The Archdiocese officially
launched last year on the occasion
of the Fiesta of the Cagayan de Oro,

years of Christianity in Archdiocese
with the theme: “Reminiscing with
Gratitude and the Joy to carry on
the Mission.”
This commemoration is also in
line of the 500 years Celebration
of Christianity in the Philippines,
beginning last year which is
supposedly to be culminated last
April 14, 2022, the day the first
baptism in the Philippines is
commemorated.
Last year was also the
commencement of the Pre-Synodal
Consultation Process which

for evangelization works and outreach programs of their “religious community.”

A Synodal Church Engaging in Politics
O
ne of the themes on Synodality is
sharing responsibility for our common
mission. Synodality is at the service of
the mission of the Church, in which all members
are called to participate. This asks us how we
as missionary disciples are engaged in the
evangelization of all aspects of our society and
various fields of life whether in politics, economics,
socio-cultural and in the promotion of social and
ecological justice, advocating for the rights of the
poor and of all creation. How do we as the Church
also help support those members who offered to
serve the society in a missionary way especially
as public servants? How is discernment about
missionary choices made and by whom?
The Synodal process also calls us to dialogue
with the society which requires perseverance,
patience and enables us for mutual understanding.
How does the Church dialogue with and learn from
other sectors of society? the spheres of politics,
economics, culture, civil society, and people who
live in poverty?
These are relevant questions for reflection
as we prepare for the election in May 2022. First
is by forming circles of discernment whereby
we need to listen to the Holy Spirit in electing or
building our future as a people and as a nation.
What is equally relevant is the formation of
ourselves as faithful disciples and at the same time
responsible citizens. Here we acknowledge the
insights of Aloysius Lopez Cartagenas in his book
“The Catholic Church and the Philippine Politics in
the Light of the Second Plenary Council: Becoming
a Leaven of Society, 2014.”
Call for Circles of Discernment In 2010,
the CBCP came out with a pastoral statement
on Lay participation in Politics and Peace. Here
the Bishops call for the laity to form into circles of
discernment, analyze the situation using the see,
judge and act method of Catholic Social Teaching.
They also encouraged the laity to get involve in
direct partisan politics, which means to exercise
their right and duty to campaign for candidates who
are competent, honest and public service minded.
This movement continues today spearheaded by
CARITAS PHILIPPINES.
DILAAB Foundation headed by Fr. Melo
Diola in response to the CBCP’s call came out with
initiatives such as Circles of Discernment (CiDE)
as a way of forming effective citizen engagement
during and beyond elections through access to
information and involvement in a prayerful and
well-defined decision-making process to help
bring out credible public servants and engage
citizens. They came out with LASER test
(Leadership, Action, Supporters, Election Conduct,
and Reputation) that will serve as guide to the
electorate in their discernment process. They too
came out with I Vote Good Education campaign for
election. Another group, the Pilipino Movement for
Transformational Leadership, an inter-faith group
also came out with ”Gabay sa Tamang Pagpili ng
Kandidato/Lider” to guide the electorate in the
discernment. They consider character and integrity,
leadership abilities, sincerity to God and country,
leadership integrity as their criteria. This is very
much akin to Archbishop Antonio J. Ledesma’s S.J
criteria on the 5 C’s. (Conscience, Competence,
Compassion, companions, and Commitment or the
5 K’s: Konsyensya, Kakayahan, Kalooy, Kauban,
ug Kaakuhan)
Last 2016 the CBCP in their pastoral
exhortation “Wise as Serpents, Innocent as
Doves” also offered guidelines to our Catholic
voters deriving from the moral teachings of the
Church for their collective discernment. The
ideal leaders are those who after Christ came to
serve and not to be serve. The Catholic voter
should not lend support to any candidate whose
ideology binds him or her to make the Philippines
a secular state that has no tolerance for religion
in its public life. They should choose candidates
who are upholding the Church’s teachings on
abortion, euthanasia, restorative justice and not
death penalty, the sanctity of marriage and not
divorce. The Bishops also urged the faithful to be
open to choose candidates who are non-Catholic.
Many years back the CBCP issued a guide to
discernment in choosing candidates who are
pro-God, pro-Life, pro-Environment, pro-people,
pro-Church and pro-Society. Many other initiatives
were done in response to this need for guidance in
the discernment of the faithful. In the archdiocese,
a movement espoused by the Archdiocesan
Good Governance Apostolate is the “Not for Sale
Movement” and others.
The Bishops in all exhortations on politics
however made it clear that the Church as an
institution will never endorse a particular candidate.
The clergy is restricted to hold public office or have
an active role in political parties and in the direction
of labor unions, unless the need to protect the
rights of the Church or to promote the common
good requires it in the judgment of the competent
ecclesiastical authority. (C. 285 #3, C. 287 # 2)
The priests, as servant of the universal church,
cannot tie himself to any historical contingency,
and therefore must be above any political party.
But they continue to issue guidelines and
criteria for discernment in choosing our leaders.
Current situation calls for this especially when there
is an observation how politicians are playing with
and even mocking our electoral system due to this
substitution phenomenon in filing their candidacy.
Of course, the priest as a fellow citizen can readily
share the fruit of his discernment to anybody whom
to elect as our leaders not in the pulpit but in his
encounter with people as co-citizens. This holds
true for religious or all consecrated persons.
There is a distinction between politics
as field and politics as arena. The political field
concerns all including the clergy and religious
but as arena it belongs to the laity. In the first
place the church must be for the gospel values
of justice, truth, honesty, integrity, peace, love
and the common good. This is the responsibility
of all whereas holding public office or actively
and directly campaigning for a candidate or a
political party belongs to the laity. Another form of
engagement however is to be non-partisan. This
is done by PPCRV, NAMFREL, LENTE and others
advocating for CHAMP (Clean, Honest, Accurate,
Meaningful and Peaceful elections). Others can
be trans-partisan where their choices cuts across
the different political parties.
Formation of Good Citizenship Beyond Election
Here, it is better to go back to the original
meaning, intention of politics. Politics if it is truly
democratic, is neither merely an electoral exercise
nor simply a form of government rather a complex
and multi-linear political, social, and cultural
transformative process which involves the synergy
and the active participation of citizens in decision-
making in all aspects of life and in actualizing these
decisions. (Aloysius Lopez Cartagenas: “The
Catholic Church and the Philippine Politics in the
Light of the Second Plenary Council: Becoming a
Leaven of Society, 2014)
The task of the political community is the
attainment of the common good. Common good
is defined as the sum total of all living conditions
whereby members of a community or society
are enabled more fully and readily achieve their
own integral human development. (Compendium
of the Social Doctrine of the Church) By this, it
emphasizes the need for robust democratic polity,
participation, envisioning the common good and a
truly democratic culture is imperative. ( Aloysius
Cartagenas)
The CBCP has admitted politics to be an
obstacle to full development in the Philippines.
(CBCP Pastoral Exhortation in Politics, 1997) In the
light of the social teachings, the church should make
her response as a fruit of her political discernment
since politics has a moral and religious dimension.
In the discernment the church always bears in
mind that the human person is the foundation
and purpose of political community. This is a two-
edged sword that the church should embark. It
calls for self-examination for the Church herself.
Just as the Church pass moral judgments to the
established political authority, the church should
also be willing to change and live out the moral and
ethical standards we demand from public officials.
This situation calls the Church more urgently to be
a Church of the Poor, a society-leavening Church,
a Church of empowerment and participation, a
Church of Basic Ecclesial Communities. ( Aloysius
Cartagensas) Hence the aim of formation really
goes beyond the electoral exercises which the
Church usually engage. This should be one of the
objectives of the Archdiocesan Good Governance
Apostolate coordinating with all other ministries;
ad-intra and ad-extra.
Church of the Poor
Are we really a Church of and with the Poor
or a Church for the Poor? Poverty here is not limited
to material poverty but the poverty of systemic
exclusion of Filipinos for meaningful participation
in determining the country’s common good. It is an
effect of the country’s systemic political inequality
and social exclusion. The “Gising Barangay
Movement” of the late Manny Valdehueza tries to
address this by encouraging citizens to participate
in the Barangay assemblies and their development
planning. It is also good to analyze the various
responses the Church had in the past along this
matter so that new strategies might be developed.
The church can act as Intercessor, Mendicant,
Defender, Graft-buster and Repairman according
to Cartagenas assessment. This assessment can
help the archdiocese examine herself whether or
how can we be truly a church of the poor.
The bishops/clergy for instance can act as
intercessors for the poor between the government
and the people in the peripheries. This might
benefit the poor but they remain dependent, with
undue loyalty to the intercessor and the government
but not empowered. The intercessors also do
not contest power asymmetry but may preserve
the status quo over the roots of powerlessness.
Another way is the clergy can make use of their
influence, status and connections to beg or solicit
from the wealthy and create a treasury of funds
for the poor. The risks here since mendicancy is
always personalized, it can lack transparency and
accountability at times. Again, the poor remains
dependent on the powers that be. Lastly, the
church act as repairman by issuing pastoral letters
stating those concerns and issues that need repair.
But it can lack impact since it cannot even reach up
to the BEC’s. It also lacks monitoring.
But to be Church of the Poor needs
appropriate response. It means the collaboration
of the poor themselves and with others to address
their various concerns such as poverty, and
preferential reliance in the work of evangelization.
The poor does not remain objects of benevolence
but subjects of their own development. They are
the artisans of their own development. According
to Cartagenas there is a need to institutionalize the
consultative mechanism and process involving the
poor. This was done during the Second National
Rural Congress where it conducted a national
consultation among the identified poor sectors in
society. This can be done when parishes truly
conduct pastoral planning. The parish leaders
always play a consultative role in the parish. This
is living in synodality; in communion, participation
and mission. The church in particular the parishes,
can also develop a comprehensive theology of
stewardship such as “Gasa Balik sa Dios”(PCP II)
and other initiatives and to make ecology a special
concern for BEC’s. They can act in synergy with
other CSO’s (civil society organizations) and
government agencies to make the poor participate
in their own development. This has repercussions
to us as a church to practice what we preach by
living simply and austere lifestyle, openness, and
accountability in life and in the ministry.
Formation towards a participative citizenry
The Catholic bishops contend, that “we
are what we are now today- a country with a
very great number of poor and powerless people
because of the way we have allowed politics to
be debased and prostituted to the low level it is
now.” (CBCP Pastoral Exhortation on Politics) The
oligarch and the powerful continue to muzzle the
political machinery of the state. There is a weak
institutionalized political parties and family political
dynasties, and the presence of “professional
vote-getters.” It is good to see once more the
approaches of the Church’s political interventions.
The church as an institution can act as a
power broker using its influence in the political
arena. In this instance they too have promoted
or even perpetuated the culture of patronage.
Will endorsing a candidate or a political party
by the church ultimately beneficial? “Is not this
tantamount to the church becoming a power broker
and an easy prey to the unscrupulous among the
powerful?” Cartagenas asked. This undermines
the hierarchy’s non-partisan stance as a point
of unity among the faithful. Some clergy even
plunged into partisan politics by running for a
political position. But this may manifest clerical
arrogance to justify the entry of priests into politics
“for lack of competent and reliable lay people.”
What needs to be done?
Beyond elections, there is a need to go
beyond participation in electoral matters. The
benefits of democracy do not merely come from
periodic electoral exercise, platforms for good
governance, or the eradication of corruption,
crimes, drugs, and so on. They are reproduced
by a “complex and multi-linear political, social, and
cultural transformative processes” which involve
the active participation of citizens in decision-
making in all aspects of life, and in actualizing
these decisions as well. It is imperative for the
Church to engage politics in ways and processes
that enhance and institutionalize participation and
democratization as it asserts the empowerment
of the laity. (PCP II 329) The struggle for faithful
discipleship and meaningful citizenship within the
modern and secular public sphere poses a more

serious challenge to the Catholic laity.
Lastly, the Philippine church should take
a humbler profile as a moral inspiration and
mobilizing force within civil society, the prospects
to be a morally credible and pastorally effective
leaven are much brighter than to be a power
broker. Perhaps these are the signs of the times
today that need immediate attention. It is also
noticeable by how the Church has shifted its role in
the political realm compared to the past. It is good
to consider this paradigm shift as to the way the
diocese engages with the state.
“Our vision of Church as communion, participation
and mission, about the church as a priestly,
prophetic and kingly people and as a church of the
poor… is today finding expression in one ecclesial
movement, to foster Basic Ecclesial Communities.”
(PCP II 137)
To be able to realize this vision needs to
consider the deeply rooted cultural traits which
can create dysfunctions in governance and distorts
democratization. A hierarchized pattern of relations
(culture of silence at homes, colonial mentality,
etc.) are a serious constraint to developing a
culture of equality and participation. A patron-client
relation also metamorphosing into populist politics,
(messianic identification of politician) does not truly
empower the poor. Extreme family-centeredness
also narrows the capacity for solidarity and
appreciation of public good. A weak conscience
in a culture of impunity is also a hindrance
towards meaningful participation of citizens. It
is also observed that people have short sense
of memory. History is revised for one’s personal
gain. All these contributes to the powerlessness
and voicelessness of the poor sectors in society.
There is also a narrow construction of
citizenship. As discussed earlier, it is very limited
to an electoral exercise. Cartagenas made his
observation also on street rallies whereby the
issues become an easy prey to sensationalism and
oversimplification as a propaganda movement. He
inferred that little is achieved in this manner in
terms of enlightened shaping of public opinion in
an atmosphere of participative, truthful and free
deliberation.
This cultural context becomes an avenue for
evangelization in the Church. The task of nurturing
a culture that advances the common good is not
only integral to building and sustaining a nation,
it is also vital to the church’s over-all mission to
evangelize. To transform Philippine political
culture is in a way to bridge the yawning gap that
separates many aspects and elements from the
meanings and values of the Gospel. Cartagenas
recommended that the church should rely on the
gospel as a force that can create new patterns of
societal relations.
In this manner BEC’s must be vigorously
promoted for the full living of the Christian
vocation in both rural and urban areas together
with the ecclesial movements. (PCP II) They are
a solid starting point for a new society to take root.
(RM 51) They can be a counter-cultural force in
society in fostering the gospel values towards
their formation as missionary disciples and as
responsible citizens in the country. This will be the
challenge of the BEC’s, movements and ministries
in the archdiocese to be the prime mover in
promoting and living out the positive cultural values
that can enhance responsible citizenship such as
pag-inambitay, pakigsandurotay, pakigdialogo, ug
uban pa.
Conclusion
Integral faith formation remains a constant
challenge in the archdiocese. From the preceding
discussion there are various matters to consider as
an evangelized evangelizer. In this modernizing
and fast-changing society there is a need to
be open to the new demands it poses and the
challenges influencing our direction. Let us rely
always in the Holy Spirit as the archdiocese’
ultimate formator, guide and companion. Integral
formation of the faithful towards meaningful,
engaging citizenship needs constant discernment.
This means too, a constant renewal or conversion
to the One who sends us, Jesus Christ, our Lord
and King. We hope to live out what synodality
really means, to be a church of the poor for the
poor, a society-leavening Church, a Church of
empowerment and participation, a Church of Basic
Ecclesial Communities.

Unfinished business of elections 2022: Ten challenges

Election Day, May 9th,
2022, has come and gone. We
are left with the election results.
But who are the real losers
and winners? Ten challenges
confront us as individuals and
as a nation.
1. The massive
DISINFORMATION campaign
over social media by a particular
candidate and his party cannot
just be brushed aside. Over
the past five to ten years, we
are told, this online campaign
has been stealthily carried
out, reaching the minds and
fantasies of cell phone users
even in the remotest areas of
the country. The dissemination
of fake news about the “golden
era” of the Martial Law period,
the rehabilitation of the Marcos
name, the downgrading of the
reputations of other candidates,
the casting of heroes as villains
and villains as heroes — all this
was planned with deliberation
and strategic targeting of socio-
economic classes as well as age
groups.
How can the country
prevent this form of
brainwashing and “vote buying”
in future elections? There
are cyber libel laws, but can
they be easily implemented?
Edsa People Power and Martial Law
F ifty years ago, Martial Law
was declared by President
Ferdinand Marcos
September 21, 1972. This month we
are celebrating the 36th anniversary
on
of the Edsa People Power Revolution
of 1986 that ended 14 years of this
dictatorial regime without resorting
to arms. As ecumenical religious
leaders, we can look back and reflect
on the lights and shadows of this
period.
The Martial Law regime was
one of the darkest, if not the darkest,
period in the history of our nation,
if only because it pitted Filipinos
against Filipinos, the government
against its own people. This can be
gauged in terms of the outbreak of
violence in various forms: 107,000
primary victims of human rights
violations; 70,000 persons arrested,
mostly without warrants of arrest;
34,000 people tortured; and 3,200
killed by the military and the police.
These figures do not include the
thousands of displaced Christians
and Muslims affected by communal
violence in Mindanao triggered by the
declaration of Martial Law.
Based on a Supreme Court
ruling in July 2003, $683 million (or
₱34 billion) worth of Marcos assets in
various Swiss banks were declared
ill-gotten. An estimated $5-10 billions
of ill-gotten wealth was plundered

be accepted as the truth, a
lesson from Goebbels of the
Nazi regime.
2. The lack of HISTORICAL
AWARENESS of the iniquities
of Martial Law, particularly
among the young voters who
were born after the 70’s and
80’s, has been pointed out. Has
our educational system failed
to instill in the minds of the
younger generation the horrors
of this period, much in the
same way that we have bitter
memories of World War II in
the Philippines? Have media
people also failed to provide an
accurate picture of those dire
periods in our history? We need
to correct these deficiencies
for the sake of truth-telling,
and also to honor the memory
of those victimized by Martial
Law. One of these victims was
my classmate, Evelio Javier,
former governor of Antique,
who was killed on the eve of the
EDSA People Power Revolution.
3. We hear reports of
RAMPANT VOTE BUYING
done openly on Election
Day, or earlier at nights, or
through various ways such
as distributing ATM cards,
installment payments given
before and after voting, etc.
Has vote buying become the
accepted practice for winning
elections? What about the
honest politicians that do not
allow this? One particular
presidential candidate has
carried out her campaign with
meager means of support,
much less by vote buying.
We have existing laws
against vote buying. Do we

decades in Malacañang. A number

Martial Law was preceded by
the Jabidah Massacre on Corregidor
Island in 1968. This gave rise to
the formation of the Moro National
Liberation Front and the successive
rounds of communal violence against
Christian and Muslim communities
in many parts of Mindanao during
the 70’s and 80’s. In the same
year 1968, the New People’s Army
was organized which fomented a
Communist-inspired armed struggle
in almost all regions of the country.
Hence, either as cause or effect, the
earlier Marcos Administration in the
late 60’s, followed by Martial Law,
deepened the polarization as well
as the pauperization of Philippine
society.
On the other hand, the People
Power Revolution manifested a
nation’s yearning for the return of
democratic institutions — particularly
in terms of due process, freedom of the
press, and respect for human rights.
The image of Mary, later acclaimed
as Our Lady of EDSA, became a
focal point for the thousands of
people, ostensibly without a leader,
that filled the national highway
intersecting the two military forces in
need stricter implementation
of these laws? Can COMELEC
or PNP itself station special
guards that do not simply
stand by but keep an eye on
lines of vote buyers and sellers
in the vicinity of the polls?
PPCRV volunteers have tried
to take photos of some of these
practices, but these are isolated
cases.
4. In addition to buying of
votes, we are witnessing the
buying of mayors and other
officials. Several millions of
pesos are involved in these
transactions. Likewise,
POLITICAL DYNASTIES have
refined the practice of “winning
over” local public officials
to their side. The question
often raised is: where does
the money come from? Is this
from the personal wealth of the
politician or from the plunder
of the public treasury? Are
there no longer restrictions to
the amount of campaign funds a
candidate can spend? And how
should these be reported? Is
our political culture hopelessly
damaged in this regard?
5. Religious leaders on
the whole remain non-partisan
when they use the pulpit as
official representatives of the
Christian community. But do
they exercise their PROPHETIC
ROLE in forcefully denouncing
moral issues — such as extra-
judicial killings, disinformation,
non-payment of taxes, etc.?
Many have spoken on pro-life
issues, but should the clergy
also talk about Social Justice
and Option for the Poor, as
well as the need for Good
Governance?
6. On the other hand,
Filipinos may be too forgiving,
as the Prime Minister of
Camp Aguinaldo and Camp Crame.
The continued broadcasting of Radio
Veritas, despite the attack on its main
transmitter station, kept up the spirits
of the street protestors throughout
the four days of non-violent action
and prayer.
Starting from the core value
of the HUMAN DIGNITY of every
person, we religious leaders can help
build in Philippine society a Culture of
Life, a Culture of Human Rights and a
Culture of Peace. It is these Gospel
values — of being maka-Dios, maka-
Tao and maka-Kapayapaan— that we
look for in our candidates for public
office. No to extra-judicial killings. No
to warrantless arrests. No to plunder
and corruption that ultimately deprive
the poor of their basic needs. But Yes
to the resumption of peace talks. Yes
to addressing the root causes of un-
peace and working for reconciliation
among warring groups.
Along with concern for the
dignity of every person is the
complementary value of working for
the COMMON GOOD. In this sense,
we look for candidates who are maka-
Kalikasan and maka-Bayan, working
for the protection of the environment
as our common home. No to
irresponsible mining and coal-fired
power plants. No to the wholesale
exploitation of our natural resources
by foreigners. No to the destruction
Singapore, Lee Kuan Yew, once
remarked. They have allowed
the DICTATOR’S FAMILY to
return to the country, and run
for public office again, even
before massive plunder charges
have been resolved. Earlier
convictions have been set
aside. (Some have said that the
regimes under Cory and P’Noy
Aquino were too forgiving and
complacent in this regard). And
so the country today allows
ex-convicts to run for office.
Some have become honorable
Senators. Can we work for a
law disqualifying automatically
convicts from running for
public office?
7. It has been pointed
out that the Classes D and E
comprise the vast majority of
our voting population.
Classes A, B and C may
comprise only about 10 per
cent. The foremost spirit of the
1987 Constitution, according
to ConCon Delegate Christian
Monsod, was the provision
of SOCIAL JUSTICE to focus
on the needs of the lower-
income sectors of Philippine
society. It is also this group
that has become vulnerable
to the dissemination of fake
news and interpretations of
our history. Can we prod our
public officials to move along
these lines? One can appreciate
the accomplishments of City
Mayor Oscar Moreno, over his
nine-year term, in putting up so
many public school buildings,
hospitals and day care centers,
as well as providing cemented
roads to remote barangays, for
the people of Cagayan de Oro.
8. The election results
indicate that one alliance of
political dynasties has control
of practically the executive
of our remaining forests.
The candidate should manifest
an option for the poor through the
implementation of Social Justice
measures such as agrarian reform,
urban housing and recognition of
the ancestral domains of indigenous
people. The candidate should also be
able to defend the sovereignty of the
country over its offshore islands and
maritime economic zone against the
incursions of a foreign state.
As ecumenical religious
leaders, let us then commemorate the
People Power Revolution of EDSA
by not forgetting the dark shadows
of Martial Law — the dire opposite
of a Golden Age. In our discernment
of candidates for these coming
elections, let us choose persons
committed, in word and deed, to the
promotion of Human Dignity and the
Common Good of our communities

9. The LENI CAMPAIGN
PERIOD has demonstrated an
outpouring of volunteerism
and mutual help throughout
the country in pursuit of a
common goal. This spirit of
servant-leadership should be
carried on in various political
activities like the coming
barangay elections and future
national elections. The church’s
Basic Ecclesial Communities
can also be structures for
people empowerment and
active participation in public
affairs.
10. The COVID PANDEMIC
has given us a new awareness
of our interconnectedness. The
vaccination drive, observance
of health protocols, and
operations of community
pantries are all examples of
how as a people we can come
and work together for a higher
goal. Let us then move forward
to help develop what Pope
Francis calls, “a better kind of
politics” and the promotion of
“political love.”

CABUSTAM Convenes for Metropolitan Synodal Consultation

The Ecclesiastical
Province of Cagayan de Oro,
composed of the suffragan
dioceses of Butuan, Surigao,
Tandag and Malaybalay and
the Diocese of Cagayan de Oro
convened the Metropolitan
Synodal Consultation on June
16-17, 2022. The theme of
the assembly was “Duyog-
Panaw alang sa Simbahan
sa Mindanao.” Hosted by the
Diocese of Butuan, it was held
at the Pastoral Center of the
Diocesan Shrine of Sto. Niño in
the city.
More than 70 participants
composed of the laity, religious,
priests and bishops from the
dioceses journeyed together,
discerning, sharing, listening,
and experienced synodality
at the CABUSTAM level. The

process was facilitated by the
metropolitan synodal team
headed by Rev. Fr. Nathan
Lerio, SSJV, in coordination
with the steering committee
of the Diocese of Butuan. The
national team for the Synod
on Synodality, who assisted in
the consultation process, was
represented by Rev. Fr. Vladimir
Echalas from CBCP and Prof.

Bulig Surigao: SAC Adopts a Chapel

The ACDO Social Action
Center is embarking on a more
concrete and lasting project in
typhoon-ravaged Surigao, the
restoration of a chapel destroyed
by typhoon Odette. Upon the
recommendation of Fr. Denish
Ilogon, SAC Director of Surigao
Diocese and parish priest of San
Nicolas Tolentino Cathedral,
Danawan Island became the
beneficiary of the said project.
Barangay Danawan is one of the
Cathedral’s 14 island chapels.
Fourteen volunteers
from ACDO-SAC headed by Fr.
Hawthorne Galas braved the
waves of Surigao on January
17, 2022. The ferry boat was
fully loaded with construction
materials and assorted goods.
The Danawan islanders
welcomed the visitors with
great warmth and anticipation.
This Odette-related mission was
the first of its kind in the island.
The program of activities
from Jan. 17-19 included the
following major components:
Faith (Mass and BEC sharing),
Food relief (gave away food
packs to all the 200 families in
the island and feeding of the
children), Fun (psychosocial
activities with the children
through games), Fostering
ecological consciousness
(coastal clean up and giving
away of vegetable seeds),and
in Frastructure (ceremonial
groundbreaking for the
San Vicente Ferrer Chapel
restoration). What was expected
to be a long and exhausting
journey turned out to be an
enjoyable and fulfilling mission.
The warm hospitality of the
islanders and their deep faith alive and strong. But this is just island’s chapel. Archbishop Jose that is, to adopt the island itself

Blessing of Bangka ni Vianney

Fr. Norlan Julia, SJ, Rector
of St. John Vianney Theological
Seminary (SJVTS) led the
blessing of the pumpboats,
paddle boats and nets at
Danawan Island, Surigao City.
The formation team visited
the island on June 7, 2022
and the islanders welcomed
them warmly. About 35
beneficiaries received support
from SJVTS for the repair
and reconstruction of their
damaged boats. The new boats
are called Bangka ni Vianney.
Several representatives
from the beneficiaries
expressed their gratitude and
appreciation for the help SJVTS
had extended to them.
In his message, Fr. Julia
acknowledged the help
extended by various donors
especially through Fr. Robbie
Sian, SJ. He reminded the
community to take good care of
the following: pamilya (family);
kinaiyahan (environment);
and mga gasa nga nadawat
(blessings received). After the
program, a sumptuous lunch of
fish and other sea foods which
they themselves caught using
their new Bangka ni Vianney
followed.
Meanwhile, Abp. Emeritus
Antonio J. Ledesma, SJ led
the rite of blessing of mga
Bangka ni Vianney at Brgy.
Buenavista, Hikdup Island,
about 30 minutes away from
Danawan. There are about 27
beneficiaries (of pump boats,
baroto repair and fishing nets)
from this community, most of
whom are BEC members of the
San Antonio de Padua Chapel.
They prepared a short program
with messages of gratitude
from the beneficiaries. A snack
of root crops and sea foods
followed.
The construction of new
boats is ongoing because
donations continue to
come. While ACDO through
Social Action initiated the
construction of a chapel of San
Vicente Ferrer in Danawan
Island, the SJVTS initiated the
rehabilitation of the boats
which are the source of their
livelihood. Faith in action is
truly alive in this island whose
beneficiaries are active in
Basic Ecclesial Communities
(BEC) but there are also non-
Catholics who were recipients
of this reach out.

The New Social
Communication Office and
Production Center was blessed
on February 1, 2022 by Abp.
Jose A. Cabantan, DD, in the
presence of Archbishop Emeritus
Antonio J. Ledesma, SJ, Fr. Der
John Faborada, SSJV, Social
Communication Director, some
priests, and guests. The new
office is located at the 4th floor
of St. Augustine Metropolitan
Cathedral. It accommodates
the Radio Bandera, Bag-ong
Lamdag, Social Media, and
offices of the Director and Social
Communication coordinator.
Fr. Faborada thanked heartily
the people who were behind the
completion of the project. “I thank
God for all the manifold gifts He
showered upon me. He gave me
difficult tests but he also gave me
the courage to overcome them,
he gave me doubts but also gave
me the will power to emerge from
them. I thank God for His guidance
and his love. I would like also to
thank Archbishop Jose Cabantan
for the trust and support. I’ve

Most Rev. Jose A. Cabantan, D.D. Celebrates his Birthday

Women religious, representatives
from various ministries, relatives and
friends from Diocese of Malaybalay
joined Most Rev. Jose A. Cabantan,
D.D., in celebrating his birthday
during the Eucharistic celebration at
St. Augustine Cathedral on June 19,
2022. It was also the Solemnity of the
Feast of Corpus Christi and Father’s
Day.
In the Gospel, Jesus feeds the
multitude who came to be healed from
various ailments. Jesus was moved
with pity because they were hungry.
Abp. Cabantan pointed out that as a
father, one has to provide food for
his family. “Jesus shows compassion
like a loving Father who multiplied
the bread, blessed and distributed to
the hungry crowd, “ he said. All were
satisfied and the apostles were able to
gather twelve baskets of leftovers.
The Feast of Corpus Christ
reminds everyone of the Real presence
of Jesus in the Eucharist. The
multiplication of the bread prefigures
the institution of the Eucharist at
the last Supper. The bread and wine
became the Body and Blood of Christ.
In the Gospel, Jesus heals the sick.
The archbishop said that the Eucharist
is a healing celebration of God’s love,
His unfathomable love for all. It
heals the wounds and guilt feelings.
“The Eucharist gave us nourishment,
maintenance, and food that sustains
us in our journey here on earth,” he
added.
The archbishop commented that
receiving the Eucharist carries a faithful and had group picture with
responsibility. “We become what we
receive. Since we receive the body and
blood of Christ, we have to live the
values and teaching that we received
from Him,”he said.
This is challenge to the youth who
thinks that the Eucharist is a ritual only.

Archbishop Camomot declared ‘venerable’ by Pope Francis

the city of Carcar, Archbishop
Camomot was ordained to the
priest for the Archdiocese of
Cebu in 1941.
In 1955, he was appointed
auxiliary bishop of Jaro in Iloilo
province. Three years later, in
1958, he was named coadjutor
archbishop of Cagayan de Oro.
The archbishop founded the
Carmelite Tertiaries of the
Blessed Eucharist in Misamis
Occidental in November 1959.
This would later become the
Congregation of Santa Teresa.
After staying for 12 years
in Cagayan de Oro, he resigned
as coadjutor archbishop and
returned to Cebu in 1970.He

died in a vehicular accident
on September 27, 1988 at the
age of 74.“His dedication to
the poor and detachment from
material possessions were the
trademarks of his ministry,”
the Cebu archdiocese said

Vatican in 2020.
On October 21, 2021, the

gave their unanimous approval

Cardinal Semeraro, affirmed
that the Filipino prelate
exercised the theological,
cardinal and concomitant
virtues to a heroic degree.
The pope would have
to recognize a miracle
attributed to the archbishop’s
intercession in order for him
to be beatified, the next step
toward sainthood. A second

 Fr. Joseph Butlig Passes Away
A Requiem Mass for the late Fr.
Joseph Butlig was held at St. Augustine
Metropolitan Cathedral on April 21,
2022. It was presided by Archbishop
Emeritus Antonio J. Ledesma, SJ and
concelebrated by Fr. Lucas Hadi Siswo
Sasmito, SCJ, Provincial Superior of
Sacred Heart Fathers (SCJ) and the
ACDO Clergy.
In his homily, Fr. Sasmito pointed
out how important light is, no matter
how small especially when there is
no electricity. This experience brings
everyone into a deeper meaning of
light. In the Christian perspective, light
which is guiding us into life, shown by
Jesus Himself brings us to the Father.
Believing in Jesus, as light of the world
brings us to eternal life. “Holding on
to Jesus during the low moments of
our life, feeling loss, and mourning,
shocked by the death of our brother, Fr.
Joseph, help us to see the meaning to
move on with our life. The reason that
Jesus is willing to undergo His passion,
death and believing in resurrection is
to show us that there is life after death
and that the suffering will lead us to
redemption,” he said.
Fr. Joseph Cempron Butlig was
born on November 27, 1979 in Sunny
Brook Street, Poblacion Alicia, Bohol.
