In order to obtain the residence permit, you must be insured in the State system.

Consequently,
you must submit a certificate issued by the Health Insurance House or a receipt attesting the
payment of your contribution. Such documents must be valid on the date of submission of your
application.
Such insurance will be concluded with one of the Health Insurance Houses on the Romanian
territory: National Health Insurance House, Health Insurance House of the Ministry of
Transportation, Constructions and Tourism or Health Insurance House of the Ministry of Defence,
Public Order, National Safety and Judiciary Authority.
