REF: CONSULTANCY SERVICES TO DEVELOP AFREC’s COPRORATE


STRATEGIC MANAGEMENT FRAMEWORK

1. The African Energy Commission (AFREC) a specialised energy agency of the African
Union would like to engage the services of an Individual Consultant to undertake the
above-mentioned work. AFREC invites interested and eligible bidders to submit
technical/CV and financial proposals for the assignment as per attached Terms of Reference
(TORS).

2. The INDIVIDUAL CONSULTANT will be selected under the Quality and Cost Based
Selection Method procedures described in this RFP. The weight for technical and financial
scores shall be 70% and 30% respectively.

3. The RFP includes the following documents:

4. The TECHNICAL and FINANCIAL offers in ELECTRONIC form must be in TWO

5. The deadline for submission of proposals is 23:59 hours Algerian time on Tuesday, 22
March 2022. Late bids will be rejected.

1. Background
The African Energy Commission (AFREC) is a specialized technical energy agency of the
African Union Commission mandated to coordinate, harmonize, protect, conserve, ensure
rational exploitation, commercialize and integrate energy resources on the African continent.
AFREC’s mandate is implemented under six thematic areas namely: the African Energy
Information System (AEIS), Bioenergy, the African Energy Efficiency, Oil and Gas, African
Energy Sector Transition and Capacity Building programme, to cover all elements of the
African energy sector.
The commission works with all 55 African Union Member States (MS), continental
institutions ministries of energy, regional economic communities (REC), regional power
pools (RPP), international development partners, research institutions, youth, media, civil
society organizations and the general public, to implement its mandate.
These activities are guided by the Commissions Convention of the African Union member
states under Article 3-Guiding Principles and Article 4-Functions of AFREC to coordinate,
harmonize, protect, conserve, develop and promote rational exploitation, commercialization
and integration of energy resources in Africa.
AFREC functions ensures that its work responds to the future development and
transformation of the African energy sector on the continent by mapping energy development
opportunities, encourage research, provide technical and capacity building, mobilise

resources and establish necessary mechanisms for the exploitation and utilisation of energy
resources, to create value for Member states.
The functions of AFREC shall therefore be implemented through a strategic management
framework which consist of principles articulating AFREC’s statements of purpose through a
vision, mission, underlying values and tagline, to guide the formulation and implementation
of the AFREC Strategic Action Programme (SAP) and other institutional policies. The vision,
mission, value and tagline aim to position AFREC as the leading Africa energy development
institution, guiding its strategic and operational decisions whilst enhancing its reputation
across member’s states, competitors and development institutions. These strategic
management elements shall be culminated in a strategic document called the AFREC
Corporate Strategic Management Framework.
AFREC strategy shall be built on the foundations of all prior outputs of the convention by
establishing a clear and compelling purpose which provides the general basis or criteria on
which resource allocation decisions should be made and measured against.
Therefore, to generate the greatest creativity and extricate the deepest level of talent from
AFREC, it is important for the Commission to differentiate itself by articulating its persona
(who we are), instead of being directed to ‘’what to do and how to do it’. This shall then be
done by defining principles of management which is comprised of strategic elements as
alluded to above, to accomplish that task. These elements serves to begin framing AFREC’s
business strategy, and helping the Commission to decide what not to do.
The mission, vision and values will also provide AFREC a baseline that guides and unifies
decision making, making it imperative to develop such elements as they are cornerstone to
help audience and key stakeholders understand the bigger picture of services offered, and
enhance brand recognition as part of AFREC brand building and growth. Therefore, by
creating these tools, you can ensure people will know exactly who and what AFREC is as
an institution.

2. Objective of the Consultancy Service


The overall objective of this consultancy service is to develop a Corporate Strategic
Management Framework/Plan which distinctively propose AFREC mission and vision
statement including its underlying values and tagline, which will shape and measure the
culture of operations of the Commission.

The document shall clearly outline, define and list institutional cultural values guided by
AFREC’s guiding principles which will drive the institution’s efforts toward the
accomplishment of the vision and mission. These values should clearly articulate the culture
of delivering impact to AFREC’s aspirations. The consultant also clearly draws the tagline to
serve as part of the long-term vision, and used as an integral tool for promoting the identity
and vision of the brand. The document should also clearly stipulate institutional/strategic and
management objectives/goals including outline AFREC Theory of Change (TOC) in
alignment with the new mission and vision objectives.

This document will codify the work of the organisation and set in place some umbrella
framework to enable other plans, work plans, communication and other materials to be
developed.

3. Scope of the Assignment


Under the overall supervision of the Executive Director and Communication Specialist of
AFREC, the individual consultant will perform the tasks below;
 Coordinate and lead AFREC’s effort to produce of corporate strategic document
thoughtfully derived from the AFREC Convention and brain storming sessions.
 Conceptualize the foundation of AFREC, Member state’s development priorities,
global energy advancement context to succinctly distil critical issues, and draw a
forward-looking strategic document.
 Comprehend AU and AFREC convention and translate into workable corporate
strategy corresponding to global development framework and standards.
 Engage AFREC staff through a series of brainstorming meetings. This exercise shall
lead to the proposal of Vision, Mission, Values and tagline, clearly defined& refined,
which will constitute part of strategic management principle elements of managing
operations of the institutions.
 Formulate mission with alignment to AU Agenda 2063-‘The Africa We Want’
Slogan, Member State’s development priorities, SDG 2030 and Paris Agreement on
Climate Change. The process should enlist three alternative mission statements for
consideration by the Executive Director (ED) and Commissioner for Infrastructure
and Energy.
 Map out vision with three alternatives composition and cohesion for approval of ED
of AFREC.
 Outline a list of institutional ethical values guided by the principles outlined in the
AFREC convention of 2001, to define the institutional culture which will drive
AFREC action towards the vision and mission set ahead. These values shall clearly
articulate the culture of delivering impact through the implementation of its
programmes vis-a-vis AFREC’s aspirations.
 Clearly draw AFREC’s institutional arrangement per governing internal documents.
 Map out and develop AFREC’s institutional and management objectives.
 Map out and develop a complete AFREC’s Theory of Change (TOC).
 Craft how these values streamline towards the achievement of the mandate and define
upstream and downstream linkage within AFREC architecture.
 Refine and articulate the identified thematic area corresponding to the conventions.
 Draw a tagline that encapsulate and coin the overall AFREC commitments and
ambition as articulated in the vision and mission statements. The tagline should be
catchy, succinct, expressive and define AFREC’s aspiration. The tagline shall form
part of AFREC’s long term vision to articulate the aspiration of the institution and
brand identity.

 Deliberately formulate a road map for partnership strategy with key stakeholders.
 These elements should have cohesion and accurate linkage to respond to AFREC’s
functions and goal.
 These elements be culminated in the AFREC Corporate Management
Strategy/Framework, which will be made part of the Commissions institution
arrangement, providing added value and key backbone to the development and
implementation of AFRECs Action plans, communication, branding strategy, and for
use on all official and communication documents of the Commission.

4. Methodology
The individual consultant will:
 Conduct extensive desk review from AFREC founding documents specifically the
Convention, AU internal working frameworks, Member states and regional energy
developmental priorities and continental development conventions and identify
strategic issues.
 Conduct External analysis of AFREC (Environmental Scan)
 Engage AFREC & AU staff, RECs, Member states and a constituted technical
reference team, through a series of brainstorming meetings. The exercise shall lead
to the proposal of Vision, Mission, Values and tagline which constitute part of the
structure of the strategic framework.
 Propose (3) statement options for each element which will then be presented to the
technical reference team above to suggest the final option for each.
 Establish strategic Goals in line with the elements to be established above and
identify how they should be reached.

5. Key Deliverables
The short term individual consultant will produce comprehensive Corporate Strategic
Management Framework which culminates all principles in one document and clearly
defined as below.

PART A
 An inception report: Outlining detailed methodology, WorkPlan, Schedule of
Workshop/sessions with timelines/delivery dates and budget.
 A Scoping Report presenting the analysis of all institutional strategic management
issues, data and information that will guide the development of the
strategy/Framework.
 A Draft Corporate Strategic Framework and Implementation Action Plan
(outlining key strategies, objectives & functions, roll out plan, and monitoring and
evaluation of measuring effectiveness of strategies in achieving the Commission
internal & external reputation, culture and brand building) for feedback and
comments.

 The Corporate Strategic Management Framework should also include clary


defined management Policy procedures/mandates (values instilling in working
culture, mission and vision usage within operational action activities strategic
management procedures), objectives, strategy, approaches and tactics in adaptation to
global trends and market place needs in relation to strategic planning.
 Deliver reports, tools and all data gathered during the consultancy.
 Compile reports from all workshops proceedings and supporting documentation
conducted during the consultancy period.
 Compile and deliver a report on what will influence the implementation of the
strategy at national, regional and continental level.
 Deliver cost effective Final Strategies and a Plan (e-copy and hard copy) in English
and French, after incorporation of stakeholder’s/Reference group comment.
 Deliver an Induction Workshop report on how to apply the proposed elements and
plan, highlighting key areas of emphasis (key messages, elements arrangements and
incorporation in activity work plans and a plan on how to enforce their
implementation) to consider to achieve the objectives of AFREC Strategy.
PART B

 Draw afresh mission and vision statements with few more alternatives for AFREC
consideration.
 Outline list of institutional ethnical values to drive AFREC’s culture & action
towards the delivery of vision and mission set ahead.
 Clearly sketch AFREC’s institutional arrangement per the governing internal
documents on how the principles of management will be implemented.
 Refine and articulate AFREC’s thematic area in line with its function in relation to
the Conventions and organisations strategic objectives.
 Draw a tagline that encapsulate and trim the overall AFREC commitments and
ambition as in Mission and Vision, into one short single sentence.
 Define and articulate all elements in line with their functions (objectives/goals).
 Draw afresh AFREC’s Theory of Change (TOC) and its implementation roadmap

6. Quality Assurance and Supervision


 AFREC Team constituted by the below will assure the quality of this consultancy
service:
 Executive Director: Will provide overall supervision and guidance on the
development of the strategic document, participant and show direction to all
brainstorming sessions, review and provide feedback to the consultant on each
milestones delivery.

 AFREC Communication Specialist: Provide support and lead the consultant to


produce the document, share key AFREC documents, participate in all brainstorming
session and provide sound contributions, evaluate the delivery of each milestone
against the ToR, suggest improvements and ensure conformity to required standard.
 Technical Reference Group: Provide support and guidance during draft and final
strategy review of the consultancy.

7. Qualifications and skills

 Minimum master’s degree in Change Management/Development/Public


policy/Business/Strategic Management/Administration, Law, Corporate governance,
Communication and/or related discipline is required.

8. Professional experience
 Proven 10 years professional experiences in the public sector at national and/or
regional and/or international level. Experience in developing, managing and
implementing change processes around strategic priorities and mandates at corporate,
expert level and/or above.
 At least 10-15 years senior management and leadership in an organisational
setting, including 10 years’ experience in delivering, implementing and tracking
strategies in a development context.
 Extensive experience in the development of strategies, policies, frameworks.
Experience in developing strategic frameworks related to energy, environment or
development sector is an advantage
 Experience in developing Strategic management frameworks and plan for corporate
and international institution.
 Experience in crafting missions and vision for corporate, public and/or international
institution.
 Extensive knowledge working with public institutions.
 Ability to comprehend AU and AFREC’s convention and translate into workable
corporate strategy with corresponding global development strategy mix is required.
 Experience working with multidisciplinary teams, and deliver quality reports within
the given time.
 Excellent business development, negotiation, analytical, research, presentation and
communication skills.
 Excellent writing skills and attention to detail.
 Understanding and good comprehension of the English language. Understanding of
another AU language (French, Arabic and Portuguese) is an added advantage.

9. Evaluation Criteria
Individual consultants will be evaluated based on a cumulative analysis taking into
consideration the combination of the applicants’ qualifications, experience and financial
proposal.

The award of the contract should be made to the individual consultant whose offer has been
evaluated and determined as:

 Responsive/compliant/acceptable and,
 Having received the highest score out of a pre-determined set of weighted technical
and financial criteria specific to the solicitation.

Technical: 70 marks
Financial: 30 marks
9.1. Technical Criteria Only candidates obtaining a minimum of 50 points (70% of
the total technical points) would be considered for the Financial Evaluation. The
technical evaluation would be as below:
 Educational Qualification: 20 marks
 Relevant Experience (submit portfolio of relevant work): 50 marks

The technical consultant will be evaluated under the below tabulated key competencies.

9.2. Financial Criteria:


Establish 30% of the total selection criteria based on the total all-inclusive lump
sum amount for professional fee for tasks specified in this announcement.
Candidate outside Algiers should also include round trip ticket to Algiers and
daily subsistence allowance to conduct brainstorming discussion with AFREC
staff if necessary.

a) The duration of the assignment should not exceed three months (3) which is a total of
90 days effective from contract signing.
b) Payment: The consultant shall receive remuneration of service fee upon certification
of approved tasks/milestone deliverable as per following payment schedule:

11. Procedure for Submission of Proposals

Interested consultants should submit below mentioned documents:

 Detailed technical proposal outlining the description & objectives of the work
including deliverables.
 An updated CV inclusive of contact information of three work-related referees.
 An application letter including fees requirements clearly indicative of total numbers
of days to complete the work, and daily rates inclusive of all anticipated costs in US$
as per assignment duration.
 Financial proposal

All-inclusive related to daily rate shall comprise of professional fees, communications (email,
telephone), consumables etc., which can be incurred by the consultant in completing the
assignment. Travel and daily allowance cost should be identified separately in line with
allocated consulting days.

Applications not including all of the above information will not be reviewed. Only
shortlisted candidates will be contacted.
