1. PURPOSE

The Purpose of this method statement is to highlight the general measures and
precautions required during activity of Loading & unloading of material, equipment and
preassembly of structural members

This method statement also covers the method of site preparation involving handling of
equipment Such as mobile cranes, crawler crane, forklifts, trailers, Boom trucks, Man Lifts,
lifting tolls etc… to ensure that all persons involved are competent and suitably trained in
HSE matters and all lifting operations are adequately planned and lifting gears are tested,
certified and conforms to the project Specifications and approved procedures

2. SCOPE

Galfar Engineering & Contracting SAOG has been appointed as a SUBCONTRACTOR by

EPC CONTRACTOR to carry out the activities which include:

5. RESPONSIBILITIES
SITE MANAGER:

HSE Manager:

 Monitor the implementation of project HSE Plan and legal and Contractor’s HSE
requirements in the project.
 Ensure that Project is executed in compliance with HSE Management Plan, HSE
Management Procedure, Environmental Management Procedure, Potential Risk
Register, Potential Risk Mitigation Plan, HSE Audit Plan/Procedure and any other HSE
related documents
 Responsible for the health, safety, environment, security & emergency throughout the
project duration to achieve safe project completion.

 Enforce and audit activities to ensure it meets OSHA Standards and other HSE guideline.
Prepare and manage required documents for related internal/external audits and process
it.
 Encourage line management to demonstrate commitment consistently by personal
participation in HSE activities.

Site Engineer / Supervisor

 Engineer shall coordinate with Supervisor, Foreman, Charge Hand to execute the works
as per planned schedule, Design & Specifications.
 Strictly to follow the procedures in the method statement and risk analysis.
 Ensure that all recommended PPE are available for the workers, staff and visitors and
that all risk control measures are known to the workers through daily Toolbox talks.
 Authority to stop ongoing activities if found unsafe work practices.

QA/QC Inspector:

 Coordination of all inspections and test requirement as per the specification requirement.
 Maintaining the inspection records, calibration records.
 Ensure through the independent lab technician that all lab tests and field tests are
conducted as per the specified frequency.
 Coordinate with the external laboratory for testing and timely submission of results.
 Ensure that all activities are carried out in compliance with the quality required by the
project (QCP, ITP, Procedures, Contract, laws, etc.).

HSE Advisor:

 Coordinate, Monitor and control all HSE matters related with project team members
Liaising with contractor’s safety advisor, and Client to increase HSE standards,
procedures and awareness. Provide direction, leadership, data interpretation and
technical assistance to the project team. Conduct training sessions and drills to maintain
and increase staff competency.

 Participate in HSE Risk Assessment and hold relevant meeting, workshop internally and
with related 3rd parties.
 Monitor and update the HSE risks register and ensure all mitigation plans are strictly
adhere to throughout the project execution.

6. CONTROL MEASURES

Quality

 Quality Control Plan and Procedure.

 Confirm the availability of latest revision of drawings
 Confirm the dimension and level as per the drawings and specifications

Safety

 All personnel, including third parties shall be safety inducted and trained as per HSE
procedures prior to entry on site.
 Site personnel shall adhere to the site safety policies at all times and shall wear the
correct PPE and equipment relative to the type of operation being performed.
 Care shall be exercised to protect the surroundings, including existing structures,
foundations under services, if any, and all operation shall be conducted so as to prevent
any unnecessary destruction, scarring, or defacing of natural surroundings in the vicinity
of the work.
 Safety precautions shall be of paramount importance to prevent any danger to the public
and to the workforce and any operations carried out shall be closely monitored by the
Project HSE Advisors /HSE Inspectors.
 The site survey, before to sign the PTW, is mandatory. During this survey all the type of
check must be done in order to guaranty the safety of the activities to be done and in
particular the total respect, without any deviation, of the Golden rules.
 All the equipment shall be inspected by the safety department of subcontractor and
contractor and get the fitness certificate before its use to the site.
 The operator / Driver should have proper and valid required paper/document/licenses for
the operation of the vehicle / equipment.

 During the operation of the above equipment at site, for safe operation, flagman, banks
man shall be available. They shall be disposed of at every critical point and in any case
show us to prevent and avoid any possible incident due to noncompliance and or safety
distance from the equipment in operation.
 People working in the site must avoid to pass behind the operating equipment.
 All necessary permits shall be obtained as per Project’s safety regulations.
 All equipment operators are well trained, certified and licensed to operate in Oman and in
the Project.
 Risk assessment shall be constantly monitored for changes in conditions. Prior to
commencement of work every day the supervisor shall check all equipment against the
safety check list.
 A dedicated traffic management plan shall be defined in order to avoid any problem and
to be in condition to assess better the risks
 All machinery shall be periodically inspected and shall be kept in accordance with the
contract and HSE requirements.
 The day and night shift activities shall be carried out in accordance with the requirements
as described in HSE management plan.
 Housekeeping shall be maintained all times at site.
 Combustion emissions shall be minimized.
 All vehicle engines shall be switched off when not in use.
 Damage to land from the operation of Plant vehicles is to be avoided or minimized.
 There shall be no discharge of chemicals to land
 Spill & leaks of hydrocarbons shall be reported immediately to the HSE Advisor and
cleaned up in accordance with the relevant procedure.
 Spill kits will be carried in all vehicles and plant.
 Movement of the equipment shall be monitored by the banksmen, shift in charge and the
HSE personnel.
 All vehicle movements shall be regulated through designated route, where and if
necessary, in the critical points/crosses, the flag men will be used.
 Portable toilets fitted with WC are readily available in site for toiletry purpose.
 Cool water will be available for workers at all times
 All plant and vehicles will be checked before the commencing of each day’s work for any
leaks or visible defects.
 Strictly follow HSE guidelines provided as per the approved HSE management Plan.
 Tool Box Talk shall be conducted before commencement of work.
 All the equipment deployed at site to be approved by the Contractor.
 Erect sufficient warning signs and warning tape to prevent unauthorized access.
 Site access and egress have specified by the erecting sign boards.

 However, the site is assumed as green field, the underground utility services have been
traced and properly ascertained with the help of the drawings that received from the
Contractor.

Adverse weather conditions

 The emergency response plan will be alerted in case of adverse situation like rain, storm,
and hot weather. The speed limit of vehicle movement within the operational area of the
site will be kept as agreed with the Contractor. The relevant sign boards with respect to
the same shall be displayed in conspicuous area.

7. CONSTRUCTION METHODOLOGY AND PROCEDURE

7.1 Equipment and its usage: -

 All the lifting equipment or Machinery shall be certified and copy of the Valid certificate
shall be submitted for approval and signed copy shall kept in each equipment
 Calibration Certificates of the tools and tackles shall be submitted with inspection forms.
 Activities shall be carried out by competent personnel
 All the Lifting, shifting & erection activities shall be carried out in accordance with this
procedure and the relevant approved procedures
 Adequate safe access / egress for vehicles and pedestrian movement shall be provided
 Assigned area shall be properly graded for safe storage of materials and the safe
operation of the equipment.
 Loose Items, Bolts, Nuts and tools shall be properly stored.
 Working areas shall be adequately barricaded, warning signs to be posted
 Documents PTW, JSA, related drawings shall be made available at work location
 Traffic and equipment movement shall be controlled by a trained benchmark
 Competent riggers

7.2 General precautions before loading, unloading & ground assembling: -

 Protection of others, whether public or other workers, shall be safeguarded at all times.
Safety signs and barricades shall be posted where necessary to keep people out of
danger areas.
 A regular weather forecast should be obtained by the contractor in charge of the start as
activity and should not take place where weather conditions impose an adverse effect,
such as:
 High winds
 Rain or dew
 Poor visibility (fog, mist or glare)

 Employees are required to wear a safety harness and the lifeline must be tied to an
object engineered to 5,000 pounds.
 Employees working more than 1.8 meters’ height shall be provided with fall
protection100% of the time.
 Excess materials should not be hoisted to a structure and stored in the working area
until it is ready to be put into position and fastened.
 Keep working area in orderly condition with necessary equipment and materials safely
arranged.
 In assembling of structure, each piece shall be securely bolted before the load line is
unhooked.
 The use of one-bolt connections is not appropriate.
 When setting steel trusses, they shall be securely tied or cross-braced until permanent
braces are in place.
 Check loads to make sure there are no sharp edges, which will cut into lifting slings.
Use softeners where applicable.
 A tag line or lines shall be attached to loads where their use will not create a greater
hazard.
 All unused openings in floors, temporary or permanent, shall be securely planked over
or guarded.
 Erector shall have full set of tools in a secure condition on the elevated area in order to
insert bolts into the holes easily.
 Worker in high-elevated area shall not to walk on the member such as beams, girder,
without safety harness and hook it on the lifeline.
 After turning off electric power, welding machine, grinders and any other electric
machine, all electric cable shall be kept in one place, which is safe and secure.
 All the workers shall clean be working areas before they leave.
 All the working and lifting areas, access ways, dangerous openings must be adequately
and suitable lighted.
 Scaffold materials, tools and other objects, must not be thrown or tripped down from a
height. Potentially hazardous features should be identified that will conflict with health
and safety.

8. LOADING & UNLOADING OF MATERIALS

GENERAL
loading & unloading should be performed in installation order. To make the installation
process more efficient the Bill of Material and the installation drawings shall be used to
determine in which order the packages should be brought the Pre-Assembly Area.

8.1 MATERIAL STORAGE

 The ground surface of the assembling/storage area shall be a leveled and compacted
suitable for safe operation of cranes, forklifts and Haulage vehicles execution

 The packages shall be placed on wooden supports allowing easy access with cranes,
forklifts or boom lifts and thus preventing damages to the goods.

8.2 LOADING& UNLOADING PROCESS

• The unloading should as much as possible be done in priority wise with the installation
procedure in order to save space and to prevent the structures from getting damaged
• Use the packing list and the installation drawings to check what member should be shift
first as per priority.
• Suitable cranes should be use for loading unloading of materials.
• before the starting the vehicle he will verify that no one is located around the controlled
access/exclusion zone, or in the travel path of the vehicle, then will release the driver.

DURING MATERIAL LIFTING PROCESS

• Never position any body part under a suspended load.
• Never stand under or downhill of hoisted pipe/cylindrical stock.
• Be alert for equipment/spotter warning sound.
• A trained and qualified banksman/flagman is required during loading and unloading
operations to alert personnel that may be subjected to the hazards associated with the
work, and to alert Operators of other hazards, such as overhead power lines etc.

9. GROUND ASSEMBLING PRAPARATIONS.

 The ground-assembly starts from the ridge elements and should fallow priority grid wise.
The first side frame (fabricated frame) connected with horizontal tai members from falling
until the second element on either side and the connect second vertical member. after
completion of all horizontal members with nut bolts.
 ensure assembled frame needs to be aligned before bolting up is completed
 Make sure that the distance (c/c) between the frame to frame shell be maintained.
 After completion of alignment torqueing shell be done. Torque values should fallow as per
project specifications.
 Ensure all assembled structural frames have wooden packing.
 Ensure all completed frames stack as priority. Vehicle access should be maintained for
loading & unloading as safe way.

10. RISK ASSESSMENT AND MITIGATION

The appropriate Subcontractor HEMP (Hazard and Effect Management Process) procedures
shall explain the hazards and their effects control and recovery measures as per the approved
HSE management plan. JSA for the Erection works, attached as part of this method statement.
