Act of 1973
Section 504 of the Rehabilitation
Act of 1973 is a federal civil rights
law designed to protect the rights
of individuals with disabilities. It
was designed to eliminate
discrimination against any
student with a disability in any
program offered by the school
district. Public schools receive
funding from the federal
government; therefore Section
504 of the Rehabilitation Act
applies to the public school
environment.

states that: No otherwise
qualified individual with a
disability shall solely by
reason of her or his
disability, be excluded from
the participation in, be
denied the benefits of, or be
subjected to discrimination
under any other program or
activity receiving Federal
financial assistance.

It is the landmark federal legislation
pertaining to the education of children
with disabilities. The law guaranteed a
free, appropriate public educationto
all children and adults aged 3-21. It
was an amendment to the Education
of the Handicapped (EHA) of 1970.
Congress has replaced it with the
Individuals with Disabilities
Education Act and Individuals with
Disabilities Education Improvement
Act but the ideology of EAHCA
remain intact.
