5 STORM SEWER COLLECTION SYSTEM

5.1 DEFINITION AND PURPOSE

Stormsewersare commonly thought of as closed conduit drainage systemsbelow


the surface of the groundthat collect surfacewater createdfromrainfall or other
forms of precipitation. However,storm systems mayconsist of one or any
combinationof pipes, ditches, culverts, openchannelsand stormwater management
facilities that carrystormwaterflows.

5.2 PERMITTEDUSES

Stormsewersshall be designedto collect storm water dischargefrom perviousand


imperviousareasboth on private lands andpublic lands via catchbasinsandstorm
private drain connections.Indirect connections
of foundationdrains(footing tile) via
sumppumpsto storm PDCsare permittedl Drainageof foundation drains (footing
tiles) shall be in accordance with City of LondonDrainageBy-lawNo. WM-4.
StormDrainageon private propertyrequiresa building permitbeforeinstallation.

5.3 LOCATIONAND ALIGNMENT

Generallystormsewersare to be locatedin front of, or are in locations accessibleto


eachlot andblock facing a City street. Stormsewersare to be located 1.5 mfrom
the centre line of the road (see DWG.U.C.C.-1Mfor details andadditional design
information).
Stormsewersare to be located on the outside loop of a proposedcrescentwith the
maintenance
holesat a 1.5 moffset fromthe centreline of the road.

Wherea maintenancehole is designedto be located within the area of a roundabout,


stormmaintenance holes are permitted to be located within the grassedarea of the
roundabout,providedany proposedlandscapingdoesnot hinder the accessto the
maintenancehole.

5.3.1 StormSewerson Private Property

Stormsewerson private property are regulatedby the Ontario Building Code(OBC).


Wherethere are no specific regulations in the OBC,details from this manualwill
apply.

5.4 DRAINAGE/SUBDRAINAGE AREA PLANS

Drainage/sub-drainage area limits for which sewers are to be designed for are to
contain and follow the lot/block lines to the proposedmaintenanceholes located on
the R.O.W.

Note: All areas and coefficients are to be shownfor eachdrainage/sub-drainageareas.

5.5 EXTERNAL WATERSHEDLIMITS AND DRAINAGE AREAS

Whendesign abuts undevelopedareas, identify the external watershed limit to be


designedfor.

Note: All areas, coefficients and time of concentrations are to be shownfor all
drainageareas within external watershedlimits.

5.6 DESIGN CHART

Storm sewer design calculations are to be completedon the standard design chart.
SeeFigure 5.1 for details and additional information.

5.7 PEAK FLOW CALCULATION

Flowsshall be calculated using the formula: Q=2.78xAxCxl

where: Q = peakflow (I/s)


A = area (hectares)
C = runoff coefficient
I = averagerainfall intensity (mm/hr)

5.8 DESIGN CRITERIA

5.8.1 Storm Desiqn Curve

Thecriterion usedin the design of storm sewersis generally to be basedon the 1 in


2 year City of LondonRainfall Intensity curve. (See Figure 5.2). Major overland flow
routes are to be designed for storms greater than a 2 year storm. This is explained
further in Section9.0, Grading.

5.8.2 Time of Concentration

a) The time of concentration for residential areas at the upstreamend of a system


shall be 19.0 minutes. For all other areas refer to Figure 5.3.

b) The time of concentration is to be adjusted whenlateral flows account for 50%
or morein the design flows.

i) Adjustedtime of concentrationshall be calculated using the formula:

5.8.3 Runoff Coefficients

Runoff coefficients are basedon the amountof impervious area for a particular land
use:
¯ Parks, open space and playgrounds 0.20
¯ Single family/semi detached 0.50
¯ Townhouse/rowhouse 0.65
¯ Apartments 0.65 - 0.70
¯ Commercial,
institutional and industrial 0.70 - 0.90
¯ Denselybuilt, paved 0.90

5.8.4 Intensity

Rainfall intensity is to be taken from Figure 5.2 "Rainfall Intensity - DurationCurvefor


Storm Sewer Design". Also, see the City of London Subdivision & Development
GuideManualAppendixN for details and additional information on rainfall intensity
figures.

5.9 MANNINGS ROUGHNESSCOEFFICIENT

A coefficient of 0.013 is to be used for all concrete and PVCpipe for pipe sizes
300mm to 1650mm. A coefficient of 0.011 is to be used for all pipe sizes 1800mm
or
greater.

5.10 PIPE SIZE

Stormsewerpipe sizing is basedon the following formula, wherethe pipe design

5.11 FLOWVELOCITY

5.11.3 MinimumGrades

a) The minimiumgrade on a 300 mmdiameter storm sewer is 0.54%.

b) The minimumgrade on all other sewer sizes shall be established by
determiningthe minimum
gradenecessaryto achievea velocity of at least
1.0m/sec.

5.12 PIPE MATERIAL

Bothrigid andflexible pipe are permittedin the constructionof stormsewersystems


including private drain connectionsandcatchbasinleads. Thesematerials include
concrete,polyvinyl chloride andhigh-densitypolyethylene.

Thecriteria for using these materials is describedin the City of LondonStandard


ContractDocuments for MunicipalConstructionProjects - Section410.05.01.

Onprivate property, materials for storm building sewersandprivate sewersshall


complywith Part 7 of the OBC.

5.13 PIPE DEPTHANDBEDDINGMATERIAL

5.13.1 Minimums

The minimumdepth of a storm sewer shall be 1.5 m from the finished ground
elevation to the obvert of the pipe. Whereminimum depthscannotbe achievedand
thereforefrost protection is warranted,insulation is requiredas per City of London
W-CS-68.

5.13.2 Maximum

b) Flexible Pipe
The maximum allowable cover permitted on flexible pipe is 10.5 m. The
following beddingtypes are to be used:
¯ for up to 4.5 m- Type1 (see City of LondonSW-1.0)
¯ for up to 10.5 mType2 (see City of LondonSW-I.0)

5.13.3 Crossin,q Clearances

There are minimumclearances required whenstorm sewers cross other services. In


all casesthis is measured
from outside wall diameterto outside wall diameter.

Whencrossing over or under a sanitary sewer, 230mm


clearance is required.

Whencrossing over or under a watermain, 450mmdiameter or less, 150mm


clearanceis required

Whencrossing over or under a watermain greater than 450mmdiameter, 600mm


clearance is required. Water Engineering Division must review and approve this
crossing. (refer to Section7.4.7.2).

5.13.4 Minimum Distance Between Sewers

The minimum distance between sewers shall be 3.0 m as per Drawing UCC-1M.
Special casesto be review for site specific design constraints and depths.

MAINTENANCE HOLES

Spacin.q of MaintenanceHoles

The maximumspacing between storm maintenance holes is dependent on the pipe


size. The maximumspacing between maintenance holes when the pipe is 300-
975mmdiameter shall be 99mmeasuredhorizontally or 110mmeasuredvertically
from the top of the maintenance hole to the springline of the pipe, along the
springline to the next maintenancehole and vertically to the top of the maintenance
hole.

Following are the maximum


allowable horizontal spacing for the corresponding pipe
sizes, larger than 975mm:

Whenspacing of a maintenancehole dictates that the maintenancehole should be


placed within the area of a roundabout,storm maintenanceholes are permitted to be
located within the grassed area of the roundabout, provided any proposed
landscaping does not hinder the access to the maintenancehole.

5.14.2 Pre-cast MaintenanceHole Sizin,q Criteria

All sizing of storm pre-cast maintenanceholes are based on incoming and outgoing
pipe sizes and should be sized and conformto Figure 5.5.

5.14.4 MaintenanceHole Tees

Note: a) Nodeflections or lateral connectionsare to be constructedwithin the


proposedmaintenance hole tee.

b) Maintenancehole tees are to be located upstreamto a deflection or


changein sewersizes.

5.14.5 MaintenanceHole Frameand Covers

Maintenancehole frames and covers are required for all maintenanceholes and
shall conform with OPSD 401.01. See OPSD 401.01 for details and additional
designinformation.

5.14.6 LockableMaintenanceHole Cover

Lockable maintenance hole covers are required to reduce access by the public.
They can be located through park blocks, open space blocks, pumpingstations or
pollution control plants. See OPSD401.06 for details and additional design
information.

5.14.7 Maintenance Hole Steps

Maintenancehole steps are required for access and are to conformwith one of the
following:

a) MaintenanceHole Steps - Hollow

b) MaintenanceHole Steps - Solid

Note: a) All steps are to be galvanized steel or aluminum.

b) A detail or restoration plan is required for the relocation of maintenance


hole steps within existing maintenanceholes, whereapplicable.

c) Maintenance hole steps Shall be located to avoid conflict with an inletting


or outletting sewer pipe. Accessto maintenanceholes must be abovethe
benchingplatform.

5.14.8 MaintenanceHole Drop Structures

Storm drop structures are required whenthe difference in invert elevations between
the upstreamand outlet sewers in the maintenancehole is equal to or greater than
0.9 m. See City of LondonSW-2.0for details and any additional design information.

5.14.9 MaintenanceHole Safety Landin.qs

Maintenance hole safety landings are required at the mid-point depth of the
maintenancehole, whenthe depth of the maintenancehole is between5.0m and
10.0m. Additional safety landings are required at third-point depths, whenthe
maintenancehole is equal to or greater than 10.0 m to 15.0 m deep. See City of
LondonSW-2.5for details and additional design information.

Note: Incoming pipes are to be below safety landings, wherepossible.

5.14.10 Benchinq

All maintenanceholes require benching at the bottom of the maintenancehole and


shall conform to OPSD701.021. Benching height should be increased to obvert to
increase hydraulic benefit as required.

5.14.11 Steps in Benching

Stepsin maintenancehole benchingare required whenthe pipe diameteris greater


than 900mmandbenched to spring line, andwhenthe pipe diameteris greater than
450mmandbenchedto crown. SeeCity of LondonSW-5.2for details and additional
designinformation.

5.14.12 AdiustmentUnits

Maintenance hole adjustmentunits are required on all maintenanceholes to ensure


that proper grade is provided betweenthe top of the maintenancehole and the
maintenance hole lid. Ensurethat the difference in gradebetweenthe maintenance
hole lid andthe first ladder rung doesnot exceed600mm.SeeCity of LondonSW-
5.0 for details andadditional designinformation.Claybrick will not be allowedfor
use as maintenance hole adjustmentunits.

5.14.13 HeadLosses

a) Generally, whenvelocities in the downstream pipe from a maintenancehole


exceeda velocity of 1.2 m/s, headlosses mustbe accountedfor in the designof
the sewer.In order to absorbheadlosses that mayexist in maintenanceholes, it
maybe necessaryto improvethe benchingin the maintenance hole or increase
the size of the downstreampipe wherepossible. Loweringthe crownof the
outgoing sewerbelow the crownof the incomingsewerby the amountequal to
the headloss, however,is the mosteffective methodof accountingfor headloss
in mostcases.

b) Drops in maintenance holes to compensatefor Head Loss (HL) shall be


calculatedusingthe followingformula:

5.14.14 Maintenance Hole Access

A 3.0m to 4.6m wide topsoil and sodded access without trees, plantings or other
obstructions is required for maintenancevehicles and equipmentused to access and
service all storm maintenanceholes with easements,open space areas, designated
blocks and existing right-of-ways (i.e. boulevard). Adequatecurves and turn-around
facilities are required for maintenance vehicles to maneuver. Slopes (10%
maximum),crossfalls (2% minimum)and drainage of access roads are also to
addressedin the design.

Note: A 0.3m separation is required between the maintenance access and the
top/bottomof any slopes; fences; and property line(s).

See Section 5.17 for easementrequirements.

5.14.15 MaintenanceHole Construction Practices

a) the void betweenthe sewer pipe and the cored hole of the precast maintenance
hole section shall be filled with cementbricks and approvednon-shrinkablegrout.
Pre booted maintenanceholes will be allowed but only with previous approval by
the City.

c) all joints betweenbricks are to be completely filled with concrete mortar. Bricks
are to be parged on the outside. Parging shall contain an approved bonding
agent.

d) all mortar and approved non-shrinkable grout shall be mixed and placed in
accordancewith the manufacturesspecifications.

e) a minimum300 mmvertical/horizontal clearance betweenopenings on the inside


of the maintenancehole is required for all sewerand PDCconnections.

all maintenancehole frame and covers shall be adjusted to the finished road
grade by meansof metal shims at each corner or by meansof an approved pre-
cast adjustment ring. Metal shims are to be at least 75 mmx 200 mm(3" x 8")
and their thickness is to be determined by the adjustment required. The space
betweenthe bottom of the maintenancehole frame and cover and the top of the
pre-cast maintenancehole is to be at minimumthe thickness of one adjustment
unit and at maximum300 mm. See City of London SW-5.0 for details and
additional design information.

g) whereadjacent maintenanceholes are located in close proximity to one another,

maintenanceholes will be reviewedon a site specific basis, through the Site Plan
Review Group.

If required, sampling/inspection MaintenanceHoles shall be located on private
property as close as possible to the property line, or as approvedby the City
Engineer.

c) Minimumsize
Sampling/Inspection MaintenanceHoles shall be a minimumof 1200mm
diameter. A larger diameter MaintenanceHole maybe required if noted on the
Building Permit Application Drawings.

Sampling/Inspection MaintenanceHoles that have more than one inlet sewer

In a situation wherea lot severanceor lot infill condition exists, anda new
storm service will be connected to an existing storm mainline, the
advocate of the severance/infill, or his agent, must determine if the
existing storm sewer is a combinedor poorly separated sewer and is
therefore at risk of surcharging. This information can be obtained from
WastewaterEngineering Division. If it is determined that there is a
surcharge risk, the development advocate must provide surcharge
protection to his development.

ii) Whenconnecting PDC’s to existing sewers in a lot infill situation,


connections must be made utilizing an approved saddle or pre
manufactured tee, in accordance with OPSS410, as amendedby the
Supplemental Standards for Sewerand Water (SW) in the City of London
Standard Contract documentsfor Municipal ConnectionProjects.

5.15.4 Vertical Clearance

A minimumclearance of 150 mmunder/over the sanitary sewer and watermain is to


be provided.

Note: For PDCsthat cross over or under watermains larger than 450mmin
diameter, 600mmclearance is required. Water Engineering Division must
review and approvethis crossing (see section 7.4.7.2).

5.15.5 PDCDetail

5.16 CATCHBASINS

Catchbasins are to be provided to collect drainage from both pervious and


imperviousareas. Thefollowing are the general guidelines to be usedin the
provision of catchbasins and catchbasin leads.

5.16.1 Location

a) Street - Onstreet corners and intersections, the catchbasin is to be located


0.6 m from the BCor ECof the curvature, and/or located on the line or
1.5mfrom the centre of the lot to avoid conflicts with driveway and lot
servicings respectively.

b) Lot/Rear Yard - The catchbasin and lead are to be located 0.6 m from the
propertyline, entirely on onelot or block.

c) Parks Catchbasins are to be located to minimize flow across pathways and


providepositive drainagefrompark facilities.

5.16.2 Minimum Lead Diameter and Grade

a) Street - The minimumdiameter and grade of a catchbasin lead on a street is 250


mm@0.69%(velocity of 1.0 m/s).

b) Lot - The minimumdiameter and grade of a catchbasin lead in a rear yard is


300 mm@0.54%(velocity of 1.0 m/s).

c) Parks- The minimumdiameter and grade at the catchbasin lead in a park is


250mmat 0.69%(velocity of 1.0m/s).

5.16.3 Spacin.q

The desired maximum distance between catchbasins or from a crest in a road to a


catchbasin is 90 m, measuredalong the curb line for eachside of the road.

5.16.4 Types of Catchbasins

a) Catchbasin - 600 mmx 600 mm

Catchbasins(CB) are to be constructed on all streets and somerear yards, see


OPSD705.010 for details and additional design information. Also, refer to
Section 5.16.7 for details and additional design requirements.

b) Curb Inlet Catchbasin

Curbinlet catchbasins(CICB)are to be constructed at all low points in the curb


and gutter on local, secondarycollector and primary collector roads. Curb inlet
catchbasinsare to be constructed exclusively on all arterial road networks. See
City of LondonSW-3.0.

e) TwinInlet Catchbasins

TwinInlet catchbasins(OPSD705.020)are to be usedin lieu of curb inlet catch


basinsunderspecific circumstances
suchas:

a) At a sagin a street with no curbandgutter


b) In industrial subdivisionswherebarrier or mountable curb is specified, where
drivewaylocations are not determined.
c) Asapproved on a site specific circumstance
by the City engineer.

5.16.5 Depthof Cover

Theminimum depth of cover over a catchbasinlead is to be 1.5 mwithin the road


allowanceand1.2 moff the road allowance.

Note: Whereminimum depthscannotbe achievedand therefore frost protection is


warranted,insulation is requiredas per City of LondonW-CS-68.

5.16.6 Allowable Pondinq

a) Nosurface pondingis allowedto developundera 2 year designstormevent.

b) Ponding on major overland flow routes allows for 300 mmon street
catchbasins and 450 mmon rear year catchbasins. SeeGradingSection 9.2

5.16.7 Requirementsfor Length of Leads

Standard catchbasins (600 x 600), maintenancehole catchbasins and maintenance

connectedinto the maintenancehole.

b) Catchbasin leads 9.0 to 15.0 m mayhave their leads connectedinto the main

Thesematerials include concrete andpolyvinyl chloride. In mostcasesflexible
catchbasinleadsare constructed.

Thecriteria for using these materials are described in the StandardContract


Documents for MunicipalConstructionProjects, Section410.05.01.

5.16.13 ConcreteCurb Setbacks

Concretecurb setbacksare to be constructedin conjunction with all catchbasins


(600 mmX 600mmandcurb inlet catchbasins)located within curb andgutter on the
right-of-ways. See City of LondonSR-3.0 for details and additional design
information.

5.16.14 NewSubdivisions

5.16.15 Mini Catchbasins

a) Mini Catchbasinsshall be installed to collect runoff waterwhenarterial


roadwaysare reconstructed during the period betweeninstallation of base
asphalt and surface asphalt. Themini catchbasins shall conformto the ABT
Polydrain 900 Series. (See Fig. 5.9)

b) Mini catchbasinsshall only be installed at the sagpoints of vertical curves,


directly in front of the CurbInlet Catchbasin,andfinished flush with the base
asphalt. The mini catchbasin shall be connectedto the CICBwith a 150mm
PVClead. Theframe and grate of the mini catchbasin shall be D.I., with
stainless steel latches, havea nominal 67%open area, be bicycle proof, and
meet HS25load ratings for roads and highways. Mini catchbasins are to be
retrofitted, installed after the baseasphaltis applied.

c) Prior to surface asphalt placement, the mini catchbasin frame and grate shall
be remove, and the catchbasin pot and lead shall be completely filled with
concrete. The CICBshall be completely sealed with concrete and parged.

5.16.16 Catch Basin Subdrains

Pipe subdrainsshall be provided on both sides of all catchbasinsinstalled in hard


surface areas. Subdrains are not required in rear lot catch basins or in catch
basins located in grassedareas.

All subdrains shall be 150mm diameter, minimum3.0m long, either of perforated


corrugated steel pipe or PVCpipe. Perforations shall consist of 6mmholes in
four rows positioned at 4, 5, 7 and 8 o’clock and 75mmapart longitudinally in
both materials.

Pipe subdrains shall be connected to the 200mm knockout provided in the catch
basin pot, typically at subgradeelevation, shall be laid parallel with the curb, and
at the samegrade as finished road grade. Pipe subdrains shall be cappedat the
upstream end with a pre manufactured end cap or with cement brick and non
shrink grout.

Wherepipe subdrains are required for use as a French drain in lot drainage
situations, pipe subdrainsshall be fully beddedin 19mm
stone, which, in turn, will
be completely surroundedby geotextile.

For all other conditions, pipe subdrains shall be completely wrappedin Terrafix
270Ror approvedequivalent.

5.17 EASEMENTS

Aneasement is required to ensurethe municipalservices andutilities crossingthe


site can be properly installed and maintained by the appropriate authority
(municipality or private). Aneasement providesthe right to useprivate land for
specific purposewhichis in the public’s interest.

All manholeslocated within easementsrequire surface access. Refer to Section


5.14.14for accessdetails. Maintenance
vehicle accessis not required for rear lot
catch basin manholes.

5.17.1 Typesof Easements

a) Municipal (Servicing) Easements

Are required for watermains,sanitary & storm sewers, catchbasins, drains,


stormwatermanagement ponds,channelsand/or accessroads that cross a site
andwhichare maintainedby the City.

Note: Typically, easements


are not required for rear yard catchbasins.If rear
yard catchbasinsare designedto receive water from municipal lands,
suchas parklands, easements are required.

b) Utility Easement

Utility easements
are required for telephone,hydro, gas and cable television
services. Each utility companyshould be consulted for their specific
requirements.

c) Private Easements

Private easements are required for private stormsewers,accessroadsandother


private servicesthat crossa parcelof land to serviceother private lands. A joint
accessand maintenance agreementbetweeninterested parties shall be entered
into.

d) Temporaryand Workinq Easements

Temporaryeasementsare required for watermains,sanitary & storm sewers,


drains, stormwatermanagement ponds,channelsand/or accessroads that cross
a site temporarily. Theservices in the easementare to be maintainedby the
ownerof the services.

Easementwidths are determined by the depth of cover from the centerline of the
road/ground to the invert of a sewer or watermain. Figure 5.8 shows how an
easement width is determined. The minimumwidth of a sewer easement shall be
4.8 m (2.4 mper side).

5.18 STORM SEWERINLET AND OUTLET STRUCTURES- HEADWALLS

Headwallsare required at the end of all storm sewer systems which provide for a
transition from the storm sewer to an openchannel, river, creek, SWMpond or other
receiving bodyof storm water. In somecasesheadwallsare required at the inlet of a
storm sewerand/or large storm drain.

5.18.1 Types of Headwalls

The following headwall designs are based on the velocity and in certain cases the
diameter of the storm sewer, which was taken from Municipal WorksDesign Manual
(Municipal Engineers Association - MEA)and Ontario Provincial Standard Drawings.

Thereare five types of headwall designsand they are as follows:

a) Under 1.3 m/s with pipes diameters under 600 mm- see OPSD804.03 for
details and additional design information.

b) Under 2.1 m/s - MEAType I (using OPSD804.04 where applicable, or detail


design modifying OPSD804.04)

c) 2.1 m/s to 2.7 m/s - MEAType II (using OPSD804.04 where applicable, or


detail design modifying OPSD
804.04; and 1 baffle post)

d) 2.7 m/s to 4.6 m/s - MEAType III (using OPSD804.04 where applicable, or
detail design modifying OPSD
804.04; and 3 baffle posts)

e) 4.6 m/s to 10.0 m/s - MEATypeIV (stilling basin), or detail design.

5.18.2 ConcreteStren.qth

The concrete for all headwalls is to have a minimumstrength of 30 MPawith a 5%to


7%air entrainment and 70 to 90 mmslump.

5.18.3 Chamfers

All exposedcorners of all headwalls should be chamfered25 mmor moredepending


on the size of the headwall.

5.18.4 Weepin.q Tiles

Weepingtiles are to be provided on each side at the base of the sewer outlet and
extendedthrough the headwall. Onlarger headwalls they are placed on the side or
wing walls.

5.18.5 Baffle Posts

Baffle posts are to be provided for sewer flows between 2.1 m/s and 4.6 m/s. The
location of the posts are per the type of headwall (refer to Municipal WorksDesign
Manual). The height of the baffle posts should be equal to the full depth of flow.
Sizing of the posts are 1/6 the size of the pipe diameter together with reinforcing
bars.

5.18.6 Grill/Grates

Hot dipped galvanized grills/grates are to be placed over the storm outlets
horizontally or vertically as required and should be fixed to the headwallwith anchor
bolts. Grills and grates shall complywith OPSD 804.05.

5.18.7 Railing

A railing is required on all headwallswhichexceed1.0 m in height from the top of the


headwall to the proposedtop of slope. See OPSD980.101for details and additional
design information. All headwallsare to havea swale at the top of the structure to
allow for surface drainage.

5.18.8 Rip Rap/RockProtection

Rip rap is to be constructed at the end of all headwalls of all storm sewer systems
and is to be placed in accordance with OPSD810.01 and the following design
criteria:

a) on the bottom and sides up to design water levels;

b) downstream until the projection of the side walls meet the channel side slopes
at half the design water depth of flow; and

c) for headwallsat creeks and rivers, extend rip rap or gabion protection to creek
or river.

Protection is to provide a smoothhydraulic flow for headwall discharge and creek or


river flows.

Note: Rip rap design information etc. is to be in compliance with OPSS-


1004. The minimumsize of rip rap is 100 mmand the maximum size is
200 mm.Rock protection shall be well-graded in sizes ranging from
100mmto 500mm.
