Summary of changes
The document has been revised throughout to comply with the latest
documentation standards.
The name of the document has been changed from BSC Counters: RX
Quality Statistics Measurement to 14 RX Quality Statistics Measurement.
Tables one and two,Measurement description of RX Quality Statistics
Measurement, and Bit Error Ratio (BER) based signal quality counters of
RX Quality Statistics Measurement have been added to chapter one.
The Bit Error Ratio (BER) based signal quality counters correspond to the
eight RX Quality bands, as defined in 3GPP TS 45.008, both in uplink and
downlink directions. The counters are updated by the RX Quality values as
measured by the MS (downlink) and BTS (uplink) and reported in the radio
link measurement messages. The counters give the distribution of these
samples divided to each quality band. There are also DL quality counters
for Single Antenna Interference (SAIC) capable MSs.The RX Quality
reports are collected on the traffic channels (TCHs).
The counters that are related to Adaptive Multi Rate (AMR) codecs give
information about the distribution of the received signal quality using the
different AMR codec modes. There are separate uplink and downlink
counters for each RX quality band 0..7 and for full rate codec modes 1..4
as well as half rate codec modes 1..4. There is also a counter (014149)
that provides information about the actual AMR codecs used in the mode
sets during the measurement period. An interpretation of this counter is
given in AMR Mode Set decoding (Counter 014149).

The most significant word indicates the used AMR FR codec mode set with bits 8 to 1, codec modes
being in descending order from 12.2 kbit/s to 4.75 kbit/s.
The least significant word indicates the used AMR HR codec mode set with bits 6 to 1, codec modes
being in descending order from 7.95 kbit/s to 4.75 kbit/s. (See Appendix A AMR Mode Set (014149)
