SUBJECT : CREATION OF THE TECHNICAL WORKING GROUP (TWG) FOR

THE ADOPTION OF BALANCED P E S T I C I D E U S E STRATEGY
(BPUS)

In the full implementation of the Balanced Pesticide Use Strategy of the Fertilizer and
Pesticide Authority (FPA), in consideration of the existing pillars regarding standards,
research and regulations, the following Technical Working Group shall be created with
the functions and membership:

Members Pesticide Policy Technical Advisory Committee Chair
Pesticide Industry Association of the Philippines, President
Directors of the DA Regional Field Offices
Secretariat The Pesticide Regulations Division (PRD) shall serve as the
Secretariat to provide specific technical function and administrative
support to the TWG. Specifically, they shall perform the following
functions:

 Plan and organize all necessary administrative activities to

ensure timely conduct of meetings; and
 Record pertinent discussions every conduct of meeting and
prepare the Official Minutes of Meeting.

● Representatives from State Universities and Colleges (SUCs); for capacity building
on research and extension;
● Agricultural Training Institute (ATI), for education and trainings on balanced
pesticide use;
● Bureau of Agricultural Research (BAR), for researches on balanced pesticide use;
 ● Bureau of Agriculture and Fisheries Standards (BAFS), for the organic pesticide
product concerns and standards;
● Bureau of Plant Industry (BPI), Good Agricultural Practices (GAP) and Food Safety;
and
● National Crop Protection Center (NCPC), for the production of Rapid Test Kits and
inputs on the effective pest management program.

Duties and Responsibilities:

1. The TWG shall recommend to the Secretary/FPA Board on setting the

standards and recommendations for the implementation of the Balanced
Pesticide Use Strategy;
2. The TWG shall oversee the development of the Balanced Pesticide Use Strategy
policy;
3. The TWG shall meet quarterly for impact assessment of Balanced Pesticide Use
Strategy on the crop production, usage and availability, and market price.
4. The TWG shall educate the agricultural Sector in the use of the Balanced
Pesticide Use Strategy through conduct of training and information
dissemination activities.

Reimbursement and/or payment of transportation fares, per diems, foods,

accommodations, honoraria for non-Department of Agriculture (DA) personnel and
other incidental expenses to be incurred in the performance of duties enumerated
above is hereby authorized chargeable against the DA-BAFS Regular Funds, subject to
the availability of funds and the usual government accounting and auditing rules and
regulations.

This Order shall take effect immediately and shall remain enforced unless earlier
revoked in writing. All orders inconsistent herewith are deemed revoked.
