Community Development and Extension
Education

CREDITS: 3 units (3 hours lecture per week)


FAMILY HOUSEHOLD
Purpose of HhDI:
1. To build strong relationship between and among household
members .
2. To enhance gender relation at the household level.
3. To give awareness to children of what are the things that their
parents are doing in an organization (a member of organization).
4. To encourage household and youth participation in coastal and
marine resource management, DRR-CCA and other efforts.
5. To improve economic status of the household
There are three main phases in the HhDI:
Phase 1:
1. Household Environmental Scanning Pre-Engagement
(Household Balance Sheet and Budgeting)

Phase 1. Pre-engagement/ Social Preparation
Step 1. Identification of potential household/ family
partners. This includes:
a. Spotting potential households who are members of
the organization with baseline data gathering.
b. Discussion of Household Development Intervention
and process at the organization during its General
Assembly. Here, the organization looks for volunteers
who are interested to undergo the HhDI process.
Step. 2. Psychological Preparation

A. Trust-building. Community organizer (HhDI facilitator) conducts discussions


with every member of the interested family. Trust building is very important to
ensure that the HHDI does not mean intruding in their “private” family life.
B. Familiarization. The CO continues building trust within the family by knowing
and understanding the situation and dynamics of each family. This is being done
in the confines of the home of the family to enhance trust and connection.
C. Agreements of the family. Before any discussions are made, it is necessary
to develop or come up with family agreements, e.g. openness of each family
member to share to the family what they think, their experiences, problems, etc.
or when somebody is talking or sharing, everybody should listen first and not butt
in as all will have a chance to share or talk.
Phase II. Actual Engagement
Step1. Household Environmental Scanning/ Household
Assessment with corresponding action.
It aims to come up with balance sheet utilization and mobilization of
resources, and come up with analysis on how the families use their
resources vis-a-vis decision making processes. The tools used are:
A. Household Balance Sheet. A process where families see and
analyze the daily contribution of every member of the family.
B. Household Balance Sheet Plan. The output from the
household balance sheet workshop or the formulation of their
daily budget which lists the expected income and their priority
expenses.
Step 2. Household Management. It is used to collectively analyze
the division of work among household members. The second part of
the tool is to reflect on the decision-making patterns within the
household.

Step 3. Human Resource Inventory. Reorganizing the present state


of work and recognition and valuing work perform by each member of
the family. This tool includes identification on aspects on health
status, employment status, formal and non-formal education, skills
and other abilities of members and interpersonal skills and behavior of
each member).
Step 4. Household Visioning, Strategy Formulation.
A process which aims to identify desired future of family,
dreams of the family and their vision, mission, and goals or their
ideal situation as a family.
A. Needs Analysis. A process where the output of the family
sessions is reviewed and there is an assessment of the family’s
resources, relationship within the family and human resource
inventory. Observations and trends are also drawn out. The
statement of the problem of the family and their recommendations
are identified at this stage.
B. Household Visioning. A process wherein the family formulates
their vision, mission and goals.
C. Household Development Planning. A concrete manifestation of the VMG
which includes activities (household chores, household economy, family
community participation, recreation, etc.), indicators, time frame and involved
family members). The family also identifies their indicators in the formulated vision.
D. Formulation of Household vulnerability Matrix a process were in it will help
the household members determine the assets of the family and what hazards
affects the asset in the last five year.
E. The Coping mechanisms. The tool are used to analyzed the coping
mechanisms of households during disaster events, it is a manifestation as to what
are the hazards that the family are experiencing, impact of the hazards and the
coping strategy of household before, during, and after.
F. Household Contingency Plan. Is a simple tool used by the household
members to list down things that they can do/prepares before, during, after the
hazards based on the contingency plans of the barangay.
Phase 3. Scaling up of the HhDI
This phase has four major efforts namely:
1. Inter-household formation (includes mutual learning process,
sharing of resources and expertise, study or group reflection and
collective plan
2. Building local economy/ structure (collective venture, build local
economy, feasibility and market and production)
3. Leadership and governance (accessing support for the households
and developing leaders from organized households to promote
improved household relations and gender equality)
4. Core group advocates formation / co-facilitators’ development (PO
adoption of the HhDI, households expansion and PO support to
households)
The HhDI tools and processes—phases 1 and 2—or from pre-
engagement to formulation of their Development Plans normally takes
an average of four to five months, with an average of two sessions a
week, the duration depends on the acceptance of all members of the
family. Pre-engagement will take longer if one or more family members
express some resistance or hesitant to participate in the HhDI or when
there is a new community organizer/family facilitator, in which s/he has
to gain the trust and confidence of all family members. The HhDi tools
namely balance sheet and budgeting are done during weekends, as
these involved a lengthy computation and discussion. Identification of
family agreements, gender division of labor and other tools are usually
done at night.
Phase I. Pre-engagement Phase

grievances with other individual household members.

3. Rule on “when one is talking, everybody should listen first and
they will be given time to react after.

 tool helps in arriving at an analysis of the distribution


and involvement of household members in household
chores, productive and reproductive work, and decision-
making. This will help determine if some members are
overburdened. If such situation exists, the tool could help
in developing measures to correct it.

 is a guide in assessing the existing capacities, skills, and physical health of each
member of the household (father, mother and children)
 Data generated through the use of this tool could help channel the energies of
each member, maximize their abilities, and determine specific areas where further
improvement is needed so that they could effectively contribute in improving
economic condition
 Reorganizing of the state of labor; recognition of the need of the labor

 Using this tools, closeness of family members is developed.
 Each member distinguishes their weaknesses and strength, they formulate plan
on how to complement each other.
 On human resource inventory the children realize the need to cooperate and help
their mother and father. Family members agree to have a diary for what they are
doing and to have a chart of their daily activities. So far during our assessment
with the family members almost all of the assigned task and plan activities for the
week are accomplish by every one.
