Kindly refer Government of India, Department of Pension & Pensioners’ Welfare Letters Number 38/37/08-P&PW(A) dated 28.01.2013 vide which the enhanced pension of affected pensioners/ Family pensioners of pre-2006 has been circulated by them. Copy of ibid order is enclosed herewith for your information and further appropriate actions at your end As per the above said reference, following important points are highlighted which ought to be taken into consideration for implementation/ necessary actions:- (a) These r d orders are to take effect from 24.09.2012. There will be no change in the amount of Revised Pension/Family Pension paid during the period from 1-01-2006 to 23.09.2012, and therefore, no arrears will be payable on account of these orders for that period (b) _In this case, the payment of revised pension is to be made only after receipt of authority of revised PPO/FPPO issued by this office. However, till the time the revised PPO/FPPO is issued by this office for implementation of the above orders, the Payment of existing pension/family pension need not be stopped or reduced without any specific instruction issued by this office. {c)___It is also noticed that in many cases the Pension Saving Bank Account number available with this office is old, having 4/5/6 digits ‘only while the bank has changed and allotted new 12/13/14/15/16 digit numbers to these old accounts. In such cases, your Bank returns the revised PPO/FPPO to this office causing a lot of difficulties and financial hardships to these Pensioners/ Family pensioners. Hence, it is requested that the New Saving Bank A/C Number corresponding to the existing Old Account Number of the - Pension, may be retrieved from your Bank records and the payment of revised pension may be made accordingly, after receiving the revised PPO/FPPO Authority from this office. (6) As per the MoU signed with all banks for revised procedure of payment of pension through CPCs, all banks were to intimate the name, Address and contact details of the Local Nodal Officers of the banks for addressing the queries and grievances of the pensioners/ Family pensioners. The details of the same are still awaited from your bank, Kindly intimate on priority for intimation and circulation among pensioners/family pensioners. (e} In case of Family Pension, the revision of Enhanced Family Pension based on above quoted letter will be applicable only if the Enhanced Family Pension is continued to be drawn on or after 24.09.2012. Else the normal Family pension only will be affected if covered under the ibid orders. The doubts or queries in the above regard may be referred to this office for necessary clari“ications. Hence, the Quotation of their last pay scale duly verified and certified in accordance with their service book/ authentic office records is mandatory and the same only should be mentioned in the proforma, verified and submitted to this office. In the absence of the authentic information regarding their pay scales, this office will not be in a position to revise the PPOs since in most of these already settled cases, the pay scales are not mentioned in LPC submitted at the time of initial fixation of the pension/ Family pension, ( The pension cases affected with the above quoted orders for the revision of Pre-2006 Pension/Family Pension of CDA Pensioners/Family Pensioners may be forwarded to this office in the prescribed attached Proforma, The same must be attested and verified by the concerned Accounts Officer who is authorized & competent to sign before forwarding it to this office. (a) While forwarding the pension papers for issuance of the revised PPOs , it may kindly be ensured that the requisite proforma duly completed in all respect only should (e) The special attention must be paid that no case is submitted doubie/duplicate. {n the past this office has received double/duplicate cases which have been addrexed to your office appropriately. (f All the cases must be routed centrally through a single source only. It is qazested that 2 Nodal officer for this purpose may be nominated and his contact otalls Be intimated to this office along-with specimen signature duly authenticated by the competent authority. (e) 'n case of death of pensioner, a copy of death certificate is to be forwarded alongwith the persion case for revision. (h) It's also noticed that in many cases the Pension SB Account number available with this office is old, having four/tive/six digits only while the Pensioners/ family Pensioners have been allotted with new 12/13/14/15/16 digit numbers to these old pension accounts. In such cases, Bank returns the revised PPO/FPPO to this office causing @ lot of difficulties and financial hardships to these. Pensioners/ Family penijoners. The Director (Accounts-!], DOT HQ, Sanchar Bhawan, New Delhi: For information. i % F.No.38/37/08-P&PW(A) Government of India Ministry of Personnel, PG & Pensions Department of Pension & Pensioners” Welfare 3" Floor Lok Nayak Bhawan, Khan Market, New Delhi-110 003, Dated the 28” January, 2013 OFFICE MEMORANDUM Sub:- Revision of pension of pre-2006 pensioners ~ reg, ‘The undersigned is directed to say that in pursuance of Government's decision on the recommendations of Sixth Central Pay Commission, orders were issued for revision of pension/family pensioners vide this Department’s OM No.38/37/08- P&PW(A) dated 1.9.2008, as amended from time to time. 2 It has been decided that the pension of pre-2006 pensioners as revised w.e.f. 1,1.2006 in terms of para 4.1 or para 4.2 of the aforesaid OM dated 1.9.2008, as amended from time to time, would be further stepped up to 50% of the sum of minimum of pay in the pay band and the grade pay corresponding to the pre-revised pay scale from which the pensioner had retired, as arrived at with reference to the fitment tables annexed to the Ministry of Finance, Department of Expenditure OM ‘No.1/1/2008-IC dated 30” August, 2008, In the case of HAG and above scales, this will be 50% of the minimum of the pay in the revised pay scale arrived at with reference to the fitment tables annexed to the above-referred OM dated 30.8.2008 of Ministry of Finance, Department of Expenditure. 3. The normal family pension in respect of pre-2006 pensioners/family pensioners as revised w.e-f. 1.1.2006 in terms of para 4.1 or para 4.2 of the aforesaid OM dated 1.9.2008 would also be further stepped up to 30% of the sum of minimum of pay in the pay band and the grade pay corresponding to the pre-revised pay scale in which the Government servant had retired, as arrived at with reference to the fitment fables annexed to the Ministry of Finance, Department of Expenditure OM No.1/1/2008-IC dated 30" August, 2008. In the case of HAG and above scales, this, will be 30% of the minimum of the pay in the revised pay scale arrived at with reference to the fitment tables annexed to the above OM dated 30.8.2008 of Ministry of Finance (Department of Expenditure). 4. A revised concordance table (Annexure) of the pre-1996, pre-2006 and post 2006 pay scales/pay bands indicating the pension/family pension (at ordinary rates) payable under the above provisions is enclosed to facilitate payment of revised pension/family pension. 5. The pension so arrived at in accordance with para 2 above and indicated in Col. 9 of Annexure will be reduced pro-rata, where the pensioner had less than the maximum required service for full pension as per rule 49 of the CCS (Pension) Rules, 1972 as applicable before 1.1.2006 and in no case it will be less than Rs.3,500/- p.m. . a 6. The family pension at enhanced rates (under sub rule (3)(a) of Rule 54 of the CCS (Pension) Rules, 1972) of pre-2006 pensioners/family pensioners revised w.e-f. 1.1.2006 in terms of para 4.1 of this Department's OM No,1/3/2011-P&PW(B) dated 255.2012 would be further stepped up in the following manner: ()__In the case of Government servants who died while in service before 1.1.2006 and in respect of whom enhanced family pension is applicable from the date of approval by the Government, i¢.24.9.2012, the enhanced family pension will be stepped up to 50% of the sum of minimum of pay in the pay band and the grade pay corresponding to the pre-revised pay scale in which the Government servant had died, as arrived at with reference to the fitment tables annexed to the Ministry of Finance, ‘Department of Expenditure OM No. 1/1/2008-IC dated 30" August, 2008. In the case of HAG and above scales, this will be 50% of the minimum of the pay in the revised pay scale arrived at with reference to the fitment tables annexed to the above-referred OM dated 30.8.2008 of Ministry of Finance, Department of Expenditure, In the case of a pensioner who retired before 1.1.2006 and in respect of whom enhanced family pension is applicable from the date of approval by the Government, i¢.24.9.2012, the enhanced family pension will be stepped up to the amount of pension as revised in terms of para 2 read with para 5 above, In case the pensioner has died before from the date of approval by the Government,i.e. 24.9.2012, the pension will be revised notionally in terms of para 2 read with para 5 above. The amount of revised enhanced family pension will, however, not be less than the amount of family pension at ordinary rates as revised in terms of para 3 above. 7. In case the pension consolidated pension/family pension/enhanced family pension calculated as per para 4.1 of OM No.38/37/08-P&PW(A) dated 1.9.2008 is higher than the pension/family pension calculated in the manner indicated above, the same (higher consolidated pension/family pension) will continue to be treated as basic pension/family pension. é 8 All other conditions as given in OM No. 38/37/08-P&PW(A) dated 1.9.2008, as amended from time to time shall remain unchanged. 9, These orders will take effect from the date of approval by the Government, i< 249.2012. There will be no change in the amount of revised pension/fammily pension paid during the period 1.12006 and 23.9.2012, and, therefore, no arrears will be payable on account of these orders for that period. 10. In their application to the persons belonging to the Indian Audit and Accounts Department, these orders issue in consultation with the Comptroller and Auditor General of India. ode 11. All the Ministries/Departments are requested to bring the contents of these orders to the notice of Controller of Accounts/Pay and Accounts Officers and Attached and subordinate Offices under them on a top priority basis. DOT Pensioners/Family Pensioners) by CAO(Pension), Dethi Region is being iny iplemented in terms of Govt. Of India O.M. No. F. No. 38/37/08- P&PW (A) dt. 01.09.2008 and No, 38/37/08-P&PW (A) Ptl dt, 14.10.2008. In order to facilitate the above, concerned pensionersifamily pensioners are requested to provide the following information to CAO (Pension), Dethi Region through their unit from where they have retired as soon as possible. PROFORMA To, (Head of Department or Head of Office), Ministry of Govt. OF India. Subject : Revision of Pension/Family Pension in terms of the recommendation of 6" CPC, 1._Name of the Pensioner. 2. Date of Birth. 3. Date of retirement of the pensioner. 4. Date of death of pensioner (if applicable), 5. PPO Number, ginal PPO should be enclosed) 6. Pay scale at the time of retirement 7. Corresponding scale w.e.f. 01-01-2006 8. Name of the disbursing office (Viz bank/post office) 9. Postal address of the branch (with pin code ), 10. Account No. 11. Present Address of Pensioner/Family Pensioner (with pin code), 12. Phone NO. & E-mail ID of pensioner/family pensioner 13, Details of spouse who is co-authorised in PPO of family pensioner drawing family pension (proof of date of birth must be enclosed) (a) Name of spouse/family pensioner (b) Date of birth (proof to be attached), (c) Name of documents enclosed as proof ~- 14, Name of family members of pensioner and date of birth with relationship. Date : Place : Signature of pensioner/f. pensioner Verified and forwarded by the unit. Signature with stamp Note 1. Column no. 1 to 7 above are to be verified by the unit concerned. 2. All pensioners are advised to submit the above information to the Head of the Department/Office from where the Govt. Employee retired. 3. Attested photocopy of any one of the following documents in support of date of birth of the spouse/eligible family member may be submitted : a. PAN card. b. Matriculation Certificate (containing the information regarding date of birth) c. Passport. d. CGHS card. ©. Driving Licence (if it contains date of birth). f. Voter | Card may also be accepted as proof of date of birth subject to following condition) The pensioner/family pensioner certified that he is not a matriculates, ii, The pensioner certifies that he/she does not have any of the documents mentioned from ato e. 8 In case pensioner/family pensioner is unable to submit any of the documents mentioned above (a) to {f) but claims additional pension based on some other documentary evidence such cases will be submitted to the administrative ministry whose decision in this regard will be final (DOP&PW order*™ No. 38/37/08-P&PW(A) dated 22/05/2009, 11/08/200/ & 280/09/2010 may be referred to, 4. The above information will help to expedite the cases. 5. In case their documents have already been provided to the Bank from where pension is being disbursed, the same may be intimated.
