Introduction
1. At the very outset, congratulations on being selected to join the Indian Navy. Indian
Navy is not a job but a service and a disciplined way of life. You are now on the verge of
realising your dream of serving the nation with honour, pride and dignity. The Indian Naval
Academy (INA) is the premier naval training establishment of the Indian Navy and is the
biggest military academy in Asia spread over a massive area of 2438 acres. The Academy
trains approx 1000 cadets every six months which includes cadets from various friendly foreign
countries.
2. The INA expects a self-disciplined and motivated individual who we will groom into a
professional officer aligned to the Indian Navy’s core values of Duty, Honour and Courage.
The Academy will focus on making you mentally strong, morally straight and physically fit while
working on strengths and helping you overcome your weaknesses.
3. These Joining Instructions will help guide you through the process from the time of
receipt of these instructions to settling down at the Academy. For the ease of the candidates
they have been divided into four parts: -
4. On behalf of the Commandant, INA and all officers of the Indian Naval Academy,
we congratulate you on being selected to join this fine service. We will look forward to seeing
you very soon.

PART I
GENERAL INSTRUCTIONS
5. Indian Naval Academy is located at Ezhimala which is located in Kannur district of the
State of Kerala. The name `Ezhimala' is believed to have been derived from the seven hills
('Ezhu' means seven and 'Mala' means hill in Malayalam) that dominate the skyline of this
area. The topography of Ezhimala, with Mt Dilli abutting the Arabian Sea, has since ancient
times inspired numerous legends. Once such legend is connected with the Ramayana, which
says that Hanuman while carrying Rishabadri Mountain, which had ‘Mrita Sanjivani’ and
medicinal plants, for saving the life of Lakshamana during the epic war, dropped a piece of
the mountain into the sea and that place came to be known as Ezhimala. It is also believed
that Ezhimala still possesses these rare medicinal plants.
(a) Rail. The nearest railway station from the Academy is Payyanur (station code
PAY) which is only 05 km away from the Academy. Candidates arriving from various
destinations should disembark at Payyanur Station. Details of trains to/from Payyanur
is covered in Appendix ‘A’.
(b) Road. In terms of road connectivity, Payyanur town is situated along National
Highway 66 between Mangalore and Kannur, thereby providing adequate road
connectivity. There are regular state government and private bus services connecting
Payyanur to Kannur and Mangalore. Trainees arriving by bus are to disembark at
Payyanur bus stand (located within Payyanur town, about four km from railway station
and 9 Km from INA).
(c) Air. Payyanur does not have an airport. Kannur International Airport (Station
Code CNN), located about 50 Km south of Payyanur is the nearest airport. The other
two international airports Mangalore (Station Code IXE) and Kozhikode (Station Code
CCJ) are located about 135 Km north and 165 Km south of INA respectively. Both
Mangalore and Kozhikode are well connected with Payyanur by road and rail.
Personnel arriving at Kannur International Airport need to hire a taxi cab for travelling
to INA (approx cost ` 2000/-).

have experienced such an environment. The stresses and strains that you will feel initially are
a part of the settling down process. The academic, physical, mental and moral training that
you will undergo is designed to achieve certain minimum standards for your all round
development, which is a prerequisite for every officer of the Indian Navy. Parents/ Guardians
of trainees may note that the initial stresses and strains that the trainee is undergoing may be
evident from his letters to them from the Academy after reporting. Parents/ Guardians are
advised to encourage and guide their child/ ward to help him in adapting to and settling down

(Refers to Para 18(e))
1. We hereby certify that we are aware that INA follows a zero tolerance policy towards
ragging. Ragging is defined as “any disorderly conduct, whether by words, spoken or
written or by an act which has the effect of teasing, treating or handling with rudeness
any person, indulging in rowdy or undisciplined activities which cause or are likely to
cause annoyance, hardship or psychological harm or to raise fear or apprehension
thereof in a fresher or a junior under-trainee officer and which has the effect of causing
or generating a sense of shame or embarrassment so as to adversely affect the psyche
of a fresher or a junior under-trainee officer”.
2. We fully understand that, any incident of ragging reported to us by our ward or inferred
by us while interacting with him will be reported to the authorities at INA. We also agree that
we have advised our ward not to indulge in any form of ragging.
3. We also fully understand that our ward will be required to undergo tough military
training at INA, as a consequence of which he will endure physical and mental
discomfort. We are aware that corrective measures by senior cadets to juniors are an
integral part of training in a military academy to bring in concepts of discipline amongst
the cadets and are a process of 'mentoring and grooming', and therefore, he will be
undergoing such corrective measures during training at INA. They also build core
strength and cause physical discomfort, without bringing any injury, humiliation or
insult, so as to maintain discipline in the academy. Hence, we agree that authorised
corrective measures to a junior by a senior are not an illegal act and cannot be
compared with 'ragging' in any 'civil' college.
4. It is also agreed by us in respect to the above that in consideration of our ward being
selected by the Government for the purpose of the aforesaid training, we agree that our ward
is aware of the approach of Indian Naval Academy, Ezhimala towards ragging and the
corrective measures/ penalties to which our ward shall be liable if found guilty of ragging (as
to which the decision of the appropriate authority prescribed by the Government for the time
being shall be final).

President of India (hereinafter called 'The Government' which expression shall include his
successor and assigns where the context so admits) of the other part.
2. Whereas the Trainee has been selected by the Government on the terms hereinafter
appearing for the purpose of receiving initial training with a view to being commissioned as an
officer in the Indian Navy, provided he is considered by the Government to be suitable in all
respects and if there is any vacancy.
3. Now it is agreed between the parties referred to above that in consideration of the
Trainee being selected by the Government for the purpose of the aforesaid training, the
guarantor covenants with the Government that the Trainee is aware that the Indian Naval
Academy is a military training academy, the Trainee is promoted to next term only upon
successful completion of all components of the training curriculum which are Academics,
Service subjects, Medical standards/ medical absence, Outdoor Training (ODT) and
Discipline (including lack of Officer Like Qualities). If he fails to achieve requisite standards
in any of these five disciplines, he will not be promoted to the next term. If he passes all
the components of training, he will be promoted to the next term after scrutiny of his
semester mark sheets prepared in the JNU format by the JNU Scrutiny Committee. Unlike
civil educational institutions which charge a hefty fee for award of degrees, INA provides
free of cost training including a B.Tech degree to the Trainee. If, for any reason, he does
not qualify in all the components as stated above (as to which the decision of the
appropriate authority prescribed by the Government for the time being shall be final), he
will be removed on the ground that the Trainee is considered by the said appropriate
authority to be unfit to continue as a Trainee or to be awarded a B.Tech degree or to be
commissioned.
