Police Department Administrative Guide.

MARCEL OLIFIERS, as Chief of the City of Nount Vernon Police
Department, respectfully alleges the following specifications and
charges as against Mount Vernon Police Officer Ryan Hughes:
Specifications
1. On Saturday, August 24, 2019, at approximately §:55 p.m.,
while on duty as a Mount: Vernon Police Officer, Ryan Hughes
escorted. female prisoner Blizebeth Thompson, who was handcuffed
betind her back, from patrol car #813 through the Sally Port into
a holding/interview room in Mount Vernon Police Department cell
block.
2. At times during the’ course of such escort, Mount Vernon
Police Officer Ryan Hughes had your hand on the neck of said
prisoner.
3. Upon arriving at the entrance of the holding/interviewroom, Mount Vernon Police Officer Ryan Hughes forcibly pushed
female prisoner Elizabeth Thompson into’ the holding/interview room
causing, or contributing to causing, her to accelerate across the
room, strike the wall opposite the entry door, and fall to the
floor.
CHARGE ONE
The foregoing specifications constitute Delinquency Seriously
Affecting General Character or Fitness for Office in violation of
{119 of the City Charter.
CHARGE TWO
The foregoing specifications constitute. Negligence and/or
Dereliction in the Performance of Official Duties in violation of
T 119 of the City Charter.
CHARGE THREE
The foregoing specifications constitute Unbecoming Conduct in
violation of § 2.01 of the Mount Vernon Police Department Code of
Conduct.
CHARGE FOUR
The foregoing specifications constitute Neglect of Duty in
violation of § 2.14(1) of the Mount Vernon Police Department codeof Conduct.
CHARGE FIVE
The foregoing specifications constitute Neglect of Duty in
violation of § 2.14(2) of the Mount Vernon Police Department
Code of Conduct.
CHARGE SIX
The foregoing specifications constitute Willful Maltreatment of
@ Prisoner in violation of § 2.78 of the Mount Vernon Police
Department Code of Conduct.
CHARGE SEVEN
The foregoing specifications constitute Unnecessary
Violence toward a prisoner in violation of § 2.78 of the Mount
Vernon Police Department Code of Conduct.
Count Eight
The foregoing specifications constitute failure to
safeguard a prisoner in your custody in violation of Section
2,79 of the Mount Vernon Police Department Code of Conduct.
WHEREFORE, a hearing on said charges shall be held where
Police Officer Ryan Hughes will be required to answer such
charges. Please be advised that the City may impose the penalty
of dismissal/termination in thi!
matter should he be foundguilty of one or more of the offenses alleged.
