EMPLOYMENT OPPORTUNITIES
IN A DONOR FUNDED PROJECT
We are currently accepting CVs for the following positions to be included in our proposal for a
donor funded project in KPK.

Position Title Job Description


Team Leader The Team Leader will have overall responsibility for the organization, conduct and
delivery of the consultancy services and will work directly with the PIU. He/she will have
at least a Master’s degree (minimum of eighteen years of education) in
irrigation/water resources engineering/Agri. Water Management, Natural resources
management/agricultural engineering and minimum of 15 years of experience in water
sector projects with proven record in Monitoring & Evaluation of similar infrastructure
projects.

• The team leader will be responsible to monitor all project activities, expenditures
and progress towards achieving the project output;
• Team leader will be the focal point for all the tasks under the Consultant’s
assignment and responsibility.
• Monitor and evaluate overall progress on achievement of results
• Provide feedback to the Project Manager on project strategies and activities
• Develop and strengthen monitoring, inspection and evaluation procedures
• Support monitoring and evaluation of the effects and impact of the project
• Assist in coordinating across the available components of the Project to ensure
effective implementation of M&E/MIS
• Preparation of monthly MIS reports, monthly, quarterly, half-yearly and annual
progress on all project activities to PIU
• Suggest strategies to the Project Management for improving the efficiency and
effectiveness of the project by identifying bottlenecks in completing project
activities and developing plans to minimize or eliminate such bottlenecks
• Attends, at project level, all meetings as required and keep a record of all such
meetings
• Coordinates with Project Implementation and Supervision Consultants and PIU in
fulfilling the project objectives
• Any other relevant tasks assigned by the project director/focal person

M&E Specialist The Monitoring & Evaluation Specialist will have Master Degree in Social Sciences,
Development Planning, Economics, Statistics, Rural Development and Agriculture
Science or related fields with at least 15 years of professional post qualification
experience at national/international level in program planning, monitoring and evaluation,
at least 5 years of which should be in public/private development sector; must be well
versed with quantitative and qualitative methods of M&E including those of participatory
nature; must have experience of community driven development projects funded by
international donors preferably World Bank;

• The M&E Specialist will be responsible for designing and implementing the M&E
activities of the Project;
• Will monitor the project activities on a regular basis, developing and maintaining
the MIS of the Project in coordination with IT/MIS Specialist and will be
responsible for the collection and analysis of different data in relation to the project
activities..
• Lead efforts in reviewing existing evaluation approach and to promote more
rigorous and impact-oriented evaluation design
• Support and engage in the design and management of constructive information
feedback loops to inform program
• Supervise and coordinate application of monitoring tools to track program
performance in line with the project objectives
• Offer leadership and technical support to project staff in the implementation of
their monitoring responsibilities to ensure correct and timely collection of
monitoring data
• Lead and conduct analysis of quantitative data as well as qualitative data on all
project inputs, outputs and outcomes
• Provide guidance in the design of monitoring and evaluation strategies specific to
each component of the Project.
• Assist in finalization of baseline, mid-line and end-line surveys of project and
other evaluation assessment that are necessary to gauge the performance of the
project
• Any other relevant tasks assigned by the project director/focal person
IT/ Information The IT/ Information Management Specialist should have Master’s degree
Management (minimum of sixteen years of education) in GIS /MCS/ Information Technology
Specialist with at least 15 years of working experience in GIS/ MIS environment, water or other
relevant natural resources information management systems with national or
international organizations.

• The MIS Specialist will work closely with the Team Leader, IT/MIS Specialist of
KPIAIP and other key stakeholders to implement a MIS system for the project.
• Responsible for the end-to-end technology initiatives of the project
• Participate in database design, prototyping, development, testing and deployment
of front-end applications by identifying, understanding and developing user
requirements
• Map the flow of data and reports to implement automated solutions and process
• Develop technology frameworks/tools to assist in program and impact assessments,
work progress and project data analysis, providing also recommendations for
improvements to current processes/offerings.
• Ensure project’s data security and make data backup regularly and ensure security
of in-house system, servers, email etc.
• Assist and support KPIAIP IT/MIS Specialist in PIU on day to affairs in
coordination with M&E Specialist KPIAIP
• Any other relevant tasks assigned by the project director

Agriculture The Agriculture Economist will have BSc in Agriculture Economics at least 10
Economist years of professional and post qualification experience at national/international
level in marketing & Agri business in public/private sector preferably in community
driven development projects funded by international donors. The expert must be well
versed with cost benefit analysis, supply demand analysis with respect to agriculture.

• He / She will guide the component C team of the project in designing and
implementation of relevant strategies
• Provide Technical assistance to the staff and water users associations in the
organization, development, implementation and evaluation of capacity building
training programme and activities
• Agricultural economists communicate his/her findings at seminars and
conferences/trainings to encourage further in a particular area
• Agricultural economists examine data to determine patterns and trends in economic
activity to improve the business decisions of clients and agricultural organizations
• Any other relevant tasks assigned by the project director

Environmental The Environmental Expert will assist the Social and Environmental specialists of
Expert PIU in periodic monitoring of project EMP (Environmental Management Plan).
He/she should possess Master degree in Environmental Sciences or
Environmental Engineering with 10 years overall experience out which with at
least 05 years specific experience in water sector projects, including familiarity with
GOP environmental Regulations and World Bank guidelines.

• He / She will be responsible for review of project’s environmental plans, to ensure


that all environmental compliance, measurement is properly adhered.
• identifying environmental issues, and recommending solutions
• Support the KPIAIP Environmental Specialist on regular monitoring of project
sites for EMMP recommendation
• Develop and submit regular environmental monitoring reports to PIU
• Capacity building of the staff through training and knowledge sharing on
environmental compliance including environmental mitigation, monitoring and
reporting.
• Prepare clear and detailed written reports about field inspections
• Any other relevant tasks assigned by the project director
