Technical Specs For Supply of New 33-11.5 KV Mobile SS

Section 1
The Works shall include the design, manufacturing, factory testing, inspection for export
packing by an internationally reputable inspection company, packing, insurance, shipping,
landing, customs clearance, deliver to the Delivery Point, unloading, material receiving
inspection and attending final receiving inspection with the Owner at warehouse of the
Owner for 33/11.5 kV 31.5 MVA Mobile Substations.
Transportation from the Delivery Point to warehouse of the Owner and installation and test
at the Sites shall be carried out by the Owner.
The Contractor shall submit the detailed implementation program including time schedule
(in Gantt bar chart) for design, manufacturing, factory test, shipping and delivery to the
Delivery Point, of all Mobile Substations, to the Owner for approval within one month after
the award of the contract.
1.1.3 .BLANK
1.1.4.1. General
The Contractor shall prepare necessary technical documents for the equipment including
detailed engineering drawings, calculations and specifications showing full details of the
equipment and materials to be supplied as well as all arrangement drawings necessary for
the installation works (the installation works to be carried out by the Owner).
Prior to the manufacturing at factories, the Contractor shall submit all technical documents
and drawings to the Owner for approval.
Any comment given by the Owner, to be returned within 8 days from owner’s receiving date
of the documents, shall be taken into account before manufacturing process at factories and
if any modification or change is directed by the Owner, the related documents shall be
revised and resubmitted for approval within 14 days after the modification or change has
been directed.
Approval of the documents shall in no way relieve the Contractor from any of his contractual
obligations.
All costs and expenses for preparation and submission of the documents shall be borne by

the Contractor including those for revision and re-submission of the documents.

(b) Language
English shall be the formal language. Hence all documents, correspondence, drawings,
reports, schedules, instructions, name plates, rating plates, caution plates and notices
shall be written in English.
All symbols, marks and abbreviations, etc. used on any documents shall be clearly
explained by a legend on the same document or on separate sheets.
The symbol, mark and abbreviation used for an individual device shall be identical
throughout a whole documentation so as to avoid confusion and misunderstanding.

All drawings shall have a uniform title block at the bottom right hand corner, inclusive
of the original documents. The title block shall show the drawing title with main
ratings such as Capacity or Voltage, drawing number, revision number, date prepared,
name of the contractor and/or manufacturer and the signature of the contractor's
authorized representative. Project title block form will be informed by the Owner after
the contract.
A spare blank space shall be provided above the title block of each document for the
Owner’s comments.

1.1.4.3 Typical Technical Documents after Contract to be submitted to the Owner
The Contractor shall submit the following technical documents along with Master List of
drawings and documents;
After contract, within 30 days from commencement date, the Contractor shall submit a
master list of drawings and documents to the Owner for approval, for the purpose of
monitoring and smooth processing of document approval, which shall contain
document title and number, its size, date to be submitted, re-submission date,
approved date, etc. underneath each column of relevant document classification or
category.
The owner has right to request the contractor to submit detailed subcontract (suborder)
documents if required.
(c) Specifications
The Contractor shall prepare specifications for all major equipment and materials for
the Owner’s approval. The specifications shall contain the type, ratings, design,
configuration, materials, dimensions, corrosion protection and other necessary
performance of the equipment.

(v) Cooling equipment calculation (for switchgear and each board)

(a) General
Before any item of equipment is packed and shipped out from the manufacturer's
factory, all tests itemized in Clause 2.3.2 of this Specification shall be carried out by the
Contractor to prove compliance with the requirements of the Specification. All tests
will be witnessed by International Reputable Inspection Company (IRI) to be hired by
Contractor, subject to approval of the Owner.
All tests shall be carried out in accordance with IEC requirements and the approved test
procedures.
All results of tests shall be approved by the Owner. In the event any additional test
requested by the Owner or its representative indicates Noncompliance with the terms
of the Contract, the Contractor shall, at its own expense, make all necessary repairs and
perform additional tests required to indicate Compliance with the terms of the
Contract.
Acceptance of shipment of the equipment after the satisfactory factory tests and
inspections shall be given from the Owner or its representative. The Contractor shall
provide Form of Release Note to the Owner or its representative for his signature.
The approval of the tests, acceptance of the test certificates or waiving of tests by the
Owner or his representative shall not relieve the contractor from his contractual
obligations.
All costs and expenses associated with such tests and inspections shall be borne by the
Contractor.
Also Owner may attend the Factory Test. The cost for Owner’s staff to attend shall be
borne by the Contractor such as Air flight fee, Accommodation fee, Communication
fee, Meals and Daily allowance, etc.

The Contractor shall give access and necessary facilities for Two (2) persons from
Owner and/or his representative to attend and witness each test for one (1) week
except for days of departure and arrival.
(i) One (1) visit (one week) for 33 kV/11.5 kV, 31.5 MVA Transformers.
(ii) One (1) visit (one week) for All typical MV Switchgears.
(iii) One (1) visit (one week) for Battery & Charger board and LV system.
(iv) One (1) visit (one week) for Overall functional test for control & alarm, etc.
(v) One (1) visit (one week) for RTU and communication systems.
Testing instruments used for the factory tests shall be approved and be calibrated
by the accredited Laboratory or such other body as may be approved, at the
expense of the Contractor. All calibration certificates shall be valid. The
information of this calibration certificates shall be included in the Factory Test
Report
A notification of the exact date, time and place of the test to be attended as well as all
necessary information shall be given to the Owner and/or his representative in writing
not later than four(4) weeks prior to the date of the test.
The factory test report shall include sufficient information such as the subject of the
test, project name, contract number, document number and the test date.
Such test report as witnessed shall be countersigned by the witnessed Owner or his
representative. One (1) copy of the factory test report or its draft shall be handed over
to each person witnessing the test.
The factory test report shall be submitted officially four (4) copies to the Owner soonest
after execution of each test. The delivery of the equipment shall be subject to Owner’s
approval to the factory test reports.
After completion of all factory tests, the Contractor shall bind all test reports, test
certificates, type test records etc. properly into books of A4 format and submit four (4)
sets of them to the Owner as one of the as-built documents, before the Material
Receiving Inspection.
All deficiencies revealed during the tests shall be rectified by the Contractor under the
approval of the Owner. The components or parts to have been rectified shall be re-

tested.
All costs and expenses for rectification and re-testing shall be borne by the Contractor.
After the factory test, the delivered equipment and materials shall be checked and inspected
by an international reputable inspection company to be hired by Contractor under the
Owner’s approval. The shipped items, quantities, qualities, damages, etc in the export
packing shall be inspected as per Contract. The inspection certificate shall be submitted to
the Owner.
Upon arrival to the Delivery Point, the Material Receiving Inspection shall be conducted
under the Contractor’s responsibility, at the presence of the Owner.
The site-tests will be carried out by the Owner after the installation of equipment in
accordance with the site-test procedure which shall be submitted by the Contractor.
Each equipment and/or materials shall be packed or bundled and physically protected so
that no damage would occur during shipping and transportation from the factory to the
Delivery Point.
Any equipment or device which is vulnerable to vibration and/or impact shall be given
necessary care to avoid any possible damage during transportation, and these should be
rested into the safe position for transportation and securely fastened with fixing plates or
attachments by bolts or any other similar means.
All outdoor porcelain bushings of transformer mounted on the trailer shall be equipped with
suitable reinforcement such as detachable bracings for protection against any possible
damage due to vibration and any impact during shipping and land transportation.
The circuit breaker shall be fixed with suitable fixing facility during transportation of mobile
substation in order to protect the plug and socket isolating devices.
Any end terminal of wire or connector-end block or strap-end, etc., shall not be left free and
shall be securely fastened to the nearby fixed-plate or frame of equipment by temporary
fixing straps, bands or tapes during shipping and transportation.
All miscellaneous materials for installation of mobile substation such as jacks, steel plates for
jack ground base and cables, lightning rod support, etc. shall be stored in the storage boxes
mounted on the trailer floor or under the trailer floor in as practicable ways as possible.
The complete procedures for disassembly of all transportation provisions to be taken after
mobilization shall be fully described in the Instruction Manual for installation.
Each shipping package shall contain a packing list and the copies in triplicate shall be

forwarded to the Owner prior to delivery. All items of materials shall clearly be tabulated
for easy identification on the packing list.
A mobile substation assembled shall be regarded as one shipping package so that all
equipment and materials mounted on the trailer should be involved in its packing list which
clearly shall be described to distinguish the equipment mounted and the installation
materials in boxes respectively.
All cases or packages shall be clearly marked to indicate the total weight, the correct position
of the slings and an identification mark corresponding to the shipping documents.
Cases or packages which cannot be marked as above shall have tags made of metal or other
durable materials indicating the above mentioned information.
The shipping mark shall bear typically the following information in sequence and in a frame
commensurate with size of package:

The Contractor shall be entirely responsible for ensuring that the packing is suitable for
shipping and transportation.
The packing inspection shall be carried out by the Contractor before shipping of any
equipment and materials to verify their packing condition as well as to check the contents
along with the packing list.
The Contractor shall keep the packing inspection records of all equipment and materials
prior to the shipment.
1.1.7. Delivery
The Contractor shall deliver all equipment and materials in such time as contracted with the
Owner to keep his work preparation and installation schedule.
The Contractor shall notify the delivery information to the Owner. Each shipping notification

shall include (1) a complete shipping list with the contents of each package to be delivered
and shall indicate (2) the anticipated date of arrival, (3) the serial number for each
component to be used for identification and (4) evidence of the insurance.
15 days before the shipped equipment and materials are arrived at the Delivery Point, the
Contractor shall officially submit to the Owner the Notice of Delivery, informing its arrival at
the Delivery Point and schedule for the Material Receiving Inspection. Such inspection shall
be conducted by the Contractor at the presence of the Owner and/or Consultant.
All equipment and materials under the contract shall be guaranteed for 18 months after the
Taking Over & Acceptance Certificate (TOAC) has been issued by the Owner.
The warranty shall cover all measures against manufacturer's technical defects caused by his
design, materials, workmanship or deviations from the latest IEC standard.
It does not cover defects arising from Owner’s faulty maintenance or erection, or from
alternations carried out without the Contractor’s consent in writing, or from repairs carried
out improperly by the Owner, nor does it cover normal deterioration.
The period from issuance of each MRC to TOAC shall be covered as warranty period in
addition to the warranty period of 18 months from the issuance of the TOAC.

Section-1.2: General Technical Design Data
All electrical equipment and materials for mobile substation shall be designed, manufactured
and tested and inspected in accordance with this Specification as well as the latest IEC
standard.
Unless IEC standards cover certain issues, other relevant international or national standards
may be applied upon a written approval of the Owner.
If this Specification conflict with any or all of the above standards, this Specification, upon
confirmation of the Owner, shall have the precedence and shall govern the disputed case.
The following drawings are provided in Part-4, Appendix to this specification for the
Contractor’s reference.

(b) Auxiliary AC and DC System
AC system: AC400/230 V - 3 phase 4 wire 50Hz with neutral point solidly earthed.
DC system: DC 110 V
(a) Each part of equipment shall be designed for long time and continuous operation with
less maintenance in the specified service conditions at site.
(b) In order to ensure a sufficient mechanical strength for all items of equipment to
withstand any prospective load and working stress, the considerable safety factors shall
be taken to all components and especially to the design of all parts suffered from
repeating stresses or shocks.
(c) The electric equipment shall be designed to endure the mechanical stress against the
prospective maximum short-circuit current without thermal and mechanical damage for
one (1) second.
(d) All items of equipment shall be designed to minimize a risk of fire and other decisive
damage, and to prevent ingress of vermin, dust and dirt, and inadvertent contact with
electrically-live or moving parts. All mechanisms of equipment shall be designed to
avoid a sticking due to rust or corrosion.
(e) All similar parts of equipment, including spare parts, should be interchangeable.
(f ) The major equipment shall be manufacturer’s standard products of the latest standard
design.
Considering the climatically severe conditions, the limits of temperature rise of all equipment
to be determined in accordance with the relevant IEC shall be reduced such that the final
attained temperatures at site shall not exceed the final temperature imputed by the IEC
reference temperature.
Special consideration shall be taken into account to the effect of direct solar insulation on
outdoor equipment and the effects of temperatures difference occurring in equipment due to
the direct impingement of sunshine (protection against condensation).
Every current carrying part of the equipment including circuit breakers, current
transformers, disconnecting switches, busbars, connections and joints, etc. shall be capable of
carrying its rated current continuously and in no part shall be exceeded the permissible
maximum temperature.

Part-2 Particular Technical Specification for Equipment and Materials
2.1.1. Type
Outdoor air-insulated type mobile substation with rating of 33/11.5 kV, 31.5 MVA.
(a) Assembly
All major equipment of the mobile substation shall be completely assembled and
mounted on the trailer before shipment so that no assembling work of such equipment
will be required at site except earthing works and necessary connection works at site such
as interconnection cabling works between two trailers employed, as well as minor
adjusting works of equipment to the service position on the trailer.
(b) Dimension
Mobile Substation shall be so designed to reduce its overall dimension of traveling body
as compacted as possible for trouble-free transportation to any installation site.
Maximum permissible dimension for a traveling body shall be as follows:
(i) Height from the ground to the highest top of equipment----------------------- 4.6 meter
(ii) Width including any protruding part of equipment------------------------------ 3.75 meter
(iii) Longitudinal length of each trailer including any protruding part of equipment 16.0
meter
One mobile substation shall consist of two trailers on which all major equipment are
mounted with the associated installation materials.
The first trailer consist of power transformer 31.5 MVA, Auxiliary transformer, control panel
(RTCC), NER and 33KV Switchgear Panel.
The second trailer consist of 11KV Switchgear Panel, AC distribution board, DC 110 V
Batteries and Charger with DC distribution board.
The 33kV and 11kV switchgear is to be contained in an external enclosure and the power
transformer to be located at out door.

2.1.5. General Requirements for Trailers
The trailer shall be designed and provided considering special service condition such as high
ambient temperature, sand storm etc., encountered in Middle East.
The trailers, as major part of mobile substation components, shall be a complete factory
assembled flat bed type whose frame shall have sufficient strength and rigidity to withstand
a heavy load and any vibration in order to carry electrical equipment safely.
A wheel plate and king pin system shall be provided for coupling with a tractor (out of
scope) for transportation. Landing gears and jacking pads with necessary quantity of jacks
sufficient to support overall weight of the trailer shall be also provided for installation of
mobile substation at site.
Each trailer shall be provided with one (1) set of mechanical type 3-axis accelerometer
(Impact Recorder) mounted on the trailer floor to record shock and impact experienced
without any interruption throughout the overall route of shipping and transportation to the
site after shipped out of the factory.
Unless explicitly stated, all provisions obviously required for proper and safe driving of the
trailer such as spring system, braking system and signal lamps etc. shall be completed.
Medium voltage (33 or 11 kV) switchgears shall comply with IEC 62271-200 and be indoor
type air-insulated metal-clad switchgears as aligned as panels-row-wise.
The switchgear should have at least 3 years of service experience and be suitable for a
minimum period of 3 years normal continuous operation without maintenance.
33 kV switchgear system shall consist of three (3) switchgear panels such as Incoming
switchgear panel, Transformer switchgear panel and Auxiliary Transformer switchgear
panel. 11 kV switchgear system shall consist of one (1) Incoming switchgear panel and seven
(7) Outgoing feeder switchgear panels.
Sufficient space/facilities shall be provided in front of the switchgear row for operation and
maintenance purposes. The space/facilities shall be taken into account to use a circuit
breaker lifter in front of switchgear in order to withdraw/insert the Vacuum Circuit Breaker
(VCB) from switchgear panel.

The simple mimic diagrams showing the main components and their connections shall be
featured on the front panel of each switchgear compartment.

-11kV-Red
Discrepancy control switches and indicators shall be incorporated into the mimic diagrams.
Discrepancy control switches shall be provided for all circuit breaker. Discrepancy lamps
shall be arranged to light when the position of the main power device is at variance with the
indicator and shall extinguish when the main power device and indicator are in agreement.
The switchgear shall be provided with trip indicator lamp and trip circuit healthy indicator
lamp with lamp check push button.
The 36 and 12kV circuit breakers shall be in accordance with IEC 62271-100 and be of
vacuum type. The breaking capacity of the circuit breaker shall be 25 kA.
All circuit breakers shall incorporate horizontal or vertical isolation facilities and be mounted
on horizontal draw-out trucks. Rollers and their guide rails shall be designed to facilitate
alignment and leveling of the trucks during the truck is put into the breaker compartment.
Circuit breaker closing mechanisms shall be of trip-free type and motor charged spring
operated type on 110 V DC with a visual mechanized indicating device as such “spring
charged” & “spring free” and ”Open” & “Close”. Lamp indication in place of mechanical
one will not be accepted.
In order to permit a test, circuit breaker shall be possible to perform closing, tripping and
indicating wherever the circuit breaker is isolated.
Means shall be provided for local manual mechanical tripping of circuit breaker, preferably
by push-button shrouded to prevent inadvertent operation.
Means shall be also provided for mechanism for charging the spring by hand.
Locking facilities shall be provided so that circuit breaker, in any position, can be prevented
from being mechanically closed when it is in “open”, and from being mechanically tripped
when it is in “close”. This requirement should be met by fitting a single padlock provision.
Provisions shall be made for manually slow closing and slow opening of circuit breaker for
maintenance, whose operation shall not be possible when the circuit breaker is in the
"service" position.

Circuit breaker shall be connected to busbars of power line through plug and socket type
isolating devices. The devices shall be of "off-load" type but shall be suitable for connection
with the energized busbars. The isolating devices shall be interlocked with the associated
circuit breaker contacts to prevent them from direct making or breaking an actual load so
that such insertion/isolation of the closed circuit breaker as attempted to trip can not be
permitted.
Provisions shall be made for fixing circuit breaker in the respective "service" & “test”
positions.
All control circuit isolating contacts shall be of self-aligning type and be accessible for
maintenance.
One set of metal shutters shall be provided individually to cover each 3 phase group of
stationary isolating contacts of upper and lower sides. Each set shall be capable of being
individually padlocked when it is closed. The shutter shall open automatically by a positive
drive initiated by the inserting movement of circuit breaker.
The closing of shutter shall also be automatic by positive drive which shall allow the shutter
alone to be operable.
To facilitate testing, means other than locking shall be provided for securing the shutter in
the open position, such that it shall be automatically cancelled to restore the automatic
operation when circuit breaker is reconnected.
Each circuit breaker shall be capable of making and breaking short circuit currents in
accordance with the requirements of IEC 62271-100 to 3 phase short circuit rating and to the
rating of each type of circuit breakers. The break time for all breakers shall not be greater
than that of 5 cycles (0.1 sec.).
The tender documents shall include the certified type test report of making and breaking test
in accordance with IEC 62271-100.
36 kV and 12kV disconnecting switch shall comply with IEC 62271-102 and 60265-1.
36 kV on-load disconnecting switch shall be interlocked with 33 kV incoming VCB and the
associated Fault making earthing switch.
The operating mechanisms of 36 kV on-load disconnecting switch shall open and close all
three phases simultaneously and shall have self-locking system in both open and closed
positions.

2.1.9. Fault making Earthing Switches for 33 kV Incoming and 11.5 kV Feeder
Fault making Earthing switches shall comply with the requirements of IEC 62271-102. The
Fault making earthing switches shall be hand-operated.
12 kV Fault making Earthing switch for outgoing feeder shall be integrally a part of each
outgoing cable head and shall be so designed that it is operable only when the relevant
circuit breaker is withdrawn out.
Lightning arresters shall comply with the requirements of IEC 60099 and shall be of metal-
oxide gapless type.
The transformer shall comply with IEC 60076 and be suitable for outdoor location
under the specified service conditions.
The transformer shall be provided with ONAN cooling system and On-load Tap
Changer (OLTC), and shall be shipped with insulating oil fulfilled.
The transformer noise level should not exceed 65dB as per IEC.
The transformer shall be capable of delivering full rated current at the lowest voltage
tap position under steady load conditions without exceeding such temperature rise as
specified and the overload condition shall be in accordance with IEC overload
guidance.

The transformer losses shall be capitalized for tender evaluation in the below
mentioned kW price and also shall be subject to the reduction of the contract price as
penalty as follows;
The transformer shall be equipped with the following fittings as typical items:
(i) Diagram plate & Rating plate
(ii) On-load tap-changer
(iii) Earthing terminals/pads ( at least 2 pcs)
(iv) Jacking boss and Lifting lugs
(v) Manhole for internal inspection
(vi) Winding temperature indicator with alarm & trip contacts

(viii) Protective relay for OLTC
(ix) Pressure relief devices for main tank and On-Load Tap Changer chamber
(x) Dehydrating breather for main tank and OLTC chamber
(xi) Buchholz relay
(xii) Drain valve complete with a sampling cock
(xiii) Oil level indicators for main tank and On-Load Tap Changer chamber
(xiv) Filter valve
(xv) Conservators
(xvi) Padlocking provisions for each drain valve, and filter valve
(xvii) Local control cabinets housing all terminal blocks, controls, Automatic voltage
regulator (AVR) for OLTC, etc.

(g) Tap Changer
The on-load tap-changer type (MR-Germany) shall comply with IEC 60214 and shall be
suitable for 20 % overload current of transformer.
The on-load tap-changer shall be so designed as to be operationally secured even when
the normal A.C. power supply to the tap changing motor fails by mechanical means or
using a 110 V D.C. power and shall be capable of 300,000 tap changing operations
without the necessity of maintenance.
In addition, the specific requirements shall be as follows:
(i) Tap changing operations shall be controlled through the electric drive motor ( 3-
phase, 400 V A.C ) with automatically AVR or by manually remote push buttons
at front panel of the Transformer Switchgear, and in addition by means of a
suitable manual handle.
(ii) The tap changer shall be designed so that the selector or diverter (vacuum
switch) is accommodated in an oil-filled chamber separated from the
transformer tank.
Note: Diverter (vacuum switch) shall be with a minimum rating of 400A.
(iii) The selector and diverter shall be accessible via a removable cover on the tap
changer chamber without removing the cover of the transformer main tank.
(iv) It shall not be possible to operate the electric drive when the manual handle is
used nor shall it be possible to operate the manual handle when the electric
drive is in operation. The necessary interlock shall be provided to prevent a
simultaneous operation of manual and electric drive.
(v) Operation of the remote push button control shall carry one tap movement only.
(vi) The remote control push button and local manual handle shall be labeled to
indicate the direction of tap changing such as "Raise" or "Lower".
(vii) The tap changer shall be so designed that once initiated, the tap changing shall
be completed even in case of power failure to the drive mechanism. It shall not
be possible to be left in an intermediate position.
(viii) Tap position shall be indicated electrically near tap change push-buttons at the
Transformer switchgear panel and mechanically at the local handle of tap
changer.
(ix) Limit switches shall be provided to prevent overrunning of the mechanism and
shall be directly inserted in the main supply circuit to the driving motor to cut
off. However, the limit switches may be connected in the control circuit of the
driving motor instead of the main circuit, provided that a mechanical
declutching system is incorporated in the mechanism. In addition, a mechanical
stopping or other available means shall be fitted to prevent over-running of the
mechanism under any situational condition.
(x) Tap changer control circuit shall have a protective mean to prevent the
operation during a short circuit fault on main power circuit has happened.
(xi) The drive mechanism, fuses, relays and tap changing control equipment (AVR,
etc.) shall be housed in suitable weather proof metallic cabinets (Local Control
Cabinets) mounted on or located at the transformer.

Cable connection parts mounted on both 33 kV and 11.5 kV sides of transformer shall
be provided with fittings suitable for plug-in termination type connectors of the
specified single core cables.
(i) Painting
A primary coat shall be applied immediately after cleaning all ungalvanized metallic
parts thoroughly. An oil and weather resistance type second coat shall be applied and
the transformer finished in aluminum metallic paint. The contractor shall submit the
painting procedure and the color sample for approval.
The neutral point of a star connection shall be brought out to be earthed via neutral
earthing resistor.
The neutral earthing resistor shall be accommodated in dust proof metal enclosure with
sun shade, together with 12kV 400A on-load disconnecting switch, current transformer
and 7.5kV 10 kA lightning arrester as indicated on the Single Line Diagram. On design,
sufficient considerations shall be taken for the effect of electrical & mechanical stresses
on resister during faults.
Temperature rise curves of earthing resistor and the effect of electrical & mechanical
stresses during faults shall be submitted for approval.
The auxiliary transformer shall comply with IEC 60076 and shall be oil immersed
hermetically sealed, self-cooled type (ONAN), and be accommodated with the fused switch
in a switchgear panel.
The transformer shall be utilized as auxiliary low voltage AC power supply unit for the
mobile substation. The low voltage winding shall be of star connection with a neutral point
solidly earthed so that 3 phase 4 wire of 400-230 V AC distribution system is composed.
The transformer shall be equipped with the following fittings as the minimum:
The auxiliary transformer shall be protected with 33 kV fused switch (33 kV 5 A, HRC fuses).

The minimum capacity of the auxiliary power supply shall be 50 KVA including a spare
capacity for Owner’s own use.
Insulating oil of transformer and other oil filled equipment shall comply with IEC 60296.
Type of oil shall be subject to IEC requirements and be subject to Owner’s approval (Fully
blendable with Shell Diala (B)).
Current transformers shall comply with the requirements of IEC 60044-1, and shall be
capable of withstanding the peak short time current with a suitable saturation factor
protecting the pertaining instruments on a short circuit fault.
The rated volt-ampere output of each current transformer shall be not less than the total
burdens of the pertaining instruments plus some extra burdens including the burden of cable
connections, to be preferably more than twice total burdens of instruments. The rated volt-
ampere output shall be not less than 30VA for indication and metering and 10VA for
protection relays.
Current transformers for indication and metering shall basically be of accuracy class 1.0 and
of accuracy class 5P 10 for protective relays, except class 5P20 for differential relay.
The characteristic of each current transformer including calculated maximum burden and
knee point voltage shall be submitted for approval.
Voltage transformers shall comply with the requirements of IEC 60044-2 and shall be of
accuracy class 1.0 for indicating and metering and 3P for protective relays. They shall be so
designed that saturation of their cores should not occur when 1.732 times normal voltage is
applied on both primary and secondary windings. They shall have a voltage factor of 1.2
continuous and 1.9 for 8 hours.
HV primary fuses shall be incorporated within the Voltage Transformer, and shall be drawn
out from VT.
They shall have 50% excess output capacity of total burdens on the secondary circuit and
shall be not less than 50VA.

2.1.16. Protection and Auxiliary Relays
The protection relay shall be removable, of dust-proof and flush mounted and shall be
mounted on the front panel of the switchgear cubicle.
For protection relays, a microprocessor-based numerical and multiple function type of relays
shall be provided not only for availability and maintainability of relays but also saving space
of mobile substation.
The over-current and earth-fault relays shall have inverse/definite minimum time lag
(I.D.M.T.L) characteristic covering the following setting ranges basically:
All over-current and earth-fault relays shall be suitable for selection of any setting for correct
protection of the power transformer or outgoing feeders.
The over-current and earth-fault relays of 11.5 kV incoming circuit shall be operated under
the secondary emergency supply system (such as a self-powering protection device) when a
DC system of Charger and Battery is failed.
The over-current and earth-fault relays of 33kV incoming circuit and all 11.5 kV outgoing
feeders shall be provided with instantaneous relay elements.
Differential relay for the transformer shall be of fast-response type and designed in such a
way that it shall not operate on the initial magnetizing inrush current when the transformer
is switched on at no load. The setting value shall be selected in such a way that no fault
tripping can occur on any tapping of the transformer.
All over-current, earth-fault and differential relays shall be provided with sufficient numbers
of auxiliary contacts for purpose of signaling for tripping and alarming, etc.
Test terminal blocks of three phases and currents shall be provided for portable testing
equipment.
The protection for main power transformer shall consist of two independent protection
relays, i.e., a main protection relay and a back-up protection relay which shall not operate all
protection in the same microprocessor.

Recommended setting of each protection relay shall be submitted for approval and
Contractor shall set approved setting values to each relay before shipment.
The Contractor shall supply CD ROM or DVD which contains complete configurations and
all initial (recommended) parameter settings of all numerical relays with necessary software
tools for uploading, downloading and modification of data, parameters and configuration of
each relay for the purpose of Operation and Maintenance.
The 36 kV disconnecting switch and the annexed Fault making earthing switch shall be
provided with interlocking feature of mechanical sequential locking type or electro-
mechanical bolt type, and the scheme of interlocking shall be subject to approval of the
Owner.
All mechanical interlocks where hand power is used shall be applied at such point that no
stress can be induced to any parts connected with that point.
Where key interlocking is employed, tripping of the circuit breaker shall not occur if any
attempt is made to take out the trapped key from the mechanism.
Any local emergency tripping device shall be kept separate and distant from the key
interlocking.
All electrical interlocks shall not permit any faulty operation. Electro-mechanical bolt
interlocks shall be energized only when the handle operating of the mechanism is brought
into the working position. Means shall be provided so that the bolt can be operated in
emergency or a failure of interlock supplies.
Interlocking between the disconnecting switch and the circuit breaker shall be carried
out by an electrical means and the interlocking between disconnecting switch and Fault
making earthing switch shall be of mechanical type.

It shall not be possible for Fault making earthing switch to close unless the circuit
breaker in the same cubicle is in the "isolated condition" (disconnected position or
withdrawn condition), but it shall be possible to close only when the circuit breaker is
in the "isolated condition".
Interlocking between the circuit breaker and the Fault making earthing switch shall be
of mechanical type.
(c) Circuit Breaker compartment door for both 33kV and 11kV switchgears:
Circuit breaker compartment door can be open only when the circuit breaker in the
same compartment is in the “Isolated condition”. Circuit breaker can insert into
“service position” only when the circuit breaker compartment door closes.
All indicating instruments to be mounted on the front panel of the switchgear cubicle shall be
of flush-mounted, back-connected, dust-proof and heavy-duty switchboard type.
Each indicating instrument shall be suitable for the current and/or voltage transformers
under both normal and short-circuit conditions.
The maximum error of all indicating instruments shall be not more than one percent (1 %) of
full scale range.
All voltage circuits to instruments shall be protected by a fuse in each unearthed phase of the
circuit placed as close as practically to the voltage transformer terminals.
Test terminal blocks of three phases and currents shall be provided for portable testing
equipment.
Multi-functional numeric display type measuring instruments shall be provided for saving
space of mobile substation. Numeric display of each measuring quantity on LCD should be
selectable by a front push button switch or the like.
The Contractor shall submit the detailed specifications or relevant documents for approval.

The insulation material shall not assist the spread of fire so that it shall not continue to burn
after the source flame is removed.
The grade of insulation shall be not less than 500V.
Each wire for control and auxiliary circuit shall be not less than 2.5 mm² and that for current
transformer circuit shall be not less than 4.0 mm², unless otherwise specified.
Wirings shall be suitably grouped, neatly and securely bunched or cleated, and shall be
installed in the wiring ducts except those of difficult situations. A suitable wiring duct
system shall be provided for internal and front-to-rear wirings to provide easy access for
inspection and maintenance.
Connections to apparatus mounted on front door or between points having any movement,
shall be made in flexible wires and arranged so that they are endurable against torsion rather
than bending. Exposed wiring shall be minimized and wherever unavoidable, they shall be
bunched and protected properly. The wiring shall be kept as bunched by means of special
plastic fastening or binding material at suitable intervals. Lacing of wire bunched with textile
or plastic cord or metal buckle type clips should not be accepted. Wherever wiring is cleated
in metalwork, it shall be insulated from the metal surface and shall be cleated by means of
insulated straps in an approved manner. All wirings shall be left sufficiently long and neatly
looped to make a re-fresh termination when the original termination would be broken off.
Each wiring between terminals of the various device shall be direct from point to point.
Splices or tee connection shall not be acceptable.
CT or VT secondary circuits except bushing CT shall be earthed only at the panel where it is
located, and shall not be earthed at any other points or outside of enclosures.
All wirings shall be brought to terminal blocks. Terminal blocks shall be complete of clamp
type resin-molded terminals, barriers and covers, and shall be mounted vertically as long as
design allows. All wirings to those blocks shall be arranged to run in numerical order from
top to bottom. Terminal blocks shall have separate terminals for internal and external
connections, and not more than two wires shall be connected to each terminal.
At least 10% spare terminals shall be provided in the terminal blocks.
White marking strips fastened to the molded sections at each block shall be provided for
circuit number designation.
Both ends of each wire shall be fitted with a clamp or pressure type terminal lug covered
with a white plastic tube imprinted with the wire number and identification letter or symbol
corresponding to the approved circuit diagrams.
Where a wire passes from one complete set of equipment to another, e.g., from a circuit
breaker to a board, the Contractor shall ensure that the same identification code is applied to
the internal wiring which each item of equipment is connected. If for any reason this is not
possible, then both end of the external connection shall be double-ferruled with identifying
code of both items equipment concerned.

The internal wires in switchgear, Transformer control board, battery & charger board, AC
Distribution board and all those in the mobile substation shall be provided with the color
identification by colored ferrules or caps made of durable materials attached at both ends of
every wire in accordance with the sub-clause 2.1.24.
Auxiliary switches shall have a positive wiping action when closed and be provided so as to
interrupt the supply of current to the tripping coil of circuit breaker immediately after the
breaker has opened.
A typical minimum number of spare auxiliary contacts for each circuit breaker,
disconnecting switch and Fault making earthing switch shall be referred to Specific
Requirements (here-in-after).
The control and selector switches shall be heavy-duty, rotary type with suitable handle or
knob.
All contacts shall be enclosed in a removable cover to allow accessibility to contacts and
terminals and shall be readily renewable.
Each control and selector switch shall be provided with a marking plate to show each
operating position. The switch identification shall also be marked on the marking plates.
The indicating lamps on the switchgear, transformer control board, battery charger board
and AC distribution board shall be Light-Emitting Diode (LED) type, flush-mounted and
heavy-duty type indicators suitable for 110V DC supply, except the voltage indication lamps
( Neon lamps ) for incoming voltage or outgoing voltage.
For indicating of switching position or operating condition, red lamp shall be assigned for
"close" or "operation" and green lamp for "open" or "stop".
Busbars and connections shall comply with the applicable clauses of IEC.
The equipment shall be of single busbar type. The busbars and connections shall be covered
with suitable insulating materials having a sufficient dielectric strength such as link silicone
rubber, etc.

Busbars shall have constant cross sectional area throughout their length as configured as
short and straight as possible. Each resistance of whole length shall not be greater than that
of an equal length and section of conductor without a joint.
All busbars and the connections shall be accessible only by the removal of covers secured
with bolts or screws. Such covers shall be clearly and indelibly marked "Busbars".
The phase designation of AC circuit shall be assigned as R for the first phase, Y for the
second phase, B for the third phase and N for the neutral phase.
The polarity designation of DC circuit shall be assigned as P for the positive polarity
and N for the negative polarity. E shall be also designated for earthing circuit for both
AC and DC circuit.
The standard phase arrangement viewed from the front of the switchgear panel shall
be as follows:
(ii) DC circuit
- from left to right P-N
- from top to bottom P-N
- from far to near P-N
All relays, instruments, others devices, conductors and equipment shall be arranged
and connected in accordance with the standard phase arrangement wherever possible.

- Earth Green-Yellow
If for any reason this is not possible, then both end of wire shall be provided with
colored ferrule or caps made of durable materials with identifying color code.
Where dissimilar metals are connected, protective means shall be provided to prevent
galvanic action and corrosion.
Joint surfaces of copper or copper alloy clamps and fitting shall be tinned.
Stranded copper connections shall be also tinned at clamping points.
The temperature rise of the clamps shall not be greater than their associated conductors.
The safety factor of strength for fittings and clamps shall be not less than 2.5 based on the
elastic limit of the materials under condition of the maximum working load.

2.1.26. Insulators and Bushings
All insulators and bushings to be used in outdoor shall be porcelain type, resin type or
composite (rubber) type.
The color of porcelain shall be chocolate brown and the resin insulators will be of inherent
color of the resin and the color of the composite shall be grey.
All fittings for insulators shall be malleable or cast iron hot-dipped galvanized.
Strength of insulators shall be such that the safety factor where the insulators are supporting
the maximum working load is not less than 2.5.
The minimum creepage distance of bushings for the medium voltage system contained in the
outdoor type sealed cable box or dust-proof chamber etc., shall be 16mm/kV for the rated
system voltage of the equipment.
The molded case circuit breakers and miniature circuit breakers shall comply with IEC 60947
and shall be of one-, two-, three-, or four-pole for AC circuits and two-pole for DC circuits,
and be manual operated and fixed type with inverse time-delay over-current release and
instantaneous over-current release, unless otherwise specified.
Rated short-circuit current and rated trip current shall be determined by Contractor based on
the prospective short-circuit current and the rated nominal current of the circuit, unless
otherwise stated.
Fuses and links shall comply with IEC 60269 and shall be grouped and arranged according to
their functions in order to facilitate identification. The control supply for both tripping and
closing as well as the supply for indication associated with each circuit breaker shall have an
independent pair of fuses.
Miniature circuit breakers are also acceptable to be provided instead of fuses and links.
2.1.29. Motors
All motors to be incorporated shall comply with IEC 60034 and dimensions with IEC 60072.
They shall be capable of operating continuously under actual service conditions without
exceeding the specified temperature rises, determined by resistance, at any frequency
between 48 and 51 Hz (not applied for DC motor for VCB spring charging) together with any

voltage between +/- 5 % of the nominal value.
All motors shall be totally enclosed, and if situated in the open, they shall be weather proof
and suitable for outdoor working. They shall be provided with a suitable means of drainage
to prevent accumulation of water due to condensation and with suitable means of breathing.
Motors in the ambient temperature shall have insulation to Class F standards. The
temperature rise shall be restricted to that associated with Class B insulation. Where the
motor may be appreciably affected by conducted heat, the class of insulation shall be subject
to approval.
The three line connections of a.c. motors shall be brought out to a terminal box. (Natural
rubber insulation shall not be used). Terminal markings shall be made in a clear and
permanent manner and shall comply with IEC 60034. A permanently attached diagram or
instruction sheet shall be provided giving the connections for the required direction of
rotation. All terminal boxes shall be of the totally enclosed type designed to exclude the
entry of dust and moisture and sealed from the internal air circuit of the motor. All joints
shall be flanged with gaskets of neoprene or other approved material. Natural rubber
insulation shall not be used.
Where single phase motors are employed, the motors shall be grouped so as to form,
approximately, a balanced three phase load.
The transformer control board shall contain auxiliary relays, alarm window assembly, horn
for trip signal, bell for alarm signal, an "accept" push-button to stop the sound and to change
flashing of a lamp into steady light-on signal, or flag relays to indicate all tripping and alarm
signals with reset push button as follows;

(o) E/F relays of N.E.R trip
(p ) E/F relays of open-delta trip
The control board shall be of robust sheet steel construction with not less than 2 mm
thickness. Details of the enclosure for the control board shall be referred to on the sub-clause
2.1.33.
(a) In general, when a trip/alarm condition arises, an alarm horn/bell will sound and the
nature of the alarm will be identified by the flashing of the lamp associated with the
appropriate alarm. The alarm will then be accepted by pressing an "accept" push-
button, which will silence the horn/bell and carry the flashing indication to become
steady; the horn/bell will then be free to ring on the occurrence of a subsequent alarm
condition.
(b) After the horn/alarm has ended, and the device initiating the alarm has been reset, the
alarm indication will then be cancelled by pressing a "reset" push-button mounted
alongside the "accept" push-button on multi-way alarm windows assembly.
Each alarm window shall be illuminated through a colored filter so that the nature of alarm is
distinguished by color as the red color for a heavy fault/trip and the orange (or amber) color
for a light fault/alarm. The control board shall be provided with one push button to check
all lamps healthy.
The control board shall have a continuous copper earth bar of not less than 70 mm2 cross
sectional area running along the bottom of panels and connected to the main earthing
system. Metal cases of instruments, relays and meters shall be connected to this bar by green-
yellow earthing conductor.
The low voltage equipment shall be suitable for operation on a 400/230 V, 3 phase 4 wire 50
Hz system with the neutral point solidly earthed. The rated symmetrical breaking capacity
shall depend on auxiliary transformer rated power and percent impedance and shall be not
less than 4000 Amps.
The main 400/230 V distribution circuit shall be housed independently adjacent to, or
housed with a complete separator in the transformer control board.
The incoming of the main 400/230 V distribution circuit shall be supplied through a 4-pole
Molded Case Circuit Breaker (MCCB) of nominal current rating of not less than 100 Amps
with a suitable over-current protection with trip alarm indication. The incoming circuit shall
also be provided with voltage meter & ampere meter, AC under-voltage relay, phase-
sequence relay, earth fault sensing relay and the respective alarm indication.
The outgoing feeders from the main distribution circuit shall be individually controlled and

protected by means of MCCB rated at the pertaining circuit loads.
The nominal rating of each unit shall not be less than 20 amps.
Typically an outgoing feeder breaker shall be provided for each of the following circuits:
(a) One (1) for On Load Tap Changer of power transformer.
(b) One (1) for battery & charger incoming circuit.
(c ) One (1) for ventilation fan of battery & charger and other containers.
(d) One (1) for air conditioning equipment
(e) One (1) for outdoor lightings.
(f ) One (1) for outdoor socket outlets.
(g) One (1) for illumination light of switchgear panels.
(h) One (1) for heater of 33 kV switchgear panels.
(i ) One (1) for heater of 11 kV switchgear panels.
(j ) One (1) for heater of Battery Charger and control board.
(k) One (1) for fire alarm system.
(l) One (1) for spare.
The equipment shall be suitable for operation from a 230 V, 1 phase, 50 Hz supply with
supply voltage variation of +/- 10%.
Under normal operating condition, the voltage at DC output busbars shall be maintained
within the limits of 110 V +/- 10% with r.m.s. ripple voltage less than 1 %.
110 V DC output shall be supplied to the loads imposed by the operation, control, indication,
and alarm of 33 kV and 11 kV switchgears and power transformer.
On a total loss of AC supply, the discharge capacity of 110 V batteries shall be such that it
can supply the following loads for 3 hours emergency period maintaining the busbar voltage
over the permissible lowest voltage of operating (close and open) circuit of 33 /11.5 kV
circuit breakers, taking into account a DC voltage drop along cable from DC power source.
(a) At beginning of the emergency period, the consecutive tripping load of all circuit
breakers.
(b) An emergency lighting load
(c) Lamps for status indication, auxiliary relays, protection & tripping circuits of all VCBs,
transformer tripping relays, numeric type protection relays, etc., shall be maintained
alive.
(d) At end of the emergency period, Close-Open (CO) operation of 11 kV VCB.
The battery charger of at least 40 A rating shall be capable to supply the required DC loads
while boost-charging the batteries under normal operating conditions.
Incoming of charger and its outgoing feeder to DC distribution circuits shall be controlled by
means of Molded Case Circuit Breakers (MCCB).
The battery and battery charger including DC distribution circuits shall be accommodated in
a total metal enclosed cubicle. The external enclosure shall be equipped with an air

ventilation and extraction fan conducting hydrogen emitted from batteries out, and flapping
louvers to prevent the ingress of dust when the fan is not in operation.
In case indoor type battery charger cubicle is housed within additional external enclosure,
all necessary instruments, indicating lamps and control switches shall be flush mounted on
the front of the cubicle. In this case accessibility to batteries shall be taken into account
especially. The Contractor shall submit the drawings of construction showing such
arrangements to the Owner for approval.
Each battery cell shall be of the nickel-cadmium alkaline (Ni-Cd) type with nominal voltage
of 1.2 volts, 100 AH, and be contained in transparent and alkaline-resistant synthetic resin
containers with cover fitted with combined venting and filling opening with closing cap.
Each container shall be provided on its side with upper and lower electrolyte level line for
observing electrolyte level. The cells shall be individually insulated.
Groups of cells shall be assembled into a multi-tier steel rack. All metals shall be treated with
rust preventive measures, and all materials, whether they are metal or other materials, shall
be alkaline-proof. The positive and negative terminals of each tier containing a group of
cells shall be clearly indicated by P(+) and N(-) markings respectively.
All cells of the batteries shall be numbered for identification with non-corrosive materials
fixed on the container in a clearly visible way.
Inter-row and inter-cell connections shall be made with hard drawn copper rod or strip of
adequate cross sectional area and suitably protected against corrosion.
Where cell terminals and connections are exposed to accidental contact, they shall be
insulated or shrouded by means of a material resistant to the electrolyte.
The battery shall be connected to 110 V DC distribution circuit through a non-trip type
switch or non-trip Molded Case Circuit Breaker of suitable current rating.
The Contractor is requested to submit for approval a calculation sheet for battery capacity to
prove compliance with the following requirements;
The minimum capacity for battery shall be calculated as to satisfy the total loads for the
emergency period plus 25 % extra of the total loads and not less than 100 AH at minus (-) 10
°C, 92 cells.
The charger shall be capable of supplying all DC load requirements and at the same time
charging the battery from fully discharged condition to fully charged condition during not
more than 8 hours within +/- 10% variations of incoming AC supply voltage. In case of an
initial charging or recovery charging, the manual quick charging shall be available.
The charger shall be equipped with a on/off switch with indication lamp and shall be
equipped with a switch to change-over charging mode from automatic to manual operation
and vice versa (Auto-Manual switch) as well as from boost charging to trickle charging and
vice verse (Boost-Trickle switch).
All such switches, knobs and volumes etc. for setting and control for charging operation

shall be flush-mounted in the front panel of charger together with DC voltmeter and
ammeter without opening the front panel.
The voltage at DC busbars during battery quick charging shall be maintained within 110 V
+/-10% by an automatic output voltage regulator (AVR).
All DC outgoing feeder circuits shall be individually controlled and protected by double
pole miniature circuit breaker.
The 110V DC system shall not be earthed at either pole. A high resistance shall be connected
between the positive and negative poles of system and the center point of the resistance
connected to earth through an earth fault relay which will indicate that an earth fault has
happened in the positive or negative pole of system. This relay shall also initiate an alarm to
the multi-way alarm windows on the front panel.
The value of the resistance to be connected across the positive and negative poles shall be
such that in the event of earth fault on either side of pole, the earth leakage current will not
exceed 10 milliamps.
A DC voltage relay with adjustable setting shall be provided to initiate an alarm at the event
of DC busbar voltage falling below 99 V (minus 10 % from the rated voltage).
Alarm indications shall be provided for Main MCCB’s off, DC fail and DC earth fault on the
front panel.
Note: it is possible to use sealed type batteries according to contract requirements and the
contractor should submit the technical data related to this for review and approval.
2.1.33. Enclosures
The external enclosure housing 33 kV and the enclosure for 11 kV metal-clad switchgears
shall be suitable for outdoor installation, and provided with sloped roof and a safety
diaphragm to release the inside pressure caused by internal arc fault, with a cooling
equipment.
All external enclosures for switchgear, board, cabinet, chamber or container such as
marshalling box, control and operating box, cable box and other steel container etc., shall be
ensured to at least IP 44 for degree of protection with weather-, dust-, rodent- and vermin-
proof construction. The degrees of protection by enclosures shall comply with IEC 60529.
The external enclosure for 33 kV and enclosures 11 kV metal-clad switchgears and each
board shall be dead-front (unless otherwise specified), free-standing, rigid and welded steel
frames completely enclosed by sheet metals with the thickness appropriate for the size of the
enclosure. The minimum thickness of the enclosure shall be 2.0 mm.
The enclosure for 33 kV and enclosure for 11 kV metal shall be provided with suitable
compartment of cable termination for -clad switchgears power cable connections. Suitable
cover plates with suitable cable glands shall be provided on each cable entrance at the bottom

of the enclosure.
Illumination lights operated by door switch shall be provided in each switchgear enclosure
and each board (if required).
At least one 230 V AC socket outlet (BF type) shall be provided for an assembly row of metal-
clad switchgear at convenient location.
Space heater with thermostat and manual switch of 230 V AC shall be allocated inside each
enclosure to prevent moisture condensation.
The wall and roof of external enclosure for 33 kV and 11 kV metal-clad switchgears and each
board shall be of sheet metals with double layer and shall be stuffed with a synthetic
insulation material of an appropriate thickness against the atmospheric thermal attack.
The cooling equipment shall keep its internal temperature low enough to guarantee various
temperature-sensitive-electronic devices to their healthy functioning. The cooling equipment
shall be of dual type for redundancy.
The Contractor shall submit a calculation sheet to prove a compliance with the cooling
requirements to the Owner for approval.
The enclosures should have an enough access space for maintenance inside the enclosures
and shall have a door for maintenance personnel such as a swing door or an opening with
sealed plates to allow the inside equipment being taken out whenever such needs arise.
The enclosure shall be cleaned off from rust and excess weld and given a minimum one coat
of phosphate or rust prevention treatment. All outside panel surfaces shall be primed, filed
where necessary, and given not less than two coats of synthetic undercoat. The finishing coat
shall be semi-gloss paint. The color of finish paint for the enclosures shall be generally light-
grey or sand-beige. The contractor shall submit the color sample for approval.
(a) General
All labels, plates, and tags shall be permanently legible, clearly worded, of weather
proof and corrosion proof where damp areas and outdoors, and shall not be deformed
under any service conditions at the site. The surface of the plates and tags shall be
indelibly marked by engraving to black letter.
All labels, plates and tags shall be securely stuck /mounted on conspicuous and
logical locations.
All electrical equipment to be supplied shall be provided with rating plate containing
the necessary information specified in the relevant IEC standards.

The Contractor shall provide warning notice and sign on equipment, where required
on safety point of view, of an approved form and wording to suit Owner’s rules.
Such notices and signs shall be written in English.
Device number shall be allocated for every electrical control switch, relay and other
device and shall be shown on the Contractor's circuit diagrams.
The Contractor shall apply a label of manufacturer’s standard form to every electrical
device, showing respective device number in a legible and durable manner.
All steel surfaces, other than machined parts, which are exposed to atmosphere, shall be
treated with suitable corrosion protection such as painting or hot-dipped galvanizing, etc.
(b) Painting
Typical finish color of steelworks painted shall be light-grey or sand-beige, unless
otherwise specified. The Contractor is required to submit the painting specifications
for approval together with color chips or painting samples. The painting specifications
shall cover at least paint schedule, paint materials to be selected and manufacturer's
procedure for the surface preparation, application, etc
Power Cables shall comply with the requirements of IEC60502, 60228 and 60949. 33 kV
Incoming power cables connected to 33 kV disconnecting switch shall be of flexible
type, EPR single core cable, one end of which shall be permanently connected with the
33 kV disconnecting switch or be left as being wound in the cable box for easy
connecting at site and be wound on the rotating drum mounted on trailer and the
other end of which shall be clamped for connection to overhead line (to be connected
from ground by use of the telescopic insulating rod at site). The telescopic insulating
rod shall be provided as one of materials of the mobile substation.

primary and secondary shall be EPR, single core cable and be complete with
terminations ready for connection at site, and both primary and secondary connections
to the transformer shall be through plug-in-termination.
PVC over-sheath of all power cables shall bear at least rated voltage, type of insulation,
core material, manufacturer's name and year of manufacture at convenient regular
interval to identify them.
Color of PVC over-sheath of power cables shall be red for 33kV circuit and black for
11kV circuit.
Note: All the 11kV outgoing feeders will be 3x150mm2 XLPE type so the cable
glands and the entry of the outgoing cables should be according to that.
All control and auxiliary cables shall be of single-core or multi-core, PVC insulated
and PVC sheathed cables with stranded copper conductors. Control and auxiliary
cables shall be flame resistance type. Color of control and auxiliary cables between
panels shall be black.
Control cables employed on the circuits for embedded thermometers, serial links and
for other circuits liable to be interfered with electrical noise or electromagnetic
induction shall be the screened cables with suitable metallic shielding.
Where two trailers are employed, the inter-connection cables between trailers shall be
provided with suitable plug-in socket connection system at both ends in order to
ensure quick and easy connections at site.
Cross sectional area of each core of cables shall be not less than 2.5 mm2 for control and
auxiliary circuits and 4.0 mm2 for current transformer circuits.
If the specified core size is not available particularly for the inter-connection cables due
to the limited availability of suitable plug-in socket, such inter-connection cables with
a cross sectional area of core less than 2.5 mm2 and 4.0 mm2 will be acceptable with a
written approval of the Owner.
The power and control cables shall be continuous throughout their length between both
terminals, and no junction or tee connection shall be made wherever cabling is applied.
The power and control cables to be installed as exposed on trailer shall be laid in cable ducts
or conduits. The earthing conductors as running with other conductors in cable ducts or

conduits shall be of PVC insulated wire.
The inter-connection power & control cables between the two trailers shall be provided with
protective means along the whole installation route on trailers against any external stress,
impact or damaging obstacles.
The Contractor shall prepare cable schedules showing all power and control cables between
equipment and shall submit them to the Owner in a bundle of as-built drawings for the
future operation / maintenance. They shall bear the following information as a minimum:
The normal lighting shall operate at 230 V single phase, 50 Hz and the emergency lighting at
110 V +/-10% DC. Where specified, incandescent lamps shall be equipped with bayonet caps
or fluorescent lamps with bi-pin caps or LED lamps.
Normal indoor fluorescent lightings or LED lamps and emergency lightings for night time
operation shall be provided so that they can illuminate the operational equipment to be
operated without fail even when normal power is outage in the 33 kV and 11 kV switchgears
panels, transformer control board, battery charger board and AC distribution board.
The outdoor lightings shall be provided with an outdoor switch box to have 2-pole MCB (
miniature circuit breaker) or MCCB incorporating an automatic-switch-by-a-photo-sensor to
control the switching of entire flood lightings automatically and three position (Auto-OFF-
Manual) change-over switch.
Mobile substation shall be provided with 1 set outdoor socket outlet of AC400 V, three phase
& earth pole and 1 set of AC230 V, single phase & earth pole, with each rating of 15 A. These
socket outlets shall be contained in a heavy duty anti-rust metal case of weather-proof
construction with a flap cap. They shall be supplied through 4-pole mains switch (MCCB)
contained in the outdoor switch box mentioned above.
The lightning protection system shall comply with IEC 62305 and shall consist of air
terminals with support, down conductors, all accessories and earthing.

The protective cone angle of air terminal shall be of 45 degree.
Air terminal to be installed on the mobile substation shall cover the exposed parts of all
equipment mounted on trailer. The height of air terminal with support shall be calculated as
per the protective cone angle of air terminal.
For protection purpose, the down conductor shall be PVC sheathed type or installed into a
PVC pipe of 3 mm minimum wall thickness at least within 3 meter height from ground so as
to avoid mechanical damage and ensure human safety.
All down conductor shall be directly connected to the mobile substation earthing grid
system.
(a) General
All necessary materials for earthing connection work at site (to be done by the Owner)
shall be supplied by the Contractor in accordance with typical earthing configuration
drawing prepared by the Contractor.
All exposed metal parts of equipment and facilities, neutral point of auxiliary
transformers and instrument-transformers, etc as well as metal sheaths and shields of
power and control cables shall be earthed securely. All items of electrical equipment
and facilities shall be provided with suitable earthing pads or terminal provisions.
The Contractor shall provide all the necessary earthing materials in accordance with
below-mentioned specific requirements.
The arrangement of earthing shall be such that at no point the resistance to earthing
grid exceed one (1) ohm. All earthing conductor size shall be suitable for withstanding
one (1) second short time current (25 kA) basically or the prospective maximum earth
fault current on the earthing conductor. A typical cross sectional area for earthing
conductor size shall be 95 mm2 and as a case, 70 mm2 at the minimum.
The earth rods of copper welded 14 mm diameter and 1.5 meter long shall be arranged
at suitable intervals in a meshed way to form an earthing grid within a premise for
mobile substation.

of all earthing connections to equipment, earthing busbars, supporting structures, etc.
and shall show interface points between the scope of factory assembly and the scope of
material supply for the Owner’s site installation work.
In case the total earthing resistance of less than 1 Ohm is not obtained after the
earthing grid installation according to the typical earthing grid configuration drawing
at site, The Owner shall install additional earthing rods until 1 Ohm is obtainable.
All earthing terminals of equipment and facilities mounted on the trailers shall be
connected to earthing busbars provided on trailers.
The Contractor shall design and provide earthing busbars on trailers.
The earthing busbars on trailers, supporting structures, etc. shall be connected to the
earthing grid in the substation by duplicate 95 mm2 or bigger earthing wires with PVC
sheath of Green-Yellow color.
Particularly the earthing connections from earthing busbars on trailers to the earthing
grid shall be made at two or more separate points in an appropriate distance from each
other.
Each cubicle shall be provided with a main earthing busbar of not less than 70 mm2
hard drawn high conductivity copper strip to run lengthwise along the row of
cubicles.
The earthing busbar shall be bolted to the main frame and located at the bottom of
each cubicle.
Where the cubicles consist of several individual compartments, the earthing busbar of
each compartment shall be bolt-connected to next ones to form a common earthing
busbar.
Such earthing connection shall be made by suitable clamp type fittings and no
soldered connections shall be accepted.
In case of the shielded control cable, electrostatic shield like copper tape or wire shall
be earthed at either one end or electromagnetic shield like copper tape or steel tape at
both ends.

2.3.5. Tests at Site

Part- 4 Remote Terminal Unite and communication system
The alarms shall be assigned with priority levels at the RTU and transmitted according to
priority or alternatively as soon as the alarms are received, whichever method is standard.
The standard method employed shall be fully described.
The occurrence of an alarm or an event shall be arranged for transmission to the Master
station at the earliest opportunity. Alarms or events occurring during a transmission of
measurements shall be arranged for insertion at the next convenient point in the message
cycle. Further details shall be provided describing the message cycles employed for
methods where priority assignments are implemented at the RTU (e.g. arranging multiple
alarms with different priorities).
The RTU shall have the capability of automatic start-up and initialization following

restoration of power after an outage without need of master station intervention.
The following clauses set out the functional requirements of the RTU.
The RTU shall designed to achieve a high level of availability, reliability and safety in
operation. The design shall be _fail safe_ such that failure of any component shall result in
all functions affected by the failure defaulting to a defined _safe_ state. It shall be fault
tolerant such that the failure of any single component within the overall system shall not
affect the ability of the remaining healthy components in the system to continue to operate
normally and for its functionality to remain available. Essential functionality i.e. that
required for the continued overall operation of the RTU shall be tolerant to single
component failures. This may achieved, for example, by using dual redundant hot/standby
arrangements or by automatically re-distributing the functionality over the remaining
operational components so that loss of any one component does not result in the loss of any
functionality. The system shall continuously monitor its own health and produce alarms for
all detected failures. These alarms shall become part of the Facility List of data to be
returned to the MS and, as far as possible, by lighting _fault_ warning LEDs on the affected
equipment itself, e.g. on individual circuit cards. There shall be no cases in which
undetected failures could occur anywhere within the overall RTU.
The equipment and the enclosures mounted in shall be designed to facilitate ease of
maintenance, particularly fault-finding and replacement of components, e.g. replacement of
rack mounted circuit cards as far as possible, and consistent with safe operation, it shall be
possible to _hot swap_ components such as I/O cards.
The equipment shall be robust, suitable for the operating environment in which it is
installed and require minimal maintenance. Each sub-system within the RTU shall be
designed to meet an overall availability of at least 99.98% based on a Mean Time To Repair
(MTTR) of 8 hours. The Contractor shall provide a Functional Design Specification that will
allow the Employer to review and approve the facilities being provided in the RTU, and on
which the testing documentation can be based.
4.1.2.2 Hardware
The design of all RTU equipment shall be such as to ensure satisfactory operation in an
electrically hostile environment typical of high voltage electrical installations.
The RTUs proposed for this contract should have a proven track record of satisfactory
operation in similar environments. Proof of certification / registration by leading power
utilities for use in their power networks will be advantageous to the tenderer during tender
evaluation.
The RTU shall comprise microprocessor based equipment with its software (firmware)
resident in non-volatile memory. It shall be readily possible to update the software (e.g. by
PROM replacement) to alter or extend the RTUs functionality.

The equipment may be either of single board design or of rack mounted modular
construction.
The RTU should be of small panel size (Mini RTU) to be suited with Mobile substation size.
All computer equipment shall be supplied with a real-time multi-tasking operating system
which conforms to a recognized industry standard and not unique to one manufacturer.
Interconnecting cables shall be made via substantial, secure plugs and sockets, which shall
be mounted in accessible positions and clearly labeled.
A technical description of each item of equipment, together with evidence to show that the
stated guaranteed reliability figures are supported by actual service conditions, shall be
supplied with the Tender.
4.1.2.3 Software
The application software shall ensure the secure execution of RTU functions. Protocol IEC
60870-5- 101 and IEC 60870-5- 104 may be included with other standard protocols.
4.1.3 Capacity
The supplier shall provide capacity and technical parameters of the following :
- Central Processing Unit(s) (CPU)
- Memory (all types).
- Real time clock.
- Communication port data rates and format (all types).
The design shall meet the following general requirements with regard to capacity and
Expandability:
- The RTU shall be designed, delivered and commissioned with sufficient capacity for
performing the requirements of this specification, and in agreement with the Employers
Representative.
- The maximum system capacity and system loading shall not be less than 200% of the
Specified system capacity.
- In addition to the agreed Facility List, approximately 30% spare for each type of
input/output signals shall be provided within the contract.
- The design shall provide future expansion, modification and testing with the minimum of
disruption to existing facilities.

4.1.4 Performance
The RTU shall process all information required to be transmitted to the MS and have it
available for transmitting within less than two seconds of any change occurring in
Substation. The RTU shall be capable of handling all alarms and status changes occurring
during avalanche conditions without loss of any data.
The electrical and environmental conditions to be applied shall be those within the
associated power station or substation contract specification. The RTU shall operate from
the site installed battery charger.
Environmental conditions:
-Temperature:0-70ºc
-Relative humidity:5……95%(non condensing)
The analog input module shall be capable of processing standard voltage and current inputs
continuously. Input voltage and current range, and variable scan rate shall all be
configurable also it could be possible to download remotely from master station. Additional
software filtering facilities shall be provided for minimizing sampling errors.
Each analog input shall be terminated with transient voltage protection components. In case
of overload, the input circuit shall not sustain any deterioration of its characteristics.
Binary Coded Values shall be provided e.g. transformer tap changer position.
Digital inputs may be single point, double point or multi-point. The interpretation of
states for single or double point inputs shall be configurable.
The inputs shall be configurable from a down-loadable database.
For Sequence of Events (SOE) reporting, the change of state of a digital input shall be time
tagged to a resolution of selectable from 20 ms, 10 ms, 5 ms, 2 ms and 1 ms, with or without
de bounce filtering.

4.2.4 Pulse accumulators
The RTUs shall be capable of counting and storing the number of pulses generated
by metering equipment external to the RTU. The metering equipment will provide
isolated normally open or normally closed contacts. The pulse counter shall be
incremented one count for each cycle of the input (pulse) until the end of the
configured metering period that count shall be stored. The pulse counter shall be
capable of accepting pulses at a rate of ten counts per second. The RTU shall be
capable of responding to commands (Freeze, Reset, Freeze and Reset) generated
internally within the RTU at a regular time, and shall support the use of external
reset pulses for accumulators, and the RTU shall be able to accumulate any
(impulse) occurring while the counter is being read it to avoid losing input counts.
The count shall be “frozen” (transferred to a buffer register) when commanded by the
master station or when commanded by locally generated contact inputs, also it can freeze
and reset. The RTU shall be capable of storing a series of accumulator values, in the event of
loss of communication to master station for a period not less than three days and
subsequently transmitting them upon request. The metering or counting period
should be configurable and possible to down load remotely a minimum count of 2
*24 (i.e. 24 bit binary number) shall be capable of being held by the accumulator.
The Bidder shall describe his method for ensuring the value recorded at the master
station(s) corresponds precisely with the value indicated by the pulsing instrument.
Pulse counting inputs shall be provided as either a separate input module or using digital
inputs.
Values derived by logical/mathematical processing of the data types above shall be possible
e.g. summated MW.
The RTU shall be capable of giving the correct response to two different types of
information request
(a) A request for data that has changed significantly since the last similar request.
The facility to redefine which data is significant at any time must be provided for all
classes of data.
(b)A request for the current state of any item or set of items of data.
The master station shall poll outstations to request status changes and measured
values on a cyclic basis. Where a report-by-exception technique is used such that
only changes that have occurred since the last poll will be returned by the RTU. In
certain circumstances; the master station shall initiate a full scan of each RTU to
retrieve the actual state or value of each point. This is to ensure that the network
image held in the master station database is a true reflection of the power system
condition. Such full scans shall be initiated following a master station start up, an

RTU reset, upon restoration of communications and cyclically (at least every 24
hours).
Information requests received by the RTU will normally be of type (a); type (b)
requests will be received during start-up of either the MS or RTU, and as a means of
confirming the validity of the representation of system state at the Master Station.
Changes of digital data shall be assessed for significance as follows. Each digital
point at an RTU is to be allocated one of the following categories that shall have the
stated response:
(a) Insignificant - ignore all changes.
(b) Active - report all changes which persist for more than 20 ms.
The initial state of the RTU shall be that all digital changes are insignificant. During
the initialization process and at any subsequent time, the category of any digital
point may be changed. Changes to Analogs shall be assessed for significance as
follows. Each Analog point at an RTU is to be allocated one of the following
categories which shall have the stated response:
(a) Insignificant - ignore all changes.
(b) Active - report all values that differ by a pre-defined amount from the last value
reported to the MS.
The initial state of the RTU shall be that all Analog changes are insignificant. During
the Initialization process and at any subsequent time, the category and the significant
difference of any Analog point may be changed.
The difference value, or dead band, setting for analog reporting shall be a user-
configurable parameter. It shall be possible to define different settings independently
for individual or groups of analogs. The Tenderer shall provide details in their
Tender.
Certain status signals may be configured for local time tagging to be applied at the
RTU s. These events shall be reported to the master station with a time tag
embedded in the message. RTUs shall have the capability to time tag events and
alarms to a resolution of 1 ms or better. To complement this feature, the RTU clocks
shall be synchronized to enable system wide comparisons to be made on the alarms
and events recorded by different RTU s. The synchronization shall be achieved by
providing periodic time synchronization from the Master station to all RTUs.
If the data link from the master station to the RTU fails, the RTU shall continue to
perform time tagging from its internal clock until the data link is restored and the
clock is corrected to compensate for any time drift. The contractor should define the
total drift time.
The Tenderer shall provide details of the following:
(a) Time tagging resolution at the RTU.
(b) Method of synchronizing the RTU's real time clock to the master clock.
(c) Method of transmitting time tag information with event data to the master
station.

(d) Means of selecting events for time tagging and the maximum number definable
at each RTU.
(e) Method of handling overflows of SOE data at the RTU.
The RTU shall perform checks to ascertain the integrity of its processor(s), memory
and input/output cards. The results of these checks shall be made available to the
MS on demand.
The checks shall include:
(a) A watchdog mechanism to isolate the processor from the output cards if the
RTUs ability to drive outputs is compromised. The action of outputs when isolated
by the watchdog shall be selectable in sets of eight or less.
(b) A digital output connected (logically) to a digital input to confirm the integrity of
digital input and output functions.
(c) An Analog output connected (logically) to an Analog input to confirm the

integrity of Analog input and output functions.
A pre-settable input source shall be used where the RTU is not fitted with Analog
output facilities. The following conditions shall be included:
(a) RTU faulty - evidence from watchdog.
(b) Command output faulty - evidence from monitoring circuit
(c) Set point output faulty - evidence from monitoring circuit.
The detailed design of the communication arrangement shall be agreed with the
Employer's Representative before implementation.
(d) Input/output card faulty
(e) Power supply faulty
(f) RTU high temperature
(g) VFT low receive level
(h) RTU transmit buffer overflow.
(i) Where dual communication routes or duplicated modules are employed the RTU
shall annunciate failures to the master station.
(j) Input signal faulty: The RTU shall be capable of detecting a faulty input signal
that is changing state with an abnormally high frequency. Upon detection of a fault
condition the RTU shall suppress further reporting of the signal. The RTU shall
automatically reinstate normal reporting upon detection of clearance of the fault
condition; this shall be accompanied by an appropriate fault clearance message to
the MS.
All RTU configuration data, for example the significance allocated to each data
point, shall be held in alterable non-volatile memory so that the RTU can re-initialize
itself automatically. Tenderers shall state the method by which configuration data is
loaded into the RTU. The preferred method is by downloading the configuration
data from the master station in addition from a port in the RTU itself. Tenderers
shall describe how this is achieved and shall include any equipment required for
this function in their offer. The master station database shall be kept updated with
the current configuration data for each RTU. Tenderers shall state how this is
achieved.
There must be a minimum two configurable serial ports (RS232/485) and two
Ethernet ports for high data transfers, all hardware and software requirements shall
be available to support communication ports of the RTU. The RTU shall support at
least four most common standard communication protocols to communicate
upstream MS or downstream (IEDs or slave RTUs or network).The contractor shall
provide all the details and parameter settings for each protocol used by the RTU
through (upstream or downstream or network) communications.

Note: IEC 60870-5-101 and IEC 60870-5-104 protocols should be included to
communicate with DCC, and IEC-61850 protocol should be included to
communicate with IEDs.
The RTU shall be designed and equipped to communicate with the master station
via the available communication links either directly or indirectly. The Contractor is
responsible for providing all necessary equipment required to achieve such
connections. Where available, the Contractor shall provide direct digital links
between the RTU and Master Station. Otherwise, the Contractor shall provide
communication equipment, as specified elsewhere in this specification. Assignment
of communication protocols to master station shall be configurable via software
using RTU configuration system.
The intended maintenance strategy for the RTU is that the Employer will be able to:
(a) Perform ‘first-line-maintenance’ of all subsystems, i.e. be able to locate faulty
hardware components and replace them with spare parts with the faulty parts being
returned to the original equipment supplier for repair or replacement.
(b) Analyze and define software faults and protocol interface problems with DCC
(c) Re-configure and extend the RTU facilities with minimal assistance being
necessary from the original equipment supplier, including updating databases,
modifying and building new display screens and adding new equipment and
devices to the RTU.
Spare parts for the RTU shall be provided to support the maintenance strategy
described above, particularly bearing in mind the ‘turn around time’ to

repair/replace faulty components.
The Tenderer shall include an itemized and individually priced list of recommended
spare parts in their offer. It is anticipated that this list would include at least one
item of each hardware component used within the RTU for use in first-line-
maintenance (or
10% of the components for components that occur in larger numbers within the
system, e.g. I/O cards).
Any special tools, including software and hardware (e.g. lap-top
computers)
maintenance tools shall also be itemized.
The Employer shall be at liberty to purchase any numbers of those items at
the tendered price until the end of warranty period.
4.9 Documentation
Documentation for the RTU shall be provided in line with the general
provisions specified in the Tender documentation.
The documentation shall include the complete functional specification of all
hardware and software and complete maintenance and user manuals for both
hardware and software.
In particular, the maintenance documentation shall include detailed fault finding
flow charts to assist with first line maintenance of all subsystems and the user
manuals shall provide detailed instructions on system configuration such that the
Owner may re- configure and extend the RTU facilities without assistance being
necessary from the original equipment supplier.
Complete and original copies of all software programmes, operating system,
protocols analysis and parameters, drivers, data bases, tools, catalogs maintenances
documents, tools, and emulators etc shall be provided as hard copy and as a soft
copy on CD all in English.
The Warranty Period shall be as stated in the contract conditions and ongoing
support for the RTU shall be available for a minimum of 18 months after issuance of
TOAC.
The Contractor shall provide both hardware and software support for all elements
of the works supplied under the Contract during the warranty period.
The Contractor shall describe proposals for providing this service including details
of procedure for return & repair of faulty modules, fault reporting procedures,
availability of telephone support, etc.
The Contractor shall install and test all new software releases relating to the existing
functionality that are required to resolve identified problems or maintain warranty
support, at no extra cost during the warranty period.

The Tenderer shall provide details of maintenance agreements as optional prices in
their tender, for the various levels of support that may be purchased after the
completion of the Warranty period.
The testing philosophy for the RTU shall ensure that the equipment functionality
and site specific facilities are thoroughly exercised and validated at the
Contractor's premises before delivery. The test methodology shall complement the
design methodology and the two shall be developed in parallel.
This document does not constitute a Test Specification or Test Procedure for any
part of the system, rather it sets out the stages at which tests are required and the
subjects, location and purpose of each stage.
All test documents for all tests shall be written by the contractor and submitted to
Owner for approval prior to test at least 12 weeks before the test date. Where any
equipment is not connected to the RTU, but has its facilities marshalled in the
marshalling cabinet, these connections shall be included in the testing procedure.
The equipment shall be entirely compatible with the communications protocols as
may be required by the DCC and with the communications media available.
The RTU shall be subject to acceptance testing as specified in this document. The
stages of testing to be performed at higher levels shall be based on the following:
1) Factory Acceptance Testing (FAT)
To check that the totality of the equipment supplied under the Contract performs in
accordance with the Contract requirements.
Factory Acceptance Testing (FAT) shall be performed with the RTU assembled at the
factory as a complete system.
The FAT shall exercise and prove the correct operation of all functions of the
supplied RTU whether used in this project, and the site specific facilities, using
simulation where necessary, including the interface for connection to the DCC.
The Tenderer shall state how they would undertake the FAT of the RTU in their
offer.
2) Site Acceptance Testing (SAT) and Testing with DCC
To check that the totality of the equipment supplied under the Contract performs in
accordance with the Contract requirements and interacts correctly with equipment
supplied by others and interfaces correctly to the Works, check that all indications,
status of equipments, measurements are transferred and indicated at DCC point by
point, and to conform the operation of all commands from DCC.

Note: The contractor shall provide testing procedure of this stage, and the owner
will perform this test.
The Contractor shall prepare test procedures and result sheets for all tests. The
Contractor shall also prepare a cross reference listing to show that all of the
requirements of the Functional Design Specification have been included in the tests.
Separate test procedures and result sheets shall be provided for factory acceptance
tests.
All test procedures and result sheets will be subject to review and approval by
Owner.
4.2.1 General

The applicable frequency band and frequency shall be confirmed by Owner/ client
during Design stage.
The Contractor shall aware/study the existing system and to be incorporated to his
design if necessary.
The communication system shall include the transceiver, terminations, coaxial
cables, antenna, tower (telescopic tower) and lightning protection device.
The wireless system shall be capable of supporting data interfaces complying with
ITU-T G.703, ITU-R, IEEE, IEC , V.11, V.24, V.28, V.35, and X.21.
The wireless system shall be powered from 230Vac (an output of UPS AC
distribution panel). The power supply input to individual items of the wireless
system shall be individually fused.
For all substations, expansion space for wireless system including Antenna shall be
provided.
The remote terminals of the wireless UHF system shall be of a digital type,
and shall have:
a) Radio transceiver/receiver units.
b) Interfaces.
Asynchronous RS232 interfaces for RTU.
RS485 interfaces.
2- wire telephone interfaces line
4-wire E&M signaling interfaces.
Ethernet interfaces (Min. 100Base T).
Data rate: to be according to the design PMP or PTP link.
c) Telephone handset.
d) Alarm indications.

operate at the same frequency. The transceivers are connected to the antenna
by a passive combining network, with one transceiver operational and the
other on hot standby.
The main and standby units shall be powered by independent power
supplies for full hot standby operation. Any failure of the operating
transmitter shall produce automatic switch-over to the standby transmitter
and initiation of an alarm. The two receivers are operating at the same time
the information is taken for the best received signal.
The system shall be capable of providing proper performance throughout the
life expectancy of the substation
The remote terminal of WiMAX secure and reliable system according to IEEE 802.16
fixed sites shall be provided and shall have:

sockets, Ethernet(10Mbit/s) and Fat-Ethernet (100Mbit/s), Temperature:-
40C° to +70C°).
(c) 2 IP Telephone.
The contractor shall provide the design of communication system which should
satisfy the following features :
High operational security and reliability of communication link in harsh
environments with availability of 99.999 %.
High quality transmission in accordance with the ITU-T recommendations.
Simple operation and fault diagnosis.
4.2.3 Antenna
Antenna of UHF system shall be of the type “Yagi” and shall be constructed from
stainless steel or hot dipped galvanized steel parts finished with suitable corrosion
resistant paint.
For WiMAX system, the antenna (wireless TCP/IP data terminal) for harsh
industrial environments to be provided, the antenna and radio terminal should be
compatible with currently operating communication system of DCC.
Highly reliable outdoor data terminal with flexible architecture to meet PMP and
PTP deployment in extreme location.
Hardened aluminum case with stainless steel components and integrated MIMO
antenna.
-40 to 75 °C operating range using dynamic and thermal dissipation.
Antennas shall be mounted on the top of the provided tower wherever possible and
shall be able to withstand all weather conditions on site. All antennas and feeder
cables shall be equipped with protection devices to ensure that no damage occurs to
the radio system during lightning storms.
The antenna gain shall be 10 dBi or more.

4.2.4 Cable for Antenna feeder
Antenna feeder cables terminals and all accessories required to complete the
installation shall be provided and correctly fitted. The antenna feeder cable shall be
armored and compatible with the radio equipment supplied and the operating
frequencies used. To get the radio connected to the antenna for UHF system, an
LDF4 type coaxial cable with surge arrestor, grounding kit and all required
accessories should be provided. While for WiMAX system an Ethernet PoE cable
(shielded, high flex Ethernet cable) up to 91m (300ft) Ethernet cable should be
provided.
The contractor shall provide cabinet for installing communication equipment (Radio
terminal unit, switches, etc),. The cabinet shall satisfy IP62.
The power supply for communication equipment shall provide a 8 hour standby
capacity such that it is able to continue to communicate and exchange control and
data with the DCC /SCADA Master Station in the case of mains failure of the source
of supply e.g. mains or charger failure.
4.2.7 Tower
The tower shall be designed to be movable (can be moved with substation, ex:
telescopic tower) and should be suitable to carry the required antenna together with
the associated feeders and be able to withstand the continuous wind pressure and
wind gusting encountered on site.
The tower design shall be such that under maximum site wind speed (which is
45m/sec.) from any direction the maximum change in azimuth and elevation of any

antenna shall be no more than 0.25 degree.
Any cantilever member or other components subject to fluctuating stress shall be
designed in such a way that it will not fail due to fatigue.
Alarm equipment shall be installed to detect the failure of aircraft warning lights,
and indication shall be by local alarm lamps and voltage free contacts for connection
to the alarm supervisory system.
All metal work and metal fittings shall be hot dip galvanized to the relevant
standards.
Lightning protection devices shall be provided to protect and prevent equipment
from malfunction or damage caused by lightning strikes. Lighting cable shall be
stranded copper cable with cross sectional area not less than 70 mm2.
The design life of the tower shall be in excess of 30 years.
Tower test should be according to international standards.

The tenderer shall fill the proposed value for each item in the column of "Proposed" in the
“Technical Particulars and Guarantees” table for each equipment hereunder and submit them
as the proposal.
