The General Assembly,
Recalling i resolutions 1824 (XVI) of 18 De-
ember 1962, 2090 (XX) of 20 December 1965 and
2259 (XXIT) of 3 November 1967 on the role of the
United Nations in training national technical personnel
for the accelerated industriahzaton of the deveoping
“Recaling also Economic and Socal Council reso-
tution 1274 (XLATT) of 4 Angust 1967 on the develop-
ment and utzaton of hana resources,
‘Noting with satisfaction that the Secretary-General
intends fo report on the studies undereken within
the United Nations system on the Various. aspects
ofthe problem ofthe outfiow of highly trained personnel
from developing counties,
1. Invites the appropriate organs and. bodies of
the "United. Nations system to. assist the developing
Countries, at their roqust, in adopting. the nesestary
features to identify and asses the obstacles fn the wa

2. Recommends thatthe United Nations, the United
