ORDINANCE NO. 2022-06

AN ORDINANCE PLACING THE MUNIPALITY OF BACO UNDER A TWELVE (12) HOUR


CURFEW UNDER THE NEW NORMAL.

WHEREAS, President Rodrigo Roa Duterte declared an Enhance Community Quarantine for whole
Luzon effective March 17 and ending on Sunday, April 12, 2020;

WHEREAS, there is a need to revise Ordinance 2020-05 to adopt to the changing need in situation
brought about the by the Covid-19 Pandemic;

WHEREAS, it is observed that the imposition of the 8:00 to 5:00 curfew hours is not effective deterrent
for the people to stay at home as reported by the Barangay Chairmen;

NOW THEREFORE BE IT ENACTED, by the 6th Sangguniang Panlungsod in a Session Assembled


that:

SECTION 1. Short Title. This Ordinance shall be known as 12-hour Covid Curfew Ordinance.

SECTION 2. Twelve (12) Hour Curfew. The Municipality of Baco shall be placed under Twelve Hour
curfew beginning July 06, 2022, in which case no person shall be allowed to go out their respective homes,
unless he/she falls under the exemptions provided by laws or ordinance;

SECTION 3. Violator/s shall be meted with the following penalties;


A. FIRST OFFENSE. Blotter with the Barangay, picture or capturing of image and cancellation of
benefits being granted by the City such as but not limited to: Municipality of Baco Scholarship Program
(MBSP, Livelihood Program and the like;

B. LAST OFFENSE. Blotter with the Barangay, picture or capturing of image of the violator and
withholding of relief goods and other assistance until the end of the quarantine period.

SECTION 4. Separability – All ordinances inconsistent with this ordinance is modified accordingly;

SECTION 5. Dissemination - The Public Information Office is hereby directed the widest
dissemination of this ordinance in all Social Media Platform.

SECTION 6. Effectivity – This Ordinance shall be effective upon its approval.

ENACTED, by the 6th Sangguniang Bayan of Baco this 6th day of July, 2022, on its 3rd Special Session.

APPROACH IN THE LGU’s RESPONSE TO COVID-19

Attached is the letter dated April 15, 2022 regarding the above subject issued by the Commission on
Human Rights Regional Director Atty. Michelle B. Catoy and a Memorandum Order dated April 16, 2022
issued by DILG’s Regional Director Ednabel C. Catoy, CESO V for dissemination of the above subject to LCEs
for information and compliance.

All concerned offices and the PNP to adopt gender – responsive and intersectional approach in response
to COVID-19 and the inclusion of concrete strategies to address incidents of Gender – Based Violence (GPB)
during the COVID – 19 Pandemic as suggested by the Commission on Human Rights.

MINUTES OF REGULAR MEETING HELD LAST JUNE 06, 2022
INSIDE THE BARANGAY HALL

 Meeting called to order at exactly 9:00am by Barangay Captain John Clyde A. Correa.
 Invocation lead by Councilor Ma. Amielyn Pasol
 Proceedings:

1. Signing of documents for the purchases – Barangay Captain John Clyde A. Correa request the council
to sign all pertinent documents for the purchases of materials for beautification projects, purchase of
handheld radios and office supplies. Barangay Captain also ask from the Secretary list of office supplies
to be purchase to consider priorities. Council review and signed the documents.
2. Peace and Order – Barangay Captain John Clyde A. Correa finalized with the council stuffs to be
purchase for peace and order namely handcuffs, rubber boots sizes 9, 10, 11, (4 pairs), T-shirt with logo
for Tanods, flashlight, whistle, arnis stick, rain coat (5 pcs.) and cable tie. Motion to purchase materials,
approved.
3. July 06, 2022 Feeding – Barangay Captain John Clyde A. Correa advised the council that there is going
to be a feeding on July 06, 2022 to be held in front of Barangay Hall. Gift giving will follow right after.
Barangay will also distribute a kilo of sugar and 2 kilos of rice with shirt for each family of Barangay
Catuwiran I. Council and Barangay Captain agreed to feed the children with spaghetti, sandwich and ice
cream. Motion to attend feeding and gift giving, approved.

There being no other matters to be taken, the meeting was adjourned at exactly 10:00am

“A RESOLUTION AUTHORIZING BARANGAY CATUWIRAN I, REPRESENTED BY ITS


BARANGAY CHAIRMAN HON. JOHN CLYDE A. CORREA, TO APPLY TAX IDENTIFICATION
NUMBER FROM BUREAU OF INTERNAL REVENUE, FOR AND IN BEHALF OF BARANGAY
CATUWIRAN I, MUNICIPALITY OF BACO, ORIENTAL MINDORO”

WHEREAS, after consultation with all the Barangay Councilors of Barangay Catuwiran I, Baco,
Oriental Mindoro, it has decided to transfer barangay funds or the Internal Revenue Allotment (IRA) from its
former depository Philippine National Bank, Calapan City Branch to Land Bank of the Philippines Calapan
City;

WHEREAS, one of the requirements for the transfer of Barangay IRA from former depository bank to
another new depository bank, is the Tax Identification Number from Bureau of Internal Revenue;

WHEREAS, on motion which has been duly seconded, it was now;


THEREFORE RESOLVED. It is HEREBY RESOLVED, authorizing Barangay Catuwiran I,
represented by its Barangay Chairman Hon. John Clyde A. Correa, to apply Tax Identification Number from the
Bureau Internal Revenue, as compliance for the transfer of depository of Barangay IRA, from Philippine
National Bank to Land Bank of the Philippines.
