Topographic Survey and Technical Specifications (Topographical Survey Requirement Procedures and
Specifications) for Contract Package 2.

1.0 General
1.1 The Execution of a surveying operation from its inception to the final submission of results is
a continuous process which much be meticulously carried out if maximum and accurate value
is to be gained from it. The most accurate and carefully gathered data will be wasted if not
processed carefully, collated, and presented in a clear and understandable manner. All
information must be gathered, validated, checked, and rendered in a logical and uniform
manner using clear unambiguous terms so that the data may be recovered and understood
both immediately after the survey and in the future.

The survey hand been carried out in one (1) uniform system of coordinates as in the
Philippine reference System of 1192 (PRS-92) and Elevation using the Benchmark from
Philippine Datum derived from mean sea level. Topographic survey was carried out and
longitudinal profile and cross sections of the Cebu Bus Rapid Transit (CBRT) route.

Presently, the survey of detailed project report are required to be carried out as per
guidelines for preparation of prepared project report with the recent technological advance.

Various activities of survey are carried out for various alternatives considered to justify the
final choice of location of the different component of the project.
a. Route Survey
b. Terminals and Loading Station
c. Canal and Branch Canal, etc.
Collection of accurate field information is critical to determine existing site conditions,
prepare suitable design and successfully construct the Cebu Bus Rapid Transit (CBRT)
route.

Accurate field survey information is required for many aspects of exclusive route road
project. Listed below are some of the common acceptable survey principles that are used
by professionals practicing in the road safety field
a. Accuracy
b. Datum
c. Property Boundary

2.0 Coverage Subjects to Topographic Surveys


2.1 Topographic survey of Various components sites, structures, Bridges, Loading Station
dead end Terminals etc.
2.2 Benchmark total of three (3) numbers of projects Benchmark of survey could be
identified in the field and values of this Benchmarks haven been transferred on the link
alignment for carrying out survey work and checking correctness of the topographical
survey.
2.3 Route Survey of the entire length of the project sites to be carried out by surveying
the cross section of the road at 20m interval and at 5 meters interval.

The route survey includes fixing of baseline and leveling at 50m interval and cross section
at 20m & 5m interval. The above survey data has been utilized.

2.4 Reconnaissance level stability review of slopes of the route at the upper portion for
slope instability.

2.5 Location Survey of loading, unloading stations and terminals.

2.6 Strip Surveys of access road alignment with 5m interval to produce map in 1:5000
Scale with fixing PRS-92 coordinates for Benchmarks in an interval of 500m or less and at
major drainage location.

2.7 Survey Equipment used and the Methodology for carrying out should be documented.
Certificate of calibration and specifications issued by DENR and GEP Inc.

2.8 Topographical Survey and Maps preparation at an appropriate scales and contour
curves scale 1:500 for open channels etc. and Scale 1:000 map at cover the CBRT route.

Topographical Survey considered in the final choice of the different


loading/unloading Stations, Soil Survey, rights of way survey, construction survey of the
area covered by the CBRT route delineating its boundary limit. Comprehensive survey
program was established in the field that record its profile leveling to a benchmark of
known elevation base on Philippine standard of mean sea level Horizontal control was
also tied to an established. Philippine reference system of 1992 (PRS-92) as the new
standard survey system in the Philippines with known geographic and grid coordinates, A
careful analysis of contour lines made from results of conventional survey using GPC and
total Sta. Inst. And Aerial photogrammetry survey using drone instrument enable us to
arrive at a quality map of international standard. The topographic map indicated most
likely the configuration of the ground and longitudinal profile of the stretch of the CBRT
route.

The topographic map survey result guided the designer and provided facts for the
number of persons it transport and projection of years for beneficial use transporting
people of Cebu metropolis.

Topographic description and map project layout superimpose on NAMRIA topographic


map utilizing instrument the Global Positioning System (GPS) dual frequency and which
processed observe data to determine geographical coordinates the world Geodetic
System of 1984 (wgs-84) where the Philippine Reference System of 1992 (PRS-92) derived
its geographic and grid coordinates, PRS-2 thru an administrative order become the new
standards survey reference system in the Philippines. Elevation derived from mean sea
level (MSL) by differential leveling reckoned from reference DENR Benchmark and project
Control Points (PCP) based from duly certified by DENR/NAMRIA. Attached certified
copies of Horizontal control points based from CBU-117 & CBU-288 duly certified by
DENR/NAMRIA. Area of project was estimated to be in hectares.

A control survey for Horizontal and Vertical shall be conducted along the CBRT route
package-2 the road alignment and the hillside above the road. All traverse control points
shall be marked on the ground by permanent bolts cast in bedrock for centering and
elevation references.
Intervisible permanent concrete benchmark and Horizontal Control Points shall be
constructed at about 500 meter interval or less close to the proposed alignment, the
permanent benchmarks shall be established at appropriate locations that can be used for
detailed topographic survey traverse where practicable in future use.

Following scales with contour interval of One (1) meter have been adopted for the
survey maps of the whole route of the project. The whole area is on a scale 1:5000m and
section area is on scale 1:500m.

Further as a result of this topographic survey the route for the road right of way
are marked on the topographic map. The stacking survey shall follow later when the CBRT
route road construction starts.

With the topographic survey being done accurately it follows that the CBRT route
road design be done and achieve efficient transport system in metro Cebu in the near
future.

3.0 Objectives

3.1 The objectives of this surveying work is to gather relevant data necessary for the
preparation of a detailed Engineering Design of the CBRT route. Ground Survey of
loading/Unloading stations locations sites must be done in order to determine the
elevation as per scope of work.
Topographic maps, profile, cross sections and other survey reports/documents must be
prepared based on gathered data.

4.0 Scope of Works


The overall scope of the survey works includes the topographic surveying and
Aerial Photogrammetry and mapping of the project area located in the province of Cebu.
The detailed scope of the survey works are as follows.
4.1 Mobilization and securing of clearance/permits.
4.2 Instruments to be used for calibration and registration at the DENR.
4.3 Securing certified control references (Horizontal and Vertical) Geographic, Grid
Coordinates and Elevation.
4.4 Reconnaissance and research existing control points and benchmarks.
4.5 Establishments of Project Control Points. (PCP) and Project Benchmark (PBM) at every
one (1) kilometer more or less within the project site along the route.
4.6 Observation of GPS Control Points (Static) for the horizontal controls or run a traverse
or triangulation within the 1st order Accuracy.
4.7 Differential leveling for the Elevation of project control points/benchmarks.
4.8 Downloading computations and processing of the gathered data from the GPS
observations or run traverse/triangulations and differential leveling.
4.9 Aerial Photographic Survey of route coverage area.
4.10 Topographic Survey side shotting as many points with scale 1:5000, 1:100 and 1:500.
4.11 Profile (Longitudinal and Cross Section)
4.12 Cross Sections Survey of the CBRT route, Package-2.
4.13 Processing and Drafting (Topographic Plans, Plan and Profile, Cross sections and
Aerial Mapping.

5.0 Methodology of the Works.


5.1 Geographic Positioning System (GPS) (Static) will be used for the observing of Project
Control Points (PCP) and Automatically ties with NAMRIA Control/Benchmark.
5.2 Project Control Points (PCP) & Project benchmark (PBM) will be set on the ground
using monuments or cement putly on existing permanent structures such as concrete
pavements road etc with coordinates northing, easing and elevation as per DPWH
Standards.
5.3 Prism less electronic total station will be used for the structures that cannot be
accessed or reached by GPS.
5.4 High precision Auto level Instrument will be used for differential leveling based on
reference NAMRIA Benchmarks elevation derived from mean sea level (MSL).
5.5 Each assigned survey crew will be equipped with two way radio cell phones for means
of communication and laptop computer for downloading the observed data.
5.6 Transport services such as one (1) L300 van and (3) motorcycles will be assigned to
survey teams.
5.7 Civil 3D software will be used for processing of data for the preparations of
topographic plans, profile and cross sections.

6.0 Bench Mark


The Elevation of NAMRIA/DENR Benchmark has an elevation in meters. Mean sea level
was used in the derivation of the elevation of vertical controls in the topographic survey
of the Cebu Bus Rapid Transits (CBRT) route. It conforms with the GPS observed elevation
CBU – 117 and CBU – 228 Ellipsoidal Height for PRS-92. CBU-117 and CBU-288 are DENR
Certified Horizontal Controls and the Vertical Control is still to be checked and observe.

7.0 Aerial Photogrammetry Survey


Aerial photographs are useful means of examining the physical conditions of landform
geology, Surface water, Vegetation and others of vast areas. Photographs sites for
loading/Unloading Stations and Terminal. Aerial photo survey flights of aircraft flown as in
drown instrument took pictures of top elevations that consolidate the verge eye view of
the road route and guide the designer the best location site of loading/unloading stations
and terminals. Terrestrial photo survey taken shall be used to synchronize or be
superimposed with the reliable and existing NAMRIA topographic map and the observe
data’s from GPS instruments. It shall be carried out as alternative project lay outs
conceived and selected for fieldworks at the reception stage and covers all the above
mentioned components. Aerial photos if necessary for not only preparing topographic
maps but also for supplemental means of survey for aerial photo interpretation.

8.0 Ground Surveys


8.1 Ground Surveys are measured in more accurate manner detailing the actual ground
elevation and position. The longitudinal profile at a certain elevation certain details for the best
location of loading/unloading sites and discover or find other purposes that could also be
prepared for future and phase design.
In this study as a result of the ground survey elevation contour of ground surface are
easily determined. Ground survey also give the planner the verge eye view of the best design
including appropriate scale used such as scale 1:500m, 1:1000, 1:5000 and etc. and other
alternative remedies in the event a problem arises and decisions are to be made.
Ground surveys submitted are the topographic maps. Instruments used are GPS, Total
Station and auto level with precise measurement that determines location and elevation.
Base map indicate project control points and elevation. References Horizontal and
Vertical Control Point duly certified by NAMRIA/DENR/DPWH.
Project Area is also to be determined or estimated to in Hectares.
Ground Survey of the CBRT route using GPS survey instrument determined location of
project at latitude=10’21’27, Longtitude= 123’54’44’.
Horizontal Control Points and benchmark were also established at site and many ground
points were sighted for contour mapping.
Following scales with contour interval of one (1) meter have been adopted for the survey
maps of the project.
Furthermore as a result of this Topographic survey the route for road right-of-way are
marked on the map and the staking survey shall follow later. Topographic maps on platforms at
the appropriate scales and contour curves for the project as follows.
a. Entire project route 1:1000 and 1m contour interval.
b. As far as possible, satellite remote sensing (SRS) shall be lined to Geographic
Information System (GIS) models. The remote sensing based information shall be
integrated appropriately in the on site topographic surveys.
c. The final topographic surveys and maps and studies to be presented in a
topographic report.

9.0 Longitudinal Survey and Cross Sectioning


9.1 Prepare topographic maps as required by both planning study and preliminary design
in the scale as follows.
Scale 1:500, 1:1000 to cover structures and details.
1:5000, 1:10,000 to cover the whole route facilities including waterways and etc.

Longitudinal Survey profile of the road route indicates the lowest and highest elevation, Profiling and
cross sectioning on the river determine the volume of a certain contour elevation and between two (2)
cross section. Surface area is also determined.
TECHNICAL SPECIFICATION FOR TOPOGRAPHICAL SURVEY
(Procedure Field, Requirements and Specification)

1.0 GENERAL
1.1 Specification of good survey standard require traverse, triangulation and geographical
positioning system of surveying within the allowable error. Instrument use are also calibrated to
the highest accuracy and direction oriented to true north.

2.0 SCOPE
2.1 All activities in carrying out topographical survey to produce contour map to the highest
accuracy positioning the project site and contour lines fitly set.

3.0 TENDER DRAWING


3.1 The prospect bidder must visit the area and conduct preliminary survey prior to submitting
his quotation.

4.0 SPECIFICATION
4.1 The work shall be executed according to specification and good standards of practice.

4.2 Discrepancy which may exist between the drawing, specification and corresponding items of
the schedule for clarification before submitting of quotation and the employer’s decision as to
the clarify is final.

4.3 The work at site shall be carried out under the full-time supervision by qualified Geodetic
Engineer. Methodology of surveying to achieve speed and accuracy in the work and shall be fully
conversant with the theory of techniques traversing, triangulation, & spot leveling survey work.

4.4 The contractor shall be responsible for the proper execution of the work to such lines and
grades as specified in the specification drawings.

4.5 After arrival of instruments, it shall not be moved out of the site by the contractor without
the prior written permission.

5.0 CARRYING OUT AND SETTING UP OF BENCHMARK AND REFERENCE PILLARS


5.1 Establishment of project benchmark is tied or connected to an approved benchmark certified
by gov’t authorities with their coordinates tied to PRS-92 & Elevation Derived from mean Sea
Level.
5.2 Project Benchmark shall be established on permanent objects in every 500m or less along the
route with adequate description and be mentioned in the level book or survey report.
5.3 Closing errors in leveling should be limited to 12 Lmm where L is the length of route in km.

6.0 TOPOGRAPHICAL SURVEY AND MAPPING


6.1 Positioning both in plan and elevation of all natural and artificial features as in waterways,
cultivation houses fences and etc on surveying maps by means of survey symbols.
6.2 Fields shall be done with total station equipment for horizontal controls and level Instrument
for Elevation.
6.3 The grid coordinate of point for survey work shall be established in N-S and E-W direction and
corresponds to the true north adopting Philippine Reference System in 1992 (PRS-92) as the
system for survey it being the new survey system in Philippines Survey.
7.0 TRAVERSING
7.1 Traversing or Triangulation or a combination of both shall be Adopted for the purpose of
establishing Horizontal Controls and in order to determine the exact relationship and in future
may be correlated and tied together.
7.2 Total stations Instruments should be deployed to achieve the specified accuracy.
7.3 From main traverse/triangulation stations subsidiary or tertiary traverse station shall be
established.
7.4 The closing error in traverse shall not exceed the ratio 1:25,000 in terms of length and I/V
seconds total whereLis the least count of the instrument and N is the number of stations or in
other words allowable error. (E)

8.0 CONTOURING
8.1 Spot level surveying at an interval of meters for contouring the area. Level shall also be taken
in all traverse station and on salient point at random over the area. Contour to be interpolated at 1
meter interval.
8.2 Cross section of road/drainage shall be prepared by taking spot level at 5 meter interval.
8.3 Leveling operations shall always starts on the benchmark established on the project area.
8.4 Closing error in leveling must be allowable not to exceed the limit mentioned.

9.0 CONSTRUCTION OF PROJECT BENCHMARK (PBM)


9.1 Benchmark should be constructed and tied to an approved and certified elevation Reference.

10.0 PROGRESS REPORT


10.1 Prepare and submit progress report in 3 copies weekly without fail indicating status of
setting out the grids (coordinates in PRS-92), total area surveyed and grid pillars constructed.
Methodology adopted and instruments deployed during the execution of the work.

11.0 PREPARATION AND SUBMISSION OF SURVEY MAPS


11.1 Maps prepared in 1:000 each indicating grid lines and contours line
Demarcating/indicating all permanent features liked road, railways, building, power lines, natural
Streams, trees and etc.
Project area should have (2) originals
a. One showing spot level and contour lines interval of 1m with grid lines.
b. One with grid line contour lines and permanent features

11.2 All maps should be prepared in digitized forms like AutoCAD or auto civil on standard form
A-0 size polyester base fim, Block of name plate as per BHEL standards.

11.3 Submit 3 copies of all the maps and after approval submits 6 copies
11.4 Payment shall be made on actually surveyed.

12.0 SUBMISSION OF FIELD DATA & REPORT


12.1 All field data pertaining to original shall be submitted
