ACCEPTING THE APPROVED FLEXIBLE LEARNING STRATEGIES


UNDER COMMISSION ON HIGHER EDUCATION EN BANC RESOLUTION NO.
444-2021 FOR PURPOSES OF QUALIFYING
BACHELOR OF SCIENCE IN NURSING GRADUATES FOR THE
NURSE LICENSURE EXAMINATION

WHEREAS, Republic Act (R.A.) No. 9173 or the “Philippine Nursing Act of 2002”
states that all applicants desiring to practice nursing shall be required to pass a
written examination to be given by the Professional Regulatory Board of Nursing
(Board);

WHEREAS, Section 13 of R.A. No. 9173 provides for the qualifications of applicants
for the Nurse Licensure Examination (NLE), to wit:

(a) a citizen of the Philippines, or a citizen or subject of a country which


permits Filipino nurses to practice within its territorial limits on the same
basis as the subject or citizen of such country: Provided, That the
requirements for the registration or licensing of nurses in said country are
substantially the same as those prescribed in this Act;
(b) of good moral character; and
(c) a holder of a Bachelor’s Degree in Nursing from a college or university
that complies with the standards of nursing education duly recognized by
the proper government agency.

WHEREAS, among the requirements to be submitted by the NLE applicants are the
duly notarized copies of their Summary of Related Leaning Experience (RLE) and
clinical cases (Operating and Delivery Room) which shall consist of three (3) minor
scrubs, three (3) delivery room handled, three (3) delivery room assisted, and three
(3) cord dressing;

WHEREAS, the Commission on Higher Education (CHED) en banc, thru Resolution


No. 444-2021, approved the flexible learning strategies for Bachelor of Science in
Nursing (BSN) graduates covered by CHED Memorandum Order (CMO) Nos. 14 (s.
2009)1 and 15 (s. 2017)2 as recommended by the Technical Committee for Nursing
Education. The adoption of the flexible learning strategies was intended to assist
graduating nursing students for Academic Year 2020-2021 onwards to meet the
clinical case requirements for graduation and to qualify them for the NLE during this
time of the pandemic;

NOW THEREFORE, the Board RESOLVES, as it is hereby RESOLVED, to accept the


CHED-approved flexible learning strategies for purposes of qualifying nursing
graduates for the NLE as follows:

1. For BSN students covered by CMO No. 14 (s. 2009):

 two (2) limited face-to-face clinical (actual) RLE; and


 one (1) simulation in the skills laboratory for intra-partal, newborn
care and intra-operative care.

2. For BSN students covered by CMO No. 15 (s. 2017):

 Nursing schools shall provide documentation of evidence/proof that


course learning outcomes for intra-partal, newborn care and intra-
operative care have been met; and
 A collaborative research shall be done to substantiate the adequacy
of simulated clinical experience to replace actual clinical cases
when necessary as during COVID-19 pandemic.

The acceptance of these flexible learning strategies shall be implemented starting the
November 2022 NLE and shall remain to be so unless otherwise suspended or
revoked by the Board and the Commission.

This Resolution shall take effect immediately following the completion of its
publication in the Official Gazette or in any newspaper of general circulation.

Let a copy hereof be furnished the UP Law Center, the CHED, and the Association of
Deans of Philippine Colleges of Nursing, Inc.
