I. INTRODUCTION

The Philippines is facing a crisis


unlike any since modern history,
one that is spreading human
suffering, infecting the national
economy and upending people’s
lives.

On 30 January 2020, the World


Health Organization (WHO)
declared Public Health
Emergency of International
Concern (PHEIC) for novel
coronavirus, after the Chinese
authorities confirmed that they
identified a novel (new)
coronavirus (COVID-19) in
Wuhan City. In January, the first three cases were recorded in the
Philippines, all with confirmed travel history to Wuhan City. On 5 March, a
first case of COVID-19 with no travel history abroad was confirmed,
indicating the presence of local transmission. As of 27 September 2020,
49,242 cases of COVID-19 have been confirmed in the Philippines and 5,381
deaths. According to WHO, among the confirmed cases, 30,037 are male
(61%) and 19,205 are female (38%). The most affected age group is 25-29
(15.4%).

The COVID-19 pandemic was confirmed to have spread to the Province of


South Cotabato on March 29, 2020, when the first case of coronavirus
disease 2019 (COVID-19) was confirmed. The patient was confirmed in the
Municipality of Tboli and was officially recorded as the first case of South
Cotabato. Cases has been confirmed in all component local government units
of the province. As of September 25, 2020 there are a total of 223 Confirmed
COVID 19 Positive, from this number, 6 deaths and 133 recoveries were
recorded.

At this point, the impact of COVID-19 has become the utmost constraint of
education continuity. The Department must find ways for learning to
continue amidst the threat and uncertainties brought about by COVID-19,
while ensuring the health, safety, and well-being of all learners, teachers, and
personnel of the Department.

Kawit Elementary School commits to strengthen its mandate to support and


capacitate schools and learning centers in ensuring education resiliency and
in complying with the standards of the new normal hence this DepEd
Division of South Cotabato Contingency Plan for COVID-19 was crafted to
efficiently and effectively address the challenges of COVID 19 impacts. It
outlines the tools needed to mount a scale based office response. This
includes a strategic framework, which provides an integrated and coordinated
response for specific stages. The plan also details the roles and
responsibilities of relevant personnel and Functional Divisions.

II. OBJECTIVES

The goal of this contingency plan is to provide effective, efficient, timely and
well-coordinated response mechanisms in the event of COVID 19 outbreak or
surge in the locality and the Kawit Elementary School. Such mechanisms shall
help to protect lives, properties and the environment, and restore the immediate
needs of the personnel and operations of the office
This document was developed by the Kawit Elementary School Teaching Force
and School Disaster Risk Reduction and Management.
This Contingency Plan aims to:
1. Set the response and rehabilitation or early recovery roles and functions of
Kawit Elementary School personnel and the affected and assisting teachers,
parents, and learners for purposes of education continuity;

2. Ensure education continuity through K-12 curriculum adjustments,


alignment of learning materials, deployment of multiple learning delivery
modalities, provision of corresponding training for teachers and school
leaders, and proper orientation of parents or guardians of learners;

3. Establish the coordination and communication mechanisms among the


teachers, parents , learners and stakeholders of Upper Klinan Elementary
School;

4. Provide guidance for the continuing capacity building Kawit Elementary


School;

5. Determine the preparedness and prevention and mitigation measures to


reduce the impacts of the COVID 19 Pandemic;

6. Support the identification of needed equipment and supplies to reduce the


impacts of the COVID 19 Pandemic;

7. Protect the health, safety, and well-being of learners, teachers and personnel,
and prevent the further transmission of COVID-19;

8. Facilitate the safe return of teaching and non-teaching personnel and


learners to workplaces and schools, taking into consideration the scenarios
projected by the DOH and the Inter-Agency Task Force for the Management
of Emerging Infectious Diseases in the Philippines (IATF), complemented by
other credible sources, and balanced with DepEd’s own risk assessments;

9. Be sensitive to equity considerations and concerns, and endeavor to address


them the best we can; and

10.Link and bridge the Contingency plan with DepEd’s LCP and to pivot to
quality and into the future of education, under the framework of Sulong
EduKalidad and Futures Thinking in Education.

V. Activation, Deactivation and non-activation of Contingency Plan


A. Activation - The contingency measures in this document aligns with the
2019 NDRRMC Harmonized National Contingency Plan (HNCP) for COVID-
19. This will enable DepEd to have better coordination horizontally, i.e.
DepEd with other NDRRMC agencies, and vertically, i.e. DepEd Central
Office down to the schools. The activation of DepEd’s Contingency Plan for
COVID-19 is aligned with the activation of the Harmonized National
Contingency Plan. This includes any of the following triggers: On October
04, 2021, Opening of School Year 2021-2022 Upon the recommendation
of the local inter-agency task force (IATF) for covid-19. The activation is in
concomitance with the local IATF response. Afterwards the SDS directs the
District Supervisors and School Heads who shall mobilize and implement
necessary response and mitigation actions at the district level down to the
school level.

B. Deactivation-The contingency plan shall be deactivated once the situation


has improved and when heightened alert is no longer required. The
recommendation for deactivation shall emanate from the IC having
recommended by the IATF/DOH. Once deactivated, operation will still remain
until such time that the IATF/DOH will be back to “white alert” status or the
new normal. At this point, the operation is already terminated. C. Non-
activation – When the response and policies being implemented by the
PIATF/DOH is enough to contain the spread of the COVID 19 virus and that the
risk remains to be in control, the Contingency Plan will not be activated.

The procedures for activating and deactivating the contingency plan shall
adhere to the flowchart below. Contingency Plan Applied:
Step 1: The Adviser will make a referral slip to be forwarded to the
School’s Safety Officer.
Step 2: The School’ s safety Officer will contact the Brgy. Health
emergency Response Team for immediate action.
Step 3: While the learner is undergoing RT-PCR test and treatment, the
school will conduct contact tracing for possible primary contacts.

Step 4: The school will inform those involved people to stay at home and
continue distance learning until the result has been determined.
Step 5: After the result will be determined, 2 scenarios will be identified.

Scenario A. If the result is NEGATIVE


Step 6: The class will resume. Even though the class resumed, the school
needs to strengthen the Psychological Support and review the strict implementation
of its safety and health protocols system.

Scenario B: If the result is POSITIVE


Step 7-A: The school will forward an incident report and primary contacts to
Municipal Health Office (MHO) for verification and RT-PCR test.
Step 7-B: While waiting for the results the school will advise a home
quarantine for secondary contacts. After RTPCR results arrived, possible number of
positive cases will be considered for immediate action to be done. If one of the
primary contacts turns out positive apply the step7-A and step 7B.

SITUATION 3: A learner shows no symptoms before entering the school, but


indications of COVID-19 appears during classes; as a result, the adaptation of a
contingency plan is required Contingency Plan Applied:
Step 1: The School’s Safety officer will transfer the learner right away to the
School’s temporary clinic.
Step 2: The learner will stay there for a maximum of four hours to observe
his/ her symptoms by the school Clinic Incharge while the adviser is informing the
parents of learner’s status,.
Step 3: The School Nurse will make a referral slip to be forwarded to the
School’s safety Officer.
Step 4: The school’s Safety Officer will contact the Brgy Health Emergency
Response Team for immediate action.
Step 5: While the learner is undergoing RTPCR test and treatment, the
school will conduct contract tracing.
Step 6: The school will inform those involved persons to stay at home and
continue distance learning until the result has been determined.
Step 7: After the result will be determined, two scenarios will be identified.

Scenario A. If the result is NEGATIVE


Step 7-A1: The class will resume.
Step 7-A2: Even though the class resumed, the school needs to strengthen
the Psychological support system and review the strict implementation of its safety
and health protocols system.

Scenario B: If the result is POSITIVE

STEP 7- B1: The school will forward an incident report and primary contacts
to Municipal Health Office (MHO) for Verification and RTPCR Test.
Step 7-B2: While waiting for the results the school will advise a home
quarantine for secondary contacts. After the RTPCR results arrived, possible
number of positive cases will be considered for immediate action to be done. If
one of the primary contacts turns out positive apply the step 7-B1 and Step 7-B2.
If two or more from the primary contacts turns out positive the school will make
a recommendation letter to the MHO for the school lockdown.

Implementation of return to school/work policies consistent with latest


national guidelines.
1. For close contacts:
i. For fully vaccinated individuals
- Seven (7) day quarantine has been completed regardless of
negative test result
ii. For unvaccinated or with incomplete vaccination
- Fourteen (14) day quarantine has been completed regardless
of negative test result.
2. For suspect, probable or confirmed cases, whether fully vaccinated,
unvaccinated, or with incomplete vaccination
i. For asymptomatic:
- Ten (10) day isolation have passed from the first viral
diagnosis test and remained asymptomatic throughout their infection.
ii. For mild to moderate COVID-19 confirmed cases:
- Ten (10) day isolation have passed from onset of the first
symptom, respiratory symptoms have improved (cough, shortness of
breath) and have been a febrile fro at least 24 hours without use of
antipyretic medications.
iii.For severe and critical COVID-19 confirmed cases:
- Twenty one (21) day isolation has passed from onset of the
first symptom, respiratory symptoms have been improved (cough,
shortness of breath) and have been a febrile fro at least 24 hours
without use of antipyretic medications.
iv. For immunocompromised
- Do RT-PCR testing on the 10th day.
* If RT-PCR test results turn out positive, refer to
Infectious Disease Specialist.
* If RT-PCR test results turn out negative discharge from
isolation.
3. Medical certification or repeat testing is not necessary for the safe
return to work of immunocompetent individuals, provided that a licensed medical
doctor certifies or clears the patient.

B. Deactivation
In order to conduct limited face- to- face classes the following steps will be followed.
A. Review the School’s communication flow, communication plan, and the
safety and health protocols system.
B. Identify and repair the school’s hazards.
C. Enhance the disinfection procedure, processes and flow
D. Conduct Psychological First Aid and uplifting mental health awareness for
teachers, learners, stakeholders and parents.
E. Revisit the school Safety Assessment Tool.

To ensure the readiness of the school for another limited face- to -face
classes the following steps will be followed.
Step 1: The school will secure the support of LGU’s (Barangay, Municipal,
City, Province)
Step 2: apply for a recommendation letter from the Department of Education
and Department of Health for allowing the school to operate limited face-to -face
classes again.
Step 3: Wait for the memorandum order for declaration. If the school was
declared for operating limited face- to -face classes deactivation of the school’s
contingency plan will happen.

C. Non- activation This contingency plan will take effect as long as we still under
new normal education. And if there will be declaration coming from the National
Government that we are allowed to do the regular classes non- activation of this
contingency plan will happen.

The procedures for activating and deactivating the contingency plan shall adhere to
the flowchart.

Kawit Elementary School implements guidelines set for the


DepEd Task Force COVID-19 and as expressly provided in DepEd
Order No. 14, s. 2020 titled Guidelines on the Required Health
Standards in Basic Education Offices and Schools and DTFC
Memorandum No. 68, titled Protocols in Handling, Management, and
Testing of Reported cases. Regional Office COVID-19 Task Force
Committee is organized with the following members:

Kawit Elementary School COVID-19 Task Force Committee shall


primarily ensure the development and implementation of the
guidelines on health standards and protocols in handling,
management, testing of reported COVID-19 cases as well as tracing of
personnel with close contact to confirmed cases in their locality;
conduct virtual meetings to discuss issues and concerns regarding the
implementation of the guidelines and to ensure enabling work
environment.
