2.2 Supplies and materials.
2.2.1 Technical specifications, origin and standards applicable to main supplies, materials and
equipment used for the work.
 Based on the technical criteria and requirements of the Bidding Documents, Design Documents,

the main supplies and materials will be submitted samples together with the material certificates
and approved by the Investor and the Consultant before putting into use.
 The main building materials.

 Cement: Cement used for construction is mixed Portland according to cement standards TCVN
6260:2009; Portland cement – Technical requirements TCVN 2682:2009.
 The Bidder must at all times provide certification from the cement manufacturer to the required
standards for the period of use, which is issued and signed by an independent consultant. Each
batch of cement must be accompanied by a manufacturer's certificate indicating that the cement
has been tested and analyzed for its chemical composition and physical properties. Each batch of
cement after being brought to the site will be tested and reanalyzed according to current standards.
+ Cement should be kept at the site in the right conditions.
+ Hot cement needs to be stored, not used immediately but not longer than 28 days at the site
warehouse. Do not use cement that has been produced for more than 12 months.
+ Cement must be delivered in the form of intact packaging and labels on the bags, cement must
have enough at the site to ensure continuous construction and must be used in the shortest time
and rotated to avoid the case of storage for a long time, causing poor quality. Cement transferred
to the construction site must be well preserved to prevent water infiltration and humidity due to
climate. Cement stacked in warehouses must have a platform of 30cm above the ground, not more
than 09 bags. It must be well ventilated and moisture resistant. Cement before use must be
checked the quality. Any cement stored at the Site that does not conform to the current technical
standards and quality standards, the Bidder must remove from the Site.
 Sand: Must be supplied from a specified source and in accordance with current technical
standards and must be washed when used, ensuring the correct distribution according to design.
Sand must be obtained from a source capable of providing sand of good quality regularly and
reliably throughout the construction process.
 Stone: Must be supplied from a specified source in accordance with the standards "Complete
reinforced concrete structures", "Aggregate for concrete and mortar - Technical requirements
TCVN-7570: 2006".
+ Needs to be hard, durable, clean, not dirty by impurities that affect the strength and durability of
concrete, such as clay particles, mica particles, coal, organic impurities, iron ore, sulphate salt,
etc. calcium, magnesium. Aggregates must not be mixed with mollusc shells.
+ Inspector must check the supply of tests and requirements for materials before putting into
construction. Aggregates lacking test results are not used.
 Commercial concrete: A certificate of quality and origin at the place of manufacture is required.
The technical requirements comply with the requirements of the Design. Before construction, the
Bidder must submit the distribution and source of input materials.
 Steel: The steel put into use must conform to design requirements. Limit the change of type
compared to the design documents during construction, especially do not replace high strength
steel with lower intensity steel. All bearing steels must comply with the standard "Reinforced
concrete structures TCVN 5574: 2012" and "Concrete reinforcement - TCVN 1651-2008". No
rust, no oil or dirt. Steel must meet ISO 9001 standard.
+ When using imported steel, a technical certificate must be attached and it is necessary to take test
samples according to the standard "Metallic materials - Tensile test - Part 1: Test methods at
room temperature TCVN 197-1:2014" and "Metallic materials - Bending test TCVN 198-2008".

 Bolts: High-strength bolts (including nuts, washers) after being processed, before being
put into use, must be checked by the technical inspection department of the investor
and tested in qualified laboratories. If it passes, it will be tested and put into use.
+ Bolts for the main structure have a strength of 8.8; yield limit 640; breaking strength 800.
+ Bolts for substructure and anchor bolts have a strength of 5.6; yield limit 300; breaking strength
500.
 Water: Must take samples for analysis and conform to the standards of water
regulations according to the standard TCVN 4506-2012.
 Tiles, paving stones of all kinds: Tiles and paving stones of all kinds must be of the
right type and size according to the design, ensuring quality without warping and must
have a clear origin;
 Seam-lock roofing sheet, thickness 0.53, AZ150
 EPS panel, compact partition, plaster ceiling, paint, door materials...: Must be of the
right type, meet the technical requirements of the design, have a clear origin.
 Painting supplies, electricity, water, lightning protection...etc: Requires the right type,
must have a certificate of quality and origin at the place of production. The technical
requirements comply with the requirements of the Design.
 The list of main materials the Bidder is expected to put into use for the work and the
commitments of the suppliers of materials for the work, presented in the List of main types of
materials and materials for the project. construction.
2.2.2 Measures to ensure the quality of each type of supplies, materials and equipment.
 In order to prevent and limit errors that occur during the construction process, we use the
method of inspection and review right from the first stage. For materials and construction
materials, when gathered on the construction site, they must have the norms and certificates
of meeting design requirements, and be brought to internal inspection first, then the Investor,
Supervision consultants will check. All types of materials and equipment, when brought to
the site for installation, are approved by the Investor, an authorized person or a supervisory
engineer to check the quality and design, to satisfy the requirements of the origin,
manufacturer, and manufacturer have all the characteristics and technical parameters such as
design requirements and requirements stated in the Investor's Bidding Documents for the
works. Materials and equipment used for the project, before installation, are checked for
details, removing all equipment, details that are not suitable or have defects due to
manufacturing quality, only equipment complete in terms of all requirements, especially the
newly installed technical features.
 All equipment has a certificate of origin, the manufacturer, the manufacturer has all the
characteristics and specifications and is installed for electrical testing, testing the operation
before being put into the installation location.
 For construction equipment, it is also periodically inspected and tested by competent
authorities. For people, the Bidder realizes that this is a very important issue in ensuring the
quality of the building. We bring into the project from the Project Manager to highly
qualified workers with experience in high-rise building construction that can meet the
demanding works, high art of the project.
 All kinds of supplies and equipment are stored in the warehouse and scientifically arranged in
rows to distinguish them by number, diameter, length and code for easy taking out, use and
storage. Do not mix rusted and unrusted reinforcement. When placing reinforcement in the
yard outside the field, put 1 high end, 1 low end on a hard foundation with no grass growing.
Steel millet is at least 30 cm higher than the foundation, not more than 1.2 m high and 2 m

wide. Cement is stored in the warehouse according to the prescribed standards to prevent
water penetration and moisture due to environmental climate. The storage time is guaranteed
not to exceed the specified period. The cement bags that have had the phenomenon of
clumping are absolutely not put and used. Cement must not clump, the amount of cement
passing through sieve No.008 is greater than 85% of the total weight. Cement is kept at the
site in a condition that does not alter its quality. Sealed, non-tear, puncture-proof cement bags
are placed above water and ventilated on a floor more than 30cm above the ground and
protected from water. Loose materials must also be poured in a clean, dry place with
separation to avoid contamination of materials by mud, grease, etc. Electrical supplies,
compact partition panels, gypsum ceiling panels... are stored in a closed, dry and cool
warehouse to ensure that weather factors do not affect the quality of the materials.
 The construction site has from 1 to 2 storekeepers who are responsible for importing and
exporting materials daily. Storekeepers are responsible for making inventory cards in daily
books, regularly checking warehouses and yards to promptly handle problems that may occur
during the construction process.
 Site security is responsible for standing 24/24h at the construction site to protect security and
order on the construction site to avoid loss and damage of materials.
 Inspection and supervision of material quality, construction work is carried out both in the
field and in the laboratory using advanced tools and equipment to assess the quality of
building materials. We put in the works good engineers, experienced in construction and
supervision. A team of skilled workers has executed many projects and works with high
quality.
II. PREPARATION WORK
1. Preparation
- Temporary work preparation
 Construction of temporary facilities for serving the construction: temporary road, temporary
fence, car wash bridge, rebar and formwork fabricating yard.
- Preparation of manpower
 Construction staff:
 Construction staff: The construction staff is a team of experienced staff and engineers, who
have constructed many projects of similar size and nature to this project. The site manager
and deputy site manager will be a person with 06 years of construction experience or more,
having constructed high-rise projects, large-scale renovation and repair in a similar position.
A team of highly qualified staff, having enough specialties suitable to the nature of the
assigned work, with a sense of professional conscience, a high sense of responsibility and
discipline, always ready to receive and complete well assigned tasks.
 Construction worker
 The contractor's workforce expected to be put into the project is a team of workers who are
trained in a highly disciplined working environment, always have a sense of responsibility,
are trained to improve skills, have close supervision. annual assessment and skill check
before starting construction. The workforce is divided into groups under the guidance of the
construction team leaders to ensure the specialization as well as the transmission line in the
organizational chart of human resource arrangement.
 The identification and use of the number of workers, the structure of occupations and high
qualifications to implement the project increases labor productivity and ensures the planned
tasks.

2. Equipments and Machine
- Based on the scale of the work, On the basis of design documents, construction site, as well as
technical features of the equipment and the progress of the work, the Bidder selects the
equipment to be put into use in the project according to each phase and shown in the machine
mobilization schedule that the Bidder will submit to the consultant.
- Certificates of machine and equipment used for the Project are inspected by HCA HSSE
department
III. Construction organization method
1. Construction site organization.
- The whole construction area is separated from neighboring areas by a corrugated iron fence and
covered with tarpaulin to cover dust from the roof of the building to the foot of the building to
ensure environmental sanitation for the construction area with the surrounding area.
- The entrance to this area is located at a convenient location to facilitate the circulation and
transportation of materials and personnel in and out of the construction site. At the entrance gate, a
guard station is arranged to monitor the import and export of materials and manage the entrance and
exit of the construction site. This station is permanently guarded 24 hours a day.
- At construction items, the Bidder arranges construction site warning signs and safety signs in
accordance with current standards and regulations of the state.
- In the total construction site of the project, there is a place to store cement, iron and steel, bricks and
construction equipment, the command house, the security room, the camp area... Reasonable with
production lines and construction site at the facilities in each stage. Mixing and material processing
areas, general power source to distribute electricity for construction and daily life, are arranged in a
very reasonable and safe manner to avoid causing unsanitary conditions and affecting the health of
workers and the surrounding area.
- The material processing area such as iron and steel and wood formwork must be rearranged when
the construction time is over to clear the ground for trucks carrying materials and waste. The storage
yards for materials, materials and processing yards are arranged without causing dust and noise,
usually at the end of the main wind direction and with measures to shield against dust, cushion to
reduce noise...
- Material handling: Transported by crane, winch with lifting capacity ≥ 0.5 tons. Horizontal
transportation using Cars and specialized vehicles (improved vehicles, wheelbarrows...). The closest
guaranteed transport distance, less vibration when transporting.
- At convenient locations, garbage bins and solid waste dumps are arranged to avoid littering and
indiscriminate dumping of waste on the construction site.

2. Requirements.
- When arranging the construction site, it does not affect the operation and general landscape,
ensuring traffic, safety and environmental sanitation. Ability to quickly adapt to unexpected
changes...
- The layout of the construction site must be reasonable and convenient, minimizing dust and noise
affecting the operation of the surrounding area and not obstructing the construction process.
- Ensure reasonable construction without overlap causing work stoppage and unsafety.
- Ensure safety during construction.
- Ensure security and order and good fire prevention.

- To operate the project, the Contractor establishes a Project Management Unit. Under the executive
board are the assisting department and direct construction teams, performing the construction of
specific items of the work.
Relationship between the Board of Management and the site management department
- The Board of Directors of the Company directly guides the departments and the Site Management
Unit, assigns departments in the field of expertise, directly guides and inspects the site manager to
effectively execute the contract, take appropriate construction methods, processes, regulations,
quality acceptance, technical handling, equipment and construction safety, supply of materials and
human resources.
- The site management department, which is directly the site manager, must regularly report to the
Board of Directors on the construction situation and management aspects on the site. The Site
Manager is responsible for regularly coordinating with relevant departments to fully implement the
requirements. Ensure the construction works continuously according to the Design documents to
ensure the technical quality of the project, at the same time coordinate to solve problems in each
construction area in th best timely and effective manner.
Site manager
- Perform the tasks assigned by the Board of Directors and take responsibility for the organization of
human resources, techniques, quality and progress of the project, check and urge daily on the
construction process, ensure the right design. Coordinate with the Owner, design consultant,
Owner’s engineer and related parties on issues in the construction site.
Site deputy manager
- Perform the tasks assigned by the site manager, to act on behalf of the site manager in charge of all
work of the construction site in the absence of the site manager.
Department of Progress, Technical and Quality Management
- The head of this department is the construction technical manager - responsible to the Site
Management Unit for the technique, progress and quality of the work.
- The technical department is directly in charge of the progress, construction techniques, quality of
each job, assisting the Site manager and technicians who are always present at the construction site,
and the relationship with Party A and the engineer, consulting engineers in construction technical
solutions, doing the acceptance work, making as-built documents, and daily monitoring diary.

Safety, security and environment management department


- Gather, research and disseminate legal documents on labor protection work to teams. Organize
training courses on labor protection for employees throughout the construction site. The safety
department is managed by a full-time officer and part-time site technicians.
- As officers are directly in charge of safety, security and environment on the construction site and
around, assisting the Site Manager and technicians, always present at the construction site. Take
measures to ensure the safety of people and equipment and ensure a good working environment.
- Responsible for taking care of the health of staff and construction workers. Dispensing drugs for
minor illnesses. When an accident occurs, the medical department will conduct first aid, give first
aid to the patient, and depending on the case, they will transfer to the hospital for emergency. Report
regularly to the site Management Unit, the company's board of directors on the situation of
occupational accidents in the construction site.
Administration and finance department
- As the department responsible for monitoring and supervising the use of people, such as paying
workers, providing money for the material and equipment department, this department is closely
related to the direct construction teams and equipment parts.
- Responsible for the supply of materials and equipment reported by the technical management
department, this department basically determines the quality of the product, this department is one
of the important factors determining the construction progress.
Production teams
- Follow the direction of the technical management department for each work area.
- Includes teams: Construction motorbike, formwork + scaffolding + reinforcement + concrete,
masonry + finishing, mechanical group, aluminum and glass, plaster + paint, electricity and water
team, construction team.
- Each team will include 01 team leader and 01 supervisor who is responsible for managing the team's
human resources, progress, and quality before the project Management Unit.
- The above field organization model always puts the quality and construction progress on top. It
shows the scaled work and planned organization, there is the expertise of each production team, on
the other hand it ensures the dynamism of each production team.
Workforce management
- Well perform the registration of temporary absence with local authorities.
- Ensure absolute security and order, social safety in the area
- Establish site rules and regulations on labor safety, organize for workers to study and strictly
implement the set rules.
- Workers entering and leaving the construction site must have a card provided by construction unit.

5. Technical method for foundation excavation


 In order to ensure the safety of the building and suit the actual conditions, proceed to choose the
solution of excavating soil by an excavator combined with repairing manually the excavated
foundation pit by the excavator to about 10cm from the design depth - :- 15cm then stop and
proceed to manual repair of foundation pit.
 From the excavation ground, we choose the method of excavation as follows: the excavator goes
along the axes. The excavated soil is poured onto the dump truck, the direction of soil
transportation and excavation is perpendicular to each other.
 The foundation pit is excavated with a 45-degree bevel, limiting the subsidence.
 After the excavator is finished, we proceed to excavate the soil manually
 Excavating tools are: shovel, hoe, trowel, soil pipe cutter
 Manually excavated soil is poured at the yard, not transported to another place.
 Excavation construction

6. Technical method for backfilling - compaction
- Backfilling can only be carried out after concrete pouring, foundation wall bracing, underground

pipes installation have been completed and accepted by the Owner and allows moving to the next
construction step.
- Backfilling is carried out in the following order:

7. Technical method of reinforcing bar


 The reinforcing bar used in concrete is strictly according to the design drawings in terms of type,
quantity, quality and diameter.
 Before using, the Contractor will send the quality inspection results to the Owner’s engineer, the
Owner.
 Before fabricating, rebar is prepared and checked according to the following regulations
 Surface must be clean, free of mud, soil, grease or paint

9. Construction method of concrete


- Before placing concrete, the Contractor will prepare and submit to the Management Board for
approval, the Contractor will be responsible for the quality of concrete.
- Do not place concrete for columns, floors... without the acceptance and approval of the Owner.
- Concrete is mixed according to the design grade. The concrete mixing and density are calculated
and determined by the Contractor's laboratory or the laboratory designated by the Owner. The
Contractor and the concrete supplier are jointly responsible for overseeing the performance of
mixing and concrete production. The density and results given by the laboratory must be
accepted. Concrete density is the minimum acceptable strength according to the specification on
the basis of test results.
- The Contractor will mix the concrete with a mixer at the batching plant and deliver it to the site
by a dedicated trucks

- Before placing concrete, must check and accept formwork, reinforcement bar, working floor

sticking to the formwork.
- Before placing concrete on the dry mortar that has been previously poured, the concrete surface

Concrete compaction work
- The concrete compaction will ensure the following requirements:
 Use different types of compaction, but make sure that after compaction, the concrete is
compacted and free of pits.
 The time of compaction at each position, the distance between the positions must be suitable
with the performance of compaction and must ensure that the concrete is thoroughly
compacted (when the cement mortar floats to the surface and the air bubbles are gone) and
must finish compacting concrete before cementation begins .
Handling defects in concrete:
- The Contractor applies all concrete construction methods so that the concrete structure after

10. Method of dismantling formwork
- Formwork, falsewwork are removed when the concrete reaches the structural design strength of
to withstand its own weight and other impact loads in the later construction phase, possibly
according to the instructions of the tables in TCVN standards;
- When dismantling the formwork, falsework, avoid causing sudden stress or strong impact to

damage the concrete structure.


- Concrete strength when it is allowed to remove formwork, if the design does not have special
instructions, the Contractor shall comply with TCVN 4453-2012.
- Overhang, console, and eaves structures only remove support poles and bottom formwork
when the concrete strength reaches the design grade and has anti-roll counterweights.
- When dismantling the formwork, falsework in the whole block concrete slabs, do the
following:
 Dismantle the formwork poles of the lower floor slab one by one and keep the safety
poles 3 m apart below the beams.
 The partial loading of the structure after dismantling the formwork, falsework will be
calculated according to the achieved concrete strength, structure type and load
characteristics to avoid cracks. cracks and other damage to the structure.
 The full loading on the structure after dismantling the scaffolding formwork is only done
when the concrete has reached the design strength.

11. Technical method of curing concrete


 Concrete curing creates favorable conditions for concrete to harden: not to lose surface water, not

12. Technical method of concrete defect treatment

Step 5: Pour non-shrink self-flowing mortar, grade is equivalent to the pitted structural grade

13.2. Scaffolding cover
13.2.1. Regulations on scaffolding cover for works include:

13.2.2. Steps to install scaffolding covering

increasing with height.

A note regarding terminology:


• For an initial risk assessment, the Risk Level is known as the Risk Factor Number
(RFN).
• For a residual risk assessment, the Risk Level is known as the Residual Risk Number
(RRN).
• In both cases, the risk level dictates the response and timing of risk controls required.
Management of Risk Assessment
The management of risks identified through the risk assessment process will be determined by
the risk rating.
The amount of effort/resources that are to be committed to an identified risk is determined by the
risk score. The Contractor has a scheme of escalation.
• Risks scored 1-5: are considered low risk (L) and therefore risks are accepted (tolerated)
by the Contractor. No more countermeasures are required.
• Risks scoring 6-8: are considered moderate risks (M) and should be managed /treated so
that they are made as ‘low as reasonably practicable’. These risks will usually be managed
locally. more countermeasures are required. More actions are required to eliminate or
minimize the risk using the Hierarchy of Controls.
• Risks scoring 9-12 are considered high risks (H). Actions needed quickly (within 1-2
days). The task should not proceed unless the risk is assessed and control options selected
based on the Hierarchy of Controls. These risks must be treated, i.e. an action plan should
be developed and implemented that seek to reduce the potential impact of the risk (i.e.
reduces the risk score). These risks will be added to the risk register and will be reviewed
by the Management Committee and overseen by the Clinical Quality, Safety, and
Governance Committee High risks scoring 12 will also be reviewed by the Board.
• Risks scoring 15-25 are considered as extreme/catastrophic risks (EH). Stop the activity,
as it is too risky to do anything else. These risks must be treated, i.e. an action plan should
be developed and implemented that seek to reduce the potential impact of the risk (i.e.
reduces the risk score). These risks will be added to the risk register and will be reviewed
by the Management Committee and the Clinical Quality, Safety, and Governance
Committee High risks scoring 12 will also be reviewed by the Board.
Risk treatment plans have to be developed according to the level of risk and the needs of the
organization. In broad terms the Contractor will seek to tolerate risks (1-5), and treat risks with a
score of 6 or more, and where appropriate will seek to transfer risk to another provider, or may
consider the need to terminate the risk by terminating the aspect of service affected if no other
solution can be identified, and the risk is extreme (i.e. 15+).
