BARANGAY EXECUTIVE ORDER

No. 010 Series of 2019

ESTABLISHMENT OF BARANGAY GENDER AND DEVELOPMENT FOCAL POINT

SYSTEM (BGDFPS)

WHEREAS, Pursuant to Memorandum Circular No. 2011-01 dated October 21, 2011, from the
office of the President Philippine Commission on Women;

WHEREAS, Section 36 of Republic Act No. 9710, otherwise known as the Magna Carta of
Women (MCW), all government departments, including their attached agencies, offices, bureaus,
state university and colleges, government-owned and controlled corporations, local government
units and all other government instrumentalities shall adopt, gender mainstreaming as a strategy
to promote women’s human right and eliminate gender discrimination in their systems, stuctures,
policies, programs, processes and procedures;

WHEREAS, Section 37-C of the Implementing Rules and Regulations (IRR) of the MCW
provides that all concerned government agencies and instrumentalities mentioned above shall
establish or strengthen their GFPS or a similar GAD mechanism to catalyze and accelerate
gender mainstreaming within the agency;

NOW THEREFORE, I, NORWEL C. BASCOS., Punong Barangay of Villasis, Santiago City

by virtue of the powers vested in me by law, do hereby establish a Barangay Gender and
Development Focal Point System (BGDFPS).

Section 1. Composition of the Barangay GAD Focal Point System:

Section 2. General Functions of the GAD Focal Points – the GAD Focal Points System shall
perform the following:

The Punong Barangay shall:

1. Organize and Strengthen the Barangay GFPS

2. Establish/Maintain AW Desk and designate its desk officer
3. Submit the Barangay GAD Plan and Budget Accomplishment Report and
other Barangay GAD-related reports to the DILG Santiago Office.
4. Implement the DILF-approve GAD Accomplishment Report and other GAD-
related reports of the barangay as may be required by the Magna Carta for
Women –IRR

The GAD Focal Point Member shall:

1. Provide policy advice to the Punong Barangay to support and strengthen the
Barangay GFPS gender mainstreaming effort;
2. Deliberate/Formulate the Barangay GAD Accomplishment Report and other
Barangay GAD related reports;
3. Participate in the implementation of the Barangay GAD Plans, Programs and
Activities (PPAs) and the judicious utilization of the Barangay GAD Budget;
4. Lead the conduct of advocacy activities in the barangay and the development
of information, education and communication (IEC) material, and
5. Monitor the implementation of the Barangay GAD related PPAs and suggest
corrective measure to improve their implementation.

Section 3. The Barangay GFPS shall assist the Barangay GFPS in the performance of their roles
and responsibilities, especially on administrative and logistical support as follows:

1. Preparation of meeting agenda

2. Preparation of minutes of meeting, other documents of Barangay GFPS
meeting and GAD related activities and
3. Facilitate implementation on Barangay GAD related programs, projects and
activities.

Section 3. Effectivity – This Executive Order shall take effect immediately.
