SomeMarylandjurisdictions,likeTakomaPark,chargeflatratefeesforsinglefamilyresidencesandfeesbasedon theamountofimperviousareaformultifamilyunitsandnonresidentialproperties. Otherjurisdictions,likePrinceGeorge'sCounty,useaportionofthepropertytaxtofundtheirprograms,saidSam Wynkoop,actingdirectorofthecounty'sDepartmentofEnvironmentalResources. Wynkoopsaidthefederalgovernmentowns8.2percentofthelandinPrinceGeorge'sCounty,whereofficialsmay reconsiderhowtoassessthefeeswiththepassageofthenewlaw. Attheevent,participantsexaminedthepotentialeffectsofthelegislationontheabilityoflocalandstategovernments tocombatpollution,particularlyintheChesapeakeBay. "TheChesapeakewatershedisparticularlyvulnerabletothissourceofpollution,"Cardinsaid."It'stheonlymajor sourceofpollutioninChesapeakeBaythatisgrowing." Pollutionbecomesamoresignificantissueasdevelopmentincreasesintheregion. "Oneacreofaparkinglotwillproduce16timesmorepollutionthanoneacreofmeadowland,"Cardinexplained. ActingSecretaryoftheMarylandDepartmentoftheEnvironmentRobertSummersspokeabouttheneedtoretrofit alreadydevelopedareaswithlowimpactmaterials. "Over70percentoftheurban/suburbanlandinMarylandwasdevelopedpriortoanystormwatercontrols,"Summers said. Revenuesgeneratedfromthefederalgovernmentfeescouldenablejurisdictionstoaddressthechallengescreated bystormwaterpollution. CongresspassedthelawinDecemberinresponsetoaGovernmentAccountabilityOfficeletterthatdeniedfederal governmentpaymenttotheDistrictofColumbiaforimpervioussurfaceareacharges.TheGAOcontendedthatthe chargeswereakintoanimpermissibletaxonthefederalgovernment.
