commitment, the DILG-LG Sector Outcome Framework emphasizes


what we do in the Department, based on the mandate of general supervision over local
government units and the significant contributions of the department in attaining
the national development agenda.

In particular, the following are the listed program outcome areas:

1. Business-Friendly and Competitive LGUs


2. Environment Protective, Climate Change Adaptive and Disaster Resilient
LGUs
3. Socially Protective LGUs
4. Peaceful, Orderly, and Safe LGUs
5. Accountable, Transparent, Participative, and Effective Local
6. Strengthened Internal Organizational Capacity

For you to appreciate the above outcome areas and their relationship to the over-
all national development plan, we will discuss the Ambisyon 2040 and Philippine
Development Plan (PDP) together with the six (6) outcome areas individually with the
descriptions and the PPAs subsumed per development area.

Focus your attention on pages 5-8 (Chapter 1) & 15-28 (Chapter 2).
The two chapters give you the global and regional trends of the
country that will help you understand and appreciate the goals and
strategies crafted for the national development agenda and the
department’s contributions to national development.

The following paragraphs will help you connect the DILG PPAs to the PDP
2017-2022. Take note how the DILG PPAs contribute to the overall development
plan of the country.

• DILG PPAs on accountable, transparent, participative, and effective


local governance contribute to the achievement of People Centered,
Clean and Efficient Governance of Chapter 5 (PDP 2017-2022, page
59).

• In addition, the Katarungang Pambarangay program also contributes to


Chapter 5, Pursuing Administration of Justice. Katarungang
Pambarangay or Barangay Justice System (BJS) is an alternative,
community-based mechanism for dispute resolution of conflicts between
members of the same community. It provides a venue for disputing parties
to search for a mutually acceptable solution.

• Chapter 11, Reducing Vulnerability of individuals and families (PDP


2017-2022, pp. 163-178) talks on the marginalized sector that
Socially Protective PPAs addresses.

• Informal Settler Families (ISF) in Resettlement Governance in Socially-
Protective PPAs, Rehabilitation Assistance for Yolanda (RAY) for the
build-back better LGUs in Yolanda affected areas, and Mamamayang
Ayaw sa Anomalya at Mamamayang Ayaw sa Illegal na Droga (MASA
MASID) are captured in Chapter 12, Building Safe and Secured
Communities.

• PAMANA enhanced the capacity of national government agencies,


communities and local government units on good governance to adopt
and implement the Peace-building Agenda as mentioned in Chapter
17, Attaining Just and Lasting Peace.

• Reiterated in Chapter 18, Ensuring Security, Public Order and Safety,


the program on Mamamayan Ayaw Sa Anomalya-Mamamayan Ayaw Sa
Illegal na Droga (MASA-MASID) as the government’s platform for
stronger collaboration between the LGU, community, and national
government to fight criminality, corruption,and illegal drugs.It
institutionalizes volunteerism in the community, intensifies advocacy and
education, and creates an enabling environment that encourages
collaboration among community partners to effectively implement a
community-based rehabilitation program.

Program Outcome 1
Business Friendly and Competitive LGUs

This sectoral outcome promotes the implementation of programs and projects


that would boost the economic and business potentials of the LGU. It is intended that
the trainees should be able understand the streamlining of systems, formulation of

revenue and investment code and local economic development pillars being advocated
by the Department.

In this sectoral outcome, you will be provided with the basic knowledge of
implementing local economic development programs through an implemented best
practice program in the LGU and the required interventions in making the LGU business
or investment friendly.

Program Outcome II
Environment Protective, Climate Change Adaptive and Disaster Resilient LGUs

This supports the enhancement of LGU capacity to protect the environment,


respond to the challenges of climate change and prepare them for disasters. The aim is
to create resilient LGUs that have the necessary and adequate capabilities that they
apply in their planning, operations, organizations, equipage and systems that can be
mobilized at any given time during unforeseen events.

Under this sectoral outcome, the trainees would increase their knowledge in
mainstreaming DRRM-CCA in the policies, plans, programs, systems, structures, and
building partnerships for the LGU. Further, you will be provided with the basic
knowledge and operational procedures mainstreaming DRRM-CCA in the policies,
plans, programs, systems, structures, and building partnerships for the LGU.

Program Outcome III


Socially-Protective LGUs

This outcome emphasizes the importance of protecting the well-being of the


vulnerable sectors in our society and addressing their needs, managing social bias and
their accompanying risks. Through this sectoral outcome, the trainees would appreciate
the significant role of the LGUs in uplifting the quality of life of the marginalized sector
by providing the necessary services.

As one of the DILG sectoral outcomes, the resource materials below would

concerns and the benefits being given for the vulnerable and marginalized communities

Peaceful, Orderly and Safe LGUs

This is a condition where LGUs are capable of maintaining peace and


order, public safety through law enforcement to ensure livability in the
communities. It aims to create a peaceful, orderly, and safe communities to attain
sustainable development.

The trainees are expected to gain knowledge on strengthening community


participation in local governance and organization of barangay-based institutions in
the drive against crime and illegal drugs and bring public safety as an important
priority agenda in local governance.

Program Outcome V
Accountable, Transparent, Participative and Effective Local Governance

The Department is advocating the basic tenets of good governance-


transparency, accountability, participation and effective local governance-in support to
the three (3) sectoral outcomes. Good governance is the basic foundation of the
government. It cuts across all sectors to meet the needs of the community and facilitate
development to fulfill national development goals.

The topics under this organizational outcome will provide the trainees the
necessary concepts on local good governance paradigms and how to operationalize
them to create empowered and development-oriented LGUs.

In this organizational outcome, you will be familiarized with the priority thrusts of
Department in advocating the basic tenets of good local governance-transparency,
accountability and participation-as important principles that must be mainstreamed in
the realms of local governance right from the start of the administration of the newly
elected officials. Performance audit and incentives programs are integrated to push for
the necessary governance reforms needed in the LGU.

Program Outcome VI
Strengthened Internal Organizational Capacity

This program outcome is an internal outcome for the department. We need


to enhance our competencies, structures, systems and procedures to be able to
deliver services to the LGUs effectively and efficiently. The LGOOs should
possess the right competencies to be able to perform its capacity building and
performance oversight functions.

B. Appreciating the Implementation of DILG PPAs

EO 292 Administrative Code of 1987 and AO 267,s.1992 set forth the mandate
of the Department to assist the President in the exercise of the general supervision over
local government units. This supervisory function to the LGUs is demonstrated through
capacity development programs, performance oversight and institutionalizing incentives
and awards system.

Integral to fulfilling the DILG mandate is ensuring that the PPAs described in the
earlier topic will be implemented to bring the desired result.

Informal Settler Families (ISFs) is one of the major problems of the
LGUs in Metro Manila. Safe guarding the informal settler families (ISFs)
living in danger zones and high-risk areas in Metro Manila LGUs by
relocating them to other nearby LGUs as mandated in Memorandum Order
No. 57 and providing them with dwelling units and other basic services.

Performance Challenge Fund for Local Government Units (PCF) is an


incentive fund to LGUs in the form of counterpart funding to high-impact capital
investment projects in the Annual Investment Program (AIP) and funded out of
the 20% Local Development Fund consistent with national goals and
priorities. It shall seek to rationalize national government intergovernmental
transfers to LGUs, and encourage alignment of local development initiatives
with national government development agenda and priorities.

C. Communicating Results of DILG PPAs

After understanding and appreciating the relevance DILG PPAs vis-a-vis


the fulfillment of the national development agenda, this part of the Chapter seeks
to communicate the results of the various PPAs as outlined in the earlier lesson.

Communicating the Results of DILG PPAs focuses on ways to ensure that


the importance, value and impact of the PPAs are felt, understood and
appreciated by the recipients. This part of the Chapter presents the testimonies
from local government officers who are considered as DILG’s Pride.

Promoting Collaborative Governance

Introduction

This Chapter emphasizes the significance of DILG’s collaboration among its


stakeholders in the pursuit to the effective implementation of its PPAs. This
collaboration serves as an essential strategy in the attainment of its mandate. The

B. Local Governance Resource Center (LGRC) as Strategy for Collaboration

The Local Governance Resource Center was established to maximize


partnership of DILG with its internal and external clients as they build on the different
knowledge and information of each stakeholders. You should be able to understand

CHAPTER 3
The LGOO as a Catalyst for Development

This concluding chapter of Module 1 will focus heavily on the role of a Local
Government Operations Officer as an instrument of the national government in
facilitating sustainable development and realizing the goals of local government units.
We divided the chapter into three (3) key topics, which include:

 The Roles and Competencies of a Local Government Operations Officer
(LGOO)
 Commitment Building

At the end of this chapter, you should be able to describe the DILG brand spirit,
discuss the roles of LGOO as a catalyst for development, and commit to live a

purposeful and meaningful service that epitomizes a civil servant that is matino,
mahusay, at maaasahan.

DILG Brand

Whenever the general public knows an image like the DILG logo, it symbolizes
not just our products and services but also the excellence of our employees. This
recognition is beneficial to DILG as an organization and its employees, and we want it to
continue.

In the context of civil service, customers build the government’s brand image
based on their experience with the institution. As such, we guard our commitment to
deliver trustworthy and dependable products and services. At the same time, we train
our employees to be accountable to the people, serve them with utmost responsibility,
integrity, loyalty, and efficiency, act with patriotism and justice, and lead modest lives as
expressly stated in the Constitution.

Branding is a critical asset of an organization. There is a broad agreement that a


strong and clear brand is critical for recruiting and retaining talent. The ability of
employees to articulate DILG as their employer’s brand is crucial in managing others’
perception about DILG. Having positive brand personality traits contribute to DILG
image that people can relate to. Characteristics such as trustworthy and dependable
can help build the public’s confidence in the institution. Therefore, each member is
encouraged to practice and apply these traits in representing the organization on each
and every engagement with valued customers.

DILG 3M brand stands for Matino, Mahusay, at Maaasahan. Matino demands


that you should be sensible, accountable, committed, and work with integrity. Mahusay
requires that you should be skillful, capable, methodical, constantly aim for excellence,
and exhibit mastery of knowledge and skill. Maaasahan implies that you are reliable,
dependable, and accessible. By exhibiting the key personality traints above, DILG
enable local government units (LGUs) to be strong, competent, and reliable
organizations to its governed body. A “Matino, Mahusay, at Maaasahang” DILG officer
is necessary for LGUs to become mapagkalingat at maunlad.

DILG brand and learn how to practice such elements in the performance of your

Gains and Challenges

Serving our customers in different circumstances poses special challenges for


our Local Government Operations Officers. A skillful and capable Local Government
Operations Officer can deal with the constant succession of crises and minor issues that
come along the way. A Local Government Operations Officer that can rise in every
work-related challenge with an air of calm and a minimum fuss, resolve problems with
little help from the top management, and take advantage of opportunities to add value to
the organization is a civil servant who exhibits the personality traits of DILG.

LGOO VI Orle A. Cabaobao shares the unique challenges he encountered while


serving as a shared resource of the Municipality of Banaybanay, Davao Oriental and as
Cluster Head / Outcome Manager of Davao Oriental. He employed different strategies
to meet the challenges of his job successfully. Beyond the call of duty, he pursued
worthy endeavors such as finishing his masteral studies in Public Administration at
Ateneo de Manila University under the Local Scholarship Program and Development
Management from the Development Academy of the Philippines.

Exceptional public service creates valuable and compelling stories and such is
the case of LGOO VI Orle A. Cabaobao. His commitment to the DILG core values and
core purpose became his ticket in receiving the Gawad Galing Award of DILG Region XI
for three consecutive years.

DILG Brand Ambassador

A brand ambasssador is a person who represents a brand in a positive light to


ultimately increase brand awareness and brand value. The 3M Brand of DILG has three
brand ambassadors: Isko na Matino, Isay na Mahusay, and Ana na Maaasahan. They
all represent the DILG brand personalities.

A brand ambassador is necessary to humanize the services of DILG and to


emotionally engage our customers to the brand value that we promise to deliver to our
customers. Having a good brand ambassador is a powerful and versatile tool to raise
DILG awareness.

Regional Director Nini is a staunch crusader of women empowerment, youth


leadership, and transparency and accountability. She is known for raising the bar of
excellence in governance not just of the LGUs but also the personnel under her
supervision.

She is one of DILG’s accredited na onal trainers/consultants for organic


personnel of the Department and the local o cials as well. Ins lled in her is the passion
and commitment to scale up in whatever she does. She is also a staunch advocate of
convergence of e orts and partnership with di erent agencies and stakeholders to op
mize the provision of technical assistance to LGUs.

She has represented the DILG in several trainings abroad and is a recipient of
numerous recogni ons and commenda ons not only from the department but from local
government units and various organiza ons as well, including outstanding alumnae
awards in the eld of government service. Director Dijan, who holds a CESO III rank, is
an exemplar of a sincere and dedicated public manager and leader who con nues to
strongly push for meritocracy and professionalism to bring out the best in everyone.

A true-blooded Batangueña and a genuine public servant, she embodies the


DILG brand personality of “Matino, Mahusay at Maaasahan”.

The Roles and Competencies of a Local Government Operations Officer

As we endeavor to build a globally competitive knowledge economy and nurture


a knowledge-centric community, we put premium on the clear delineation of roles and
functions. The roles and functions of each LGOO build better workplace relationships
and sets the key areas that LGOOs need to focus on.

In a learning organization like DILG, competencies are extremely important


especially in delivering services to the public. Today, governments are increasingly
being called upon to demonstrate results. To do it, DILG has to clearly establish the
required competencies that we need from each talent to ensure quality public service.

Roles and Functions of LGOO II and LGOO III

LGOOs wear several different hats in performing several functions at the local
level. It is in this light that we need to clearly identify the roles and functions of the the
LGOOs. As an LGOO II and III, they have three specific roles:

 As a Compliance Monitor;
 As a Capacity Development Catalyst; and
 As Partnership and Synergist Adviser

As a compliance monitor, LGOOs II and III monitor the actual participation of
NGOs, CSOs, and Pos in the different Local Special Bodies (LSBs). As a capacity
development catalyst, LGOOs II and III provide secretariat services. As a partnership
and synergist advisr, LGOOs II and III inform CSOs, POs, and NGOs of partnership
opportunities with LGUs in the implementation of local development projects. Further,
LGOOs II and III assist the cluster leader in performing the following roles: as DILG
Local Point Person, as Policy Adviser and Advocate, as Performance Adviser, as
Compliance Monitor, as Capacity Development Catalyst, as Partnership and Synergist
Adviser, as Political Analyst, and as Linkage Facilitator.
