Q.1. K & Company Ltd. is an organization having a total strength of about 2000 employees. It
has a Personnel Officer for the factory having 300 workers and a Director (Personnel) at
the corporate office. There is one (Trade) Union commanding a good membership.

On a particular day, the Union office bearers wanted a meeting with the Personnel Officer
but the Personnel Officer stated that he would meet the Union office bearer only on the
nominated days as per the existing rules. The Union argued that they wanted an immediate
meeting on an issue which they considered very urgent. The Personnel Officer said he
would meet the Branch Secretary or Assistant Secretary to sort out the urgent issues, if
any, but the Union brought about twenty members with them. The Personnel Officer
refused and the members started to agitate by slogan shouting and disturbing the work.

The Personnel Officer wanted to take action and curb attitude of indiscipline and hence
sought the assistance of Director (Personnel) on the phone. The Director permitted the
Personnel Officer to go ahead and take action. Meanwhile, on his return to the site of
action, the Personnel Officer found the agitators returning back. He allowed matters to rest
at that.

Next day the Director (Personnel) wanted to know the position and action taken and the
Personnel Officer stated that the matter had been settled by compromise.

The Director got annoyed on the discipline having been given a 'go by' and asked for the
explanation of the Personnel Officer. The Personnel Officer explained that the 'Line
Manager' had intervened and settled the matter during his absence of a few minutes to talk
to Director (Personnel). The Director was not satisfied and the Personnel Officer was
perplexed.

A. Whether the Personnel Officer was right in asking for advice and then not following that
advice of his chief. Why or why not? (3.0 Marks)
B. Was it right on the part of Line Manager to intervene? Why or why not? (3.0 Marks)
C. Now that the Personnel Officer has informed the Director (Personnel) that the Line
Manager has intervened, will the relation between Line and staff get altered. (3.0 Marks)

Q.2. India’s population is 133 crores and as on 10 April 2021, 9.8 crore people in India were
vaccinated for covid-19. According to the 2011 census, about 18.3% of India’s population
is above 45 years of age. An article published on The Mint (Online Edition, 23 Mar 2021)
indicated high vaccine hesitancy (refer the exhibit below).

You have been assigned the task of designing a motivational plan that would trigger as
many people (general public) as possible to come forward for getting vaccinated. By
using different motivational theories develop a detailed motivational plan.

Q.3. Your company had just adopted a new performance appraisal system that requires
employees to evaluate the performance of their bosses. You believe many of your
employees will resist any required participation in this process because they are concerned
about confidentiality and potential repercussions associated with any critical remarks they
may make about you. You would like to obtain their commitment to this new performance
appraisal system. Address the communication issues involved in the above scenario by

Q.4. Covid-19 vaccination took an unexpected turn as Union health minister Harsh Vardhan on
Wednesday said Maharashtra has repeatedly failed to control the spread of the pandemic
and now to divert attention from its failure, the government is complaining of vaccine
shortage, which is a "baseless allegation". Maharashtra health minister Rajesh Tope on
Wednesday said the state has 14 lakh doses of vaccines which would last only three days.

Panvel Municipal Corporation issued an official notice saying the drive is being halted for
the time being because of unavailability of vaccines, news agency ANI reported.

Here is all you need to know about the reality of vaccine shortage claims

 While the Centre says there can be no shortage of vaccination as the stock is
monitored through Co-WIN, many vaccination centres in Maharashtra are being
closed temporarily owing to vaccine shortage.
 Even Mumbai has claimed an impending crisis as mayor Kishori Pednekar said there
were 1.76 lakh doses of Covishield till Tuesday afternoon.
 According to the Maharashtra government's claim, its vaccine stock will deplete by
today or tomorrow.
 Union health minister Dr Harsh Vardhan on Wednesday said the allegations of
vaccine shortage is a tactic to divert attention from the failure of the state government.
 Maharashtra has increased the number of vaccine doses it is administering per day,
which the government is citing as the reason behind the shortage of vaccines.
 But the health ministry on Wednesday claimed that its vaccination numbers are far
from impressive. According to ministry data, Maharashtra has vaccinated just only 86
per cent of health workers with first dos and 41 per cent healthcare workers with the
second dose. Among frontline workers, Maharashtra has vaccinated only 73% with
first dose. As far as senior citizens are concerned, Maharashtra has vaccinated just 25
per cent.
 In a strongly worded statement, Harsh Vardhan on Wednesday said, "The performance
of Maharashtra government in terms of vaccinating healthcare workers and frontline
workers is also not great. It is shocking to see how the state Government is putting
Maharashtrians in danger by letting people escape institutional quarantine mandate for
the sake of their personal Vasuli. Overall, as the state has lurched from one crisis to
another, it seems as if the state leadership is happily sleeping at the wheels."
 Nationalist Congress Party MP Sule has claimed 109 vaccination centres in Pune
district remained shut on Wednesday as they had no stock. "Several thousand people
went back without being vaccinated because the vaccines stock was exhausted...Our
momentum may be lost due to lack of stock," the MP tweeted.
 Following repeated appeals to the Centre by Maharashtra politicians, the Centre wrote
a letter saying a total of 1,06,19,190 doses have been made available to the state and
the total consumption, including wastage, is 90,53,523 doses.
 Union minister Prakash Javadekar said while Maharashtra has 7,43,280 vaccine doses
in the he pipeline, the state has 23 lakh doses available.
