EXECUTIVE ORDER NO. 2 - 2022

" AN ORDER REVITALIZING BARANGAY ANTI-DRUG ABUSE COUNCIL"

WHEREAS, DILG Memorandum Circular No. 2015-63 dated June 16, 2015 prescribed the
composition, function and rules of the Barangay Anti-Drug Abuse Council;

WHEREAS, there is a need to immediately address the increasing use of illegal drugs;

NOWTHEREFORE, I, TOMAS A. LAMPARAS, Punong Barangay of Villaflor, Oroquieta

City, Misamis Occidental, by virtue of the power vested upon me by law, do hereby created and
organized the Barangay Anti-Drug Abuse Council here and after reffered to us BADAC;

Section 1. Composition

Section 2. Power and Functions.

1. Conduct regular meeting at least once a month and call for special meeting whenever
necessary;
2. Plan, strategic, implement and evaluate program and project in drug abuse prevention in
the Barangay;
3. Organized the BADAC auxiliary team to compose an ideal number of 25 members per
2,000 population in the Barangay representing streets, puroks, subdivisions or sitios;
4. Orient the BADAC auxiliary team on their roles and function in formulating plan of
action to address the problem;
5. Equip Barangay tanods and BADAC Auxiliar Team on their roles and function in the
campaign against street-level drug trade through seminars and trainings;
6. Coordinate and collaborate with other institutions implementing programs and projects
on drug abuse preventionat the Barangay level;
7. Continuous gather and update data on all drug related incidents and its effect on the peace
and order situation in the Barangay;
8. Submit monthly report to the City Anti-Drug Abuse Council copy furnished the City
DILG Office;
9. Conduct an information Education Campaign (EIC) on illegal drug demand reduction;
10. Monitor disposition and progress of drug-related cases filed; and
11. Performed other related functions.

Section 4. FUNDING

As mandatory required under Section 51 of Republic Act 9165 other known as

Comprehensive dangerous Act of 2002 and dangerous drugs board (DDB) Regulation No. 4
Series of 2016 substantial portion of the annual budget shall be Appropriated to assist on
enhance the enforcement of Republic Act 9165 giving priority to preventive or education
program and rehabilitation or treatment of drug dependents.

Section 5. REPEALING CLAUSE

All previous issuances inconsistent herewith are hereby repealed or modified accordingly.
