MODIFIED ASSURED CAREER PROGRESSION SCHEME (MACPS)

EFFECTIVE DATE

 01-09-2008 (MACP INTRODUCED UNDER 6 CPC)


 Old ACP as per order dated 9-8-1999 is applicable up to 31-08-2008
 Changes according to 7 CPC will be effective from 25-07-2016

TO WHOM APPLY

 To all Central Government Staff EXCEPT ORGANISED GROUP ‘A’


 To Government Servant up to Higher Administrative Grade (HAG) Level
 Work – charged employees

SURPLUS EMPLOYEES

 Past continuous Regular service rendered in earlier organization in a post carrying


same Pay level in the Pay matrix (except State Govt./AB/PSU, etc.) is counted for
MACP in new Organisation.

MACPS – AN OVERVIEW

 MACP stands for Modified Assured Career Progression Scheme.


 Effective date under 7 CPC from 25-07-2016
 Scheme effective from 01-09-2008
 Old ACP Rules applicable up to 31-08-2008
 3 Financial up gradations on completion of 10, 20 & 30 years of regular Service
 Service rendered on contract / Ad-hoc basis before regular appointment is not
counted
 Past Services in State Govt./Statutory Body/AB/PSU, etc. before appointment in
Central Govt. is not counted.
 All cadres including Group ‘A’ (excluding organized Group ‘A’ Services)are eligible for
MACP
 Financial up gradation will be to immediate next Pay Level in the Pay matrix and not
to the post of promotional hierarchical post.
 A Govt. Servant who completes 10 years of service in a particular grade will qualify
for grant of MACP
 On regular promotion to the same Pay Level (as granted for MACP): No fixation.
 If regular promotion to higher Pay Level than what is available under MACPS, then
he shall be placed in the level to which is promoted at a cell in the promoted level
equal to the figure being drawn by him on account of MACP. If no such cell is
available in the level to which promoted, he shall be placed at the next higher cell in
that Level.
 The employee may have option to get this fixation done either on the date of
promotion or with effect from the date of next increment.
 No stepping up of pay of senior is allowed
 Government Servant on Deputation can also enjoy the benefits without reversion.
 If G/S granted either two ACP under old scheme or two regular promotions earlier,
(Where the scales are not merged) he will be eligible for 3rd MACP provided he did
not earn regular promotion.
 Promotions earned / up gradation granted under MACP Scheme in the past to those
grades which are in the same Level in the Pay matrix due to merger now is not to be
treated as promotion. They are eligible to get MACP
 Benchmark for financial up gradation is “Very Good” for all Level.
 Refusal for regular promotion will defer up gradation.

SCREENING COMMITTEE FOR MACP

 Chair Person
 Two Members

Note 1. Members should be holding posts which are at lest one level above the grade in
which MACP is to be considered & not below the Under Secretary.

Note 2. Chairperson should be a grade above members

Note 3. Recommendation should be placed before Secretary/Heads of


Organisation/Competent Authority.

Note 4. Time Schedule – January & July every year to decide the cases maturing from
April to Sept. and Oct. to March respectively.

Note 5. As the financial up gradation uniformally applicable to all employees it is not


mandatory to associate SC/ST members in the panel.
BENCH MARK

 Financial up gradation is subject to fitness


 It is non-functional
 It is on the basis of hierarchy of Pay Level
 “Very Good” would be the bench mark for up gradation for all Level
 The above shall be effective for up gradations under MACPS falling due on or after
25-7-2016

ROSTER

 No need to maintain roster


 So no roster points
 MACP uniformly apply to all since it is only non-functional promotion and not regular
one
 No relevance to seniority.

MACP & DESIGATION

On getting MACP

 No change in designation
 No higher status
 No change in Classifications of Posts

BUT

Benefits linked to pay such as HBA, Allotment of Govt. accommodation available on


pay drawn on up gradation.

STEPPING UP OF PAY

 No stepping of pay of senior


 MACP pay is purely personal to employees
 It has not relevance to seniority
 Past cases not to be re-opened.
CLASSIFICATION OF POST

 Group A: All Level from Level 10 and Grade pay from 5400 (PB-3 only) & above
 Group B: GP 4200 to 5400 (PB-2) i.e. Level 6 to Level 9 of Pay Matrix
 Group C: Below GP 4200 i.e. below Level 6 of pay matrix

MACP FOR DEPUTATIONISTS

 G/S on deputation may also get the benefit of up gradation without reversion.
 They can give fresh option to either draw Pay in the level of pay matrix attached to
the post or the Pay in the Pay level admissible to them under MACP in parent
Department whichever is beneficial
 Deputation Allowance on pay fixed on MACP in parent department shall be
regulated in terms of the instructions issued by DOPT dt. 24-11-2017

DEPUTATION & MACP

 When a person is appointed on deputation basis from another post with same pay
level & absorbed, then past regular service& promotion earned earlier will be
counted for MACP in the new post.
 Person appointed to Ex-Cadre in a higher post & followed by absorption, service
rendered earlier in lower post cannot be considered. But period spent on
deputation before absorption can be counted for regular service for MACP
 If a person on deputation gets ACP/MACP in the parent cadre, his pay cannot be re-
fixed in deputation.
 But pay will be fixed in the parent cadre.
 He may be allowed in the deputation post such re-fixed pay but without deputation
allowance, if it is beneficial to him.

FINANCIAL UPGRADATIONS

 3 Financial up gradations on completion of 10, 20 & 30 years of Regular Service from


the Entry Grade
OR
 Whenever a G/S spent 10 years continuously in the Pay Level whichever is earlier.
RETIREMENT BENEFITS

 Retirement benefits will be calculated on pay drawn under MACP

UNFIT & ITS EFFECTS

 If MACPs not allowed after 10 years in a level due to unfit or due to Departmental
Proceedings, then subsequent MACP will have consequential effect to the extent if
delay in grant of financial up gradation.

REGULAR SERVICE

 MACP is granted on the basis OF REGULAR Service


 Regular Service starts from the date of joining in the direct entry on a regular basis
on:
a) Recruitment
b) Absorption (with conditions)
c) Re-employment

NOTE: Regular Service includes period spent on leave/deputation/FS/dies-non*

*Dies-non is not a disqualification as per DOPT order dated 18.07.2001


 Service rendered on the following cases before regular appointment not counted as
regular service:
a) Contract basis
b) Ad-hoc services
c) Past services in State Govt.
d) Past services in Statutory Bodies
e) Past Services in PSU/Autonomous Bodies.
 Past continuous regular service in another Central Govt./Dept in a post carrying
same Pay Level prior to regular appointment, without break shall be counted
towards qualifying service for MACP
 The financial upgradation under the MACP would be admissible up to level 15 in the
pay matrix, corresponding to the HAG.
 The MACP shall also be applicable to the work charged employees if their service
conditions are comparable with the staff of regular establishment.
