Pedestrian access to the proposed designated Franklin Mountain trailheads.

On March 15, 2011, City Council directed staff to coordinate with the State agencies, Home Owner Associations, Private property owners, and PSB staff to provide pedestrian access to designated Franklin Mountain State Park trailheads,

Meetings with OSAB


Staff met several times with the OSAB subcommittee and Texas Parks and Wildlife Representative to identify existing State Park Trailheads Identify property owners, stakeholders, and potential obstacles to accessing the trailheads Met with PSB staff to discuss access to trailheads through City-owned property - PSB managed Conducted site visit to recommended trailheads

Current Code requirement 19.15.060.O Street Standards Pedestrian Connectivity


Pedestrian Connectivity. Pedestrian connectivity and access shall be provided between subdivisions, schools (where access is allowed by the school district), culde-sac (i.e., bulb-to-bulb access) and park and open space areas. In cases where a subdivision is constructed in a location that is adjacent to another subdivision, pedestrian access shall be provided such that adjacent development can connect to such access at a later date, when development occurs. Gated subdivisions, subdivisions with severe topography problems or subdivisions where such connectivity may interfere with Arroyo or sensitive environmental protection may be exempt from this requirement upon approval by the city plan commission. -Add a layer on GIS that identifies all public trails. (To be included as part of our review process.)

Trailheads identified as medium to low priority but to be included in the overall trailheads plan for the City of El Paso. Access Requirements to Trailheads


A Memorandum of Understanding (MOU) between Parks and Recreation and PSB to allow public access through City-owned PSB managed land to the Franklin Mountain State Park Coordination with Hunt Communities Holding LLC at the time of platting/development (Redd Road, Lomas Del Sol location) Coordination with private property owners to allow access through private property onto State Park- at the time of platting Adequate parking can be accommodated on City owned land and limited on-street parking is available Signage/marker/iron ranger Joint State/City signs
