INSTITUTIONALIZING THE MORAL RECOVERY PROGRAM IN CITY

GOVERNMENT OF TACLOBAN THROUGH THE ESTABLISHMENT OF
TACLOBAN CITY VALUES FORMATION COUNCIL (MRP-TVFC) AND
SUBSEQUENT MORAL RECOVERY PROGRAM OFFICER

WHEREAS, Executive Order No. 319 dated April 3, 1996 provides for the
institutionalization of the Moral Recovery Program in all government departments, offices,
agencies, and Government-Owned and Controlled Corporations through the establishment of
Integrity Circles or any similar mechanism to lay the necessary foundations of the moral
recovery crusade for Filipino core value infusion into the organization’s culture, systems, and
processes;

WHEREAS, Presidential Proclamation No. 62 dated 30 September 1992 declared a

Moral Recovery Program in response to the need to strengthen the moral source of the Filipino
People rooted in Filipino Culture, values and ideals that are pro God, pro people, pro country and
pro nature;

WHEREAS, the same Proclamation declared that the Moral Recovery Program, as an
official government policy, refers to the national campaign for moral renewal which enjoins the
active participation of all sectors in Filipino society;

WHEREAS, the same Proclamation provides that moral recovery is an integral aspect in
ensuring success in the government’s economic development and people empowerment
programs and projects;

WHEREAS, Section 16 of the Local Government Code states that every Local
Government Unit shall exercise the power expressly granted, those necessarily implied
therefrom, as well as powers necessary, appropriate, or incidental for efficient and effective
governance, and those which are essential to the promotion of the general welfare. Within their
respective territorial jurisdictions, local government units shall ensure and support, among other
things, the preservation and enrichment of culture, promote healthy and safety, enhance the right
of the people to a balanced ecology, encourage and support the development of appropriate and
self-reliant scientific and technological capabilities, improve public morals, enhance economic
prosperity and social justice, promote full employment among their residents, maintain peace and
order, preserve the comfort and convenience of their inhabitants;
 WHEREAS, there is a need for the City of Tacloban to implement Moral Recovery
Program through the NEW BEGINNINGS FOR CHANGE in order to uplift the standard of
morality in the government, in the communities, and in the entire city in general;

WHEREAS, the NEW BEGINNINGS FOR CHANGE will primarily aim to inculcate
the following virtues for national development: pride in being Filipino; love for family; integrity
and accountability; value and habits of courtesy, discipline and respect for authority and
institutions; people empowerment; and, self-reflection and analysis.

WHEREAS, there is a need to establish the NEW BEGINNINGS FOR CHANGE

Values Formation Council and its Speakers Bureau that will serve as the Integrity Circle
mandated by Executive Order 319 to support the implementation of the Moral Recovery
Program in the City of Tacloban;

WHEREAS, the NEW BEGINNINGS FOR CHANGE will be headed by a Moral

Recovery Program Officer who will spearhead the implementation of MRP activities;

NOW, THEREFORE, I, HON. CRISTINA G. ROMUALDEZ, Mayor of Tacloban

City, by the powers vested me by law, hereby form the Moral Recovery Program - Tacloban City
Values Formation Council and its Speakers Bureau, as stipulated in Section 5 to be composed of
the following:

9. Youth Sector Representative – Methylene Jezza Berida
10. Women Sector Representative – Irish Borja
11. Arts & Entertainment Representative – Aquilino Laguilles
12. Consultant on Moral Recovery Program
13. International Non-Government Organization
14. Sports Development Representative
B. The MRP-TVFC Office
The MRP-TVFC Speakers Bureau shall be headed by MRP Executive Director who
directs and supervises the operation of the MRP Speakers Bureau in accordance with the
work program approved by the MRP-TVFC.

The Local Chief Executive shall provide a permanent office of the MRP-TVFC
Secretariat for the implementation/ coordination/ facilitation/ counseling/ and
performance of the regular functions of the Tacloban City Values Formation Council.

All Government agencies and entities are hereby directed to extend full support and
cooperation to the City’s efforts to implement values formation to all constituents of
Tacloban City.
