FAPUS LEVEL 1 COUNSELLING


Details of process / information regarding seat allotment for FAPUS level-I
counselling will be declared separately
Note:-
 In view of COVID -19, the latest information and procedure of counselling will be uploaded on
University website on the basis of directions/ advisories received from Govt. of India, Medical
counselling Committee, NMC, MCI, , Govt of Uttarakhand from time to time. The latest directions
uploaded on the website by UK NEET –PG counselling board will only be applicable and will
replace any such condition/term/rules mentioned in the information bulletin. The decision taken
by UK NEET –PG counselling board in view of COVID -19 related to procedure of counselling
will be applicable at all time. Hence candidates are advised to visit the university website regularly
for any update. No separate information will be sent to the candidate.
 Subject to availability of State Quota and All India Management Quota seats and available
candidates New/Fresh registration may be permitted for Mop-Up round. Details will be notified
separately.
 Board reserves the rights to modify the above counselling schedule, if needed.
 Candidates are advised to visit the University website regularly during different round of
Counselling for various updates/instructions and notices.

INTRODUCTION
NEET PG 2021 Uttarakhand State Centralised PG counselling for all available seats of
MD/MS courses for all Government Medical Colleges, Private Medical colleges and Private
Universities of Uttarakhand for the session of 2021-22, will be conducted by Hemwati
Nandan Bahuguna Uttarakhand Medical Education University, Dehradun. The Counselling
will be conducted on the basis of merit of NEET PG- 20211 examination and other rules,
regulations & eligibility criteria as per Government of Uttarakhand.

In view of COVID -19, the latest information and procedure of counselling will be uploaded
on University website on the basis of directions/ advisories received from Govt. of India,
Medical counselling Committee,NMC, MCI and Govt of Uttarakhand from time to time. The
latest directions uploaded on the website by UK NEET –PG counselling board will only be
applicable and will replace any such condition/term/rules mentioned in the information
bulletin. The decision taken by UK NEET –PG counselling board in view of COVID -19
related to procedure of counselling will be applicable at all time. Hence candidates are
advised to visit the university website regularly for any update. No separate information will
be sent to the candidate.

1.1 Centralised counselling will be conducted for following quota of seats:-


a. M.D/M.S Courses in Government/Private MedicalColleges/Private Universities of
Uttarakhand against State quota seats.
b. M.D./M.S Courses in Private Medical/ Colleges/Private Universities of Uttarakhand
against All India-Management quota seats.
c. Post MBBS Diploma Seats in V.C.S.G.G.I.M.S.& R Srinagar Garhwal only for in-
service Medical Officers of PñMñHñSñ, Uttarakhand.
d. Fundamentals of Abdomino - Pelvic Ultrasonography (FAPUS)—Level I for MBBS
Doctors- 06 months course.
1.2 The eligible interested candidates who have qualified NEET PG-2021/NEET MDS-2021 will
get admission against available State quota seats and All India-Management quota seats in
post graduate Medical/Dental courses by centralised counselling on merit cum choice
basis.
1.3 Duration of Course: as per Latest NMC/MCI /GOI Regulations / guidelines.

2. GENERAL INSTRUCTIONS, TERMS AND CONDITIONS


2.1 The applicants are required to fill the online application form to register and pay the
required fee by ONLINE mode only. The counselling registration fee shall not be
refunded under any circumstances. Please refer to the Counselling Schedule and
Instructions for details.
2.2 The candidates have to complete the online application form in all respect and also to upload
his/her photograph & signature (as submitted in NEET PG - 2021) and all other relevant
documents in the appropriate box. The candidates are further advised to re-check the
entries/information given by him/her before submitting the same. After submitting the form
the candidates are required to take the print of the submitted form (hard copy). The
candidates are advised to retain the copy of the form submitted to the University for
their best Interest for further reference and Queries.
2.3 After final submission if a candidate wishes to edit any information or upload new
documents, within time schedule of registration the candidate has to pay an additional fee of

Rs.500/- only each session for editing (only by online mode). For this candidate has to click
“PAY CORRECTION FEE” link after Login. Under No circumstance time extension will
be permitted for editing the information. After editing the previous entries & Hard copy of
print out will be treated Null & Void.
2.4 The candidates are advised to keep at least 10 copies of same photographs (same as
submitted in NEET PG -2021 application form). The candidates will have to produce the
same copy of photograph for entire admission process.

2.5 Depending upon the directions received from time to time by various regulatory bodies
like NBE/MCI/DCI/GOI/ State Government and Hon’ble Courts, the schedule/Rules/
Terms & Conditions may be subjected to change. Such information will be notified on
the university website www.hnbumu.ac.in only. Candidates must refer the website
regularly for any update. No separate intimation will be sent to the candidates.
2.6 Only appearing in the NEET PG- 2021 Uttarakhand State Centralised Counselling does not
confer any rights to secure a Post Graduate Medical/Dental/FAPUS Level I course seats. The
selection and admission to Post Graduate Medical//Dental/FAPUS Level I course on a state
quota seat in any Medical/Dental college and All India-Management quota seats is subject to
fulfilling all the eligibility criteria, state reservation policy, provision of bond, other terms &
conditions etc. mentioned in the Information Bulletin and/or amendments made thereafter till
the time of counselling.
2.7 Counselling Registration Fee shall neither be carried forward to a future date nor refunded
under any circumstances.
2.8 In case the information provided by the candidate found wrong in the application form,
his/her application will be summarily rejected. If any candidate secures admission in the
college/institute by providing wrong information in his/her application, detected later on in
due course, his/her admission will be cancelled at the cost and risk of the candidate. Hence
candidates are advised to fill the online application form very carefully and re-check
before final submission.
2.9 Candidate’s eligibility is purely provisional and is subject to the fulfilment of eligibility
criteria as prescribed in this Information Bulletin, during subsequent verifications of his/her
documents at counselling, admission or afterwards.
2.10 University/Counselling Board reserves the right to withdraw permission, if any,
granted inadvertently to any candidate who is not eligible to appear in the NEET PG-
2021 Uttarakhand State Centralised Counselling even though he got himself registered
and paid the required fee.
2.11 Instructions, Terms & Conditions in the Information Bulletin are liable to change based on
decisions consciously taken by the University/Counselling Board/Medical Education
Department, Uttarakhand Government from time to time. There is no equity or any rights
that are /or deemed to be arising in favour of candidate.
2.12 The candidate must ensure before filling the application form that he/she fulfils the
eligibility requirements for quota of seat he is applying for i.e., State or All India-
Management quota seat. The registration fee once paid shall not be refunded in the
event of rejection of the application. Only eligible candidates will be considered for
counselling/ admission.

2.13 The candidates are advised to mention their complete mailing address, ID proof Details and
correct contact numbers and email etc. in the application form with caution.
2.14 The records of Counselling shall be preserved only for a period of one year from the date of
the counselling.

2.15 In all the matters relating to counselling decision of University/Counselling Board and
Government of Uttarakhand as the case may be, shall be final and binding to all.
2.16 In case of any ambiguity in interpretation of any of the instructions/ terms /rules/ Criteria the
determination of eligibility/conduct of counselling/registration of candidate/information
contained herein, the interpretation of the University/ Counselling Board as the case may be,
will be final and binding.

3. ELIGIBILITY CRITERIA FOR NEET PG-2021 UTTARAKHAND
STATE CENTRALISED COUNSELLING
The counselling and admission shall be open to such candidate, who:
3.1 For MD/MS Courses in Government & Private Medical Colleges/Private Universities of
Uttarakhand against State quota seats.
 Is an Indian citizen.
 Has passed the M.B.B.S Examination from a Medical College situated in Uttarakhand
state and recognized by the MCI/NMC.
 Must have fulfilled all eligibility criteria mentioned in the NEET PG-2021 brochure and
qualified NEET PG-2021 examination.
 Has completed/will be completing compulsory rotatory internship training on or before
30.09.2021. No request for time relaxation in compulsory rotating internship under any
circumstances will be accepted.
 Registration with M.C.I./State Medical Councils is compulsory and its documentary proof
should be uploaded at the time of online counselling and submitted at the time of
admission in allotted college. Candidate has to register himself/Herself to Uttarakhand
State Medical council within 02 months of joining the PG course.
 A Candidate who is already admitted to any Post Graduate Medical course in any Medical
College in the state of Uttarakhand will not be eligible to appear in the NEET PG-2021
Uttarakhand State Centralised Counselling till he/she completes his/her ongoing PG
course and passes the examination.
3.2 For MD/MS Courses in Private Medical Colleges/ Private Universities of Uttarakhand
against All India-Management quota seats only
 Has passed the M.B.B.S Examination from a Medical College, recognized by the
MCI/NMC.
 Must have fulfilled all eligibility criteria mentioned in the NEET PG-2021 brochure
and qualified NEET PG-2021 examination.
 Has completed compulsory rotatory internship training on or before 30.09.2021. No
request for time relaxation in compulsory rotatory internship under any
circumstances will be accepted.
 Registration with M.C.I./State Medical Councils is compulsory and its documentary
proof should be uploaded at the time of online counselling and submitted at the time
of admission in allotted college. Candidate has to register himself/Herself to
Uttarakhand State Medical council within 02 months of joining the PG course.

Note:-
Candidates eligible for admission to MD/MS/Post MBBS Diploma Courses in
Medical Colleges of Uttarakhand against State quota seats are also eligible to
apply for All India-Management quota seats.

3.3 Post MBBS Diploma Seats in V.C.S.G.G.I.M.S.& R Srinagar Garhwal only for in-
service Medical Officers of PñMñHñSñ, Uttarakhand.
 Is an in-service regular Medical Officers of PMHS, Uttarakhand.
 Has passed the M.B.B.S Examination from a Medical Colleges recognized by the MCI.
 Must have fulfilled all eligibility criteria mentioned in the NEET PG 2021 brouchure and
qualified NEET PG 2021 examination.
 Registration with M.C.I./Uttarakhand Medical Council is compulsory and its documentary
proof should be furnished at the time of counselling and admission in allotted college

3.4 Fundamentals of Abdomino-Pelvic Ultrasonography (FAPUS)—Level one for MBBS


Doctors- 06 months course.
 Is an Indian citizen.
 Has passed the M.B.B.S Examination from a Medical College, recognized by the
MCI/DCI.
 Must have fulfilled all eligibility criteria mentioned in the NEET PG-2021 brochure
and qualified NEET PG-2021 examination.
 Has completed compulsory rotatory internship training on or before 30.09.2021. No
request for time relaxation in compulsory rotatory internship under any
circumstances will be accepted.
 Registration with M.C.I./State Medical Councils/D.C.I./State Dental Councils is
compulsory and its documentary proof should be uploaded at the time of online
counselling and submitted at the time of admission in allotted college. Candidate has
to register himself/Herself to Uttarakhand State Medical/Dental council within 02
months of joining the PG course.

The FAPUS level I course of 06 months duration will be conducted in two batches (Batch -I
from March 2022 to Aug. 2022 & Batch- II from Sept. 2022 to Feb 2023) in the following

The Seat allotment for FAPUS Seats will be done after completion of all rounds of MD/MS/ Post MBBS
Diploma counselling

 Reserved seats lying vacant will be filled as per seat conversion policy mentioned in
information brochure.
 Candidates have to register online as per schedule I applicable for MS/MD courses but the
seat allotment will be held manually in a single round only for Batch I (March 2022 to Aug.
2022 & Batch- II from Sept. 2022 to Feb 2023)
 Candidates are required to confirm the admission on the day of counselling itself.
 Regarding further clarification on fees, course curriculum, service conditions and
service bond please contact Director General, Medical Health & Family Welfare,
Danda Lakhond, Sahastradhara Road, Dehradun, Uttarakhand. University &
Counselling Board will not be responsible for any such matter.

4. COUNSELLING REGISTRATION FEE


4.1 Online counselling registration Fee is Rs. 5000/- (will be valid only for two round (I & II )
of counselling for all categories.
4.2 Counselling registration fee shall neither be refunded nor carried forwarded, if the
application for NEET PG 2021 Uttarakhand State Centralised Counselling is
rejected/candidature is found to be ineligible. Hence candidates are advised to read the
eligibility criteria carefully before applying. Only eligible candidates will be considered for
counselling/admission.
4.3 Counselling registration fee as described above will be paid online through Net Banking,
Credit or Debit card only. No cash, cheque or draft will be accepted.
5. RESERVATION POLICY:
The reservation will be applicable as per the policy of Government of Uttarakhand in
force. In case of any revision of the reservation policy by the State Government of
Uttarakhand, latest revised reservation policy shall be applicable on the day of
counselling. The reservation policy will be applicable only for State Quota seats & will
be applied college wise. No reservation will be applicable for seats under for All India-
Management Quota.
5.1 Vertical Reservation: 04% seats will be reserved for the candidates of Scheduled
Tribes (ST) of Uttarakhand, 19% seats will be reserved for the candidates of
Scheduled Castes (SC) of Uttarakhand and 14% seats will be reserved for Other
Backward Classes (OBC) (except prevailing creamy layer criteria as prescribed
by the state government) candidates of Uttarakhand. 10% reservation under EWS
category will be applicable for Govt. Medical colleges only. Remaining seats will be
treated as unreserved category seats.
5.2 Horizontal Reservation (in each vertical category): 30% seats will be reserved for
women candidates, 05% seats will be reserved for the candidates of Defence Personal
Ward (DPW) of Uttarakhand, 02% seats will be reserved for Freedom Fighter
(FF), 05% Orphan of Uttarakhand in respective category of Vertical reservation.

5.3 If a candidate is eligible for more than one subcategory reservation then seat allotment
will be done in decreasing percentage of subcategories.
5.4 Candidates who belong to Scheduled Castes/Scheduled Tribes/Other Backward Classes
of Uttarakhand (Non Creme Layer) have to upload caste certificate and
Uttarakhand state domicile/permanent resident certificate issued by the competent
authority of the State Government. The original certificate has to be produced at the
time of admission. If a candidate fails to produce the original caste certificate and
domicile/permanent certificate of Uttarakhand he/she will not be eligible for the
benefit of reservation. The candidate shall be responsible for the same. In that case the
candidate will be treated as unreserved (UR) candidate only if he/she fulfils all the other
eligibility criteria to be considered as UR category candidate.

5.5 The OBC certificate is valid only for three years from the date of issue. The candidates
applying under OBC quota (NCL) must ensure that OBC certificate, NCL issued by
competent authority is valid on the date of applying for online counselling

5.6 Reservation for Differently abled (PH) candidates- For differently abled (PH)
candidates who are domicile of Uttarakhand, five percent (05%) seats will be
reserved category-wise for admission to P.G. courses as per MCI/GOI notification. This
reservation will be horizontal. These candidates will also be eligible for allotment in
accordance with merit from open seats of their category in addition to differently
abled seats. (Appendix-II Gazette No. 29 dated 23.01.2018 & MCI Circular No.
180375 dated 16.03.2018).

5.6.1 In view of COVID 19 nationwide lockdown Divyang(PH) candidate can upload the self
declaration undertaking as per the format uploaded on the website.which will be valid for
provisional seat allotment and subject to issue of final medical certificate by the Special
Medical Board constituted by the Director General, Medical Health & family welfare,
Uttarakhand for UK NEET PG 2021 counselling.
5.6.2 In case eligible differently abled candidates are not available in its category then the
vacant seats shall be filled by Unreserved PH candidate in order of merit as per the
provision given in Government of Uttarakhand order no 1070/XXVIII(1)/2017-
150/2005 II Cover dated 25th August, 2017.( Appendix-III)
5.6.3 The guidelines of MCI given in Appendix-II vide Gazette No. 29 dated 23.01.2018 & MCI
Circular No. 180375 dated 16.03.2018 will apply in determining the disability.
5.6.4 The Locomotors disabilities candidates will have to obtain the prescribed Certificate issued
by the Special Medical board, constituted by the Director General, Medical Health & family
welfare, Uttarakhand especially for this purpose and to be uploaded at the time of registration
& submitted to the allotted college at the time of admission. They will have to submit an
affidavit in the Medical Board, on Rs.10/- stamp paper duly notarized mentioning the
declaration that they have not previously appeared in the above Special Medical Board or any
other medical board constituted for the said purpose.
5.6.5 The functioning of the above mentioned “Special Medical Board” will be notified separately
on university website. The Medical board meeting will be held in the office of The Chief
Medical Officer, 105 Chander Nagar, Dehradun.
5.6.6 Locomotors disability certificate issued by any other authority/board other than above
mentioned Special Medical Board constituted by the Director General, Medical Health &
family welfare, Uttarakhand shall not be entertained. Hence eligible PH candidates will have
to present themselves in front of the above “Constituted Special Medical Board” on specified
date, time and place.

5.7 CONVERSION POLICY:
5.7.1 In case the eligible candidates are not available in the sub-category of any
category, the vacant seats of that sub-category shall be filled up by the open candidate
of that particular category except PH category in the round-II of counselling
5.7.2 Even after that, if the eligible candidates are not available to the extent of
reservation in any category, the vacant seats of that category shall be filled up by making
the vacant seat available to other categories in the round-II of counselling as per the
Government of Uttarakhand order no 1070/XXVIII(1)/2017-150/2005 II Cover
dated 25th August, 2017 (Appendix-III) as under:-
Scheduled Tribe (ST) Open => Scheduled Castes (SC) Open => Other Backward
Classes (OBC) Open => Open/Unreserved category.

5.7.3 The seats reverted from all India quota to state quota will be filled by the same
category. In case of non availavlity of candidates the seats will be converted to other
category as per Govt. policy mentioned in 5.7.2.
5.7.4 If any reserved quota seats falls vacant after round-II counselling and included in
Mop-Up round counselling the said seat will be filled by candidates of that particular
category/sub category only. In case of non availavlity of candidates of that particular
category/sub category in Mop-Up round counselling the said seats will be converted
to other category/ sub category as per Govt. policy mentioned in 5.7.1. & 5.7.2

.
6. ADDITIONAL WEIGHTAGE MARKS FOR SERVICE IN REMOTE/
DIFFICULT AREAS OF THE UTTARAKHAND STATE
In compliance to the Govt. Of India gazette no 48. dated 27 February, 2012 (Appendix-IV)
and Govt. of Uttarakhand G.O. No. 1077/XXVIII(1)/2017-writ-33/2017 dated 29.08.2017,
(Appendix-V) the merit list of all registered eligible NEET PG/MDS 2021 qualified
candidates will be further modified/updated by adding 10% additional marks to the marks
obtained by the NEET PG/MDS 2021 qualified PMHS regular officers & candidates
serving under compulsory bond, for each year of his/her service done at remote/difficult
areas of the state as defined by the DGMH& FW/ State Government. The Director General,
Medical, Health & Family Welfare, Uttarakhand or the competent officer/authority
appointed by him vide letter No. 2i@jk0iq0@70@2017 dated 09 March, 2019 (Appendix-
VI) will issue a certificate for complete year experience of the candidate and this certificate
would be basis for giving weight age in the marks at the time of online counselling. The
maximum weight age will be up to total 30% of the total marks obtained by the candidate in
NEET PG 2021 and the cut-off date for calculation of service in remote/difficult areas of the
state be as off on 31.09.2021.
For availing the above benefit the candidates have to upload the self declaration/
undertaking as per the prescribed format which is to be further verified and
countersigned by the authorized reporting officer and DGHS, Uttarakhand. The
prescribed format is available on the university website.
The additional benefit of 10% to 30% marks will be applicable only to NEET PG/MDS
2021 qualified candidates, when claimed and supported by uploading relevant
certificate at the time of registering for online counselling.
The additional benefit will not be given to the candidates who have not qualified the
NEET PG/MDS 2021 examination.

8. PROVISION OF BOND
(Applicable only for MD/MS Courses in Govt. Medical Colleges of Uttarakhand
against state quota seats)
Providing Health services in remote areas of Uttarakhand is a difficult task. In spite of the
best efforts of the Government, a large numbers of Medical Officer’s post are still vacant
in the state. Therefore provision has been made for subsidized fees for candidates willing
to sign Bond of service in Uttarakhand.
The G.O. No. 837/XXVIII(1)/19-19(esñdkñ)/2015 dated 26.06.2019 (Appendix-VII) and
detailed bond terms/conditions & Format (G.O. No.374/XXVIII(1)/2017-19(esñdkñ)/2015
dated 31.03.2017) are uploaded on the university website. Candidates are advised to read
the document carefully for applying. Bond format is enclosed as Appendix-VIII

Candidates are advised to contact the concerned Govt. Medical College about the
details of admission process and essential documents required as per provision of
service bond given in Appendix F. Candidates who fail to submit the required bond
documents will not be eligible for subsidized fee benefits.

9. COUNSELLING PROCEDURE
9.1 It will be an online counselling procedure only except the mop-up round of
counselling (if needed) will be a manual one.
9.2 For participating in online counselling and registration process, NEET ROLL
NUMBER provided by NEET PG-2021 will be the login ID for New user/ registered
user with a valid Mobile Number will be essential for registration and verification.
9.3 Merely registering provisionally does not make the candidate eligible for counselling
and seat allotment. Registration process will be completed after filling Data,

uploading required Documents, payment of Fee, Filling of preferences/Choices, and
Locking of choices.
9.4 The General Counselling instructions for eligible candidates are given below-

9.5 All NEET PG-2021 qualified eligible candidates interested to participate in counselling
against PG State/All India-Management quota seats are required to register themselves in
various rounds of counselling. Candidates who fail to register in 1st round of counselling
can participate in 2nd and Mop-Up round of counselling after registration and payment of
required fee.

9.6 Only registered candidates will be allowed for that particular round of counselling

9.7 The candidate is compulsorily required to furnish NEET PG 2021 examination Roll
Number, NEET application number, valid mobile number and other required
information in order to register for counselling. Candidate will receive a verification
code on their registered mobile, which will be used by them for registration in
subsequent steps of online filling of application form.
After final submission if a candidate wishes to edit any information or upload new
documents, within time schedule of registration the candidate has to pay an additional fee
of Rs.500/- only each session for editing (only by online mode). Under No circumstance
time extension will be permitted for editing the information. After editing the previous
entries & Hard copy of print out will be treated Null & Void.

10. The general instructions for eligible candidates:

10.1 Registration facility is available in each round of counseling as notified in counseling


schedule. To become eligible to participate in any particular round of counseling candidate
have to register themselves and fill their choices in that particular round of counseling.

10.2 If a candidate has not registered himself in a particular round of counseling, he/she will not
be considered for seat allotment for that particular round of counseling.

10.3 As per the directives of the Hon’ble Supreme Court of India in writ petition no.-
267/2017 dated 09th May, 2017 “after the second round of counselling for All India
Quota seats, the students who taken admission in All India Quota seats should not be
allowed/permitted to vacant the seats. This would ensure that very few seats are reverted
to the State Quota and also all India Quota seats are filled by students from the All India
merit list only. The students who take admission and secure admission in Deemed
Universities pursuant to the second round of counselling conducted by the DGHS shall not
be eligible to participate in NEET PG-2021 Uttarakhand State Centralised Counselling”.

10.4 As per Hon’ble Supreme Court Order in W.P. No. 76 of 2015 Ashish Ranjan & Ors. Vs.
Union of India & Ors. Only two rounds and a mop up round are allowed for State Quota
Counseling.
As per the directions of Hon’ble Supreme Court of India in W.P. (c) 267/2017 DAR-US-
SLAM EDUCATIONAL TRUST and Ors. Vs. MEDICAL COUNCIL OF INDIA and Ors.
Dated 09.05.2017.Candidates joined in second round of counselling will not be allowed to
vacate seat. On the similar ground the candidates joined through NEET PG 2021

Uttarakhand state centralized counseling in second and further rounds of counselling
will not be permitted to vacate/resign/surrender the seat.

As per the GOI gazette No144.dated 05.04.2018 The student is permitted to exercise
fresh choice during various round of counselling as per the following matrix.

 Free exit for 1st Round means if a candidate allotted a seat in 1st Round and even if candidate
does not report/join the allotted college he would not be penalized and eligible for subsequent
rounds.
 Exit with forfeiture means if a candidate allotted a seat in 2nd round of counselling and does not
want to join the allotted seat he can still exit with forfeiture (losing security amount deposited) and
once candidate joined the allotted seat would not be eligible for resigning/surrender of joined seat.
 Candidates who have been allotted seat in round I of counseling can opt for seat up gradation in
round II of counseling only.
 If a candidate has upgraded in the round II the seat allotted in round I gets automatically cancelled
and allotted to next eligible candidate in merit. Candidates are advised to select choices carefully.
 Candidates have to fill new/fresh choices in each round of counseling to become eligible for seat
allotment in that particular round.
 Candidate can give as many choices as he/she wishes during online choice filling. However choices
should be in order of candidate’s preference & eligibility.
 Candidates are advised to select the choices very carefully. If candidate is not interested in
any specific Quota/College/Course, it is advised not to opt for that specific
Quota/College/Course seat in choice filling process as allotment once done will not be altered.
University/ Counselling Board will not be responsible for any mistake done at the part of the
candidate.
 Candidate has to fill up the fresh choices/quota for each subsequent rounds of counselling
separately irrespective of previous choices/quota.
 No Candidate will be permitted to vacate his/her admitted /joined seat in second and further
round of counseling.

11 Candidates are required to fill the details of the following documents/certificates at the
time of registration during online counselling:-

 *MBBS/BDS Degree Provisional/Permanent.


 *Internship Completion certificate.
 *Registration Certificate with State Medical/Dental council/MCI/DCI.
 Domicile/Permanent Residence Certificate issued by the competent authority of
Uttarakhand only, if applicable.

 Certificate of Reserve category, if applicable.
 Certificate of Sub Category, if applicable.
 NOC from DG Health & Family Welfare Uttarakhand/Competent Authority for
regular PMHS Uttarakhand candidate/candidates serving under the service bond. (
Policy related G.O is enclosed as Appendix- IX)
 NOC from competent authority for all in-service regular candidates other than
PMHS of Uttarakhand candidates.
 Self declaration/Undertaking for claiming benefit of working in difficult area of
uttarakhand as per enclosed format. (Appendix-X)
 Self declaration/Undertaking for claiming benefit of Divyang(PH) reservation as
per enclosed format. (Appendix-XI)

11.2.1 Allotment once done will not be altered and candidate has to take admission against
that seat. However such admitted candidates will be eligible for seat/college up
gradation in 2nd or subsequent round of counselling as per rules.
11.2.2 Candidates who have been allotted the PG Medical/Dental seat have to report to the
concerned Medical/Dental college with all original documents for verification as well
as the required fee for confirmation of admission within the stipulated time/date.
11.2.3 Candidates who have taken admission against the allotted seats will be permitted for
subject/college up gradation in the second/subsequent round of counselling.
11.2.4 If the candidate who has been allotted the seat in round-I of counselling fails to report
for admission on stipulated date, his/her claim for admission stands cancelled but
he/she will be allowed to participate in the round-II counselling.
11.2.5 The candidate can fill any number of choices available as per his/her eligibility.
11.2.6 Candidates are advised to read the seat matrix & fill the choices carefully. If the
candidate is not interested in a particular college, course or quota of seats it is
advised not to select that seat during online preference filling. The seat if allotted
will be not be cancelled or changed in that particular round of counselling & the
candidate has to secure the admission in the scheduled time to remain eligible
for further round of counselling.
11.2.7 If a candidate has withdrawn the admission or left the allotted seat after confirming
the admission during the process of counselling. He/she will not be eligible for
subsequent rounds of counselling.
11.2.8 If the candidate gets new allotment, the seat allotted in the previous round(s) will be
automatically cancelled and allotted to next eligible candidate. If already allotted and
admitted candidate in the previous round(s) does not get new allotment in that
particular round; the seat allotted in the previous rounds will be retained by the
candidate.
11.2.9 Candidates are required to present in person and carry all the required documents in
original at the time of admission in the concerned college. He/she will have to
complete all other formalities related to admission of the concerned college.
Otherwise the seat allotted will stands cancelled automatically and the candidate will
not be allowed to participate in the further rounds of counselling.
11.2.10 No authorised person and representative (including parents/guardian) of the candidate
will be allowed to participate in the admission process on behalf of the candidate.

11.2.11 The counselling Board will verify the uploaded scanned required documents of the
allotted candidates only. The original documents of the allotted candidates will be
verified and checked by the authority of the concerned college(s) during admission
process. Seat allotted will be cancelled if original documents are not produced by the
candidates/found incomplete/incorrect at the time of admission. The whole
responsibility of document verification will be on the College Authority.
11.2.12 Finger prints/Photographs/Signature of the admitted candidates will be collected and
counter signed by the College Authority and kept in the safe custody for any future
reference.
11.2.13 Uttarakhand Medical/Dental Council permanent registration certificate (if
available) or an affidavit to the effect that he/she will deposit the Uttarakhand
Medical/Dental Council permanent registration certificate within 02 months of
admission or will deposit the receipt of application for permanent registration.
11.2.14 The concerned college will regularly update the status of admitted/non-
admitted/non-reported/Withdrawal/Cancelled candidates detail in their online
College dash board.
Note:
a. In-service regular PMHS candidates of Uttarakhand and candidates already
under bond for compulsory service in Uttarakhand have to fulfil the conditions
mentioned in the bond or as specified by State government, DGH&FW,
Uttarakhand and Hon’ble Courts, from time to time. The designated
Counselling board will not be responsible for any legal issue arising out of the
matter related with such bond or service conditions.
b. All other in-service candidates have to fulfil the conditions specified by his/her
parent department/organisation. The designated Counselling Board will not be
responsible for any legal issue arising out of the matter related with such bond
or service conditions.
12 INSTRUCTIONS FOR SECOND & MOP-UP ROUND OF
COUNSELLING
Instructions, procedure & vacant seat status for second & Mop Up round of
counselling will be displayed separately before that particular round.
13 DETAILS OF FEES
 Details of college wise fees are available on University website
www.hnbumu.ac.in in a separate link.
 Candidates are also advised to visit the university & Colleges website for
detailed Fee structure & other information and can contact the concerned
Principal/Nodal officers. The Institute details are uploaded as separate link on
the university website.

14 ADMISSION PROCEDURE

Keeping in view of COVID 19 & nationwide lockdown the detailed information regarding
round I of counselling and procedure for admission & Fee deposition will be notified
separately based on the advisories and directions received from central and state
authorities time to time on the university website.
The detailed procedures & instructions for round II and MOP UP round of counselling
will be notified separately before the concerned round.

However candidates are advised to keep the following documents ready for completion of
admission process:

 High School (10th) Certificate for Age proof.


 Intermediate (10+2) Mark sheet.
 NEET PG 2021 Admit Card
 NEET PG 2021 Rank letter/Score Card.
 MBBS Degree Provisional/Permanent.

 NOC from DG Health & Family Welfare Uttarakhand/Competent Authority
for regular PMHS Uttarakhand candidate.
 NOC from competent authority for all in-service regular candidates other than
PMHS of Uttarakhand candidates.
 NOC from Competent Authority (DG Health & Family Welfare Uttarakhand/
Principal of the concerned college where the candidate is doing Junior Resident
ship under service bond) for the student serving under Bond.
 Allotment letter printout
 Other document as per the requirement of the concerned college (Kindly visit the
college website or contact the concerned person)
 Tuition Fee Receipt issued by the counselling board special fee counter.
 Remaining fee amount in form of Bank Demand Draft (hostel/mess charges etc.)
Candidates are also advised to visit the university & Colleges website for detailed Fee
structure & other information. For any specific information related to Bond/Hostel/
Mess and other facilities candidates’ can contact the nodal officer of the concerned
College as per details uploaded on the university website.

15 ADMISSION FEE REFUND POLICY


15.2 A candidate, if wants to quit the college allotted to him in the first round of counselling
on or before 2nd round of counselling has to inform the counselling Board through the
Principal concerned, that he/she has vacated the seat allotted to him/her in the
counselling & than only he/she will be entitled to get refund of the fees deposited by
him/her after deduction of Rs. 6,000/-only (as administrative charges). In addition,
charges for the services availed (e.g. Hostel, mess etc.) by the candidate will also be
deducted from the fees deposited, on actual consumption/rational basis, by the college
administration.
15.3 A candidate if vacates the seat allotted to him in any round of counselling, after 2nd
round of counselling and such vacated seat is filled by another candidate and no seat
remains vacant, will get refund of the fees deposited by him after deduction of Rs.
6,000/- only (as administrative charges). In addition charges for the services availed

(e.g. Hostel, mess etc.) by the candidate will also be deducted from the fees deposited,
on actual consumption/ rational basis, by the college administration. In case the seat
remains vacant the fees deposited will be forfeited.
15.4 A candidate if vacates the seat allotted to him in the first/second round of counselling
due to up gradation and joins the college allotted to him in the state of Uttarakhand
through second/mop up round, the fee deposited will be refunded to him after deduction
of Rs. 6,000/- only (as administrative charges). In addition charges for the services
availed (e.g. Hostel, mess etc.) by the candidate will also be deducted from the fees
deposited, on actual consumption/ rational basis, by the college administration.
15.5 A candidate after joining the college allotted to him by the Counselling Board changes
the department/speciality allotted to him through counselling/mop up round within the
same college, no deductions will be done from the fees deposited by him.

16 START OF SESSION
The session will start as per the present guidelines/directions of GOI/MCI/
DCI/Hon’ble court by the concerned college(s) for that particular session.

17 DISCLAIMER
Instances of provision of incorrect information detected at any stage of the selection
process will automatically disqualify the candidate from the selection process and
he/she will not be allowed to appear for PG counselling in future. If such instances go
undetected during the current selection process but are detected in subsequent years,
such disqualification will take place with retrospective effect and the Principal/Dean of
the concerned college/institute shall have the authority to cancel admission of the
candidate and to proceed legal action against him/her as all the information/documents
furnished by the candidate will be scrutinized/verified by competent authorities.
The designated counselling board/Uttarakhand Government will not be responsible for
hardship or expense incurred by the candidates or any other person or persons for such
changes, additions, omissions or errors, no matter how they are caused.

18 JURISDICTION
Any dispute concerning “NEET PG-2021 Uttarakhand State Centralised Counselling”
would be subject to exclusive jurisdiction of the competent Hon’ble courts within the
territorial jurisdiction of Uttarakhand only.
