We, the undersigned, hereby provide the attached offer to perform all work required to complete the activities and
requirements as described in the above-referenced RFP. Please find our offer attached.
We hereby acknowledge and agree to all terms, conditions, special provisions, and instructions included in the
above-referenced RFP. We further certify that the below-named firm – as well as the firm’s principal officers and
all commodities and services offered in response to this RFP are eligible to participate in this procurement under
the terms of this solicitation and under USAID regulations.
Furthermore, we hereby certify that, to the best of our knowledge and belief:
We have no close, familial, or financial relationships with any CNFA or project staff members;

to the above-referenced RFP; and

5.0 Purpose
a) Design and launch the MSME Development Fund loan portal to support profiling of MSMEs across
13 local government areas, loan application, monitoring/management and recovery.
b) Ensure the developed portal adheres to the nine Principles for Digital Development and Web Content
Accessibility Guidelines.
c) The portal should be designed to allow access to the following user groups:
i. MSME applicants as the front end users for the loan application processes and fund
management,
ii. Ebonyi State Government Ministry of Business Development for viewer access and monitoring
iii. Participating Financial Institutions (PFIs) will be given access as back office users for the loan
review, approval and monitoring.

10.0 Methodology
We adopted the Agile Software development model in order to efficiently accommodate our rapidly
paced incremental development cycles. This approach facilitates a steady stream of (new) feature
releases, and improvements on existing ones. As a result, quality testing is guaranteed to ensure the
retention of our excellent software quality.
Project Management:
Our team consists of certified Project Management and ITIL Professionals who have handled complex
and multiple projects successfully over the course of their careers. We replicate success paths in a
customizable format. We use an iterative process and methodology which involves a high degree of
interaction with the client and/or end-user to maintain alignment with the project objectives.

11.0 Timeline
The timeline outlines the milestones and procedure to complete this project. We will follow a four-phase
process to ensure customer satisfaction and project efficiency. Our process begins with a discovery
phase where we plan everything clearly, then a creative phase where all visual elements are designed,
then a technical phase where the visual elements are brought to life, and finally a review and testing
phase where the modules and application functionalities are fully tested for goal/purpose achievement.

2. Kunle Sadare: Kunle is a charismatic leader and people manager with a distinctive passion for
excellent service delivery and process improvement. He holds a post graduate degree in
Information Systems Management from University of Greenwich in the United Kingdom. He has
worked with Sky TV, CashPlus – a MasterCard company, and AirPlus International (A Lufthansa
Company), during which period he created and designed operational & administrative processes
for the organization, which was adopted across board by the company’s European offices. He is
an MCP (Microsoft Certified Professional) with training and knowledge of CCNA (Cisco
Certified Network Associate) and PRINCE 2 project management. He has a flair for operational
process improvement, business development, and training. Kunle has been a facilitator and
trainer on various professional platforms for government institutions such as: Federal Airports
Authority of Nigeria (FAAN), Industrial Training Fund (ITF), Corporate Affairs Commission
(CAC), Ministry of Defence (MoD), Federal Road Safety Commission (FRSC), and the Federal
Ministry of Health. His core competencies include: Project Lead and Management, People
Management, Training and Change Management, Business Process Improvement, Business
Development, Strategy and Innovation, Business/Report Writing.
4. Ikenna Ezemamku: Ikenna is a goal driven individual with exceptional skills in product
research, requirements elicitation, stakeholder management and quality perspective approach on
processes, workflows and procedures. Also being a Quality Assurance Engineer, he is a good
advocate for the user experience and a solid expert in conducting alpha and beta testing of
features, modules and applications. Ikenna has a Bachelor’s degree in Computer Education and
has obtained professional certifications such as MCP (Microsoft Certified Professional), CCNA
(Cisco Certified Network Associate), CCNP Routing (Cisco Certified Network Professional),
ITIL (Information Technology Infrastructure Library) and ISTQB Foundation (International
Software Testing Qualification Board). He has worked as Product Test Manager for Tea-Pot NG
– a software testing consultant and August-Pee International – an E-Commerce Merchant;
creating and executing software test plans, cases and scripts to uncover, identify and document
software problems and their causes, delivering thorough testing reports that determine product
quality and release readiness.
6. Michael Iduku: Michael Iduku is a full stack software developer with over 5 years’ experience
in developing a wide range of tools and software solutions for a range of clients. He has proven
expertise in building products for FinTech companies, educational institutions and services
industries. He understands the software development life cycle in depth and very capable at all
aspects of development from project planning to requirements gathering through to writing and
testing codes, creating documentation and support. Currently, a software developer at RubikPay
developing world class FinTech products and agency banking solutions. He is a computer science
graduate and highly skilled in the use of technologies and frameworks such as java programming
language, spring boot, NodeJS, angular, ionic framework, react, react native, MongoDB, and
MySQL.
