Introduction
EcoCare Consultancy Services (ECCS) is an environmental, social and economic development
consultancy firm with strong backstopping of highly qualified, experienced and
dedicated professionals. The company has proven track record of specialized/
diversified fields and is continuously identifying the current and future demands
related to environment and food production and thus food security. ECCS has
evolved into a technical company with profound interests in the Environmental
and Social Impact Assessment of Climate Change, Water Resources, Alternate
Energy, Reduction Emissions, Food Security, Economic Uplift and Capacity
Building. ECCS is serving market niche with a broad range of services to a wide
spectrum of Commercial and Service Sectors of Pakistan.

ECCS offer comprehensive occupational health and safety advisory services to


the business organizations and industries. Compliance of Occupational Health
and safety management system reduces workplace accidents and ill health
related indirect cost which contributes enhancement in business production and
profitability.

The team of the ECCS works under four members of Board of Directors, five
members of Advisory Board and nine members of Executives. Some executives work in different
designations as well.

planning and implementation of development projects. They are equipped with the latest techniques,
knowledge of all environmental and social safeguard policies, legislations and applicable local and
international standards/safeguards.
Policies
ECCS follows the very vital three policies, i.e. Environmental Care Policy, Quality Assurance Policy and
HSE Policy. ECCS is governed by these policies in letter and spirit.
ECCS Experience
Professionals of ECCS are concerned with environmental protection efforts with the contribution of global water and
energy development policies. The study of climate change is the part of global environmental agreements where
Pakistan is the signatory.

International Socio-Environmental/ Climate Change Experience


Environmental health studies also included the high fiber material, good quality protein and food security system.
Food security system and socio-environmental experience is main factors in which research are conducting through
nationally and internationally level.

Professionals of ECCS remained part of the integrated environmental protection efforts of EU’s external
development policies and their contribution to global Water and Energy initiatives. It also included the study

of multilateral environmental agreements for global partnership in strategic factors posed by Climate
Change (CC) phenomenon which is hampering
mass food production in the world. Dozens of wind
power generation facilities were visited in Central
Europe to study technical & environmental impacts
of alternate energy options. Main parameters
studied were noise, landscaping, migratory birds,
stroboscopic effects, waterways, etc. Participated
in the formulation of forest Carbon Accounting
guidelines and REDD (reducing emissions from
deforestation & forest degradation) projects to
formulate Clean Development Mechanism (CDM).
Effect of controlled nuclear bombardment (Co59) on
food quality & safety as well as the assessment of
environmental health was studied while converting
high fibre materials into digestible form to produce
good quality human/animal protein, as a part of
food security system. Working relationship with all important international
donor agencies, viz. WB, ADB, IDB, JICA, USAID, EU, GTZ; international
professional organizations, like NORAD, ICIMOD, IUCN, WWF; and
consulting companies, as SNC-Lavalin, Ivy Engineering UK, Storm
Harbor USA etc.
International Food Security Experience:
Professionals have availed opportunities as Institutional Researcher and
conducted genuine research in a few top 500 universities of the world
(ranked in 2001) between 1983-94 and 2000-01 and participated in 14
projects. Six research projects in three Pakistani universities and ten
research projects in five international universities (Poland, Germany, Denmark & USA) were completed in
the start of the career where major emphasis in Pakistan was on the enhancement of meat and egg quality
for human consumption. Emphasis in foreign research was focused partly
on meat quality but mainly it remained on the replacement of those
animal feed resources which could be competitive with human food.
Almost whole bulk of research publications (22 international & 36 national
research papers) was appeared in international journals during decade
i.e. 1983 to 1994 in Pakistan, Poland, Germany, Holland, Denmark,
Czech Republic, India, except two papers published in USA in 2001.
Inland Socio-Environmental/ Climate Change and HSE
Experience:
It pertains to Environment Impact Assessment (EIA) and other Environmental and Social System Analysis,
for instance, IEE/ESIA and Resettlement Plan (RP) processing, due diligence, environmental auditing &
POE counterpart of Water Resources Management; Power Generation (hydro, coal & solar); Transmission
Line; Urban Development (Highway/Road/Building), Rural Development (poverty reduction) and Natural
Resources Management. Impacts of human, industrial and agricultural effluent on aquatic resources
(fishery, Indus Blind Dolphin & migratory birds) were assessed while working on Manchar & Hamal Lakes
(Sindh) and Neelum, Jhelum, Chenab & Indus Rivers (including Taunsa Ramsar Sanctuary). Aquatic &
terrestrial ecology were largely studied along Indus (from Bhasha to Taunsa), Gaj (Sindh), Kotli (AJK),

Surkhab (Baluchistan) and Chenab (Punjab) Rivers, as well as along canal irrigation system (Area Water
Boards of Punjab & Sindh). Impact of river discontinuity on fish migration due to barrages and dams as well
as due to fish ladders was also studied, while impact of higher temperature on Trout was another area of
deliberation. Game Reserves and National Parks were taken into account when studied Kashmir Highway
(Islamabad), HazarGanji (Quetta), Machiara (AJK) and Chitral Gol. We also participated in GLOF (Glacial
Lakes Outburst Floods) study of UNDP project at Chitral. Analysis of Food Security System in terms of
food production, environment management (climate change), food supply chain, value addition & food
affordability remained part and parcel of every deliberation throughout professional career. ECCS has
working relationship with all important and national consulting companies, as NDC, NESPAK, DMC,
SMEC-EGC, ACE, ECCS, ECS, etc.

Inland Food Security Experience:

ECCS is striving hard as per vision on the footprints of FAO Policy 2011.
This policy demands raising public awareness and compliance for

institution in Pakistan by highlighting and controlling the triggering
adverse factors related to Population Explosion (population genetics

Background and Introduction


EcoCare Consultancy Service (ECCS) started its
functions after proper registration with SECP in 2016 by
some professionals who contributed in the food security
(food + environment) since 1981 in Pakistan. In 1988,
some of them shifted to Europe and upon return
continued their efforts in guiding the local parties in
Pakistan. Year 1992 again provided the professionals an
opportunity to expand their efforts so they mainly focused
development operations in Baluchistan. Then they re-
assembled their efforts in Punjab in 1997 and practically
handled a few food security development projects of
national importance. The company expanded its
operations at global level when one of its top
professionals was invited by USDA to participate in two
animal growth projects as a part of food security efforts
and then human food consumption between 2000 and
2002.
The Company Directors decided in 2004 to be registered
with the government department by focusing social,
environment and health, open to all sectors. It was then
registered by the name Eco-Consult and continued
environmental and food security operations till 2015 when
Eco-Consult established a JV with TR Consultants and
operated two mega projects by conducting socio-
environmental assessment of solar power generation at
Cholistan. Later in January 2016, the Company entered
into the corporate sector by name and function of
EcoCare Consultancy Services (ECCS) Pvt. Limited and
registered with the Securities and Exchange Commission
Pakistan (SECP) under Section 32 of the Companies
Ordinance, 1984. Since then ECCS is striving hard for
the conservation/ preservation of the standard socio-
environmental issues connected with food security
system by assessing the impacts of climate change on
human and animal food productivity sensitively
proactively at local/ national and regional level.

EcoCare Consultancy Services (ECCS) Private Limited was entered in


corporate sector in January, 2016 by submerging its various phases in
operation since 2004 and even the past to strive in development sector of
Pakistan by catering environmental, social and economic issues. The
Company has yet a turnover of over of more than PKR 30 Million (US$ 0.2
million approx.) since its inception and it has so far secured a total of >300
projects. At present, ECCS has staff strength of 20 employees including 15
highly qualified engineers, planners, sociologist, economists,
environmentalists, and other professionals, who can deal with, by and large,
the whole food security system of Pakistan by embarking mainly on socio-
environmental issues.

It is carefully claimed that ECCS is helping business people of the state in realizing a fruitful inflow of
local & global investment of the private sector worth multi billion rupees since 2004 and also ensured
that not less than 20,000 workers and professionals secured jobs in the industry.

Our profitability is dependent on the quality of work and professional excellence. Therefore, a Quality
Management System is strongly in place to ensure best possible solutions to remain in business.
Quality control is being achieved by critical internal and external reviews of performance.

Since construction of mega projects mostly demands the preparation and implementation of Resettlement
Action Plans (RAP) of the project affected persons (PAP), hence we have gone through this Project
Planning & Social Development process many more times under the direct guidelines and monitoring of
major donor agencies like WB, etc. by working with their Panel of Expert (POE), social/ environmental
auditors and independent reviewers. Understanding of WB and ADB social safeguard policies including
involuntary resettlement, indigenous people, etc. is an additional benefit which we learnt through
process. While working with Agriculture Production & Rural Development projects, our professionals got
opportunity to work with multidisciplinary teams and worked directly with Poverty Alleviation Techniques
including Self-Help & Micro-crediting; Resource Planning & Management; Institutional Development ( ID);
Planning, Appraisal, Monitoring & Evaluation (PAME) and social analysis through Log-frame & SWOT
analysis, and Technical & Financial analysis through various techniques including the determination of
Internal Rate of Return (IRR), etc. It may not be important to mention that Quality Assurance (QA) of

(SWM) systems. Solid Waste (SW) generation and management concern many cities. Several
implications, mainly resource-consumption, socio-economic and environmental-sustainability, arise. So in

• Urban Master Planning
