Minutes of the Web Conference conducted by the Chief Secretary with all
District Collectors and Joint Collectors on 16.06.2022

The Special Chief Secretary, Housing Department, explained about
the progress of all Village/ Ward Secretariat activities and stressed on
being prepared with all the necessary documentation for declaration of
probation on releasing the G.O. He reviewed the progress of Housing
scheme in terms of expenditure and stage conversions and suggested
to expedite the pace to reach the target on time. Further, he reviewed
the progress of Jagananna Sampoorna Gruha Hakku Pathakam scheme
at diferent stages and reiterated the need to focus on registrations.
The Principal Secretary, PR&RD Department explained about the
exercise of reverifcations of pension applications and the need to
constitute teams and submit the reverifcation report by 20 th June
2022, to ensure proper distribution of pensions for the month of July.
Further, he reviewed the status of end-to-end sanitation and suggested
to focus on ensuring that all stages are functioning efficiently.
After detailed discussions and deliberations, the following
instructions are given to all the District Collectors and Joint Collectors:
1. It is informed that the G. O. regarding probation declaration will be
released latest by 20th June, 2022 and is requested to ensure that all
the Appointing Officers are prepared with the necessary documents
and that the orders are given within a week of releasing the G. O.
Further, it is requested to follow up with Departments which have

conducted tests recently and ensure that probation is declared for all
eligible Functionaries.
2. It is informed that the launch of Jagananna Thodu Phase IV is
tentatively scheduled in the month of July, and there are still about
3,92,936 loans of previous phase to be disbursed. Further, it is
informed that the Hon’ble Chief Minister has given instructions to all
banks regarding the same, and is requested to coordinate with
banks and ensure that all these loans are disbursed as early as
possible.
3. It is informed that two schemes, Kapu Nestham and Vahana Mitra
are upcoming and have nearly 2.85 lakh & 1.84 lakh benefciaries
respectively. The application window will open for 1 week. It is
requested to ensure that officers at all levels are prepared to carry
out related activities as per timelines.
4. It is informed that there are a huge number of unpaid challans (OTS
and Non-OTS) for about Rs. 82.46 crores which are yet to be
reconciled by the Department. The Secretariat wise data of both the
cases of Challan generated not deposited and Challan not generated
will be shared to the Districts. It is requested to link the remittance
to probation declaration and ensure that this amount is deposited to
the Department at the earliest.
5. It is informed that there are about 5,903 Volunteer vacancies and is
requested to ensure that they are flled on priority.
6. It is informed that there have been 2,61,427 services through AP
Seva Portal, 27,119 Aadhaar services, and 16,333 Lamination
services in the last week, and is requested to ensure that more
publicity is given to increase the volume of services being availed.
7. It is informed that there have been 1,05,521 E-Shram registration in
the last week, and there are about 4,519 Secretariats which have
zero registrations till date. It is requested to review and ensure that
E-Sharm registrations are increased in all Secretariats.
8. It is informed that there are 30,44,120 enrolments to be done for
YSR Bima, and about 1,78,304 e-KYC cases are pending for
Ammavodi and is requested to ensure that they are completed at
the earliest.
9. It is informed that UNICEF has agreed to extend the tenure of SBCC
Cell resource till end of December, 2022 and agreed to appoint a
resource in all new Districts. It is requested to ensure that one
resource is appointed in all Districts in the next 1 week and utilize
them for all activities including awareness against Social Evils.
10.It is informed that there has been an expenditure of Rs. 151.09
crores and 41,828 stage conversions in the last week, and is
requested to ensure that an average of 50,000 stage conversions
per week are maintained such that the set target is reached within
the deadline. Further, it is informed that 12,67,729 of 15,60, 227
houses have been grounded and is requested to focus on grounding
of all houses and stage conversion.

11.It is informed that there has been an expenditure of Rs. 12.45 crores
for critical gap infrastructure works in the last week, while few
Districts have recorded zero expenditure. It is requested to ensure
that these works are taken up and completed immediately and the
progress is entered online.
12.It is informed that there have been 1,09,110 sanctions and 92,030
curtailments proposed and is requested to re-verify all the cases
such that they are genuine and executable. Further, it is requested
to depute officials with DPRs and revised 7-C forms on 18 th June
2022 and ensure that all proposals are sent by them to avoid
cancellations.
13.It is informed that Rs. 1,600 crores have been received from the
Government of India and that all the pending bills for land
acquisition, drainage and other works will be cleared at the earliest.
It is requested to closely monitor with all Municipal Commissioners
and ensure that stage conversions are expedited, especially in those
with houses more than 3,000.
14.It is informed that there are pending payments of Rs. 5.73, 14.61
and 55.30 crores for non-availability of ICICI bank accounts, non-
mapping to Contractors and verifcation pending with Engineering
Assistants respectively. It is requested to ensure that these cases
are cleared at the earliest such that payments can be released to
the benefciaries.
15.It is informed that the Hon’ble Chief Minister is very particular about
the registrations for Jagananna Sampoorna Gruha Hakku Pathakam
scheme and is requested to have special focus to expedite the pace
of registrations.
16.It is informed that about 5-10% of ineligible pensions have been
identifed in the re-verifcation conducted for few Secretariats in all
Districts, and hence it has been decided to re-verify all new pensions
applied in the last 6 months in all Districts.
17.It is requested to ensure that a team is deputed with members not
from the same village and Mandal to take up the re-verifcation on
the 17th, 18th and 19th June 2022 and submit the report on 20th June
along with the Officers responsible and the action taken on the
Officers, such that the list can be prepared for budget and re-
verifcation again if needed.
18.It is informed that the Special Chief Secretary to Hon’ble Chief
Minister will be holding a video conference on 18th June 2022
regarding the status of constructions and is requested to take stock
of the ground situation and problems regarding construction.
19.It is requested to focus on ensuring that all activities involved in
end-to-end sanitation are being carried out to full efficiency such
that there are no gaps in the process. Further, it is informed that
littering hotspots and legacy points have been added to the review
and is requested to focus on resolution.
20.It is informed that reports are depicting pendency in completion of

SWPC sheds and is requested to focus and complete the


construction at the earliest. Further, it is requested to ensure that all
drains are cleared, keeping in mind the monsoon rains.
All the District Collectors and Joint Collectors are requested to ensure
that all the Appointing Officers are prepared for declaring probation to
functionaries as early as possible on receiving the G. O. Further, it is
requested to focus on increasing the volume of services delivered through
Village/ Ward Secretariats. Also, it is requested to have a special focus on
stage conversions and registrations, along with pensions re-verifcation
and submit the report on 20th June 2022.
