1. INTRODUCTION

1.1. Project Overview


PT Pertamina Gas (Pertagas) plans to deliver gas from Senipah KP 7.2 (tap off from 42”
pipeline) that is operated by Pertamina Hulu Mahakan to PT Pertamina (Persero) Refinery
Unit (RU) V Balikpapan, East Kalimantan, to fulfill the gas demand at Refinery Unit (RU)
V Balikpapan as part of the RDMP program.
The Onshore Pipeline along approximately 77.5 km Senipah – RU V Balikpapan scope
will comprise of development of mini facility in Senipah and RU V Balikpapan area consist
of gas metering, pigging facilities, utilities and an onshore gas pipeline.

1.2. Objective
This document provides Fire & Gas Detection Specification for the the design materials,
engineering, manufacture, painting, inspection and testing , complete with internal part,
spares, and VENDOR data to carry out the installation of fire & gas detection for the
detail engineering design Onshore Gas facility Pipeline Senipah – RU V Balikpapan

This specification and its referenced documents listed in the following section below
are to establish a minimum level of acceptable quality & not intended to be all - inclusive.
The requirements set forth do not relieve VENDOR of his responsibility to perform all
services in a safe manner, to meet applicable codes and standards, to comply with
government regulations or to supply a product capable of performing its intended service.

This specification does not dictate detailed design of the equipment or assembly of
components. It is intended that those responsibilities be retained fully by the VENDOR
so that all equipment and process warranties remain unmitigated.

In the case of conflict between documents, VENDOR shall bring the conflicted
documents to the CONTRACTOR and/or COMPANY for resolution and approval in
writing. Should any conflict occur as a result of applying specifications VENDOR shall
follow the order of precedence stated in document “Rencana Kerja & Syarat”.

5. CONDITION OF SERVICE
All equipment shall be designed for installation and operation onshore and be suitable for
the climatic and site conditions described in this specification and equipment datasheets.
The design and installation materials shall be in all respects for continuous operation in
high humidity, tropical environment

5.1. Environmental Condition


The environmental data is currently assumed and shown on the following
table. The environmental data will be updated once the data is available.

5.2. Standard Condition

5.3. Electrical Power Supply

The power for Senipah shall be supplied from PLN powergrid. The following power
supply will be delivered:
• 400/230 VAC, 3-phase, 4-wire, 50 Hz for motor & LV distribution
• 230 VAC, 1-phase, 2-wire, 50 Hz, solidity earthed.
• 230 VAC UPS, 1-phase, 2-wires, 50 Hz, unearthed.

Meanwhile, the power for RU V Balikpapan shall be taken from RU V power


distribution. The following power supply will be delivered:
• 400/230 VAC, 3-phase, 4-wire, 50 Hz for motor & LV distribution
• 220 VAC, 1-phase, 2-wire, 50 Hz, solidity earthed.
• 230 VAC UPS, 1-phase, 2-wires, 50 Hz, unearthed.

Conversion to other voltage levels (e.g. 24 VDC) as deemed necessary shall be


carried out by the Vendor inside the system cabinets/unit control panels. Field
instrument power supplies shall generally be 24 VDC, derived from the supply
within the system cabinet. All necessary power converters to provide other voltage
as required for the complete system operation shall be the responsibility of the
VENDOR.

Both CRS facility are also provided with Emergency Diesel Generator (EDG) for
power backup.

5.4. Hazardous Area Classification


The hazardous area classification of the equipment shall be specified in the datasheet. All
equipments shall be suitable for installation in electrical area classification in which they
are installed. However, as a minimum rating, the electrical & instrumentation items shall
be suitable for Class 1, Div. 2, Gas Group IIA, Temperature Class T3. If the instrument
device located at Class 1, Div. 1 area due to the minimal distance requirement, the
electronic instrument device shall be follow stringent specification/requirement.

Explosion Proof (Ex d) protection method shall be provided for instrument installation in
Class 1, Div. 2 area. Intrinsically safe (IS) protection can be considered if Ex d for certain
instruments, such as analyzer, is not available.

5.5. Ingress Protection


Instrumentation & control equipment mounted in open areas shall be protected against
ingress of solids and liquid as follows :

• For indoor area : minimum IP 42 as defined in IEC 60529


• For outdoor area : minimum IP 65 as defined in IEC 60529

Electronic components of instrumentation shall be tropicalized. Appropriate measures


shall be taken in housings and enclosures to deal with condensation arising from daily
temperature fluctuations.

6. DESIGN LIFE AND RELIABILITY


The design life of the facility and all associated equipment, components and systems
is minimum 30 years. The design life shall be achievable with minimum onsite
maintenance and a maximum availability.

All components which for practical, safety or cost-efficiency reasons are unable
to meet the required design life shall be identified as soon as possible. Their
expected service life shall be informed to CONTRACTOR and COMPANY and
provision made in the system design for maintenance to extend component life
or routine change-out.

7. GENERAL REQUIREMENT
In both Senipah and RU V Balikpapan Metering facility, Fire and Gas (F&G) detection
system shall be provided as fire and gas monitoring system. The F&G detection system
shall be consisted of Fire & Gas System (FGS) and detectors. Any fire and gas detection
shall initiate alarm in operator work station. In case of confirmed fire, emergency shutdown
shall be done by SIS. An alarm shall also be sent to Pertamina RU V CCR in the event
of confirmed fire. Fire suppression shall be be done manually using provided fire
extinguisher.

The FGS, combined with ESD system, shall be a part of Safety Instrumented System
(SIS) and installed in CRS Control Room. The PLC shall be SIL 2 compliance for RU V
Balikpapan CRS and Senipah CRS. The design of FGS shall refer to document no.
SNBP-EPC-00-INS-SPC-001 “Control & Safety System Specification”.

8. REQUIREMENT FOR FIRE & GAS DETECTOR


As part of F&G detection system, F&G detectors shall be provided in conjunction with Fire
& Gas system. F&G detectors shall be strategically located around the hydrocarbon
equipment installation for detection of accumulation of combustible gases, heat, smoke
and fire. Selection of F&G detectors shall concerning early and reliable detection of
signatures of combustion gas and/or fire.

8.1. Flame / Fire Detector


Multi IR radiation flame detection shall be used to detect possibility flames in outdoor.
Flame detectors in the facility shall be provided with the following requirements as
minimum :
▪ The sensitivity to the occurrence of fire shall not be disrupted by arc
welding, lightning, sun light, artificial light, x-rays, or heated objec
▪ The detector shall be capable of detecting a fire through surface level lens

contamination (dust, oil, or water spray).


▪ Detector shall have periodical self-checking facility every 1 or 2
seconds for detecting malfunctions due to the optical surfaces (optical
integrity), short circuit/open circuit, etc. If a malfunction is detected, the
output current shall rise to the fault level and a fault relay shall be
energised for fault alarm relay contact.
▪ Detector shall have coverage detection up to 30 m or better and response
time less than 10 seconds with adjustable sensitivity.
▪ Detector viewing range shall be conical vision of 90° with sensitivity at the
highest at the central axis or better
▪ Output shall be 4-20 mA with 3 wires

The VENDOR shall provide a complete set of calibration and test accessories including
but not limited to:
• IR test lamp
• AC/DC charger for test lamp

All accessories for mounting and installation shall be supplied. The mounting
accessories shall have swivel adjustment facility. Instrumentation materials and
instrument mounting hardware shall be minimum 316 SS. If special tools are required,
VENDOR shall supply them. Protection accessories (solar blind) and devices to
eliminate the possibility of fire alarms from transient conditions such lightning, welding,
illumination, shall be provided by VENDOR.

8.2. Gas Detector


In the event of a process hydrocarbon gas leak on the facilities, the principal
component of a resultant accumulation can be expected as Methane (CH4),
along with Ethane (C2H6), Propane (C3H8) and heavier gaseous
hydrocarbons. The danger of a significant hydrocarbon release is that it
eventually finds an ignition source and the secondary damage resulting from
any explosion or fire would lead to rapid escalation of the incident

Gas detectors in the facility shall be provided with the following requirements
as minimum
• Demonstates fast and accurate response in case of gas escape or
accumulation. The first detected gas shall initiate alarm before
combustible levels are reached.
• Demonstrates immunity to poisoning
• Demonstate operational stability
• Easy maintenance/calibration

Flammable gas detectors shall be calibrated to respond to the gas expected to be present
in that fire-zone. With any potential process area leak containing the combination

of process hydrocarbons, then the infra-red gas detectors shall be calibrated to the
hydrocarbon gas that offers the least IR absorption e.g. methane.
Implementation design of flammable gas detector shall consider the following as minimum:

• Proper and effective design layout, i.e. detector location, detector numbers
which will maximizes detector’s ability to achieve rapid, early, reliable detection,
prior to any 100% LEL accumulation being able to develop in services location
• Gas detectors shall be located close to equipment where leaks are considered
likely, such as storage bunds, and pump seals and areas of multiple process
pipe-work flanges. In unclassified non hazardous areas (i.e. CRS Control Room,
etc.) flammable gas detectors shall generally be located at HVAC air intakes (if
any).
• Gas detectors shall not be located in areas where small gas leaks (such as valve
gland packing) and operational gas releases (such as sample points or analyser
exhausts) are prevalent as these will have been accounted for in the hazardous
area classification studies, presenting a lower risk.
Selection of flamable gas detector shall consider the most suitable detection methods as
follows:

Infra Red (IR) Point Type Gas Detector


IR point type gas detectors shall be used to monitor all process areas where by the nature
of design, both at high level and to a greater extent at low level (detection for condensate
leak), the equipment layouts are not suitable for open path gas detectors.

The detector shall be :


• IR point micro-processor based type
• Designed for continuous detection
• Automatic self-resetting type
• Equipped with automatic self-testing features (electronic test), reporting and data
logging
• Output shall be 4-20 mA with 3-wires as minimum
• Suitable for windy location
• Allowed automatic calibration by only one person located near of detector
• Response time to reach 90% of scale (T90) shall be less than 5 seconds

Gas detected by IR point gas detectors anywhere on the facilities shall initiate alarm
levels measured in % Lower Explosive Limit (LEL) as follows :

• Low LEL alarm at 20% LEL (methane) both at inside and outside building
• High LEL alarm at 50% LEL (methane) both at inside and outside building

All point type gas detectors shall be provided with weather baflles and test gas housings.
Units located in remote or difficult access areas shall be provided with remote
calibration/test gas and local readout facilities to enable single-person calibration/test

maintenance routines. Surge protection device for the gas detectors shall be provided.

Open Path Type Gas Detectors (Line of Sight)

Open path detectors shall be used to a lesser extent compared to point IR detectors where
there is a clear line-of-sight in process areas and an obvious demarcation line. Open path
gas detectors may be used to monitor for hydrocarbon gas accumulations/releases
around gas turbine ventilation, combustion air and ventilation air ducts, where there is a
clear 'overboard' line-of-sight.

The detector shall be:


• IR open path type
• Designed for continuous detection
• Automatic self resetting type
• Equipped with automatic self testing features (electronic test), reporting and data
logging
• Output shall be 4-20 mA with 3-wires as minimum
• Suitable for windy location
• Minimum length between transmitter and receiver shall be 40 m
• Allowed automatic calibration by only one person located near of detector
• Adjustable response time to prevent temporary path interruption. Response time
to reach 90% of scale (T90) shall be less than 5 seconds.
Open path gas detector shall initiate alarm levels measured in Lower Explosive Limit
Meters (LEL- m) as follows :
• Low LEL-m, alarming at 2 LEL-m (methane)
• High LEL-m, alarming at 3.5 LEL-m (methane)

The VENDOR shall provide a complete set of tools and accessories for calibration and
test for gas detector. All devices for mounting and installation shall be provided
including protection accessories, material shall be 316 SS. If special tools are required,
VENDOR shall supply them

8.3. Smoke Detector


Selection of smoke detector shall consider the most suitable detection methods as follows:
• Ionization smoke detection

by dust causing reduced sensitivity.

Smoke detectors in the facility shall be provided with the following requirements as
minimum :
• Suitable for installation inside CRS Metering Control Room or Equipment Room
ceilings, floorings, etc.

• Line monitoring resistance shall be supplied for each detector


• Designed for continuous detection of smoke and shall not be sensitive to water
vapor
• Equipped with lock-on base and integrated alarm light
• Suitable for a maximum covered area of 320 ft2
• for a response time = 1 second for sensitive part response, with additional time
delay (field adjustable) against spurious detection (requires field adjustable
sensitivity)
• Suitable for easy on-site calibration test

Smoke detectors shall be connected to and controlled by SIS. All accessories for
mounting and installation shall be supplied by VENDOR.

8.4. Heat Detector


Selection of heat detector shall consider the most suitable detection method as follows :

• Rate of rise heat detection


• Fixed temperature heat detection

Rate of rise detectors should be avoided where rapid athmospheric temperature


fluctuations are often occurred.

Heat detectors in the facility shall be provided with the following requirements as minimum:
• Designed for continuous detection
• Bodies and bases enclosure with anti-static treatment
• Vibration proof mounting base equipped with screw type terminal and integral
visual alarm indicator
• Detectors shall be provided with light indicator
• Suitable for installation in a 2-wire loop (addressable)

One complete set of calibration and test accessories should be supplied, including :

• Heater test applicator


• Extender pole

All devices for mounting and installation and all of special tools required shall be supplied.
Heat detectors shall be connected to and controlled by SIS. All accessories for
mounting and installation shall be supplied by VENDOR.

8.5. Alarm Bell


Alarm bells shall be used for fire alarm signals inside building where their sound is
distinctive and will not be confused with similar audible signals used for other purposes.
Alarm bells shall be operated at 24 VDC and single-stroke or vibration type connected in
parallel. The alarm bell shall be surface mounted or wall mounted type for indoor
installation. Alarm bell shall be connected to and controlled by SIS.

9. NAME PLATES
All cabinets, console, push buttons, lamps shall be provided with laminated plastic
nameplates. The nameplates shall be fixed to the cabinets/consoles with stainless
steel screws. Nameplate
engraving details shall be provided by VENDOR and approved by COMPANY.

10. SPARE PARTS


Spare parts listing for commissioning spares and two years operational spares are to be
submitted during the tender stage.

11. OTHER REQUIREMENTS


In order to provide seamless integration, therefore it is preferred to have the same
manufacturer of F&G detection system in Senipah & RU V Balikpapan facility with
compatible communication protocol.
VENDOR shall submit typical logic diagram of the following items, for COMPANY review
and approval:
• Digital input with start-up bypass and maintenance bypass
• Threshold on analogue input without start-up bypass with maintenance bypass
• Threshold and hysteresis treatment on analogue input without start-up
bypass with maintenance bypass
• Fire & Gas alarm manual reset from OWS
• SDV with local manual solenoid reset
• Motor control
• Electrical power isolation
• Fire detector
• Gas detector
• Voting 1 out of N inputs

12. SYSTEM DOCUMENTATION


CONSULTANT to CONTRACTOR / VENDOR shall be responsible to prepare System
Documentation in the stages of design progress which shall systematically describe the
development of the F&G detection system.

The preliminary of system documentation shall include all hardware aspects as a


minimum.

The document shall clearly specify the limitation of the system design, not only at the
overall system level, but also at the level of hardware and software modules, so that the
system constraint are clearly identified. In particular, the design of communication
interfaces shall be clearly specified.

The structure of the document shall reflect the mixture of standard and special to project
hardware and software required modules.

VENDOR shall submit complete draft for review and agreement by COMPANY.

The design specification shall be approved by COMPANY prior to commencement of


equipment procurement and software works.

VENDOR shall furnish data as required on the Vendor Data Requirement List with the
number of copies and in the number of days indicated following receipt of the purchase
orders.

The drawings and documents shall be considered part of the order. The order shall not
be considered complete for payment until all items are received.

13. INSPECTION & TESTING


COMPANY, at its option and with prior notification, shall be permitted free access to
VENDOR’s facilities during all phases of the work for performing visual inspections and
for routine monitoring and checking of documentation and work progress.

VENDOR shall notify COMPANY at least 10 working days in advance of starting any shop
tests.

A proposed test procedure shall be submitted by VENDOR for approval one (1) month
prior to the Factory Acceptance Test (FAT). VENDOR shall prepare a detailed FAT
procedure for approval by COMPANY. This document shall include VENDOR’s and sub-
system VENDOR’s key personnel to be involved in the FAT and the testing responsibilities
assigned to each party. Upon approval by COMPANY or an authorized representative,
this document shall establish the basis for conducting the FAT and shall include, but
not be limited to, the tests described in this section. The FAT procedure list shall have one
column for VENDOR’s pre-FAT responsible staff’s signature. The pre-FAT must be
completed before notification to COMPANY for FAT witness.

The purpose of this testing shall be to witness VENDOR performance of FAT and
verify the operation of hardware, the validity of programs, operator interface, guaranteed
accuracy and the proper functioning of components as a system, in accordance with this
specification prior to system shipment. COMPANY or its authorized representative will
take an active role in the FAT. "Hands On" (with VENDOR’s observation and advice) shall
be permitted in the FAT by COMPANY or its authorized representatives. Sufficient time
shall be allocated to complete the FAT, correct the errors detected, and retest the system
without jeopardizing the scheduled shipment dates.

A pre-FAT test must be conducted by VENDOR’s test crew. The pre-FAT shall be properly
signed, item-by-item, in one column of the FAT procedure list.

VENDOR shall keep accurate records of the hardware and software deficiencies, errors,
and action items encountered during each test, which shall be provided to COMPANY or
its authorized representatives. These deficiencies/errors/action items shall be reviewed
with COMPANY or its authorized representatives at the end of each day to discuss
the proposed procedures and schedule for correcting these items. COMPANY or

authorized representative may require the suspension of the FAT until any such
discrepancy has been corrected. After the discrepancy has been corrected, VENDOR
shall repeat the procedure or perform any other testing required to verify correct operation
of the system and that the discrepancy has been corrected. As a general, the following
guidelines shall be followed :
▪ Errors detected during tests in the system programming and configuration
shall be listed on a punch list and corrected before the end of the FAT.
▪ Errors found in drawings and documentation concerned shall be
corrected by the
▪ VENDOR and issued within one month after FAT.
▪ All materials rejected by the COMPANY’s inspector shall be replaced
by the VENDOR
▪ without extra charge.
▪ Any faults discovered during inspection and test shall be rectified before
proceeding further and all previously tested circuits affected by the work
carried out to correct the fault shall be re-tested.
▪ The cost of rectification and repair of defects discovered during inspection
or test shall be at the VENDOR’s expense.

14. WARRANTY / GUARANTEE


The VENDOR shall design the equipment for 20 years design life cycle and warrant the
availability of spares and service for all parts for a minimum of 2 years.

Material and equipment shall be warranted/guaranteed by VENDOR to perform in


accordance with specification requirements and to be free of defects and poor
workmanship including, but not limited to, those caused by inadequate preparation for
shipment for a period of one (1) year after 30 years design life material and equipment is
placed in service, but not exceeding eighteen (18) months following delivery to the
contracted destination.

VENDOR shall repair or replace all defective items during the guarantee period at
no cost to COMPANY..

15. PREPERATION FOR SHIPMENT


The Fire & Gas detection system shall be cleaned and inspected prior to packing for
shipment in order to remove accumulated water, dust and manufacturing debris. The
system shall be packed in moisture proof containers and shall be able to withstand
storage conditions of a temperature range of 0 to 140°F and a relative humidity of 5 to
95% non-condensing for up to 5 (five) years.
Fire & Gas detection system shall not be released for shipment until all test data is
approved by COMPANY.

The Fire & Gas detection system equipment shall be packed in accordance with the best
industrial practice for electronic equipment to avoid damage due to rough handling. The

following are the basic requirements, but are not limited to :


• VENDOR shall identify desiccants and inhibitors used and the required
replacement frequency.
• Items not immediately packaged after manufacture shall be protected from
contamination.
• Keys, disks, cartridges, special tools shall be individually packaged and clearly
identified on the outside of the package.
• Equipment shall be properly protected against shock, vibration and
environmental conditions. Items subject to corrosion shall be suitably protected.
• Lifting points shall be clearly marked. Where special blocking, anchoring, or
cushioning is necessary, the essential details shall be submitted to COMPANY
or an authorized representative for review.
• The outermost covering shall be clearly marked with the complete VENDOR
identification and shall include the weight. COMPANY’s or an authorized
representative's equipment numbers shall also be marked.
• Written instructions covering the location and stacking limits of the crates or boxes
on the transport vehicle shall be specified. These shall be marked on the container.
• COMPANY or an authorized representative reserves the right to inspect the
equipment prior to shipment. VENDOR shall notify COMPANY or an
authorized representative of each shipment no less than 15 days prior to the date
of shipment to allow COMPANY to review and inspect.

A packing list shall be placed both on the inside and outside of each individual
package or container. Packing lists itemizing contents of each box crate shall be placed
inside each shipping unit. A second copy, together with any special instructions, must
be sealed in a waterproof envelope and securely fastened to the outside of each shipping
unit. Packing lists shall state purchase order number, item number and full description of
contents.

Openings or other components subject to mechanical damage or corrosion shall be


protected. Protection shall consist of plastic or wood covers, sealing with waterproof tape,
or enclosing in temporary housing. The shipped loose items shall be crated in waterproof
boxes.

VENDOR shall be responsible for load out, tie down and securing for shipment of the
completed assemblies on VENDOR-furnished transport. VENDOR shall be responsible
for supplying any required equipment or frames and required rigging for the loadout at
VENDOR’s facility.

VENDOR shall be responsible for transport to COMPANY’s designated receiving


location. Removal from transport upon arrival at designated receiving location shall be
by COMPANY or designated agent.
