 General will = Sum of Real wills of everybody = Social Contract —> Constitution of India

 Political Sovereignty : Locke : Sovereignty exercised by the party which forms the govt
 Popular Sovereignty : Rousseau : Sovereignty with the people : Phil because it’s just an idea
