General
• Note that the licence free period is 14 days
• The lack of a licence does not affect the (remote) management access to the
base transceiver station (BTS) in the field
Baseband capacity
• Standard Operating SW of the System Module rel. 1 (FSMB) includes support for
32 Channel Elements (CE). If the System Module rel. 2 (FSMC and FSMD) is
used, common channels in most typical configurations are included in standard
Operating SW and the operator does not need take them into account in
Channel Element dimensioning. More baseband capacity can be allocated by
Channel Capacity SW Licence Key.

RAN119: Antenna Alarm with Receiver Signal

Comparison
This feature is used for monitoring the performance of the antenna
line. Antenna alarm gives information to operator if for example an
antenna is broken

9 © Nokia Siemens Networks RA4531AEN05GLA0

By comparing the signal levels in both receiver antennas an alarm is raised if there is > 4 dB difference in
received wideband noise between the diversity branches

RAN849 HSDPA Proportional Fair Resource Packet

Scheduler
The proportional fair resource (P-FR) algorithm is used for the
MAC-hs packet scheduling in the BTS. This algorithm utilises the
radio channel state information from the UEs in its scheduling
decisions. The P-FR principle is to select one UE among those active
users that have data in their buffers and are not limited by their
capabilities for selection, to maximize the relative instantaneous
channel quality (ratio of instantaneous throughput to average
throughput) for scheduling in the following 2ms transmission time
interval (TTI). The relative stantaneous channel quality is calculated
in every 2 ms TTI.

RAN905 Flexi WCDMA BTS Nokia MHA Support LK

• Bias-T in integrated to RF module of Flexi BTS. It feeds DC power

to MHA and controls MHA DC power current consumption. If
current consumption is out of specified window range an alarm is
generated.
• In UltraSite Bias-Ts have been separe HW units installed to BTS
antenna connectors and customer has paid the fuctionality in Bias-
T HW price, typically 6 pieces for 3 sector BTS.
• In Flexi BTS this MHA power feeding and alarm control must be
enabled by SW Licence because HW is integrated to all RF
Modules.

RAN906LK Flexi WCDMA BTS 3GPP Antenna Tilt Support

Functional description
• Antenna Tilt is integrated to the RF module of Flexi WCDMA BTS.
It feeds DC power to the antenna and controls the antenna tilting.
• In Flexi WCDMA BTS this 3GPP specified antenna tilting
functionality must be enabled by a SW licence because the HW is
integrated to all RF Modules.

RAN907 Antenna line supervision LK

Functional description
• The antenna line supervision is integrated to the RF module of
Flexi BTS. It measures the VSWR, that is, the reflected RF power
of the BTS TX antenna branch.
In Next Generation BTS, this antenna line supervision should be
enabled by a SW licence because the HW is integrated to all RF
Modules.
• The VSWR monitoring system is used for producing alarms for the
antenna line condition against alarm limits. The minor alarm will be
generated when the VSWR is 1.9 and major alarm (cell down) will
be generated when the VSWR is 2.6.

RAN908 Flexi WCDMA BTS AISG MHA Support

Functional description
• Bias-T is integrated to the RF module of Flexi BTS. It feeds DC power to the
MHA and controls the MHA DC power current consumption. If the current
consumption is out of a specified window, an alarm is generated. AISG has
specified additional control functionality for MHA. This control is done over OOK
modulation using the antenna feeder.
• In UltraSite, the Bias-Ts have been separate HW units installed to the BTS
antenna connectors and customer has paid the functionality in the Bias-T HW
price, typically 6 pieces for a 3 sector BTS.
• In Flexi BTS, this AISG 2.0 MHA power feeding and enhanced MHA alarm
control must be enabled by a SW licence because the HW is integrated to all RF
Modules.
• Nokia Siemens Networks supports only Nokia Siemens Networks own MHAs
coded with AISG vendor code 'NK'. For 3rd party MHAs there will be special
licence key and supported MHAs need to be decided case by case.

RAN912 Licence Based BTS Channel Capacity 1/2

This feature allows basic BTS 16 AMR channels capacity and

support for common channels of 3 cells

Licence based BTS channel capacity feature allows full usage of all
HW related BTS channel capacity resources.

This feature is needed because in Nokia Flexi WCDMA BTS all HW

channel capacity is integrated to Nokia Flexi WCDMA BTS System
Module without any plug in cards. Operator can dynamically enable
as many channel elements as needed to Nokia Flexi WCDMA BTS
site by downloading a Capacity SW Licence key file. Costly BTS site
visits to install more HW channel plug-in cards is thus avoided.

RAN1093 *HSDPA 16QAM SW Licence Support

HSDPA 15 Codes feature is a further evolution for the features Basic HSDPA with QPSK
and 5 Codes and HSDPA 16 QAM Support allowing higher peak data rates and increased
average cell throughput. The peak bit rate for single user is 7.2 Mbps. Peak cell level total
throughput is 10.8 Mbps (with code multiplexing). If features RAN1249 and RAN1305 are
activated then the figures are 10 Mbps per User and 14.4 Mbps per Cell.

Depending on the UE category, the RLC payload size of 640 bits may be used when the
HSDPA 15 Codes is enabled.

HSDPA 15 Codes allows higher peak rates as well as larger capacity. The average HSDPA
cell throughput depends on the maximum number of allocated HS-PDSCH codes. When
allocating the maximum of 10 HS-PDSCH codes, the average cell throughput is increased
by about 30% in a macro cell environment compared to having only 5 HS-PDSCH codes.

Allocating the maximum of 15 HS-PDSCH codes increases the average cell throughput by
about 50% compared to the same 5 code reference scenario. In a frequency layer dedicated
for HSDPA, the gains are significantly higher, as well as in micro cells.

RAN1095 UBR+ for Iub User Plane

• UBR+ VCC is defined by its Minimum Defined Cell Rate (MDCR) and Peak Cell Rate
(PCR). User traffic is able to utilize the free capacity up to the PCR value, and a
guarantee of MDCR is given in order to support a minimum throughput in case of high Iub
load.
• With Path Selection, one UBR+ VCC can be used for NRT-DCH traffic, and another
UBR+ VCC can be used for HSDPA traffic. It is recommended to keep the real time traffic
in CBR VCC to maintain the QoS. In this kind of configuration, UBR+ VCCs can share the
free capacity up to the defined PCR. Capacity of MDCR is guaranteed also in case of
high Iub load.

Since the NRT traffic carried over the DCH has more stringent Iub delay requirements
than HSPA, priorities need to be defined so that it is delivered with lower delay and delay
variation. This is supported with UBR+ parameters that are operator configurable:
– MDCR value for NRT-DCH should be set high enough for the guaranteed throughput.

– Among multiple UBR+ VCCs, priority can be assigned by parameters settings. Division of
excess bandwidth between NRT-DCH VCC and HSDPA VCC should be set so that NRT-DCH
gets higher priority over HSDPA. (At NB/RSxxx this configurable prioritization is not available)
• Admission control for NRT-DCH is done against the MDCR value, unless Dynamic
scheduling for NRT DCH with path selection feature is used. In that case admission
control is done against the VCC bundle rate.

RAN1001 Flexi WCDMA BTS Multi Carrier Licence

• In Flexi WCDMA, the second RF carrier can be enabled by a SW

Licence key. The Flexi WCDMA BTS 40 W RF module HW (=TX
and Power Amplifier) has the capability to support either
– One RF carrier @ min. 20 W as default, or
– One RF carrier @ min. 40 W with a separate SW Licence key feature, or
– Two carriers @ min. 20 W. Usage of the second RF carrier can be enabled
remotely by a SW Licence key without adding any new HW at the BTS site,
thus no need for site visit.

RAN 1002: 40W Power license for Flexi WCDMA BTS

LK
• Flexi WCDMA BTS 40W Carrier Power licence will activate full
40W power to Flexi WCDMA BTS Radio Module.
• Enables maintaining cell output power at 20W or 40W when
upgrading from 1+1+1 to 2+2+2
• Without this licence each PA module can only provide a total 20W
output power.
• This licence is applicable to all RF modules except
– the triple 70 W RF Module (e.g. FRGF)
– the 70 W Remote Radion Head (e.g. FRGG)

21 © Nokia Siemens Networks RA4531AEN05GLA0

The Maximum amount of licenses in one BTS depends on what kind of RF Module
Variants The Flexi BTS is piled up.

The Maximum amount of 40W Carrier power licenses is 6 with 3 dual type (50W) RF
Modules. E.g. 3 x FRGC or 3 x FRIA

The Maximum amount of Multi Carrier licenses is 3 with 3 single type (50W) RF Modules
or with one Single and one Dual type (50W) RF Module. E.g. 1 x FRIA + 1 x FRIB or 3 x
FRIB

In WN 3.3 only one 8W Power license is supported although HW can support up to 6 with
three dual type RF Modules.

Largest configuration without licenses is 1+1+1@20W

All other configurations e.g. 1+1+1@40W or 2+2+2@20W needs always licenses.

Handling of licenses is done via the general License Management Procedures. More
information of License handling can be found from License and Option Management EFS

Active System Component is BTSOM.

Flexi WCDMA BTS 8 W RF Power Limitation 1/2

This feature makes possible to limit Flexi BTS RF power into 8W with
current 20/40 W RF module. It makes possible to limit maximum
allowed RF exposure from BTS especially on micro sites. RF
exposure limits are depending on national or local legislation in each
country.

The operator can select 8W mode in comissioning phase of

FlexiBTS. FlexiBTS RF module will internally limit the output power
into 8W with control cycle of less than 1ms.

RAN1062LK IMA (FTM)

• Inverse Multiplexing for ATM (IMA) enables efficient transport of broadband ATM traffic in
the existing PDH/VC-12 transmission network.
• This technique allows to combine several physical links into one logical link and saves
capacity by enabling the division of a high bandwidth ATM data stream into several lower
bit rate PDH/VC-12 transmission links.
• The data stream can then be recombined at the far end without affecting the original ATM
cell order.

RAN1254 Timing over Packet for BTS Application SW

(1/2)

• Requires FTIB unit

• FTIB supports the same functionality as FTIA. In addition it implements HW
support for Timing over Packet solution according to IEEE1588v2 and
Synchronous Ethernet according to (G.8261).
• Together with the Application SW "Timing over Packet for BTS" (RAN1254) FTIB
can provide a synchronization reference to the Flexi WCDMA BTS Site. FTIB
extracts specific timing packets and recovers the clock to the BTS.
• A ToP master clock is needed to send the timing packets to the BTSs. The ToP
master clock can be located at or close to the RNC site.
• Synchronous Ethernet is another Synchronization method over a packet
network. FTIB HW is prepared for this future option.
• FTIB can otherwise be used like FTIA in Classic, Hybrid (via Pseudo Wires as
well as dual Iub stacks) and Packet Backhaul (Ethernet only) solutions.

RAN1254: Timing Over Packet for BTS Application SW

(2/2)

Timing over Packet solution allows the operator to take the full
advantage of Ethernet/packet based BTS backhaul

32 © Nokia Siemens Networks RA4531AEN05GLA0

In the Timing over Packet (ToP) solution there is a ToP master clock at the RNC site (or at another place in
the network where a suitable reference
clock can be accessed). The ToP master clock and the BTSs communicate through ToP messages
according to the IEEE 1588 v2 protocol.
The master clock sends synchronization messages (which carry a time stamp) through the Ethernet/packet
network to the BTSs, from
which the BTSs then recover the original reference clock.
