1. INTRODUCTION

1.1 General

KEO International Consultants are the Engineering Consultants for this project. The
Project is located in the Al Ain City, Al Ain, United Arab Emirates. We are pleased to
invite you to provide specialist services for Wind studies. The study shall cover the
entire project but requires special attention to HARAM building and its components
which is the major item of the project. The following aerial view shows the overall
project.

1.2 Grand Masjed – Al Ain City

The Grand masjed will be one of the most important projects not only in Al Ain city, but
in the United Arab Emirates. It will symbolize the position of the country in the Islamic
World. To express this symbolism and historical significance, the objective is to
establish a distinctly unique building that has the quality of monumentality. A monument
by its nature is an edifice that is memorable. The building is related to the collective
memories of people, and communicates using their own language, while it transcends
the conventional language by using it in an unconventional way. This transcendence
gives the monument the quality of immortality. A monument will be remembered, by
being present in the memories of the generations to come.

2 THE PROJECT

2.1 General

This section has been prepared to identify the scale and magnitude of the project to
allow a complete understanding of the necessary services required.

2.2 Project Description / Components

The general arrangement of the project is as follows:

 The Haram Building, which being one of the most important features in
traditional mosques, has an exceptional presence by virtue of its unique form and
massive scale (The dome covering Haram will be the largest dome enclosing a
column free worship space, admeasuring 60 m height and 150 m diameter). The
dome is conceived in ‘Umayyad’ style. Its architecture depends on the Arabic
Calligraphy over its glazed surface. The intertwining and overlaps of the
calligraphy allow natural light to penetrate in a manner similar to the effects
created by palm trees orchards that are synonymous with Al Ain city.

 The Sahan - Courtyard/Plaza and Arcade, the colonnade style is derived from
Al Andalusia, Umayyad and Shami. The courtyard is articulated by the colonnade
which connects the various components of the project, viz:- the Dome, Minarets,
North and South Buildings.

 The North Building, consisting of the Quran School and the main library for the
Grand Mosque emphasizing the significance of education and sciences. Further
inclusions are the ancillary spaces like the cafeteria, meeting rooms, sanitary
services and storages, and the administration areas for the school staff.

 The South Building, consisting of the Main exhibition and Auditorium. Further
inclusions are the Main Mosque’s administration and services/storage areas. In
general the buildings are designed as the Umayyad style to harmonize with the
arcades, in addition to the domes on the main entrances for each of the N & S
buildings.

 The Minarets, derived from Fatimid style are of 120 m in height. North Eastern
and South Eastern Minarets comprise of the ablutions and storage spaces while
the North Western Minaret comprise of the VIP entrance and majlis hall with
ablution stations. Finally the South Western Minaret includes separate private
quarters for the Imam and Mouazin.

The concept design for the structure is currently being developed in discussion with the
architects and MEP engineers. The dome covering the Haram has been proposed as
steel truss arches placed tangentially as per the architectural concept design. The
following images show in section and plan views of the proposed dome structure.

2.4 Information to be provided by KEO

KEO will provide the following architectural images and drawings:

a) Affection plan
b) Floor plans
c) Elevations
d) Sections
e) Perspective view

KEO will also provide the following structural information;

a) Three dimensional structural models in ETABS


b) Natural frequencies of all the major buildings

3 SCOPE OF WORK

3.1 General

This section of the RFP has been prepared to identify specifically the scope of work.

3.2 Detailed Local Wind Environment Study

To collect overall data related to Al Ain City, this can be done by liaising with the local
authority of Alain City (Al Ain Airport nearby observation stations).

3.3 Structural Wind load Study

The wind load study shall provide wind pressure distribution acting on the external
structural envelope taking into consideration the maximum effect of the wind due to
different load cases and load combinations relevant to the design of the structural
system. The study shall also include internal pressure assessment based on most
critical configuration of openings that produces the worst net pressure.

3.4 Façade Cladding Pressure Study

The study shall provide pressure values on the façade of all buildings included in the
project with special emphasis on Haram building. The wind study for Haram dome shall
be done for the two extreme cases i.e. with and without the calligraphy layer (two
separate scaled models).

3.5 Calligraphy Cladding Pressure Study

Study for the wind pressures on the external calligraphy cladding is to be


conducted.

3.6 Pedestrian Comfort Wind Environment Study

The wind tunnel test to provide an estimate and assessment of wind


conditions prevailing in the critical out-door areas within or adjacent to the
site.

3.7 Testing of Wind Environment Treatments

If any treatments are found to be required from the scope of work in


Pedestrian Comfort Wind Environment Study , then a further study to be
conducted for the testing of various types of treatment options, enabling
verification of the effectiveness of these treatments.

3.8 Wind Noise Test (whistling) - optional study

Wind noise test is to be allowed as an option if it is found from the wind


tunnel test that there is potential for wind noise to be generated.
Recommendation for treatment is to be outlined.

4 PROPOSED TIME FRAME

This section of the RFP has been prepared to identify the timeframe for the delivery
of the Wind Study.

4.1 Timeline

The timelines noted below are based on working weeks from official notification to
proceed (start date).

5 TECHNICAL & FINANCIAL PROPOSAL

5.1 General

The wind study consultant should submit a complete technical and financial proposal to
carry out the work described previously.

5.2 Proposal Inclusions

The proposal should include:-


a) The Study team: Key members of the team, their role on the project and CV's.
b) Capabilities: Description of the consultant’s general and specific experience
related to this project.
c) Methodology: Describe the approach to the study, and the interaction required
between KEO and the wind consultant.
d) Deliverables and Time Frame: Describe the outputs from each delivery and
confirm the time frame.
e) Fees: Provide a breakdown for fees for each item and payment terms.
f) Insurance: Details of the PI insurance policies if applicable.

5.3 Fee Submittals

STRICTLY CONFIDENTIAL

NON DISCLOSURE AGREEMENT

From: KEO International Consultants

To:

Dear Sirs

We, [Company Name ________________________ ], upon receiving certain information from you, KEO
International Consultants (“KEO”) relating to the Grand Masjed, Al Ain City, UAE (“Grand Masjed”) to
enable us to propose to you the possibility of providing to you, subject to contract, Peer Review Consultant
Services (“Services”) for the Grand Masjed in the UAE, confirm the following obligations agreed between
us and KEO in connection with any confidential information, relating to the Grand Masjed, which may be
supplied to us by or on behalf of KEO, and to confirm the ownership of the intellectual property rights in all
information created, produced or assembled by us in respect of the Grand Masjed.

1. In consideration of KEO disclosing to us or procuring the disclosure to us of certain information,


material and data, all memoranda and contents thereof and all other information, material and data
which will be or may be disclosed to us or Our Representatives (as hereinafter defined) whether of
a business, technical, financial, operational, administrative, marketing, legal or other nature and
whether orally or in writing or in any electronic or computerised or other format (including, without
limitation, all estimates, forecasts and projections) relating to the provision of the Grand Masjed
(the “Confidential Information”), we hereby undertake and acknowledge to KEO that, subject as
herein provided, we shall and shall procure that our employees, agents, representatives and
professional advisers (“Our Representatives”) shall:-

1.1 Treat as strictly confidential in perpetuity all discussions and negotiations between KEO, its
representatives, ourselves and/or Our Representatives and all Confidential information

supplied to, or received by KEO and/or Our Representatives including the contents of this
non-disclosure letter;

1.2 not make any written or oral announcement or disclosure (other than as permitted herein) of
our possible appointment for the Grand Masjed or of the content of any negotiations with
respect thereto;

1.3 promptly notify KEO if any Confidential Information is required to be disclosed by reason of
law, governmental or other regulation prior to any such disclosure and shall co -operate with
KEO regarding the manner of such disclosure or any action which KEO may elect to take to
challenge legally the validity of such requirement;

1.4 not (whether or not the Services or the Development proceed) at any time disclose, copy or
circulate or otherwise make available to or allow any person any of the Confidential
Information other than to those of Our Representatives, (the name and address of whom we
shall notify to KEO in writing) who are required by us in the course of, and solely for the
purpose of, considering whether to make an offer to provide Services for in the Grand
Masjed, to receive and consider the Confidential Information, and we agree that any such
disclosure is on the basis that we shall ensure that each of Our Representatives adheres to
the terms of this non-disclosure letter as if, and whether or not, he, she or it had also given it
in favour directly of KEO; and 

1.5 forthwith on request by or on behalf of KEO at any time return to KEO or as KEO may direct all
the Confidential Information in our possession or under our control and all documents and
other material in any form, whether written, electronic or computerised, containing
Confidential Information, together with all copies thereof and together with any and all
analyses, compilations, studies and other documents or materials, whether written,
electronic or computerised, prepared by us in respect of the Grand Masjed, whether or not
these reflect or were generated or created from any Confidential Information.

2. Apart from the limited rights described in this Confidentiality Agreement neither we nor any of Our
Representatives shall be entitled to any right or licence in respect of the Confidential Information
and all the Confidential Information shall remain the property of KEO.

3. We will act as bona fide providers of Services for the Grand Masjed and shall not use the
Confidential Information except for the purpose of considering the provision of Services for the
Grand Masjed. If we enter into an agreement with (inter alia) KEO to provide Services for the Grand
Masjed, we shall be entitled to use the Confidential Information for purposes associated with the

Grand Masjed and subject to the terms of any agreement entered into with KEO. In no event shall
we use the Confidential Information for any other purpose.

4. We confirm that we are acting in this matter as principal and not as agent or broker for any other
person and, if we are appointed to provide Services for the Grand Masjed, such appointment shall
be for the sole purpose of us undertaking the Services as principal and not with a view to sub
contracting any of the Services without KEO’s approval in writing.
5. We shall be liable for and indemnify and keep KEO, its officers employees, agents, representatives
and professional advisers indemnified against any action, claim, costs, loss, liability or damage
suffered or incurred by any of them arising either from any unauthorised use or disclosure by
ourselves or any of Our Representatives of any of the Confidential Information or from any other
breach of this Confidentiality Agreement.

6. All intellectual property rights in and to any know-how or other information generated, created,
assembled or produced by us regarding the Grand Masjed shall be the property of KEO and we
shall have no right to publicise, sell or disclose such information to any third party without the prior
express written consent of KEO.

7. We shall execute such additional documents as KEO may require to vest in KEO, or as it may
direct, all intellectual and other property rights in and to any know-how or other information
generated, created, assembled or produced by KEO regarding the Grand Masjed.

8. Notwithstanding anything to the contrary contained in this non-disclosure letter, we may disclose
any Confidential Information, which we can demonstrate by written substantive evidence to the
reasonable satisfaction of KEO: -

8.1 to have been at the time of its disclosure to us or to have become subsequently public
knowledge (such that it is generally and authoritatively known to be true and accurate)
provided that there has been no breach of any obligation of confidentiality owed to KEO and
no improper or wrongful act or omission on our part or on the part of any of Our
Representatives;

8.2 to have been lawfully in our possession, or that of Our Representatives prior to such
disclosure, as evidenced by our written records and (where relevant) those of Our
Representatives and which was not acquired, directly or indirectly, from KEO;

8.3 is required to be disclosed to the extent required by the regulations of any recognised Stock
Exchange, or to any government agency lawfully requesting the same, or to any Court of
competent jurisdiction acting in pursuance of its powers, provided that if we or Our

Representatives become obliged to disclose the same we shall give KEO prompt notice of
such requirement.

9. We further agree and acknowledge that:

9.1 we do not expect KEO to advise us or Our Representatives or to have duties or


responsibilities to us or Our Representatives in respect of the suitability of KEO entering into
any agreement or in providing the Services for the Grand Masjed;

9.2 no representation or warranty, express or implied, with respect to the accuracy or


completeness of any of the Confidential Information or that any such information remains
unchanged after the date of receipt thereof is or has been given to us and that none of KEO
or any of its directors, employees, agents or advisers have any legal responsibility or liability
in respect of the accuracy or completeness of any of the Confidential Information;

9.3 no information which has been or will be given to us is intended to form the basis of any
invitation, offer or contract for the provision of Services for the Grand Masjed, or any interest
therein and nothing in the information shall constitute or be construed as a warranty or
representation to such effect on the part of KEO or any of its officers, employees, agents or
advisers nor will, in the absence of specific reference, such information be warranted in any
agreement with us and we will be required in any agreement in relation to the Grand Masjed
to acknowledge that it has not relied on or been induced to enter into such agreement by
any representation or warranty other than as expressly stated in such agreement;

9.4 KEO shall not be under any obligation to accept any offer or proposal which may be made by
us or on our behalf and KEO will not be responsible for any costs incurred by us or Our
Representatives in preparing and submitting any offer to KEO;

9.5 The provisions of this Confidentiality Agreement shall continue to have effect for a period of
four years after the date hereof notwithstanding any decision by KEO or us not to proceed
with any possible appointment relating to the Grand Masjed or any return of Confidential
Information;

9.6 In furnishing the Confidential Information none of KEO or its officers, employees, agents or
representatives or their respective professional advisers undertake any obligation to provide
us or Our Representatives with access to any additional information nor to update
Confidential Information nor to correct any inaccuracies therein which may become
apparent.

10. No failure or delay by KEO in exercising any of its respective rights hereunder shall operate as a
waiver of such rights, nor shall any single or partial exercise preclude any further exercise of such
rights.

11. In addition to any other remedies which may be available to KEO in the event of our breach of this
Confidentiality Agreement, we acknowledge that any breach of our obligations hereunder may
cause irreparable damage to KEO and that damages would not be an adequate remedy for any
breach of the provisions of this Confidentiality Agreement.  In the event of breach or threatened
breach KEO will be entitled to injunctive and/or interlocutory relief or other similar remedy available
in any court of competent jurisdiction.

12. We agree that this Confidentiality Agreement shall be governed by and construed in accordance
with the Laws of the United Arab Emirates.  We irrevocably submit to the jurisdiction of the Courts
of the United Arab Emirates and irrevocably waive any objection to proceedings in the Courts of
United Arab Emirates or in any other Court of competent jurisdiction on the grounds that such
proceedings have been brought in an inconvenient or inappropriate forum or any similar ground.  
This submission is made for the benefit of KEO and shall not affect the right of KEO to take
proceedings in any other Court of competent jurisdiction.
