TERMS OF REFERENCE

Consulting Services for the Subsurface Exploration and Soil Survey for the
Proposed Widening / Construction of Nine (9) Bridges and its Approaches along
National Roads under CY 2020 DPWH Infrastructure Program : 1.) Tab-ang Bridge,
2.) Kiga Bridge, 3.) Pinucawan Bridge, 4.) Rizal Bridge, 5.) Sewing Bridge, 6.)
Magob-ob Bridge, 7.) Pandan Bridge, 8.) Pandan Bridge, 9.) Panaliwatan bridge

I. INTRODUCTION

A. Background

One of the requirements in the preliminary of detailed engineering being strictly


adhered to by the DPWH to ensure a rational, safe and economical design and
construction of highways, bridge sites before the design works, preparation of program
of work and detailed cost estimates and the bidding of government infrastructure
projects. These activities should be performed with accuracy in order to ensure the
correct design, estimates and specifications for the DPWH projects.

Hence, the Department of Public Works and Highways Regional Office VIII intends to
engage the services of local consultancy firm for the conduct of subsurface exploration
and soil survey for the nine (9) bridges and its approaches along national roads that
are proposed for widening construction under CY 2020 DPWH Infrastructure Program.

The bridges subject for subsurface exploration and soil survey are:

5. Sewing Bridge along Lapaz-Javier-Bito Rd, Javier, Leyte
6. Magob-ob Bridge along Ormoc-Baybay-Southern Leyte Bdry Rd, Baybay City, Leyte

B. Objective

The objective of subsurface exploration is to determine the arrangement of the soil


strata and engineering properties of the underlying soils, particularly strength and
deformation characteristics, as well as the soil bearing capacities, in order that a safe
and economical foundation may be designed.

The objective of soil survey is to obtain information relative to the distribution and
properties of soils, groundwater and surface drainage conditions and other pertinent
data necessary for a rational and economic design of bridge approaches

II. Scope of Services

A. General

The Consultant shall provide all the labor, Instruments/equipment materials and
supplies, vehicles, bunkhouse, etc., necessary to perform satisfactorily the geotechnical
investigation herein required, viz:

A. Drilling and sampling

B. Subsurface Exploration

The Consultant shall coordinate with the DPWH – Planning and Design Section during
the conduct of geotechnical investigation at the proposed bridge sites. The Consultant
shall, but not limited to the following:

a. Undertake boring to minimum depth of 35 meters below the river bed in ordinary
soil and 5 meters in bedrocks.

b. Conduct a minimum of two (2) deep borings at each abutment and additional
boring at each pier for multi-span bridges. Penetration tests shall be made at a
maximum interval of 1.5 meters and at every change of soil stratum.

c. Employ at least two (2) drilling machines and set them up at the proposed bridge
sites. The drilling machine shall be in good working condition and shall be of such
capacity as to maintain satisfactory progress of work. Provide also other supplies
such as plastic bags, sealing wax, dentification tags, markings crayons, cross-
section papers, boring logs and report forms.

d. Have an ample supply of different type of bits to adopt to varying conditions.


Bottom discharge and stepped bits shall also be available.

e. Used double tube swivel type core barrels that are in good condition and capable
of obtaining maximum core recovery. The core bit diameter shall not be less than
67 mm (2-5/8 inches).

f. Providing casing, at his own expenses and responsibility, as required to ensure the
stability of the borehole walls. The casing shall be at least of N-size and shall be in
good condition. After a hole has been finished the casting shall be retrieved.

g. Star drilling test hole using the high-speed revolving bit and circulating water to
remove cuttings. As drilling progresses, especially through soft clays and sands
below the water table, keep the test hole open by inserting or driving pipe casings
into the hole as required to prevent caving.

h. Note any change in soil strata by examining the cuttings carried by the drilling
water as operation goes on.

i. Obtain representative samples (disturbed) from hand auger boring, core barrel and
split-spoon sampler whenever a change in soil layer is noted and/or at every 1.5
meter depth interval. The samples obtained shall be examined visually, roughly
classified, identified and placed in plastic bags for shipment to the laboratory.

j. Measure the relative density or relative consistency of the soil strata at every 1.5
meter depth interval by means of the Standard Penetration Test. If the sampler
does not penetrate at all after 10 blows, stop the penetration test to avoid
damaging the sampler. Continue core drilling before making another penetration
test. If the sampler is driven less than 18 inches total, the N-value shall be the
number of blows for the 12 inches of penetration. If less than 12 inches is
penetrated, state the number of hammer blows and the measured depth of
penetration. Refusal shall be considered to have been reached when the rate of
advanced of the sampler is less than one (1) inch for 59 blows.

k. Whenever layers of cohesive, fine-grained soils are encountered during the boring
operation, obtain undisturbed samples of the material at every change in soil strata
and at interval of not more than 1.5 meter is the soil deposit is thick.

l. Whenever hard of rock strata is encountered, obtain core samples by core drilling
and record the percentage of recovery.

m. Keep records of ground water table for each test hole. For the location of the water
table, the depth from the ground surface in sands may be measured 30 minutes
after pulling up the casing pipes. For less previous soils, the depth shall be
measured 24 hours after the removal of the casing pipes.

n. Report the data obtained from the surface from subsurface exploration work in the
Subsurface Exploration Field Record. In addition, a sketch of the boring layout in
plan view indicating the number and location of each hole shall be accomplished.
Report also any unusual conditions noted, such as, loss of drilling water, upward
boiling of the bottom of boring, obstructions are difficulties encountered

o. The weight of disturbed samples from hand-auger, core barrel of split- spoon or
drilling shall be at least one (1) kg. Undisturbed samples from Shelby tube or other
shall be at least (18) inches long.

p. Conduct laboratory tests for the samples obtained, such as, classification, soil
bearing capacity test and quantitative test for shear strength and compressibility.

B. On existing earth roads, auger borings and/or test pits, whichever is deemed
appropriate, shall be made at the centerline of the road at an average interval
of 250 meters, where traffic is less. In widening of existing pavements, boring
and test pits shall be made on the proposed alignment at an average interval of
500 meters for homogenous strata, and 250 meters for loose or heterogenous
strata and lesser for soft, marshy portions.

C. For areas of light cut and fill where there are no special problems, the
exploration shall extend to a maximum depth to 1.50 m below the proposed
subgrade. Where deep cuts are made, such as large embankment across the
marshland or subsurface information indicate presence of weak strata, depth
shall depend on the topography and nature of the subsoil. On existing earth
roads, auger boring and test pits, 1.5 meters deep shall be made along the
centerline while on new roads, a boring depth of 2.0 meters on the road
alignment shall be made.

D. Total of four (4) test pits shall be conducted at each bridge sites, two on each
approach of each bridge.

E. Condition of surfacing, shoulder, back slopes and ditches shall be noted

F. In areas where there are pavement failures, supplemental borings shall be taken
to a depth of at least one (1) meter below the subgrade.

G. Moisture content and density determination shall be performed on the base,


subbase, and subgrade.

H. When borings cannot be made along the centerline as in concrete pavements,


these may be made along the shoulders. Additional information on the soil
profile may be obtained by visual examination of the backslope.

I. Prepare the log borings, which shall include


1. Location of each test pit or auger boring
2. Depth of water table
3.Thickness of each soil layer
4.Description of each layer soil according to texture, structure, organic
content, relative moisture, and degree of cementation
5. Location and identification of each sample taken for laboratory test
6. Location of seepage zones

J. Prepare a sketch of the soil profile.

K. Conduct laboratory test for the samples obtained, such as, mechanical analysis,
Atterberg limits, natural moisture content, field density and compaction test,
CBR, unconfined compression, and other test that may be required.

B. Preparation and Submission of Reports

a. Monthly Progress Report (MPR)

During the period of the contract, the Consultant shall prepare Monthly Progress
Report (MPR) in a form to be approved by the DPWH qualified representative and
submit them to DPWH Regional Office on the 25th day of each month.

The MPR shall consist and/or discuss, but shall not be limited to the following:

i. Overall summary of accomplishment


ii. Core drilling progress
iii. Laboratory test accomplishment
iv. Schedule of work
v. List of equipment used
vi. Organizational chart
vii. Detailed Progress of charts

b. Partial Reports on Investigation Result

The Consultant shall be required to submit partial reports for every borehole
completed consisting of completed results of boring in the form of a final boring
log and soil profiles for immediate use in the preliminary design work.

c. Final Report

Upon completion of the geotechnical services, the Consultant shall prepare and
submit draft report together with A1-size draft plan to DPWH – Planning and Design
Section for preliminary review.

After review, the Consultant shall then prepare the final report in three (3) bound
copies in a form and substance to be approved by a Geotechnical Engineer and
submit them to DPWH within 120 calendar days upon receipt of the notice to
proceed.

The final report upon receipt shall not be limited to the following:
1. Field Investigation and Methodology
2. Borehole Drilling/ Auger Boring/Test Pitting and Sampling
3. Laboratory Testing
4. Vicinity Maps in scale of 1:50,000
5. Final Boring Logs (BL) and Test Pits Logs
6. Final Laboratory Tests Results (FLTR)
7. Borehole/Test Pits Location Plan (GPS Coordinates) with respect to the existing
bridge
8. Soil Profile along structures boring/drilling/test pits logs.
9. Soil Stratigraphy
10. Recommendations is called for such as type of proposed
countermeasure/structures to address geotechnical problems and foundation
type

d. Other Data To Be Submitted

1. Boring Logs

During the course of work, a copy of the driller’s log shall be submitted to the
DPWH – Planning and Design Section daily. The daily logs shall contain the
following:

1. Job, boring, hole number, date, time, boring/drilling, foreman, supervisor


2. Weather conditions
3. Depth of boring at start of day
4. Water level in casing at start of day
5. Method of penetration and flushing system
6. Description of soil strata encountered
7. Depth of soil boundaries
8. Size, type of depth of samples and sample number
9. Type of depth of in-situ tests
10. Undisturbed and remolded vane shear strengths
11. Standard penetration test resistance, “N” values
12. Recovery ratios of samples
13. Detailed notes on boring/drilling procedure, casing sizes, and resistance to
driving, description of wash water or spoil from boring/drilling tools
14. Depth of boring at end of day
15. Water level in casing at end of day
16. Specification of delays, breakdown or standby
17. Other relevant information
