Sub: - Bihar State Junior (U-17) Badminton Championship, 2021 to be held at Supaul from 16th to 21st
December, 2021.

Dear Sir,
We are pleased to inform you that the Bihar State Junior (U-17) Badminton Championship, 2021 will be
held at Supaul from 16th to 21st December, 2021. The tournament will be conducted by Supaul District Badminton
Association.

Venue of the Tournament: Indoor Badminton Hall, Supaul.


Date of the Tournament: 16th to 21st December, 2021.
Qualifying 16th December, 2021.
Main Draw 17th to 21st December, 2021.
Last Date of Entries (with all doc. & E.fee) 5th December, 2021.

1. Events -
The Tournament will be organized in following events.

Boys/ Girls ( U-17) singles & doubles 1st January, 2005 □ 500/- □ 1000/-

Note: - No entries will be accepted in any case without vaccination certificate. However, the RT PCR
report (players below 18 years) will have to be submitted at the time of reporting, otherwise they will
not be allowed to enter into the hall and no accommodation will be provided to them. i.e. the players
will be returned back.
ENTRIES WILL ONLY BE ACCEPTED WHEN (ONLY THROUGH E-MAIL NOT BY WATSAPP):
 It is typed on respective letter heads of the district units duly signed by the concerned district unit
Secretary with players ID (mandatory).
 Scanned copy of the bank draft in favour of SUPAUL DISTRICT BADMINTON ASSOCIATION
payable at SUPAUL is sent along with E-mail (online) entry.
 It is sent through e-mail from the official mail ID on satyajitsahay@gmail.com with a copy on mail ID
jaiswalkrishnanand99@gmail.com on or before the last date of entry.
 While sending the mail please mention the subject clearly i.e., “Entry for Bihar State Junior (U-17)
Badminton Championship, from 16th to 21st December, 2021 at “Supaul”. Otherwise there are chances
of missing of the entry at the time of scrutiny.

Note:
Hard copy (duly signed by Secretaries on letter head) with District ID of players, duly filled BAI Proforma,
supported by an affidavit as per BAI rules (in original) by their father & mother on stamp paper of Rs.100/-
(as applicable) with their birth certificates (Photocopies of all these documents with full signature of player
himself on each page must be retained for district record to issue district players ID & a copy also by the
players, to carry themselves always during the tournaments to produce as & when required) all documents &
Bank Draft through post, must be sent to the undersigned so as to reach latest by one week after the last date
through post. The scanned copy of speed post receipt/courier receipt should also be immediately mailed to
satyajitsahay@gmail.com with a copy on mail ID jaiswalkrishnanand99@gmail.com . This shall be
confirmed telephonically also by the concerned district unit Secretaries. The entries are to be received
through Affiliated Units ONLY.

Medical verification- As per the guidelines of sports ministry GOI and related directives from BAI, to
check the age fraud among the players of age category events, all the players of mini/ sub junior & junior
events have to undergo medical verification on the prescribed format (in presence of nominated DBA
officials) by the medical board of civil surgeon/ CMO of the concerned govt. district hospitals to get the age
range medically verified. The DBA shall keep the medical documents in their records. Special care must be
taken by DBA Secretary that the medical format is completely filled (in readable writing / letters) along with
the players name and photographs on their digital x-rays. These x-rays film/ reports must be procured and
counter checked by DBA before forwarding it with the counter signature and seal of the district secretary.
According to the guidelines the concerned district secretary can sent the entries in the medically verified age
category only. The expenses on these medical verification processes if any will be borne by the
players/parents.
Check List for DBA Secretaries:
(District Player ID no. is mandatory)
i. Duly filled BAI Proforma.
ii. Birth Certificate.
iii. Affidavit of Father & Mother.
iv. Duly filled up medical format.
v. X-ray films with players name (to be retained by DBA).
 On Top of every page of formats the players district ID no. has to be mentioned.
 Without age certificate no player shall be permitted to participate. This shall be strictly enforced.
Note: - No player will be allowed to participate in more than two events.
2. Doubles Entries-
District Units forwarding names for Doubles partnering player from other district should have NOC or
otherwise name of same pair should come from both the district without affecting the event restriction.
Failing which the entry will not be considered and the entry fee will be forfeited.
3. Shuttle Cock- Yonex shuttle cocks will be used in the tournament.
4. Players Annual Registration Fee: - For 2021-22 the registration fee will be collected @ 25/- per Player by
the Hony. Secretary of DBA & sent Rs 5/- per player in the form of bank draft with players list (with
district ID). This also includes all players participated in district championship conducted during calendar
year 2021-2022.

5. Restriction of entries :-
I. Host district, winner & runners up district in the last Inter District Championship 2019 held at
Sitamarhi will have maximum entries of 8 in singles & 4 in doubles in each age categories.
II. Likewise semifinalist of the Inter District Championship will have maximum 4 entry in singles & 2 in
doubles in each event.
III. All other districts will have a maximum of 2 entries in singles & one in doubles in each category.
IV. The entries over & above the prescribed quota will have to participate in qualifying matches to be held on
16th December, 2021.
V. No Player will be allowed to participate in more than two events.
VI. Player playing in the qualifying round will have to make their own arrangement for their stay etc.
(i.e. no cost to the host association).
VII. All other expenses have to be borne by the players themselves or by respective District Badminton
Association.
VIII. If necessary, transport may be provided by the Organizing Committee.
IX. The tournament performance may be considered for selecting probables for forthcoming Junior (U-17)
Nationals.
6. Only free lodging facility will be provided from 16th December, 2021 from 11:00 am to the players playing
in the main round at Supaul by the host Association in dormitory etc (request of AC accommodation by
players will not be entertained). In no case the guardian of the participant will be allowed to stay with
their wards at the accommodation place and they have to make their own arrangement. The host
association will try their best to provide neat and clean accommodation. However, if player finds the
accommodation not up to their mark they can have their arrangement at own cost. Manager shall ensure that
their district/ player shall maintain strict discipline off and on the court.

9. Merit /Participation certificate:-
1. Merit certificate will be provided by Bihar Badminton Association
2. Participation certificate will be printed & given to the participants by the organizing committee on
penultimate day of the tournament
10. Identity card to players:-

1. The players are given the laminated I-card signed by them. (One copy of I-card must be retained by
the district secretary for records.)
2. Players must carry their laminated I-Card and all age documents always with them during the
tournaments.
11. Protest:-
1. Protest to be made by players only through their team manager.
2. The fee for any protest to be lodged is Rs. 1000/- (One Thousand) only.
12. Rules & regulations & general information about the tournament:-
1. The tournament is for all amateur registered players (through affiliated units) of Bihar.
2. The Matches will be conducted as per the rules & regulation of Tournament Committee and its
decision shall be final & binding on all players.
3. Play is scheduled to commerce at 8 A.M everyday subject to change without prior intimation by
the chief referee.
13. Facilities to Officials:-
1. Chief Referee, Dy. referee, match controller, umpires, observer and Hony. Secretary, BBA will be
provided free boarding, lodging, and transport along with TA/DA as per BBA rules by the
organizers.
2. For the new system a match controller will be deputed to process the on-line Entries/ results / days
to day, schedule and all other requirements for the conduct the tournament. The match controller
will be provided the all facilities at par with Dy. Referee by the organizer.
3. For the players participating in qualifying rounds (no cost to the host) the Supaul DBA, as
courtesy, has assured to provide accommodation in dharamshala/ marriage house. The players may
like to avail this or otherwise they can have their own arrangement.
14. How the tournament is going to be conducted: -
1. Players will have to work as line judges whenever called for by the referee/tournament officials.
2. Each competitor must report to Referee on his/her arrival at the venue of the tournament
3. Player failing to report on the court for match, will be liable to be scratched by the umpire/referee
4. The competitors participating in one or more events may be called upon to play two or more
rounds in the same session. The interval between the two matches of the same event shall not
exceed 15 minutes.
5. In case of indiscipline by any players the decision for immediate action will be taken by the
Organizing Secretary, Chief Referee and Observer, Bihar Badminton Association, on the spot. The
action decided to be intimated to the undersigned.
15. Important Guidelines for COVID-19
1. As per guidelines of District Administration and Department of Art, culture & youth affairs, Govt.
of Bihar a COVID TASK FORCE shall be constituted by organizing committee to guide and
monitor all athletes.
2. The championship may be canceled or postponed depending on Covid-19 situation.
3. All players, coaches, officials & parents should follow the Covid-19 regulations for smooth
conduct of championship.
4. All the participants, technical officials, coaches, organizing team and staff must be vaccinated

completely and carry vaccination certificate with proper barcode.
5. The spectators at the sporting event would be in accordance with the guidelines issued by the
Ministry of Home Affairs (not more than 50%).
6. Arogya Setu App must be installed in the phone of all players and the spectators.
7. A Hand Sanitizers and face Mask must be used by all Players, and must maintain social distancing
at the venue of tournament.
8. Player will not exchange the Rackets, Towels with any other players.
9. All Players should sanitize their shoes every day before entering in to the hall/court.
10. Players will not use sweat on the feathers.
