1. Objective
This procedure defines the requirements for managing traffic in construction areas on the
elephant project.
2. Responsibilities
Inform APG 1 day before raise the road closure permitwith site logistic
plan
Inspect the traffic route to not disrupt site traffic
Use engineering and administrative controls for vehicle incidents.
Provide adequate PPE for employees.
Provide signs and warnings every 15 mtr distance of all project roads.
Conduct periodical vehicle inspections on-site.
Conduct defense driving and signal communication training for all employees.

3. Scope
This procedure shall be applicable to all TFPL Employees, and other interested
parties for the management of Traffic incidents involving Personnel, Assets,
Environment, and Reputation under the influence of TFPL.
4. General Requirements
Issues and hazards to employees traveling on the project roads system that
must be taken into consideration when developing a traffic management plan
include:
All vehicles while being operated inside the perstorp elephant project premises
will at all times visibly display a valid vehicle legal document on the front area
and the operator should have a valid driving license and competency
certificate.
All parked vehicles should be restrained with the aid of parking brakes or wheel
chocks so that they do not move on their own.
When practical, vehicles should be parked so they can be driven forward when
next moved.
5. Project Roads
speed limits must be observed or lowered based on the activity inside of a project road
area.
It will be segregated from the main course of vehicles to avoid potential impact on
pedestrians.
Proper illumination along the walkways to be ensured. All personnel is required to
wear high visibility vests while walking to/from the construction sites.
The speed limit for the site will be limited to a maximum of 10 kmph. Local road rules apply
to the roads.
Escort Vehicles
For large no pipe spool and heavy loads vehicles in site, a flagman escort to a
vehicle provided by the TFPL should be used in front of and, when necessary,
behind the vehicle or mobile equipment.
Drivers entering the site must wear the correct personal protective equipment
PPE.
TFPL will immediately inform and direct APG, Perstorp, and site emergency
contact no to the site of the incident.
The injured person, if any, will be shifted to a site OHC medical Centre on
top priority by using a site ambulance vehicle.
Ambulance to be diverted to the site of the incident on a need basis.
TFPL HR coordinator to be immediately informed after preliminary medical
examination.
Perstorp security to barricade the incident site and explore an alternate
route to maintain traffic flow.
The contractor under whose area the incident takes place shall be
responsible for maintaining law and order at the site in coordination with the
site security team.
TFPL RCM and HSE dept will carry out an initial investigation and
disseminate the report to the APG HSE dept.
7. Training
Site safety personnel will be given the training to vehicle operators and
foremen to develop a clear understanding of their duties and responsibilities.
8. Road construction/Maintenance/Closure
During construction/ maintenance/ closure of roads that cause a diversion,
restriction, or otherwise affect access to facilities or traffic on the project, or on
project roads, supervisors will perform the following:
Ensure that the affected area and site personnel are notified.
Ensure that the site logistic plan/ road closure permit has been submitted
to the APG, perstorp, and site OHC.
Specify and ensure proper and effective location(s) for temporary traffic
control signs, devices, signals, and barricades in accordance with the
road regulations.
Ensure that warning signs are erected facing in all directions when
construction activities are adjacent to the roadway.
Ensure that signs intended for hazard warnings during hours of darkness
are illuminated or have reflectors.
Remove traffic control equipment that drivers should not obey while
construction or maintenance activities are being performed.
Restore regular traffic control signs and devices and cover or remove
temporary traffic control signs when the construction/maintenance/closure
is complete and before a roadway or area is restored to unrestricted use.
