This Memorandum is issued to inform that level of the Preliminary Revenue Performance
Targets for Local Treasurers in Mimaropa Region for FY 2021, herein attached as Annex A
and summarized as follows:

The above preliminary targets were set in line with our commitment under the Philippine
Development Planl (PDP) 2017-2022 and in accordance with Department Order No.
006.20152.

Moreover, the Preliminary Performance Targets for Local Treasurers were made to take into
consideration the effects of the Covid-19 pandemic on the revenue generation capacities of
the local governments, based on the parameters and methodology detailed in Annex B hereof.

The Preliminary Revenue Performance Targets for Local Treasurers for FY 2021 shall
hereafter be issued through a Memorandum and officially disseminated immediately by that
level to individual provincia!, city and municipal treasurers within the regional jurisdiction, and
a report on full compliance with the issuance of said targets shall be submitted to this Bureau,
vra lfdad@blgf.gov.ph, within fifteen (15) days from receipt hereof.

Please be reminded that subsequent requests for target adjustments of LGUs shall be
consolidated by the Regional Office (RO) level using the existing template in Annex C.

Thus, the RO should properly evaluate the requests and provide recommendations thereon,
for final evaluation and approval by the Regional Director, before submitting to the Centra!
Office (CO) Any individual LGU request for target adjustment that will be directly sent to the
CO will be immediately referred to the concerned RO to comply with the process.

The electronic copy (MS Excel file) of the consolidated requests for target adjustment shall be
submitted to the CO, via lfdad@blgf.gov.ph, together with the supporting documents on or
before 28 February 2021. Othenryise, such targets shall be deemed final and shall serve as
bases for the performance evaluation of the local treasurers and the LGUs for FY 2021.

Methodology in Setting the Preliminary Revenue Performance Targets for FY 2021

The Preliminary Revenue Performance Target for FY2021 was set by the Bureau using the
following parameters.

a Compute the average quarter-on-quarter growth rate for
the last three years (FYs 2017-2019).
a Apply 75o/o reduction on the average Q4 growth rate for
the last three years to estimate the FY2020 Q4
collection.
a Sfep 7: Estimate the Gross Regional Domestic Product
(GRDP) by factoring NEDA's initial estimated impact of
ECQ on FY2020 GRDP1 to the FY2019 GRDP.
a Compute the regional percent contribution of the
estimated FY2019 GRDP to the total (Gross Domestic
Product - GDP).
a Sfep 2: For every negative 1o/o GDP growth, the BIR and
BOC revenue is estimated to decline at Php318 billion
based on the Development Budget Coordination
Committee (DBCC) estim ate2 .
a The negative 5.5o/o3 GDP projection for FY2020 was
applied to estimate the nationa! revenue loss of Php1.74
trillion.
a Step 3: To estimate the losses in regiona! level, the
estimated national revenue loss of Php1.74 trillion was
distributed by region using the estimated regional %
contribution computed in Step 1.
a Sfep 4. To estimate the equivalent loss at local level, the
average LSR{o-GDP ratio of 1o/o was applied to all the
regions.
a Sfep 5; Compute for the LGU's percentage contribution
to the estimated FY2020 year-end collection of their
respective region.
a Sfep 6. To estimate the FY2021 initial target, the total
local revenue loss per region in Sfep 4 was distributed
per LGU based on the % contribution in Sfep 5, and
deducted from the estimated FY2020 year-end
collection.
