MERCADO PUBLICO: A PROPOSED TWO-STOREY COMPLEX PUBLIC MARKET

Introduction
As one might expect, the term "public market" has a wide range of definitions and
connotes inclusive institutions, procedures, and activities. In the Philippines, the term public
market is always referred to as Palengke which is derived from the Spanish word Palenque
meaning wooden palisade and stockade (Diccionario de la lengua española, 2001). Traditionally,
a public market has been considered a civic-owned and operated venue or "place" where vendors
sell fresh food from open stalls. While some public markets still adhere to this definition, they
come in a variety of shapes and settings, offer a diverse range of items and experiences, and are
owned and controlled by several organizations. This flexibility in construction allows them to
adapt to a wide range of populations and locales, sparking renewed interest in their application
and potential (Project for Public Spaces, Inc, 2003).
Generally, public markets have primary objectives with a local purpose in mind, such as
bringing individuals to a town or neighborhood commercial sector, supporting/preserving
farming in the region, promoting local entrepreneurs, renewing a local area or neighborhood, and
so on. Public markets create a safe and welcoming public space in the community, where local
individuals may readily connect and a setting for other community activities. It is made up of
locally owned and operated businesses.
The existing public market in Pontevedra, with a lot area of 2698.6 square meters, was
built in the 1950s, and most of its components were decrepit and considered dangerous,
especially during the recent typhoon Odette. In addition, to accommodate the expanding
population of Pontevedra, which stands at 54,502 people according to the 2020 census, the
number of stalls, commercial spaces, comfort rooms, and parking areas must be increased.
This study proposed to develop a new complex public market for various reasons such as
to provide solutions from what were stated above. The project will bring together diverse people,
create active public spaces, linking urban and rural economies, promote public health, provide
economic opportunities for vendors, and catalyze the renewal of downtowns and neighborhoods.
In connection with this, the Municipality of Pontevedra and its branch offices, could move this
project proposal forward and make it a reality, thus complementing its mission of engaging an
empowered and participatory citizenry in resource-based and market-driven economic activities
while maintaining a balanced ecology, sustainable growth, and equity-led development.

Need of the Study
A public market, in its broadest definition, is any place where buyers and sellers of food
meet regularly for trade. It is considered a hive for many small businesses, a massive asset from
the community’s development perspective. Thus, transforming a traditional market into a
complex venue will be a huge transition for many Philippine public needs. In collaboration with
the Municipality of Pontevedra and its branch office, the proposed Public Market Complex will
undoubtedly reach its full potential.

In the Philippines, the stock market has to respond to various vulnerabilities that
correspond to poverty. Consumer spending slumped 7.2 percent in 2020, according to the
Philippines Country Commercial Guide, due to community lockdown measures imposed in
varying degrees to manage COVID-19, which accounts for roughly two-thirds of the economy.

Despite some of the news about the country's economy and big-box retailers taking over
the world, public markets have seen a renaissance as people all around the world work to rebuild
local economies and sustain human connections. The public market will dictate if we could
somehow provide people with a diverse spectrum of human, cost-effective, and convenient
developments that will effectively bring people together.

Background

Pontevedra, a 3rd class municipality in the province of Negros Occidental, subdivided into
20 barangays, has a population of 54,502 people according to the 2020 census conducted. Based
on these figures, it represents 2.08% of the total population of the province of Negros Occidental.
The Municipality of Pontevedra Public Market was established in the 1950s and is located in
Barangay II-Poblacion, Pontevedra, along Cortez Street. This is the municipality's general
market, which covers a total land area of roughly 2698.6 square meters and consists solely of the
main public market and a wet and dry goods annex. This facility has been heavily used by the
municipality's residents throughout time, resulting in its unconditioned and unmaintained state.
Customers are served insufficiently by commercial stalls, making the costumer experience
incomplete and inconvenient.

The transformative benefits of great markets are that it can spark urban revitalization,
foster community diversity, and improve public health. It can generate a range of community
benefits including small business opportunities, preservation, and promotion of local foods and
foodways, and a forum for public interaction. Despite these benefits, developing new,
permanent, markets are unique challenges (Byrne, S. 2021). Thus, most of the public markets in
the Philippines are open to establishing public market modernization projects.
One example is the Maypajo Public Market and Commercial Complex Project
Modernization, a new two-storey Maypajo Public Market and Commercial Complex Project that
was completed, opened, and became fully operational in late 2015, with the following physical
sections covering a total of 6,226 square meters. The new Maypajo Public Market, according to
the city's LGU, is a cleaner, safer, and livelier historical and economic complex. The project's
goal is to improve the quality of experience for all stakeholders - vendors, company owners,
transportation operators, and the public – while also encouraging tourist and local
entrepreneurship growth. Another example is the municipal administration of Maasim in
Sarangani province pushing for the development of a modern public market complex and
transportation terminal. The goal of this project is to encourage the implementation of the two
projects in order to provide new opportunities for people, particularly in the business sector, as
well as greater revenue for the local government.

All cities and municipalities must have encompassing public markets as their principal
trading areas. Hence, each linked study mentioned, has similarities to the current project idea.
This list is not inclusive; rather, it serves as a starting point for future improvements and can be
used to promote the plan and proposal to build a public market complex in the Municipality of
Pontevedra.

Objectives
This study aims to construct a 2-storey complex public market at Brgy. 1 of Poblacion,
Pontevedra that will deal with the arising dilemmas of the locals regarding the existent public
market situated at Brgy. 2 of Poblacion, Pontevedra, in a structural perspective.

1. To design a 2-storey complex public market in compliant to the National Building Code
of the Philippines (PD 1096) requirements.
2. To design a 2-storey complex public market according to the provisions of the National
Structural Code of the Philippines 2015 in safeguarding the public health and safety of
the occupants.
3. To utilize the physical sections of the 2-storey complex public market which will uplift
the tourism in the Municipality of Pontevedra.

Hypothesis

1. Does the design of the 2-storey complex public market conform with the National
Building Code of the Philippines (PD 1096) requirements?
2. Does the design of the 2-storey complex public market satisfy the provisions of the
National Structural Code of the Philippines 2015 in safeguarding the public health and
safety of the occupants?
3. Does the utilization of the physical sections in the 2-storey complex public market help in
uplifting the tourism in the Municipality of Pontevedra?

Methodology
This proposed 2-story Complex Public Market project in Pontevedra is a work in progress
that will be updated as time goes on. The proponent's research technique is a developing
approach of research.
AutoCAD, STAAD.Pro, STAAD RCDC, MS Excel, and other applications will be utilized
by the proponent to aid with the layouts and design of the proposed building. The perspective of
the design project was determined using AutoCAD. The STAAD.Pro program was developed to
actually determine the method of designing a building; it does not require any manual
calculations and is suitable for practically any sort of material. Furthermore, the STAAD RCDC
program calculates the bending moment diagram for each of the structure's beams and columns.
Finally, MS Excel was used for various design structural calculations as well as material and
labor estimations.

The National Structural Code of the Philippines (NSCP) 2015, the National Building Code of
the Philippines (NBCP), and other Commercial Building Implementing Rules and Regulations
will provide guidance on the design and evaluation of the proposed building during the project
study. It covers all aspects for the design and construction of beams, columns, slabs, and
footings.
