"Over70percentoftheurban/suburbanlandinMarylandwasdevelopedpriortoanystormwatercontrols,"Summers said. Revenuesgeneratedfromthefederalgovernmentfeescouldenablejurisdictionstoaddressthechallengescreated bystormwaterpollution.
