ENVIRONMENT IMPROVEMENT PROJECT

HUMAN
RESOURCE
MANAGEMENT
PLAN

1. INTRODUCTION
1.1 PURPOSE OF THE QUALITY MANAGEMENT PLAN
The Barangay Saint Peter Pedestrian Environment Improvement Project Quality
Management Plan (QMP) contains the necessary information required to e ectively
manage project quality from project planning to completion. It de ines a project’s quality
policies, procedures, criteria, and output. The Quality Management Plan is created during
the Planning Phase of the project. Its intended audience of the QMP is the project
manager, project members and engineers, and project stakeholders (see stakeholder
management plan) whose support is needed to carry out and complete the project. Using
the inputs of the stated audiences, proper steps can be done in planning, implementing,
checking, and acting to improve project quality standards and the project outputs.

2. AUDIENCE AND ROLES

PERSONNEL TASK/ROLE

Construction Engineer Assess the usability and construction quality of the newly repaired or
constructed pedestrian structures. These include but are not limited to
the structural capabilities/durability and the inishing works applied.

Project Heads Review and make decisions in response to the assessments provided by
the engineers and the stakeholders.

Stakeholders Assess the usability and visual appeal of the newly completed, repaired
and improved pedestrian structures. Their feedback on the output may
also determine the viability of this project and the possibility of
application in other areas

3. QUALITY ASSESSMENT PLAN

This section is where the quality standards and expectations are identi ied and the
stakeholder and project goals are de ined. These shall be done by providing success
factors and metrics for which to measure the level of success or acceptance the project
has achieved.

3.1 Engineer Assessment

They shall be done by means of a report detailing the output of the project on each
road upon each of their completions. This is done in order to make changes in early on if
there is an issue present in any of the pedestrian structures completed. This will be using
the criteria stated below which will aid in identifying the level of quality the completed
and improved structures have.

They shall be done by means of a interview or survey detailing the opinions of the
stakeholders on the outputs of project and shall be done with the help of the selected
stakeholders (some residents and pedestrians and the barangay tanod). This is done in
order to assess the quality and make changes if there are unfavourable aspects that are
possible to improve. This will be using the criteria stated below which will aid in
identifying the level of quality the completed and improved structures have.

In order to assess if that the resulting structure meets the quality required in the
previously stated criteria, the stakeholders shall be asked to ill out a form that would
allow the assessment of the newly build portions of the road. Upon the completion of
each road sidewalk, this form shall be given to the residents residing on said area
connected to the said road. Additionally, the tanod shall be given these forms so that he/
she may assess the work done as well. These shall be complied into a reportand analyzed
for any signi icant problems found.

The engineers shall assure the quality of the structures by performing routine site
visits and check ups each week. These shall be for the purpose of assessing the progress,
with each new completed section check for structural errors or other problems. Their
inding will be compiled in a report that will be used to assess any possible problem and
provide any needed actions if required.
Another purpose for the site visits by the engineers are to direct the construction
workers to any possible changes decided by the project head to improve the quality of
the resulting structure. Because of their weekly site visits, this would enable the changes
to be applied very quickly. Additionally as seen in the cost management plan, a maximum
budget was allotted for the project to cover various possible problems and one would be
a lack in quality. The allowance in the budget would allow improvements to be made in
the project is any were to be suggested and subsequently approved by the project head.

3.3.1. MATERIAL QUALITY ASSURANCE

Quality of the materials such as the concrete and aggregates will be checked by
the engineer and project head by means of requesting the speci ications and assessing if
it is appropriate for use. Aggregates may be sent to labs for speci ic testing. The cement
and subsequent concrete mixes may also be tested using the concrete cylinder test. To
ensure the quality of the materials to be used, these will not be delivered in one but in
batches which is found in the procurement management plan.

The tools bought shall be be check and assured of quality based on testing (done
by the engineer and/or project head) right after they are obtained and by checking the
speci ications. Aside from these, speci ic lab based testing will not be done.
