IV. Course Description :

This course examines educational governance, policy and laws with an emphasis on their effects on students, teachers, administrators, and parents.
Course themes include student and parent rights, labour law, child protection, collective bargaining, and the governance of schools in the Philippines.

They will also learn the principles of administrative law that govern public administrators' decisions, actions, and operations in educational system.

This course will explain how and why legal requirements must be integrated into general administrative processes, practices, and systems. In the
process, student will gain non-technical constitutional competence for effective organization management.

Although the course deals with public management and the Laws under Revised Penal Code, many of the issues discussed are also pertinent to
other political and administrative systems, government instrumentalities, as well as to private and to nonprofit management.

THE WAR FREAK MANAGERS
Lito Catapang, Operations Manager and by Rambo Maintenance Manager, both report to Dante Monteclaro, General Manager of Asbok
Chemicals. Lito and Baby are about the same age, well-educated and have extensive experience in their respective fields. It would be expected that
these two individuals would complement each other and be the answer to every general manager’s prayer. Unfortunately for some reason, Lito and
Baby find it necessary to challenges each other problem to solve, and they argue constantly in staff meetings. Recently Baby began to talk to peers
in an effort to get them on her side. Lito sharing learning of this, went to Dante Monteclaro and demanded that he call Baby in and tell her to stop.
Lito did not realize that Dante was aware of what was happening. Nor did he know Dante had just learned that Lito had deliberately changed a unit
turn-around schedule so that it would fall during a period when the maintenance department already has a peak workload.
The matter has been further complicated by the fact that the employees of the two managers have taken sides and joined the fray. Productive
work has come to a standstill.
