Note :- The work is of priority nature of three routes namely Route no.-ATIWRU1 (Nandgaon Phata to Lehgaon Phata Route
Length -25Kms), Route no.-ATIWRU2 (Lehgaon Phata to Morshi telephone Exchange Route Length-20Kms), Route no.-
ATIWRU3 (Morshi Exchange to Warud Exchange Route length 31Kms). Any bidder can participate in 2 routes only and he will
be awarded maximum two routes only at lowest rate.
1. The bidding process will be accepted through e-Tendering platform.
2. Area of Work (Details given in rate sheet of financial bid).
3. Period of contract : One Year from the date of agreement.
4. Availability of e-:e-Tender document can be obtained by downloading it from the website
Tender www.eprocure.gov.in. The physical copy of the Tender document would not be

27/11/2018 to 18/12/2018 up to 14:00 Hrs.
5 MODE OF :(i) The Tender fee in the event of downloading from website should be paid in the
PAYMENT form of Crossed Demand Draft/Bankers Cheque issued by any Nationalized /Scheduled
Bank in favour of “The AO (Cash), BSNL AMRAVATI-444601”. OR
Can also be paid by cash payment to the Accounts Officer (Cash), O/o GMT BSNL, Amravati-
444601 between 11:00 Hrs. to 13:00 Hrs. on all working days.
Original Cash Receipt shall be produced

(ii)The Crossed Demand Draft/ Bankers Cheque or Original Cash Receipt should be
submitted offline in the envelop as mentioned in clause 4.2 of Section- IVB
(iii)The Tender fee is non-refundable & non-transferable.
6 MSE VENDORS MSE bidders registered for similar items may claim exemption from payment of cost of tender form, EMD
/Bid Security. The bidder shall furnish along with the bid a certificate/documentary proof in respect of
registration clearly showing it’s validity as on date of opening of the bid. Moreover, they should also
produce documentary evidence showing that the firm is MSE registered for the items tendered for. Failure
to comply this provision shall result in summarily rejection of the bid.
Reservation of of 20% estimated tender quantity for MSE registered firm/MSE within L 1+ 15%:-
Reservation of 20% of estimated quantity /requirement provided their quoted price is within the band of
L1 + 15%. Out of this quantity sub target of 4% is earmarked to be procured from SC/ST owned eligible
MSE’s. In case of non-availability .

of SC/ST owned MSEs this 4% quantity shall be offered to other MSE’s. The work is to
be offered at L1 rates after tender evaluation. In case of more than one such eligible
MSE, the supplier will be shared equally.
BID SECURITY / The bidder shall furnish the bid Security / EMD in a following way:-
7 EMD : (Refer a) Demand Draft/ Banker’s cheque issued by any Nationalized /Scheduled Bank drawn
Clause 8 of in favor of “The Accounts Officer (Cash), BSNL, AMRAVATI-444601. Or
Section IVA ) b) Bank Guarantee from a Nationalized/Scheduled bank drawn in favour of “The
Accounts Officer (Cash), BSNL, AMRAVATI-444601” Payable at AMRAVATI which
should be valid for 180 days from the tender opening date. Or
c) In the form of Fixed Deposit Receipt.
8 Tender bids received after due time & date will not be accepted by the online
system or offline.
9 All documents submitted in the bid offer should be preferably in Hindi/English/
Marathi. In case the certificate viz. experience, registration etc. is issued in any other
language other than English, the bidder shall attach Hindi/English/Marathi translation
of the same duly attested by the bidder & the translator to be true copy in addition to
the relevant certificate.
10 “The GM, BSNL AMRAVATI, reserves the right to accept or reject any or all the bids
without assigning any reasons whatsoever and he is not bound to accept the lowest
tender rate.
11 Deleted.
12 TERMS AND CONDITIONS OF THE TENDER.
12.1 During the entire evaluation process, if it is observed that the down loaded document is exactly not as per
the original tender document and/or it is tempered/changed/ altered/modified in anyway, the bid liable
to be rejected and a case of fraud will be registered with police.
12.2 Eligibility Conditions: Bidder must submit following documents with the tender form:
i. Bid Security in accordance to clause no. 8 of section IV A
ii. Copy of the Certificates of Incorporation/Copy of Registration of Firm/Copy of valid shop act license.
iii. Authenticated copy of the partnership deed in case of partnership firm OR copy of Memorandum and
Articles of Association in case of limited company OR joint venture agreement and Registration certificate
of constituent companies in case of the joint venture companies, Proprietary bidder need not to submit.
iv. Signed copy of Power of Attorney should be submitted in original/attested in case a person signing a bid
other than the bidder only.
v. Income Tax Return for FY 2017-18 along with copy of PAN Card.
vi. Copy of Labour license for any of ongoing works, and if not available at the time of bid submission or
there are no ongoing works, enclose a declaration letter mentioning that labour license will be obtain on
award of contract within 30 days after the award of contract.
vii. (a) Experience certificate : The bidder/Vendor should have experience of having
successfully/satisfactorily completed similar work of O.F. Cable Route Construction and/or having
successfully/satisfactorily completed Maintenance of O.F. Cable in any unit(s) of BSNL/ MTNL/DOT or
any Department or PSU of State/Central Government or Licensed Private Telecom Service Providers for
at least of the amount 35% of total Estimated Cost of the this tender, IN any three financial years
during LAST TEN and current financial year ending last day of month previous to the one in which NIT is
issued/floated (i.e. from 01.04.2008 to 31.10.2018). The experience certificate signed by Officer not
below the rank of JAG level officer (DGM/TDM) of BSNL / MTNL or Project Manager/Middle
Management Level Officer of the Company in case of any other licensed Private Telecom Operator is
required to be attached. The period of work done successfully/satisfactorily and amount of work
should be mentioned in the experience certificate.
b) Turn over certificate: The turn over certificate issued by the chartered accountant.
Average Annual Financial turnover should be minimum 30% of the estimated cost of the
tender during the last three financial year i.e. (2015-16, 2016-17,2017-18).
c) Solvency certificate should be submitted issued by the any nationalized/scheduled bank for the value
