"The engineer stated the letter was a pre-pour letter and that the firm’s typical follow-up post pour inspections were not completed due to issues with obtaining permission to return to the property. DSD is currently working with the homeowner and GL Hunt to develop a list of corrections that need to be made to the foundation to fulfill the scope of work contracted between the two parties” Q: Therefore, did we go back and reopen the inspection to partial passed or denied based upon this information? If not why not? No, by the time the complaint was received the permit was already closed. Per the code yellow report… April 30, 2021 – DSD was informed by the homeowner that the engineering company did perform a post pour site inspection and DSD followed up with Mr. Chris Hewitt for confirmation and notes from any inspection, if performed. Q: Why did the owner give us this information? Do we have confirmation yet from Engineer? The hope would be that a list of discrepancies would have already been produced by the Engineer on Record that DSD could use for follow-up with GL Hunt to have corrected. DSD did receive an email from the Engineer that a representative from his office was on site after the concrete pour, but only to address one section of the structure and that a formal post-pour inspection and report were never completed. Q: what does Ms. McVea want the outcome of this issue to be? To have GL Hunt correct any items that are not code compliant, and if they do not, to have DSD review their registration for possible suspension per Chapter 10. Q: what does GL Hunt and Mr. Hewitt want the outcome of this issue to be? Per the last communication from GL Hunt, they have offered to correct any issues submitted to them. The original approach was to have the Engineer of Record complete a post-pour inspection and provide a list of items. However, Mr. Hewitt indicated that his company’s HR department will not allow employees to return to the property due to previous harassment and accusations from the Mrs. McVea. GL Hunt has since asked DSD to provide a list of items to correct. In addition to the item found by the Engineer in their post-pour site visit described above, DSD is scheduled to perform a site visit on Friday, May 7th, to provide additional items to correct. Q: Based upon the original engineer letter submitted to DSD, do we believe that Mr. Hewitt was truthful and/or accurate in his letter to the City? This was DSD’s originally concern when receiving the complaint. However, after discussing the letter received with Mr. Hewitt, he is accurately providing a Pre-pour letter only, which meets the inspection requirements stated in Sec. 10-11 (c). The items of concern appear to be post pour issues. Mr. Hewitt did indicate that their standard operating procedure as the Engineer on Record and as stated in their Assumption Letter is to complete a post pour inspection and work with the installer to make sure all items are code compliant and the foundation repairs complete. However, due to the issues documented above with the home owner, the post pour inspection was never completed. Let’s meet to discuss. There are a lot of questions here and I want to understand all the facts before I make any recommendations. Mike
