EXECUTIVE ORDER NO. 1-2022

RE-ORGANIZATION OF THE STRUCTURE FOR THE MONITORING MECHANISM

IN THE IMPLEMENTATION OF BARANGAY DRUG CLEARING PROGRAM

WHEREAS, Section (3) (A) of Dangerous Drug Board Regulation No. 2 series of 2016
mandates the whole process of voluntary surrender to authorities shall be documented by the
Duty Officer of the Barangay where the individual surrendered;

WHEREAS, Section (6)(A)(3) of Dangerous Drugs Board Regulation No. 3 series of 2017
provides for the bases in the organization of house cluster with designated cluster leaders in
which cluster and in each Barangay;

WHEREAS, Section (A)(7) of Dangerous Drugs Regulation No. 3 Series of 2017 further
provides for the establishment of rehabilitation referral Desk in every Barangay to endorse Drug
dependents to the duly Authorized representative of DDB pursuant to Article Vlll of RA 9165
and other pertinent issuance of the Board;

NOW THEREFORE, I, TOMAS A. LAMPARAS Punong Barangay of Barangay

VILLAFLOR, Oroquieta City, Misamis Occidental , virtue as power vested in me by law, do
hereby organize the mechanism structure in the implementation of Barangay Drug Clearing
Program;

Section 1. Establishment of a Referral Rehabilitation

There shall be an established Referral Rehabilitation Desk that would serve as desk who shall
receive direct information complaint from concern citizens with regards to the Anti- Illegal
Drugs campaign of the government, entertain possible drug surrenderers & help facilitate referral
to proper authorities. The Referral Rehabilitation Desk shall be manned by a Barangay duty
officer.

Section 2. Designation of a Barangay Duty Officers. Roles and Responsibilities.

I hereby designate CELIA LAMPARAS Barangay Health Worker in the Barangay to act a
Barangay Duty Officer.
 A.) Man the ReferralRehabilitation Desk
B.) Conduct an interview to solicit personal information from the surrenderees (annex B)
C.) Immediately inform the Punong Barangay in case the surrender is included in the
target list, wanted list and watch list personalities of the law enforcement agencies;
such as but not limited to PDEA, PNP, and NBI or has any other pending criminal
case;
D.) Refer or endorse drug dependent City Anti-Drug Abuse Council (CADAC) for
screening using the alcohol, smoking and substance Involvement Screening
Test(ASSIST);
E.) Log and maintain a record book containing all personal information of surrenderers;
F.) Ensure confidentiality of all information of surrenderers;
G.) Monitor progress of surrenderers and
H.) Perform other duties and functions as may be deemed necessary.

a.) Attend BADAC meetings upon instruction of the Punong Barangay.

b.) Maintain or prepare a list of individuals or residents in every household within the
assigned cluster;
c.) Immediately inform or report to the Punong Barangay/BADAC chairman of any incident
or event that transpired within the cluster involving illegal drug personalities and or
activities; and
d.) Perform other functions as may assigned by the BADAC Chairman

Section 4. EFFECTIVELY

This Executive order shall take effect immediately.

Done this 21stday of January in the year of our Lord Two Thousand Twenty Two in Barangay
Villaflor, Oroquieta City, Misamis Occidental.
