Sub: Request for communication to CAG for free and fair audit conduct of Sripur-II
G.P. in the district of Malda, West Bengal regarding misappropriation of funds
released under the MGNREGS by central government

Respected Rahulji,

At the outset, please accept my heartfelt New Year greetings and my best wishes to you and
all congressman who are working relentlessly to preserve and perpetuate the ideals of
congress party to save democracy and democratic values of this great nation.

Sir, it is very demisable to inform you that the funds of MGNREGA scheme allotted by
hon’ble Sonia Gandhiji and former Prime Minister Dr. Manmohan Singh during the period of
UPA, is now recklessly misused by TMC local goons, Gram Pradhans, local leaders to
provoke illegal activities and chaos of fear among the administration and local peoples of the
area. Sir, you will be astonished that the local ruling party leaders draft papers to get a fund of
5-15 crores per G.P. yearly in the name of mentioned scheme and they used this money for
their heinous illegal activities. It is alleged that there is a scam of more than 10 to 15 cores
during the Financial Years 2018-19, 2019-20 and 2020-21 in only one gram panchayat area
i.e. Sripur-II in the district Malda. This is not the story of Malda district only rather it’s a
trend across West

Bengal’s all G.P. and Blocks of 23 districts. Local people of the G.P. and Blocks had lodged
several complaints against this heinous continuous corruption of MGNREGA funds in local,
district, state and central level but have got null result of action as this corruption is headed
by state and centre i.e., state chief minister and prime minister of the country. In several
hearing of the PIL Calcutta High Court has suggested Mr. Dastoor, learned Additional
Solicitor General shall also find out as to whether the Central Government is under any duty
to carry out audit of the funds released under the MGNREGS and court also suggested for
CBI/ED and other central agencies for investigations as this fund is released by central
government but due to negligent of Mr. Dastoor, learned Additional Solicitor General. By
observing this, with my assistance two Public Interest Litigation (PIL) was filed in Hon’ble
Calcutta High Court bearing no: WPA(P) 04 and WPA(P) 12 of 2021. Fortunately the
hon’ble Calcutta High Court has passed an order of the PIL WPA(P) 04 i.e., It is pertinent to
mention herein that in connection with the aforesaid writ application The Hon’ble Court was
pleased to observed on 15.11.2021 that “…Learned counsel for the Accountant General as
also learned ASG have pointed out that the audit of these funds is to be conducted by
the local Audit Department of the CAG. Learned ASG has assured that the audit of the
funds will be duly carried out by the above department under the supervision of CAG.
The State authorities are directed to extend full cooperation for carrying out the audit
properly. Let the report in this regard be produced before the next date of hearing…”
and the hearing of WPA(P) 12 of 2021 is awaiting.

I am in fear of free and fair conduct of the CAG audit as I got to know that local, block,
district and state administration along with TMC leaders, representatives and ministers of the
state are in a way to manage the CAG team and I strongly believe that if they unsuccess in
doing so then there will be a successive revolution in all the G.P. and Blocks of whole Malda
district and in future we succussed in the same way across Bengal in respect of political and
local area developmental goal of Congress Party. And if they success then whole efforts of us
since 2020 will go in vain.
In this connection my personal request to you to kindly communicate from your good office
to CAG for proper fair audit to take necessary action against involved culprit of corruption
related to MGNREGA fund released by central govt.. For the very same purpose I had
already mailed

a brief letter along with necessary enclosures to the sixteen competent authority of central and
state government, letter dated 07/01/2021 enclosed for your kind perusal.
