This document (prEN 15014:2011) has been prepared by Technical Committee CEN/TC 155 “Plastics piping
systems and ducting systems”, the secretariat of which is held by NEN.

This document is currently submitted to the CEN Enquiry.

This document has been prepared under the mandate M/131 "Pipes, tanks and ancillaries not in contact with
water intended for human consumption" given to CEN by the European Commission and the European Free
Trade Association and support essential requirements of EU Directives.

Introduction
This European Standard specifies only those characteristics of pipes and fittings for pressure applications for
water supply, drainage, sewerage and irrigation, as well as for any other pressure application in which other
liquids are conveyed with the exception of water intended for human consumption that need to be known to
determine if the works in which these are to be installed can satisfy the essential requirements of the EU
Directive(s). Additional characteristics are specified in the documents listed in Annex A or in other appropriate
product specifications..

This harmonised European Standard covers plastics pipes and fittings under pressure. Valves are covered by
EN 15389 [1].

1 Scope
This European Standard specifies requirements for plastics pipes and fittings for pressure applications for
water supply, drainage, sewerage and irrigation, as well as for any other pressure application in which other
liquids are conveyed with the exception of water intended for human consumption.

It is intended to be used for buried or above-ground conveyance of water, raw water prior to treatment, waste
water, water for general purposes, vacuum-operated soil and waste conveyance and other liquids under
pressure, for both outside and inside buildings.

It gives the associated test/assessment methods.

This standard does not cover adhesives, joint sealings and gaskets.

NOTE 1 For this standard the term fitting includes the term joint as meant by mandate M 131.

NOTE 2 Products complying with this document may be used for the transport of water intended for human
consumption if they comply with the relevant national, regional or local regulatory provisions applicable in the place of use.
Compliance of a product with this document does not confer a presumption of fitness of the product for the transport of
water intended for human consumption within the meaning of the Directive 89/106/EEC.

NOTE 3 In some countries products used for the transport of raw water have to comply with the same requirements as
products used for the transport of water for human consumption.

3 Terms, definitions and symbols


For the purposes of this document, the following terms, definitions and symbols apply.

3.1
nominal size (DN)
numerical designation of the size of a component, other than a component designated by thread size, which is
a convenient round number approximately equal to the manufacturing dimension in millimetres (mm)

NOTE This can apply to either the internal diameter (DN/ID) or external diameter (DN/OD).

nominal pressure (PN)
numerical designation used for reference purposes related to the mechanical characteristics of the component
of a piping system

NOTE For plastic piping systems conveying water it corresponds to the maximum continuous operating pressure in
bar, which can be sustained with water at 20 °C for thermoplastics and 35 °C for glass-reinforced thermosetting materials,
based on the minimum design coefficient.

3.4
Connection
assembly of pipe(s) and fitting(s)

4 Requirements

4.1 Reaction to fire

The contribution to fire development of products falling under the scope of this European standard is verified
according to the provisions of clause 5.1.

Test results shall be classified according to EN 13501-1.

4.2 External pressure strength

4.2.1 External pressure strength for thermoplastics pipes

The external pressure strength of thermoplastics pipes is deemed to be satisfied by the internal pressure
strength as given in 4.3.

NOTE Guidance on limitations for the use in vacuum-operated soil and waste pipes may be found in the
manufacturers technical file.

4.2.2 External pressure strength for glass-reinforced thermosetting pipes

The external pressure strength of glass-reinforced thermosetting pipes shall be determined in accordance with
5.7 and shall be declared as the nominal stiffness SN.

4.3 Internal pressure strength

4.3.1 Determination of nominal pressure PN

For thermoplastics materials the internal pressure strength of the pipe and fitting shall be determined in
accordance with 5.2.1 and shall be declared by the manufacturer as nominal pressure PN in accordance with
ISO 161-1 and including PN 25 where applicable.

The design coefficient shall not be less than that specified in EN ISO 12162 for the relevant material.
Depending on the intended use, product standards as referred to in clause 2 define the design coefficient to
be applied.

For glass-reinforced thermosetting materials the internal pressure strength of the pipe or fitting shall be
determined in accordance with 5.2.2 and shall be declared by the manufacturer as nominal pressure in
accordance with EN 1796 or EN 14364.

For multilayer pipes the internal pressure strength shall be determined and declared by the manufacturer in
accordance with 5.2.3.

The design coefficient may also be enhanced by derating the PN.

4.3.2 Verification of pressure strength

The verification of the internal pressure strength of pipes and fittings shall be done in accordance with 5.3.

4.4 Dimensional tolerances

The manufacturer shall declare the relevant dimensional tolerances for the connection of pipes and fittings, by
means of:

a) reference to a specific European standard as given in Clause 2 or Annex A, as applicable,

b) in the absence of a), reference to a specific European product specification,

c) in the absence of a) and b), reference to an International Standard,

d) in the absence of a), b), and c), by stating the values of his own specification and associated connecting
method.

Dimensions shall be measured in accordance with 5.4 and shall be within the declared tolerances.

4.5 Tightness

For products in accordance with this standard, tightness is required. Pipes and fittings covered by this
standard and having passed the type testing in accordance with the evaluation of conformity clause, are
deemed to be tight.

Connections between pipes and fittings shall be tested in accordance with 5.5. No leakage shall occur during
the test period.

4.6 Durability

4.6.1 Durability of internal pressure strength related to materials

The durability of internal pressure strength related to materials, from which the pipes and fittings are
manufactured, shall be assessed by testing in accordance with 5.6.1.

4.6.2 Durability of internal pressure strength of pipes and fittings

Pipes and fittings for which the nominal pressure PN is declared in accordance with 4.3.1, and which have
been made of material meeting the requirements of 5.6.1, are deemed to have a reasonable economic
working life.

NOTE The piping components are expected to last at least the lifetime of the network where they are installed.

If the nature of the liquid is different from water or this liquid or water has a higher temperature than 20 °C
(35 °C for glass-reinforced thermosetting materials), guidance for de-rating the pressure shall be in
accordance with the appropriate following standards: EN ISO 1452-2 for PVC-U, ISO 16422 for PVC-O,

ISO 13761 or EN 12201-1 for PE, EN 1796 and EN 14364 for glass-reinforced thermosetting materials and
ISO 17456 or ISO 21004 for multilayer piping systems.

Instead of de-rating the pressure, a shorter working life may be declared.

4.6.3 Durability of tightness of elastomeric sealing connections

The tightness of elastomeric sealing connections is deemed to be durable if the sealing element conforms to
EN 681-1, EN 681-2 or EN 681-4, as applicable.

4.7 Release of dangerous substances

The products covered by this standard should not contain or release any of the substances considered
dangerous according to the existing national provisions.

5 Test methods

5.1 Reaction to fire of pipes and fittings

The reaction to fire is tested according to the applicable test methods.

When tested in accordance with EN 13823 (SBI test), the mounting and fixing conditions of the samples to be
tested shall be in accordance with EN 16000.

5.2 Determination of the nominal pressure

5.2.1 Determination of the nominal pressure PN for thermoplastics pipes and fittings

For thermoplastics pipes and fittings the nominal pressure PN shall be determined as follows:

a) determine the σLPL value in accordance with EN ISO 9080. Data provided by either the compound
manufacturer or the product manufacturer may be taken into account;

b) classify the material (MRS) and calculate the design stress in accordance with EN ISO 12162;

c) calculate the PN for a chosen pipe series (SDR series) in accordance with ISO 161-1.

5.2.2 Determination of the nominal pressure PN for glass-reinforced thermosetting pipes

For glass-reinforced thermosetting pipes the nominal pressure PN shall be determined in accordance with the
procedures given in EN 1796 or EN 14364, as applicable.

5.2.3 Determination of the nominal pressure PN for multilayer pipes

For multilayer pipes the nominal pressure PN shall be determined in accordance with ISO 17456.

5.3 Internal pressure strength

5.3.1 Internal pressure strength for thermoplastics pipes and fittings

For checking the internal pressure strength of thermoplastics pipes and fittings testing shall be done in
accordance with EN ISO 1167-1, EN ISO 1167-2, EN ISO 1167-3 or EN ISO 1167-4 as appropriate using
circumferential stresses or test pressures as given in the relevant product standards in Clause 2 or in Annex
A.

5.3.2 Internal pressure strength for glass-reinforced thermosetting pipes and fittings

For checking the internal pressure strength of glass-reinforced thermosetting pipes and fittings testing shall be
done in accordance with ISO 8521 using the conditions as given in EN 1796 or EN 14364 as appropriate.

5.3.3 Internal pressure strength for multilayer pipes

For checking the internal pressure strength of multilayer pipes testing shall be done in accordance with
EN ISO 1167-1 and EN ISO 1167-2 or ISO 17456, as appropriate using the conditions as given in ISO 21004.

5.4 Dimensional tolerances

The dimensions shall be measured in accordance with EN ISO 3126.

5.5 Tightness

The tightness of connections between pipes and fittings of poly(vinyl chloride) shall be tested in accordance
with EN ISO 13844, EN ISO 13845 and EN ISO 13846 for non-end-load-bearing assemblies, respectively in
accordance with EN ISO 13783 and EN ISO 13846 for end-load-bearing assemblies, using the conditions as
given in EN ISO 1452-5, ISO 16422 or ISO 21004 as applicable.

Connections with mechanical fittings and polyolefin pipes shall be tested in accordance with EN 713 and EN
911 using the conditions as given in EN 12201-5, ISO 14236 or ISO 21004 as applicable.

For connections for glass-reinforced thermosetting pipes and fittings, tests referenced in EN 1796 or
EN 14364shall be applied, depending on the type of connection.

Fused, cemented and adhesive bonded connections are deemed to be leaktight when assembled in
accordance with the manufacturer's instructions. Such instructions shall be made available by the
manufacturer.

5.6 Durability

5.6.1 Durability of internal pressure strength related to materials

Depending on the material from which the pipes or fittings are manufactured, testing shall be done in
accordance with:

a) ISO 9852 for the determination of the degree of gelation for PVC pipes using the conditions as given in
EN ISO 1452-2, ISO 16422 or ISO 21004 as applicable.

For testing the degree of gelation alternative test methods may be applied for FPC purposes. In case of
dispute, the method in ISO 9852 shall be used.

b) ISO 580 for the determination of the effect of heating for PVC fittings using the conditions as given in EN

c) ISO 11357-6 for the determination of the oxidation induction time (OIT) for PE compound and/or pipe
using the conditions as given in EN 12201-2 or ISO 21004 as applicable, respectively PE compound
and/or fitting using the conditions as given in EN 12201-3, or on PE compound for pipes using the
conditions as given in ISO 8779.

d) EN ISO 75-2 for the determination of the temperature of deflection of the resin for GRP pipes and fittings
using the conditions as given in EN 1796 or EN 14364 as applicable.

e) ISO 11357-3 for the determination of the crystalline melt point for PVDF pipes and fittings using the
conditions as given in EN ISO 10931.

5.7 Determination of nominal stiffness of glass-reinforced thermosetting pipes

For GRP pipes the nominal stiffness SN shall be determined in accordance with the procedures given in EN
1796 or EN 14364 as applicable.

6 Evaluation of conformity

6.1 General

The compliance of pipes and fittings to the requirements of this standard and with the declared values
(including classes) shall be demonstrated by:

 initial type testing;

 factory production control by the manufacturer, including product assessment.

The manufacturer shall always retain the overall control and shall have the necessary means to take
responsibility for the product.

6.2 Initial Type Testing – Type Testing

6.2.1 General

Initial Type Testing and Type Testing shall be performed to demonstrate compliance with this European
standard.

All essential characteristics for which the manufacturer declares performances, are subject to Initial Type
Testing. In addition, the need to perform Type Tests applies to all other characteristics included in a standard
when the manufacturer claims compliance, unless the standard gives provisions (e.g. use of previously
existing data, CWFT and conventionally accepted performance) for declaring performances without
performing tests.

For the purposes of testing, the manufacturer's products may be grouped into families, where it is considered
that the results for one or more characteristics from any one product within the family are representative for
that same characteristics for all products within that same family.

NOTE 1 Products may be in different families for different characteristics.

For type testing the following family groups apply:

a) Size groups for pipes and fittings as given in Table 1.

In addition, Type Tests or Initial Type Testing shall be performed for all characteristics included in the
standard for which the manufacturer declares performances:

 at the beginning of the production of a new or modified pipe or fitting design, the raw material or supplier
of the components;

 at the beginning of a new or modified method of production (where this may affect the stated properties);
or
they shall be repeated for the appropriate characteristic(s), whenever a change occurs in the pipe and fitting
design, in the raw material or in the supplier of the components, or in the production process (subject to the
definition of a family), which would affect significantly one or more of the characteristics.

This is not applicable for routine in-process adjustment and extension of the product range (see Table 3).

A change of supplier of a material or stabiliser does not lead to a change in performance if the chemical
composition remains the same.

Material modifications within certain limits are not considered as a change of material. Guidance for these
limits can be found in the standards given in Annex B.

Tests previously performed in accordance with the provisions of this standard, respectively standards as listed
in Annex A, may be taken into account provided that they were made to the same or a more rigorous test
method, under the same system of attestation of conformity on the same product or products of similar design,
construction and functionality, such that the results are applicable to the product in question.

Products marked in accordance with appropriate harmonised European specifications may be presumed to
have the performances stated with that marking, although this does not replace the responsibility on the

plastic pipe and fitting designer to ensure that the plastic piping system as a whole is correctly designed and
its components products have the necessary performance values to meet the design.

6.2.2 Test samples, testing and compliance criteria

The initial type testing of the characteristics according to Clause 4 shall be performed in accordance with the
sampling procedure given under type tests (TT) of the applicable product specific standards for assessment of
conformity as given in Annex B. If the standard does not contain one or more of the characteristics, then
testing as given in Table 3 shall apply.

For products where no such standard exists Table 3 shall apply.

6.2.3 Test reports

All Type Tests, and/or Initial Type Tests and their results shall be documented in test reports.

All test reports shall be retained by the manufacturer for at least 10 years after the last date of production of
the pipes and fittings to which they relate.

6.3 Factory production control (FPC)

6.3.1 General

The manufacturer shall establish, document and maintain an FPC system to ensure that the products placed
on the market comply with the declared performance of the characteristics.

The FPC system shall consist of procedures, regular inspections and tests and/or assessments and the use of
the results to control raw and other incoming materials or components, equipment, the production process and
the product.

All the elements, requirements and provisions adopted by the manufacturer shall be documented in a
systematic manner in the form of written policies and procedures.

This production control system documentation shall ensure a common understanding of conformity evaluation
and enable the achievement of the required product characteristics and the effective operation of the
production control system to be checked.

Factory production control therefore brings together operational techniques and all measures allowing
maintenance and control of the compliance of the product with this European standard.

6.3.2 Requirements

6.3.2.1 General

The manufacturer is responsible for organizing the effective implementation of the FPC system.

Tasks and responsibilities in the production control organization shall be documented and this documentation
shall be kept up-to-date.

The responsibility, authority and the relationship between personnel that manages, performs or verifies work
affecting product conformity, shall be defined. This applies in particular to personnel that needs to initiate
actions preventing product non-conformities from occurring, actions in case of non-conformities and to identify
and register product conformity problems. Personnel performing work affecting product conformity shall be
competent on the basis of appropriate education, training, skills and experience for which records shall be
maintained.

In each factory the manufacturer may delegate the action to a person having the necessary authority to:
 identify procedures to demonstrate conformity of the product at appropriate stages;

 identify and record any instance of non-conformity;

 identify procedures to correct instances of non-conformity.

The manufacturer shall draw up and keep up-to-date documents defining the factory production control.

The manufacturer's documentation and procedures should be appropriate to the product and manufacturing
process.

The FPC system should achieve an appropriate level of confidence in the conformity of the product. This
involves:

a) the preparation of documented procedures and instructions relating to factory production control
operations, in accordance with the requirements of the technical specification to which reference is
made;

b) the effective implementation of these procedures and instructions;

c) the recording of these operations and their results;

d) the use of these results to correct any deviations, repair the effects of such deviations, treat any resulting
instances of non-conformity and, if necessary, revise the FPC to rectify the cause of non-conformity.

Where subcontracting takes place, the manufacturer shall retain the overall control of the product and ensure
that he receives all the information that is necessary to fulfill his responsibilities according to this European
Standard.

If the manufacturer has part of the product designed, manufactured, assembled, packed, processed and/or
labeled by subcontracting, the FPC of the subcontractor may be taken into account, where appropriate for the
product in question.

The manufacturer who subcontracts all of his activities may in no circumstances pass these responsibilities on
to a subcontractor.
NOTE Manufacturers having an FPC system, which complies with EN ISO 9000 series [2] standard and which
addresses the requirements of this European standard are recognized as satisfying the FPC requirements of the Council
Directive 89/106/EEC.

6.3.2.2 Equipment

6.3.2.2.1 Testing

All weighing, measuring and testing equipment shall be calibrated or verified and regularly inspected
according to documented procedures, frequencies and criteria.

6.3.2.2.2 Manufacturing
All equipment used in the manufacturing process shall be regularly inspected and maintained to ensure use,
wear or failure does not cause inconsistency in the manufacturing process.

Inspections and maintenance shall be carried out and recorded in accordance with the manufacturer’s written
procedures and the records retained for the period defined in the manufacturer's FPC procedures.

6.3.2.3 Raw materials and components

The specifications of all incoming raw materials and components shall be documented, as shall the inspection
scheme for ensuring their compliance. In case supplied kit components are used, the attestation of conformity
level of the component shall be that given in the appropriate harmonised technical specification for that
component.

6.3.2.4 Design process

The factory production control system shall document the various stages in the design of products, identify the
checking procedure and those individuals responsible for all stages of design.

During the design process itself, a record shall be kept of all checks, their results, and any corrective actions
taken.

This record shall be sufficiently detailed and accurate to demonstrate that all stages of the design phase, and
all checks, have been carried out satisfactorily.

6.3.2.5 Traceability and marking

Individual products and product batches shall be identifiable and traceable with regard to their production
origin. The manufacturer shall have written procedures ensuring that processes related to affixing traceability
codes and/or markings are inspected regularly.

6.3.2.6 Controls during manufacturing process

The manufacturer shall plan and carry out production under controlled conditions.

6.3.2.7 Product testing and evaluation

The manufacturer shall establish procedures to ensure that the stated values of the characteristics he
declares, are maintained.
The FPC of the characteristics according to Clause 4 shall be performed in accordance with the sampling
procedure given under batch release tests (BRT) of the applicable product specific standards for assessment
of conformity as given in Annex B. If the standard does not contain one or more of the characteristics, or if no
such standard exists, then testing as given in Table 4 shall apply.

6.3.2.8 Non-complying products

The manufacturer shall have written procedures which specify how non-complying products shall be dealt
with.

Any such events shall be recorded as they occur and these records shall be kept for the period defined in the
manufacturer’s written procedures.

6.3.2.9 Corrective action

The manufacturer shall have documented procedures that instigate action to eliminate the cause of non-
conformities in order to prevent recurrence.

6.3.2.10 Handling, storage and packaging

The manufacturer shall have procedures providing methods of product handling and shall provide suitable
storage areas preventing damage or deterioration.

6.3.3 Product specific requirements

The FPC system shall:


 address this European Standard

and
 ensure that the products placed on the market comply with the stated performance characteristics.

The FPC system shall include a product specific FPC, which identifies procedures to demonstrate compliance
of the product at appropriate stages, i.e.:

a) the controls and tests to be carried out prior to and/or during manufacture according to a frequency laid
down in the FPC test plan,

and/or

b) the verifications and tests to be carried out on finished products according to a frequency laid down in the
FPC test plan.

If the manufacturer uses only finished products, the operations under b) shall lead to an equivalent level of
compliance of the product as if FPC had been carried out during the production.

If the manufacturer carries out parts of the production himself, the operations under b) may be reduced and
partly replaced by operations under a). Generally, the more parts of the production that are carried out by the
manufacturer, the more operations under b) may be replaced by operations under a).

In any case the operation shall lead to an equivalent level of compliance of the product as if FPC had been
carried out during the production.
NOTE Depending on the specific case, it can be necessary to carry out the operations referred to under a) and b),
only the operations under a) or only those under b).

The operations under a) refer to the intermediate states of the product as on manufacturing machines and
their adjustment, and measuring equipment etc. These controls and tests and their frequency shall be chosen
based on product type and composition, the manufacturing process and its complexity, the sensitivity of
product features to variations in manufacturing parameters etc.

The manufacturer shall establish and maintain records that provide evidence that the production has been
sampled and tested. These records shall show clearly whether the production has satisfied the defined
acceptance criteria and shall be available for at least three years.

Where the product fails to satisfy the acceptance measures, the provisions for non-conforming products shall
apply, the necessary corrective action shall immediately be taken and the products or batches not conforming
shall be isolated and properly identified.

Once the fault has been corrected, the test or verification in question shall be repeated.

The results of controls and tests shall be properly recorded. The product description, date of manufacture, test
method adopted, test results and acceptance criteria shall be entered in the records under the signature of the
person responsible for the control/test.

With regard to any control result not meeting the requirements of this European standard, the corrective
measures taken to rectify the situation (e.g. a further test carried out, modification of manufacturing process,
throwing away or putting right of product) shall be indicated in the records.

Individual products or batches of products and the related manufacturing documentation shall be completely
identifiable and retraceable.

6.3.4 Procedure for modifications

If modifications are made to the product, production process or FPC system that could affect any of the
product characteristics required by this standard, then all the characteristics for which the manufacturer
declares performance, which may be affected by the modification, shall be subject to Initial Type Testing/Type
Testing, except as described in 6.2.1 and 6.3.5.

Where relevant, a re-assessment of the factory and of the FPC system shall be performed for those aspects,
which may be affected by the modification.

All assessments and their results shall be documented in a report.

6.3.5 One-off products, pre-production products (e.g. prototypes) and products produced in very low
quantity

Products produced as a one-off, prototypes assessed before full production is established, and products
produced in very low quantities (less than 50 per year) shall be assessed as follows.

For type assessment, the provisions of 6.2.1, 3 paragraph apply, together with the provisions of Table 3, with
the following exceptions:

 for reaction to fire the classification of other products made out of the same compound or formulation may
be used;

 external and internal pressure strength shall not be tested. It is assumed that by the defined geometry this
requirement is fulfilled;

 durability may not be tested. Nevertheless the manufacturer shall declare the PN of its product according
to the geometrical design and the used compound or formulation.

The FPC system of one-off products and products produced in very low quantities shall ensure that raw
materials and/or components are sufficient for production of the product. The provisions on raw materials
and/or components shall apply only where appropriate.

The manufacturer shall maintain records allowing traceability of the product.

For prototypes, where the intention is to move to series production, the initial inspection of the factory and
FPC shall be carried out before the production is already running and/or before the FPC is already in practice.
The following shall be assessed:
 the FPC-documentation; and

 the factory.

In the initial assessment of the factory and FPC it shall be verified:

a) that all resources necessary for the achievement of the product characteristics required by this European
standard will be available, and

b) that the FPC-procedures in accordance with the FPC-documentation will be implemented and followed in
practice, and

c) that procedures are in place to demonstrate that the factory production processes can produce a product
complying with the requirements of this European standard and that the product will be the same as the
initial type testing/type testing samples, for which compliance with this European standard has been
verified.

Once series production is fully established, the provisions of clause 6.3 shall apply.

ZA.1 Scope and relevant characteristics


This European Standard has been prepared under Mandate M/131 "Pipes, tanks and ancillaries not in contact
with water intended for human consumption" given to CEN by the European Commission and the European
Free Trade Association.

The clauses of this European Standard shown in this annex meet the requirements of the mandate given
under the EU Construction Products Directive (89/106/EEC).

Compliance with these clauses confers a presumption of fitness of plastics pipes and fittings covered by this
annex for their intended uses indicated herein; reference shall be made to the information accompanying the
CE marking.

WARNING: Other requirements and other EU Directives, not affecting the fitness for intended use, can be
applicable to plastics pipes and fittings falling within the scope of this European Standard.

NOTE 1 In addition to any specific clauses relating to dangerous substances contained in this standard, there may be

The requirement on a certain characteristic is not applicable in those Member States (MSs) where there are
no regulatory requirements on that characteristic for the intended end use of the product. In this case,
manufacturers placing their products on the market of these MSs are not obliged to determine nor declare the
performance of their products with regard to this characteristic and the option “No performance determined”
(NPD) in the information accompanying the CE marking (see ZA.3) may be used. The NPD option may not be
used, however, for durability and where the characteristic is subject to a threshold level.

ZA.2 Procedure for attestation of conformity of plastics pipes and fittings

ZA.2.1 Systems of attestation of conformity


The systems of attestation of conformity of plastics pipes and fittings indicated in Table ZA.1, established by
EC Decision (1999/472/EC and amendment 2001/596/EC) as given in Annex III of the mandate M/131 for
pipes, tanks and ancillaries not in contact with water intended for human consumption, is shown in Table ZA.2

ZA.2.2 EC Certificate and Declaration of conformity


In case of products with system 1: When compliance with the conditions of this annex is achieved, the
certification body shall draw up the EC Certificate of conformity, which entitles the manufacturer to affix the CE
marking. The EC certificate of conformity shall include:

 name, address and identification number of the certification body;

 name and address of the manufacturer, or his authorised representative established in the EEA, and
place of production;

NOTE 1 The manufacturer may also be the person responsible for placing the product onto the EEA market, if he
takes responsibility for CE marking.

 description of the product (type, identification, use, ...);

 provisions to which the product conforms (i.e. Annex ZA of this EN);

 particular conditions applicable to the use of the product (e.g. provisions for use under certain conditions);

 number of the certificate;

 conditions of validity of the certificate, where applicable;

 name of, and position held by, the person empowered to sign the certificate.

In case of products under system 3: When compliance with the conditions of this annex is achieved, the
manufacturer or his agent established in the EEA shall draw up and retain the EC Declaration of conformity,
which entitles the manufacturer to affix the CE marking. This EC declaration of conformity shall include:

 name and address of the manufacturer, or his authorised representative established in the EEA, and

NOTE 3 The manufacturer may also be the person responsible for placing the product onto the EEA market, if he
takes responsibility for CE marking.

 description of the product (type, identification, use,...), and a copy of the information accompanying the
CE marking;

NOTE 4 Where some of the information required for the declaration is already given in the CE marking information,
it does not need to be repeated.

 provisions to which the product conforms (i.e. Annex ZA of this EN), and a reference to the initial type test
report(s) and factory production control records (if appropriate);

 particular conditions applicable to the use of the product, (e.g. provisions for use under certain
conditions);

 name and address of the notified laboratory(ies);

 name of, and position held by, the person empowered to sign the declaration on behalf of the
manufacturer or his authorised representative.

The above mentioned EC declaration of conformity or the EC certificate of conformity shall be presented in the
language or languages accepted in the Member State in which the product is to be used.

ZA.3 CE marking and labelling

ZA.3.1 CE marking requirements


The manufacturer or his authorised representative established within the EEA is responsible for the affixing of
the CE marking. The CE marking symbol to affix shall be in accordance with Directive 93/68/EEC and shall be
shown on the pipes, on the packaging of the fittings, or it may be on the accompanying commercial
documents e.g. a delivery note.

The following information shall accompany the CE marking symbol:

 identification number of the certification body (only for products under system 1);

 name or identifying mark of the manufacturer (see NOTE 1 in ZA.2.2);

 the last two digits of the year in which the marking was affixed;

 number of the EC Certificate of conformity or factory production control certificate (if relevant);

 reference to this European Standard;

 description of the product;

 information on those relevant essential characteristics listed in Table ZA.1 which are to be declared
presented as:

 declared values and, where relevant, level or class (including “pass” for pass/fail requirements,
where necessary) to declare for each essential characteristic as indicated in the column "Notes" in
Table ZA.1;

 “No performance determined” for essential characteristics which the manufacturer does not intend to
declare;

 as an alternative, a standard designation which shows some or all of the relevant characteristics
(where the designation covers only some characteristics, it will need to be supplemented with
declared values for other characteristics as above).

The "No performance determined" NPD option may not be used for durability and where the characteristic is
subject to a threshold level. Otherwise, the NPD option may be used when and where the characteristic, for a
given intended use, is not subject to regulatory requirements in the Member State of destination.

Figure ZA.1 gives an example of the reduced information to be given on the pipes.
