I GENERAL PROVISIONS

1. This General Certificate of Approval provides proof of the usability and the applicability of the object of approval respectively
according to national building regulations.

2. If the National Technical Approval imposes requirements on the particular expertise and experience of people involved in the
manufacture of construction products in accordance with § 17 Para. 5 of the building regulations of corresponding state
­regulations, it should be noted that this expertise and experience can also be proven by equivalent means provided by other
Member States of the European Union. If required, this also applies to equivalent means of proof presented that are included
within the framework of the agreement on the European Economic Area (EEA) or other bilateral agreements.

3. The National Technical Approval does not replace any authorization, consent and certificate which may be prescribed by law
for the realization of building projects.

4. The National Technical Approval is granted without prejudice to third party rights, in particular to private rights.

5. The manufacturer and the distributer of the object of approval are required to place copies of the National Technical Approval
at the disposal of the user of the object of approval, without prejudice to further regulations of the „special regulations“.
They further have to point out to the user that the National Technical Approval has to be made available at the place of use.
If required, copies of the National Technical Approval have to be put at the disposal of the relevant authorities.

6. The National Technical Approval may only be reproduced in its entirety. Agreement from the Institut für Bautechnik is necessary
for any publication of the National Technical Approval in an abbreviated form. Wording and drawings of promotional literature
may not contradict the NationalTechnical Approval. All translations of the National Technical Approval must include the follow-
ing information: „This translation from the German original version has not been certified by Deutsches Institut für Bautechnik.“

7. The National Technical Approval is issued on the basis that it is revocable at any time. The provisions of the National Technical
Approval may subsequently be supplemented or modified, especially in case of new technical knowledge and developments.

II SPECIAL PROVISIONS

1. Object of approval and area of application


The approved building products refer to prefabricated scaffolding components of the „PERI UP Rosett“ modular scaffolding
system used for the erection of work and safety scaffold, shoring and other temporary structures.
The approval also applies to the manufacture of scaffolding components, unless indicated otherwise, whose production is
regulated by the National Technical Approval Z-8.1-865 or that the components are no longer manufactured and thus only aut-
horized for further use.
The modular system consists of posts, ledgers, diagonal bracing and decking as well as basic parts made up of system com-
ponents for side protection, access and supplementary components. The posts, ledgers and diagonal braces are connected
with each other by means of special scaffold nodes.
The scaffold nodes are comprised of a plate-like rosettes that are welded to the standards (Ø 46.3 x 3.2 mm) or to the base
standards (Ø 48.3 x 3.6 mm), and connecting heads which are attached to special ledger profiles or diagonals.
As ledgers, UHD Decking Transoms as well as UH and UH plus Ledgers are used. The connecting heads of the ledgers are
inserted into the large opening of the rosettes from above and pressed tightly against the standards by hammering in a
wedge.
As vertical diagonal bracing, Ledger Braces UBL, Shoring Braces UBS, Node Braces UBK, Ground Braces UBB or Coupler
­Braces UBC are used.
The Ledger Brace UBL is attached to the ledger using designated Ø 22 mm openings. The connecting head of the ledger
brace is locked in position on one side of the brace by a specially formed fork bolt and on the other side by means of a gravity
pin. Ledger braces cannot be attached to the decking transoms.
The Shoring Brace UBS is hooked into the Ø 16 mm openings of the rosettes. The bolt of the base connection is inserted into
the bottom rosette. The connecting head on the top end of the diagonal is secured by a locking pin that is locked by means of
a spring.
The Node Brace UBK is hooked into the Ø 16 mm circular openings of the rosettes. The top and bottom connecting heads are
secured by a locking pin that is locked by a spring in the closed position.
With its cross-section dimensions and connections, the Ground Brace UBB corresponds to the Ledger Brace UBL. It is con-
nected on one side to the ledger and on the other to a cross-section with an opening of Ø 22 mm, and the same load-bearing
capacity of the ledger. Ground Braces cannot be connected to the decking transom.
The Coupler Brace UBC is attached to the standards using half-couplings - it can be used as a vertical or horizontal braces.
As horizontal bracing, the UBH and UBH FLEX Horizontal Braces or Coupler Brace UBC are used.
The Horizontal Braces UBH and UBH FLEX are attached using the Ø 16 mm circular openings of the rosettes, the connecting
head of the horizontal brace is locked in position one side of the brace by a specially formed fork bolt and on the other side by
means of a gravity pin.

For the proof of stability of work and safety scaffolding, the provisions of DIN EN 12811-1:2004-03 in particular apply in connection
with the „Application Guidelines for Working Scaffold in accordance with DIN EN 12811-1“1‚ and for the proof of stability of
­falsework, the provisions of DIN EN 12812:2008-12 in particular apply whilst taking into account the ‚Application Guidelines for
Falsework in accordance with DIN EN 12812“ ². The specific values to be applied in the proof of stability are featured in this
­general certificate of approval.

For the use of scaffold components in facade scaffolding, a standard configuration is provided for which the proof of stability
proof is created. Differing versions require separate verification in each case. The standard configuration applies to facade scaf-
folding structure with erection heights of up to 24 m above the ground plus the length of the spindle extension. The scaffold
­system may be used in the standard configuration with a system width b = 0.72 m and bay sizes of l ≤ 3,0 m for work scaffol-
ding of Load Classes ≤ 3 according to DIN EN 12811-1:2004-03 as well as roof safety scaffolding according to DIN 4420 - be
used 1:2004-03.

2 Provisions for the individual components of the scaffold node

2.1 Properties and composition


2.1.1 Components
The individual components of the scaffold nodes compiled in Table 1 as well as the scaffold components listed in Table 2
must correspond to the details provided in Appendix B, the individual components of the scaffold node along with docu-
mentation filed with the DIBt, and the provisions of the following sections.

2.1.2 Materials
The materials must correspond to the technical regulations in Table 3 and their properties are to be confirmed by test
­certificates in accordance with the details provided in Table 3. The test certificates for the aluminum alloys must include
at least details regarding the chemical composition, tensile strength Rm, yield strength Rp,0.2 as well as the elongation
A or A50mm.

*) The stipulated increased yield strength ReH ≥ 320 N / mm² for some scaffolding components - these components are identi-
fied accordingly in the drawings of Appendix B - is to be achieved through strain hardening during the manufacture of the com-

2.1.3 Couplings
For the Coupler Braces, Class A half-couplings are to be used with general certificate of approval or in accordance with
DIN EN 72-2:2009-01.

2.2 Manufacture and markings


2.2.1 Manufacture
Companies which manufacture welded scaffold components according to this approval, must have demonstrated that
they are suitably qualified to do so.

For steel components, this proof is to be considered as rendered if for the welding operations certification for at least that
of Class C (Minor verification of suitability with extensions) according to DIN 18800-7:2008-11 based on the requirements
for the manufacture of welded connections according to this approval is available. In this context, component-related
testing procedures are to be carried out.

For aluminium components, this proof is to be considered as rendered if for the welding operations certification for at
least that of Class B according to DIN V 4113-3:2003-11 based on the requirements for the manufacture of welded connec-
tions according to this approval is available.

2.2.2 Markings
The delivery notes of scaffolding components according to Table 2, whose manufacture is regulated in this general certifi-
cate of approval, are to be labelled in accordance with the compliance symbol ordinance of the respective country.

In addition, the scaffold components are to be easily and permanently identified with
- the capital letter „U“,
- at least the shortened approval number „863“,
- identification of the respective manufacturer and
- the last two digits of the date of manufacture.

Labelling may only be carried out if all requirements have been met in accordance with Section 2.3.

2.3 Proof of compliance
2.3.1 General
Confirmation of compliance of the individual parts of the scaffold node according to Table 1 as well as the scaffolding com-
ponents according to Table 2 with the provisions of this general certificate of approval must take place for each manufactu-
ring plant with a certificate of compliance based on a factory production control system operated by the manufacturer and
regular external monitoring including product testing of the individual parts and scaffolding components in accordance
with the following provisions.
For granting the certificate of compliance and the external monitoring including the product testing to be carried out, the
manufacturer of the individual parts and scaffolding components has to employ a recognized certification organization as
well as an accredited inspection body.
With the declaration that a certificate of compliance has been issued, the manufacturer is required to label the building
product with the compliance marking (Ü mark) while pointing out the intended use.
The Deutsches Institut für Bautechnik is to be informed by receiving a copy of the certificate of compliance and monito-
ring report which are sent to the DIBt by the certification organization and inspection body respectively.

2.3.2 In-house production control


In each manufacturing plant, an in-house production control system is to be established and implemented. Under an in-
house production control system, it is understood that the continuous monitoring of the production by the manufacturer
ensures that the individual parts and scaffolding components produced correspond to the provisions of this National Tech-
nical Approval.
The in-house production control system should include at the very least the following measures:

Scaffold nodes:
Inspection and testing of individual components according to Table 1:
- A check must be carried out to see whether test certificates which correspond to Section 2.1.2 are available for the
materials, and if the certified test results meet the requirements.
- For 10 individual components per production batch, but for at least one individual part in every 10,000 pieces of the
individual parts of the scaffold nodes, compliance with the essential dimensions and angles in accordance with the
documentation filed at the Deutsches Institut für Bautechnik is to be checked. The actual sizes are to be documented.
- The connecting heads of the shoring braces and node braces are to be visually inspected for the presence of cracks.

Inspections to be carried out on the scaffold nodes are:


- With 0.025‰ of the manufactured connecting heads for the decking transoms and ledgers respectively, and at least
once per production week, a bending test is to be carried out in accordance with Figure 1 with the heads connected
to corresponding ledger profiles. The vertical displacement in the post axis using a test force of F = 10.8 kN must not
exceed 21 mm.
- With template manufacturing or automatic production of the scaffold nodes, the corresponding template or machine
settings must be checked and documented before initial operations begin.

Control and testing of the basic material:


- A check is to be carried out whether test certificates for the materials in accordance with Section 2.1.2 are available and if the
certified test results meet the requirements.
- For at least 1‰ of the respective components, compliance with the dimensions and tolerances according to the specifications
of the design drawings must be checked.

Inspections and tests to be carried out on the scaffolding components are:


- For at least 1‰ of the scaffolding components, compliance with the dimensions and tolerances (if necessary, also the welding
seams as well as corrosion protection) according to the specifications of the design drawings must be checked.
- With template manufacturing or automatic production of the scaffold components, the corresponding template or machine
settings must be checked and documented before initial operations begin.

The results of the in-house production control system are to be recorded and evaluated. The records must contain at least the
following information:
- Description of the individual parts and scaffolding components
- Type of inspection
- Date of manufacture as well as inspection of individual parts and scaffolding components
- Result of the inspections and tests, and comparison with the requirements
- Signature of the person who is responsible for the in-house production control system.

The records are to be kept for at least five years. They are to be presented if requested to do so by the Deutsches Institut für
Bautechnik and the highest construction supervision authority.

In the case of unsatisfactory test results, the manufacturer shall immediately take the necessary steps to redress the
shortcomings. Individual parts or scaffold components that do not meet the requirements are to be handled in such a way
in order to avoid any confusion with parts and components that do correspond with specifications. After corrective mea-
sures have been taken, the test in question is to be repeated immediately - if technically possible and if proof of removal
of defects is required.

2.3.3 External monitoring


In each manufacturing plant, the in-house production control system is to be regularly inspected by an external monitoring
body, at least twice a year for individual parts according to Table 1 and every five years for scaffolding components accor-
ding to Table 2. As part of the external monitoring, an inspection of plant and the in-house production control system,
including product testing of the individual parts according to Table 1 and the scaffolding components according to Table 2,
is to be carried out. The sampling and testing is the responsibility of the respective recognized body.

The following tests at the very least are to be carried out:


- Inspection of personnel and facility requirements for the correct manufacture of scaffold nodes and scaffold components
- Inspection of the in-house production control system
- Random checks regarding the compliance of the scaffold nodes and scaffolding components with the provisions of the
approval according to
- design, form, dimensions
- corrosion protection
- markings
- Verification of the required welding suitability certificate
- For at least 5 individual parts of the scaffold nodes, compliance with the specified dimensions and angles in accordance
with the documentation filed at the Deutsches Institut für Bautechnik is to be checked, and compared with the permissible
tolerances.
- At least 5 bending tests in accordance with the provisions of Section 2.3.2 are to be carried out.

The individual parts, scaffold nodes and scaffolding components are to be taken from the current production.

The results of the certification and external monitoring shall be kept for at least five years. They are to be presented if
requested to do so by the certification office or supervising office of the Deutsches Institut für Bautechnik or the highest
construction supervision authority.

Confirmation of the compliance of the components in accordance with Section 2.1.1 with the provisions of this National
Technical Approval must take place for each manufacturing plant with a certificate of compliance based on a factory pro-
duction control system operated by the manufacturer and regular external monitoring including an initial inspection of the
components according to Section 2.1.1 in accordance with the following provisions.

For granting the certificate of compliance and the external monitoring including the product testing to be carried out, the
manufacturer of the individual parts in accordance with Section 2.2.1 has to employ a recognized certification organization
as well as an accredited inspection body for this purpose.

The Deutsches Institut für Bautechnik is to be informed by receiving a copy of the certificate of compliance from the certi-
fication organization.

The Deutsches Institut für Bautechnik is also to be sent a copy of the initial inspection of the components.

3 Provisions for design and dimensioning

3.1 General
For the planning and dimensioning of the scaffolding to be erected using the modular system, unless otherwise specified
in this information, the Technical Building Regulations, especially the provisions of DIN EN 12811-1:2004-03 in conjunction
with the „Application Guideline for Work Scaffolding in accordance with DIN EN 12811-1“1 for work and safety scaffolding,
as well as the „Approval basic principles for work and safety scaffolding, requirements, calculation assumptions, testing,
proof of conformity“³ and the provisions of DIN EN 12812:2008-12 in conjunction with the „Application Guideline for
­Falsework in accordance with DIN EN 12812“² for shoring systems must be complied with at all times.

The proof of stability for the scaffolding must be provided in each individual case or by means of a static type test if it
does not comply with the standard configuration in accordance with Appendix C.

The provisions of the following sections apply to the node connections including the connection between the connecting
heads and the members specified in the appendices (ledgers and diagonals).

3.2 Verification of the scaffold nodes


3.2.1 System assumptions
The static system for calculating the node connection is modelled in accordance with Appendix A, Page 1 and Pages 8 to
12. The herein specified short members from the vertical post axis to the connections are assumed to be completely rigid.
For the proof of the scaffold system, it should be noted that the resistance against the bending moments My,R,d in the
ledger-vertical post connection refers to the outside edge of the vertical post, and that the ledger with the connection
eccentricities in accordance with the details in Appendix A, Page 1 as well as the diagonals with the connection eccentrici-
ties in accordance with the details in Appendix A, Pages 8 to 12, are to be taken into consideration. The indices given in
the following sections refer to a local coordinate system in which the x-axis of the ledger axis and the z-axis of the vertical
post axis are presented.

In a ledger connection, normal forces, shear forces and bending moments can be transferred as planned.

In a diagonal brace connection, normal forces can be transferred as planned.


In all formulae of the above-mentioned sections, the internal forces N, D and V are in kN, the bending moment as well as
the torsional moment are in kNcm.

3.2.2 Ledger connection

3.2.2.1 General
With ledger connections, the following connecting possibilities are possible:
Ledger connection on posts Ø 48.3 x 3.2 mm
Ledger connection on posts Ø 48.3 x 3.6 mm

The following provisions apply to the installation of the ledger in the axes of the large openings in the rosette, i.e. the cur-
vature on the ledger head ends must lie completely flat against the vertical post (see Appendix B, Pages 1 and 2).

3.2.2.1.1 Bending in the vertical post/ledger plane


Provided it is assumed that there is no articulated connection, for proof of a scaffold system it is expected that the ledger
connections are subjected to bending in the vertical post/ledger plane with a restraint in a manner of a torsion spring in
accordance with the moment/rotation angle (Mγ/ϕ) correlation according to Appendix A, Pages 5 and 6.

3.2.2.1.2 Vertical shear force
Provided it is assumed that there is no articulated connection, the ledger connections for Ledger UH 25 and UHD Plus
25 are under stress due to a vertical shear force with a deflection spring according to the load/ deformation (VZ /δ)
­correlation in accordance with Appendix A, Page 8, and is to be expected for the proof of a scaffold system.

3.2.2.1.3 Bending in the plane at a right-angle to the vertical post/ledger plane (horizontal plane)

Provided it is assumed that there is no articulated connection, the ledger connections are under stress due to bending

4 Provisions for the execution


4.1 General
The execution and verification of the scaffolding does not form part of this National Technical Approval.

4.2 Quality of the components


All components must be inspected before installation to ensure that they are in perfect condition; damaged parts may not
be used.

4.3 Structural design


4.3.1 Components
For scaffolding according to this approval, the scaffold components referred to in Table 2 are used. Only those components
that are marked in accordance with Section 2.2.2 or which correspond to the provisions laid down in National Technical
Approval Z-8.1-865 may be used

In individual cases, steel tubes and couplers according to DIN EN 1.2811-1:2004-03 as well as scaffold boards and planking
in accordance with DIN 4420-1:2004-03 may also be added.

By way of exception to those scaffold spindles featured in Attachment B, Pages 13 and 14, other lightweight scaffold
spindles according to DIN 4425:1990-11 or adjustable base plates in accordance with Appendix B of EN 12811-1:2004-03
which comply with the required load-bearing capacities may also be used.

When using the scaffold node, the following applies:


a maximum of four ledgers and four node braces are possible per rosette. ledger braces can be attached to the ledgers
and coupler braces can be mounted to the posts.

4.3.2 Base area
Base standards or standards are to be placed directly on the scaffold spindles and connected with ledgers and decking
transoms to form a base frame. The base frames are to be aligned so that the scaffold levels are in a horizontal position.

It is important to ensure that the end plates of the scaffold spindles are horizontally positioned and provide full-surface
support and the resulting forces from the scaffolding in the erection plane can be absorbed and transferred.

4.3.3 Height compensation


For height compensation, standards of differing lengths are used.

4.3.4 Scaffold decking


Scaffolding decks must be secured against unintentional lifting.

The system decks of the scaffolding system fulfil this requirement by being pushed onto the decking transom in the
respective end position. In this mounting position, any unintentional lifting of the decking is prevented.

When using scaffold boards and planking according to DIN 4420-1:2004-03 in connection with Board Transoms UHL in
accordance with Appendix B, Page 38, Board Retainers UPD in accordance with Attachment B Page 39 can be used to
prevent lift off. It should be noted that the planking is installed close together so that it remains securely in position at
all times.

4.3.5 Side protection


Designated components (Ledgers UH and Guardrails UPG) are primarily used for side protection and only in exceptional
cases components such as steel tubes, which are connected with couplings, as well as scaffold boards and planking as
in DIN 4420-1.

4.3.6 Bracing
Scaffold structures must be stiffened.

With facade scaffolding, the outer vertical planes parallel to the facade are stiffened by means of Ledgers UH as interme-
diate guardrails or guardrails. Depending on the equipment, additional diagonal and ledgers as intermediate guardrails
could be required. If the structure does not correspond to the standard configuration, the number of diagonals or ledgers
is determined from the proof of stability. However, one diagonal can only be used for a maximum of five scaffold bays.

4.3.7 Anchoring
If the structure does not correspond to the standard configuration, the anchoring arrangement and anchoring forces are to
be taken from the proof of stability.

The anchoring of the wall ties to the facade or another point on a building is not subject to this approval. The user must
ensure that the anchoring can reliably absorb and transfer the forces from the wall ties. Vertical forces may not be transfer-
red.

4.3.8 Couplers
When connecting to the posts, screw couplers should be tightened with a fastening torque of 50 Nm; deviations of
± 10% are permissible. The screw threads are to be kept in good condition to ensure the functionality, e.g. by using an
oil-grease mixture.

5 Provsion for use and maintenance

5.1 General

The use of the scaffolding is not subject to this National Technical Approval.

5.2 Wooden scaffold components


In order to prevent damage to wooden scaffold components as a result of exposure to moisture, the parts are to be sto-
red in well-ventilated, dry conditions and with no direct contact to the ground.

C1 General
In the standard configuration, the scaffolding system may be used as working scaffold of Load Classes ≤ 3 with a system
width b = 0.72 m and bay sizes ≤ 3.0 m in accordance with DIN EN 12811-1:2004-03 as well as roof safety scaffolding as
in DIN 4420-1:2004-03.

The topmost horizontal plane (scaffold level) must not be higher than 24 m plus the spindle extension length above ground
level. In the standard configuration, the scaffolding system is calculated for working operations in a scaffold level according
to the stipulations of DIN EN 12811-1:2004-03, Section 6.2.9.2 in front of „open“ facades with 60% openings and in front
of closed facades. For ascertaining the wind load, a statistical factor of X 0.7 assuming a maximum service life of 2 years
is to be taken into consideration. Scaffold cladding with nets or tarpaulins is not proven in the standard configuration.

Without further verification, the standard configuration may only be used if in the respective scaffold bays only loads are
acting which are not larger than the decisive live loads in accordance with DIN EN 12811-1:2004-03, Table 3.

For the standard configuration of the „PERI UP Rosett“ modular system as facade scaffolding, the following specification
according to EN 12810-1; 2804-03 is used:

C.2 Safety scaffolding


In the standard application, the scaffold system may be used as roof safety scaffolding with Class FL1 safety protection
and as a roof edge protection with Class SWD 1 protection panels according to DIN 4420-1 2004-03.

When using the protection panels, each row of standards in the topmost scaffolding level is to be anchored. 3 m standards
are to be used in the area of the protection panels as the top standards (cf. Appendix C, Page 5).

C.3 Components
The components provided are specified in Table C.1. In addition, standard couplers may be used for connecting the wall
ties to the posts according to DIN EN 12811-1:2004-03.

C.4 Bracing
The scaffold spindles may be spindled out up to a maximum of 60 cm whereby an overlap length of at least 20 cm is to be
maintained. Base Standards UVB 24 are to be installed directly above the scaffold spindles which are connected by means
of Ledgers UH or UH PLUS in the plane perpendicular to the facade and additionally, depending on the assembly variant,
in the inner and outer planes parallel to the facade. Standards UVR are to be installed above the Base Standards UVB 24
with 3 m long posts as the first standards in the outer plane parallel to the facade, otherwise posts with lengths of 2 m or
4 m are used (exception: see Section C.2).

For horizontal bracing of the scaffold, the Decking Transom UHD 72 and two Steel Decks UDS 32 in each case are to be
continuously installed in 2 m vertical spacings.

For providing ladder access, use Access Decks UAL or Access Decks with Ladders UAL instead of steel decks.

For bracing the outer vertical plane, Ledgers UH or UH PLUS are used continuously in each scaffold bay as intermediate
guardrails (0.5 m above the deck area) or as guardrails (1.0 m above the deck area).

C.5 Anchoring
Anchoring is carried out using Wall Ties UWT.
The wall ties are attached to the inner and outer standards or as a „one-leg support“ only to the inner vertical frame post
with standard couplers. When using the scaffold without brackets, the wall ties may be replaced by triangular anchors (the
pairs of anchors are mounted only to the inner posts at 90° angles).
The wall ties and triangular anchors are to be mounted in close proximity to the node points formed by the standards and
decking transoms.
The securing means used on the front of the building for absorbing the anchor forces must be designed to accommodate
the anchoring forces specified in Appendix C. These are characteristic values of the action and do not include safety factors.

Each row of standards is to be anchored at vertical spacings of 8 m; the anchoring of adjacent vertical frame arrangement
thereby is vertically offset by 50% of the vertical spacing distance. The row of standards at the edge of a scaffold are
anchored at vertical spacings of 4 m.

C6 Bridging
The bridging beams may be used for bridging entrances or similar in the absence of the scaffold levels under the bridging
for heights of up to 4 m.
The bridging beams are to be anchored in the supporting areas as well as in the middle (cf. Appendix C, Pages 7 to 9).

C.7 Ladder access


For providing inner ladder access, Access Decks UAL or Access Decks with Ladders are used.

C8 Extension console brackets


The Console Bracket UCB 36 may be used in all scaffold layers on the inner side of the scaffolding.
