Executive Order No. 15

AN ORDER CREATING THE BARANGAY RETOOLED COMMUNITY SUPPORT
PROGRAM (RCSP) OF BARANGAY LIPAY-DINGIN-PANIBUATAN , IBA,
ZAMBALES AND FOR OTHER PURPOSES

Whereas, President Rodrigo Duterte issued Executive Order 70 on December

4, 2018, which institutionalizes the Whole-of-Nation approach in attaining inclusive
and sustainable peace, creating a National Task Force to End Local Communist
Armed Conflict, and directing the adoption of a National Peace Framework;

Whereas, the country acknowledges that local armed conflicts are not only a
military concern but is also linked to social, economic, and governance challenges
manifested by poverty or economic imbalance;

Whereas, the whole-0f-nation approach seeks to strengthen the delivery of

basic services to the community with the help of different government agencies to
usher inclusive development for sustainable peace;

Whereas, the Department of the Interior and Local Government (DILG)

issued Memorandum Circular 2019-169, dated October 11, 2019, which provides
for the guidelines on the implementation of the Retooled Community Support
Program (RCSP);

Whereas, the Retooled Community Support Program (RCSP) needs to be

formulated to strengthen the Community Support Program (CSP) of the Armed
Forces of the Philippines;

Whereas, the RCSP is an inclusive program that aims to address the issues
of the community by closing governance and development gaps through the
provision of sustainable basic services for all;

Whereas, this barangay recognizes the need for a localized RCSP to bring
the local government and its services closer to the people, thus avoiding the
influence of communist groups to the citizens.

Now therefore, by virtue of the powers vested in me by law, I VICTOR S.

BUENAVENTURA, Punong Barangay of Barangay LIPAY-DINGIN-
PANIBUATAN, Iba, Zambales, hereby orders the following:
Section 1. Creation of the RCSP in the barangay. There is hereby created the
Barangay RCSP Team composed of the following:

Section 2. Functions of the Barangay RCSP Team. The Barangay RCSP shall
take charge of ushering and mobilizing the community and ensure the participation
in all sectoral dialogues/solution seeking tables to validate governance gaps and
identify the needed interventions to fill them. Also, the Barangay RCSP Team shall
perform the following:

1. Assist the Municipal RCSPP Team in the performance of its function and work
together with the municipal mayor to ensure that the community is safe for
immersion.

2. Ensure the creation of the Barangay Development Council.

3. Represent the barangay and mandate the attendance of members of the BDC
in all multi-sectoral meetings and dialogues, pulong-pulong sessions, solution
seeking tables and other sectoral activities.

4. Lead the crafting and development of the BDP and ensure that needed
programs/projects identified by the community are included and prioritized.

5. Ensure the operationalization and maintain the level of functionality of all

Barangay Based Institutions.

Section 3. Effectivity. This order shall take effect immediately.

AN ORDER CREATING THE BARANGAY VERIFICATION TEAM(BVT) OF
BARANGAY LIPAY-DINGIN-PANIBUATAN, IBA, ZAMBALES FOR NATIONAL
HOUSEHOLD TARGETING SYSTEM FOR POVERTY REDUCTION (NHTS-PR)
OR LISTAHANAN IN BARANGAY LIPAY-DINGIN-PANIBUATAN, IBA,
ZAMBALES

Whereas, Executive Order No. 867, series of 2010 signed by then president
Gloria Macapagal Arroyo provided for the adoption of the National household
targeting system for Poverty reduction;

Whereas, the National Household Targeting System for Poverty Reduction

(NHTS-PR) or LISTAHANAN, an information management system that aims to
establish a database of poor households that will serve as a basis of the
Department of Social Welfare and development (DSWD) in the identification of
beneficiaries on its different social protection programs and services;

Whereas, the Resolution No. 64 series of 2010 creating the Barangay

Verification Team (BVT) of Barangay Lipay-Dingin-Panibuatan, Iba, Zambales for
the NHTS-PR of the DSWD was signed;

Whereas, there is a need to reconstitute the Barangay Verification Team at

barangay level to timely address the various concerns regarding LISTAHANAN;

Now therefore, by virtue of the powers vested in me by law, I VICTOR S.

BUENAVENTURA, Punong Barangay of Barangay LIPAY-DINGIN-
PANIBUATAN, Iba, Zambales, hereby orders the following:

Section 1. Creation of BARANGAY VERIFICATION TEAM (BVT) in the

barangay. There is hereby created the Barangay Verification Team composed of the
following:

a. Resolved all complaints and/or appeals brought by individuals or groups

involving the LISTAHANAN.
b. Identify households that have been assessed based on the complaints
received

Section 3. Effectivity. This order shall take effect immediately.
